New rules for foreign direct investment in India will allow foreign multibrand retailers to own upto 51% of joint ventures in India. Rules set earlier allowed foreign retailers like Wal-Mart to only setup wholesale joint ventures. The move by the Indian government lets Wal-Mart, Carrefour, Metro Group and other retailers open supermarkets. The rules were also changed to allow 100% ownership for single brand retailers such as Nike stores. Prior rules limited single brand retailers to 51% ownership. This is a major step because of the growth in the Indian retail market, and the small portion of the overall market that is occupied by large retail chains with well developed supply chain management. Technopak Advisors Pvt. Ltd, a consulting firm in New Delhi, estimates that the Indian retail market has sales of about $470 billion a year, with only about 5% of this or $27 billion in modern organized retail operations. In the five year period 2012-2016 sales are expected to grow to $675 billion, with $85 billion coming from organized retail. Companies with operations in India that are expected to expand operations include Bharti Wal-Mart, Tesco which has a agreement with Tata Group's Star Bazaar stores, Germany's Metro Group AG. according to these numbers, even with competition from the organized large stores, smaller stores will still occupy 88% compared to 95% of the retail space in 2016. And the growth in the overall market means that the smaller mom and pop type stores will still have growth from $443 billion today to $590 billion in 2016. A government backed study by ICRIER shows that smaller stores lose about 23% of sales in the first year, but recover quickly in following years because of growth in the overall market. The introduction of modern supply chain management, modern refrigeration methods, and large investments by leading global retailers is likely to change the way food and other products are stored and marketed, a revolutionary change for India where these methods and investments lag far behind the developed world. For this reason this may give major impetus to modernizing the Indian economy....

43% of children under 5 are underweight in India, according to nutrition experts. This compares with 5% for China. China made its biggest strides in combatting malnutrition between 1990 and 2002, say experts by reducing malnutrion for children by two thirds. This suggest that malnutrition must have been much higher than 21% in China in 1990. And during the period between 1949 and 1980 China had focussed under Mao and his successors on the bread bowl, making sure that hunger was no longer a problem. This suggests the Indian middle class that thinks of the poor as there but not so worse off as to require a sense of urgency, or feeling slighted by the comparison with China need to do some thinking. From the perspective of progress the economy can only do well if rural and poorer areas are also part of development and share in the benefits of development. The other aspect of this is that the government can setup a program, and other countries like Brazil are also faced with the similiar problem and are tackling it aggressively. This is already takng place with a Right to Food Act in the Indian Parliament. Drafts of this Act call for a government subsidized minimum of 25 kilograms of food grain per family per month. But atttitudes in India need to go through a big change to take this problem seriously and with the urgency it requires from a developmental point of view, not only a moral point of view. What good is demographic devidend that many Indian leaders in many fields talk about if that demographic dividend is stunted by malnutrition, is the question all have to answer. Even software leader, Infosys's Nilekhani, in his book Imagining India talks about the large changes affecting India in the rural areas, the economic and technological progress, but fails to mention this aspect of malnutrition....

The problem facing Africa is whether vaccine supplies will run out before new vaccine supplies come from America, Britain and France. Only less than 1% of African people have been fully vaccinated out of a population of 1.3 billion people. US president Biden said America will provide 500 million doses of Pfizer vaccine to poor nations before the G-7 meeting in Cornwall, UK. Britain added 100 million and France 30 million doses. With new more transmissable variants out there Africa is in considerable danger today. The Delta variant from India has been shown to be about 70% more contagious than the Alpha variant from Kent UK. It is already the dominant variant for new cases in the UK. The new variants are now spreading in Africa. Cities such as Johannesburg, South Africa, and Kampala, Uganda are seeing a surge in cases. Another problem in Africa is that governments are increasingly reluctant to impose strong lockdowns because of the economy. Already it is believed that Africa's middle class has been severely affected during the last 18 months. ...

The migration of Miexcans to the US, or Keralites to the Gulf states, are other ways in which the impacts of this recession are felt across countries. This is passed on through lower remittances to the home country from its workers overseas and in the people returning to their home country unemployed. Putting aside national borders its seen in the way huge migrations of workers from rural areas moving to the coastal areas of China is being reversed as export industries on the coast are collapsing. In that case there are no remitttances but the effects are just as severe as these people are unemployed. And in parts of rural China where there is a severe drought the rural economies and the farming areas are suffering from poor agricultural production. Kerala, a coastal state in southern India, is a state heavily dependent on the Gulf economies for jobs and remittances. The Keral Manpower Exporters Association says that about 500,000 workers from Kerala will be forced to return from the Gulf in a few months. Kerala contributes about half of the 5 million Indians working in the Gulf economies. The estimated $6 billion that these workers send to Kerala ia about a fourth of the state's economy and twice its government budget. Skilled workers doing jobs as carpenters, plumbers, painters and administrative staff working in the construction boom in the Gulg especially Dubai, are likely to remain unemployed. ...

The Indian economy is expected to grow by 8.5% this year compared to 6.5% in 2009. But a major problem looms in the high inflation facing India. The poor monsoon in 2009 led to higher prices for foodgrains, lentils, and sugar. And the government's cut in the fuel subsidies will lead to more efficient use of energy, but will lead to one additional percentage point in wholesale price inflation according to the Reserve Bank of India, India's central bank. The whoesale price index in India went up by 10.5% in June from the prior year, and this after a 10.1% increase in May. Bloomberg's tracking of consumer prices in the Asia-Pacific region shows India at the top of 17 countries in inflation, and consumer prices paid by industrial and farm workers in India are shown to be increasing at 14% annually. The government is coming under criticism for not releasing more grains from its stocks to soften the impact of last year's monsoon. The Manmohan Singh government finds inflation at above 10% unacceptable and is looking for further action from the central bank. Reserve Bank of India governor Subbarao has raised rates 3 times since March 2010 to 5.5%, and a further increase is expected at its next meeting on July 27. A better harvest in September, from a better monsoon season, could help lower food prices. If this does not happen, more tightening by the central bank could hurt economic growth, putting the government in a quandary....

Dreams of democracy in Hong Kong fade and Martin Lee, a founder of the city's pro-democracy party is becoming marginalized. This report describes Lee's fleeing to Hong Kong as a child after 1949. He became a UK trained barristers and head of the bar association, Queen's Counsel, and only adopted his current role of democracy advocate after 1980 when the handover of the city back to China was discussed. During the British period Lee did not protest and the city was ruled in an authoritarian manner by the British governor. Only a handful of seats were opened for direct election in 1991 for the legislative council, so that the British never really experimented with democratic institutions in Hong Kong. In other British dominions in India and Ceylon elections for state legislatures started in the 1920's and 1930's in response to demands from Gandhi and the Congress party in India. In South Africa and Canada, Australia, these elections were held much earlier. No such effort happened in Hong Kong, and Hong Kong's elite mostly concentrated on business and expanding economy. Investment in these zones is expected to double to $66 billion by 2012, according to India's Commerce Ministry. Zero covid lockdowns have added to the sentiment seeing China as a less attractive location for foreign investment. American companies are seeing staff resign due the lockdowns and zero covid policy. About a fourth of companies in a US Chamber of Commerce survey see a 20% drop in sales in 2022. A similar situation is being seen for European companies in China. The other area of growth from property sector is not working anymore as there is a 59% drop in demand for new property units. Investors in the property sector fear  another situation like that of property developer Evergrande's collapse.  Similar to Japan by 2000 a lot of the government infrastructure for roads and rail and automobiles has already been built leaving less room for this sector to kick in. Investments are possible in AI, renewables, electric cars, and advanced technologies, with limited potential to tackle loss of jobs in other sectors such as construction and government financed infrastructure spending and in retail stores. Retail sales are hit by inflation and high gas prices. The result is that China's GDP may fall by 1% according to one estimate for this quarter from the previous year. For growth and foreign investment look to India where a surge in government financed infrastructure in construction of roads and rapid transit, fast rail, construction of housing, and rapid increase in use of mobile phones, automobiles, and appliances is taking place. A new logistics system is being built with a Master plan for the whole economy under Gati Shakti creating a whole new place for foreign investment in a country of 1.3 billion. With Indonesia and Bangladesh closely related to India this is a market of 1.8 billion people far surpassing China and built on values of democracy ingrained over 100 years since the experiments under the British of elected state assemblies. This happened under limited Hind Swaraj since 1930's when India was led by Mohandas Gandhi in these early experiments with democracy. Germany, France and the US have a lot in common with India and the ground is being prepared with improvements for extensive German, US foreign investment by the Modi administration.  ...

The Economist points out (in this cover issue on India-Pakistan relations) several fundamental facts. The first is that the current state of relations betweeen India and Pakistan hurts Pakistan the most. It makes a much smaller country and smaller economy bear the burden of defense against a large neighbor- defense takes up much needed allocation of funds for infrastructure and development, education and healthcare. It also weakens democratic institutions and their development by an overdependence on the military for governance. Poor India-Pakistan relations have significant adverse effects on the U.S. In fighting the Taliban U.S. forces are fighting a force that Pakistan's military helped create and support from its early beginnings as a way to counter Indian influence. With an Indian-Pakistani peace settlement of issues in Kashmir and other outstanding issues the U.S. would be in a significantly better position to disengage from the region, especially when the entire Middle East is moving in a new direction in 2011. Consider the difficulties in establishing peace in Northern Ireland, and between Turkey and Greece, and the difficulties of establishing peace between India and Pakistan cannot be considered even more difficult. Pakistan and India muddle along- neither side is doing much to take the initiative. For the U.S. disengagement from South Asia can be best achieved by pushing for a settlement between the two countries. Pakistan and India have much to gain from a settlement. Considering the progress made in Ireland, such places as Yugoslavia, and in Turkish-Greek relations, there is a lot more that can be done and should be done to bring India and Pakistan together. In Ireland diplomatic efforts were made by U.S. envoy George Mitchell, and in Yugoslavia U.S. envoy Holbrooke made diplomatic efforts towards the Dayton accords. Greek-Turkish relations have advanced to the point where Erdogan and Papandreou, the Greek and Turkish prime ministers, discuss solutions to the Greek debt crisis. This includes options to reduce Greece's defense expenditures in the light of Turkey's new foreign policies. The lack of such efforts to break the deadlock between India and Pakistan by the U.S,. the U.K. and other countries involved in the NATO mission in Afghanistan, the emphasis on a military solution supported first by Gen. McChrystal, and then by by Gen. Petraeus, all show a lack of understanding of the real issues that need to be tackled- issues relating to a peace settlement between India and Pakistan....

See the World Economic Outlook November 2007 which talks about this phenomenon in Chapter 5 on the moderating influences in the global economic cycle, the drop in volatility in the global economy, and the expansion of the economy being across most countries in the global economy. Is this a period or a phase the global economy is going through as most emerging economies and developing countries are improving living standards and developing infrastructure, or will it last for several decades with broad sustained economic growth and foreign trade. Some smaller crises are to be expected for example the stock bubbles in China and India(?) will pop if this bubble phenomena continues in these countries. The pressures for expression of public opinion and environmental degradation in China are further challenges and at some point China's development might slow to a more sustainable longer term rate. Will India then pick up as it urbanizes and develops its manufacturing industry?

The refugee crisis following what is happening in Syria with Russian involvement, terrorism, financial crisis aftermath from 2008, are being used  says Zeit Online to support a movement for "order" as the state ideology now put forward from the Russian government. This could be an early indicator for the 2017 German federal elections, says Zeit Online. Merkel has said that she supports continuation of western sanctions on Russia. It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

Seeing this only one leader comes to mind prime minister Modi of India who is faced with a huge task of infrastructure projects and investments that are intended to make India the third largest economy in the world. Russia faces inflation of 7%, and the central bank policy is to fight inflation by increasing interest rates to 7% in March 2014. The crisis in Ukraine and Russian intervention in the Crimea has worsened the prospects for the economy at a delicate time after Russia's growth rate was slowing rapidly in 2013. Capital flight in 2013 accelerated in the 1st quarter with the Ukraine crisis- with about $60 billion in capital outflows in the 1st quarter 2014. Speaking at an investor conference in Moscow, the former finance minister Alexei Kudrin, who strengthened Russia's finances in Putin's previous term continued to warn about taking risks with the economy and Russia's finances. He had earlier warned about higher defense spending. He now says the sharp economic slowdown expected with a possible contraction of 1.8% in 2014, is the price Russia is paying for an independent foreign policy. The policy is popular in Russia now with Putin's rating at about 80% in April 2014, but Kudrin says this does not reflect the situation if the contraction leads to falling real incomes. As investment spending stalled in the 1st quarter, only consumer spending supports growth for the remainder of the year. Russia's Economics Ministry favors stimulus to support growth, but the central bank is concerned about keeping inflation of 7% in check, and the Finance Ministry favors current policy of building up the rainy day fund from higher oil prices. As a result no stimulus is planned even as the economy slips into a risky contraction phase. For emerging markets in 2014 political problems have exacerbated slowing growth first in Turkey in 2013, and now in Russia in 2014, with the reverse taking place in India and Indonesia where elections and a change in government lead to more optimism....

It has been done before, Muslim nations shifting their entire mindset to modernization. Under Kemal Ataturk this happened in the 1920's after the collapse of the Ottoman Empire and Ataturk seeing the colonial powers effort to dismember their region turned his effort to modernize Turkey with only one single objective that ensured freedom from colonial powers. Leslie Chang says in this WSJ report that Egyptian women are not joining the workforce in large numbers as they do in large numbers in China, India, Taiwan, South Korea, and Muslim nations such as Malaysia and Bangladesh. For every one woman working there are four at home and it is culturally frowned upon for women to work. There are a small number of highly educated women but this is deceptive says Chang as the overwhelming number are at home and they cannot make a contribution to the economy. See the report in WSJ alongside about the weak condition of the Egyptian economy and how with high inflation of 30% and weak currency, Egypt with help not coming from wealthy Gulf neighbors Saudis and UAE, has taken a $8 billion IMF loan. Egypt and Pakistan show the need for culture and education to make the shift to modernization to work hand in hand, the entire goals of nationhood to shift to one single objective of modernization. There is a price for a socialist state run society adopting capitalism without understanding it. Russia experienced this in the 1990's as the Soviet system collapsed and the capitalist system took its place by 1990 with flagrant abuses. Only to be stabilized in the Putin years till the war in Ukraine affected the Russian economy. China avoided this fate by continuing its accelerated path to industrialization till the 2009 financial crisis. But hidden in its seemingly successful modernization effort was the role of LGFV's and selling of land to support the LGFV's. Local governments did not take on debt themselves, they passed on the debt to Local Government Financing Vehicles LGFV's- about 8 trillion dollars of debt 80%-90% not serviceable for interest payments, zombie status requiring borrowing for annual spending.  Most city councils or mayors did not understand these vehicles were debt and some even asked "do we have to pay it back?" LGFV's were not understood by mayors and city councils brought up under a socialist state run economy. They used it to follow the central government in Beijing's orders to come up with projects to boost growth year after year to rates of growth of 10% in the 1990's and 2000's, heedless of the risks because they never really understood the capitalist system and its pitfalls.  As long as land could be sold there was some revenue for local governments and room for shifting $8 trillion in debt to other LGFV's. Once the construction industry collapsed and companies went bankrupt their were few buyers for land. The central government cannot take on some of this $8 trillion in debt. As a result China is now facing what the Russians faced - a crisis from lack of grasp of the severe pitfalls of capitalism when its risks are not understood for economies that were in the 20th century experiencing upheavals, wars and then socialist state run economies. What this means is that the Chinese economy will slow, has no choice but to slow down for the next decade to find solutions to this debt overhang over its economy and industrial plans. It also means China's support for Russia in the Ukraine conflict is also problematic for China's internal growth to meet the aspirations of its people. As long as the administration in the US continues to pursue its own economic policies for growth as Biden has done by investing in the American economy, it will have the opportunity to lead the free world and be able to hold out hope for aspirations of countries and regions such as India, Africa and Latin America. ...

 JD Vance as key negotiator of the Memorandum of Understanding with Iran announced June 17 2026 in France at the G-7 Summit in Les Bains, France. Vice President Vance says-about why everything not being put in writing. “There’s a lot of discussion, the MOU, the gentlemen’s agreements, the final deal—words don’t matter, ladies and gentlemen, we’re about verification.” As with the detailed previous agreements the words have little meaning if the intention is to build a nuclear weapon while all the time saying it was for peaceful purposes.  Vance does not mention that in the next 10 years the worst hit from Hormuz are the poor countries Pakistan, India, Arab World in North Africa including Egypt, and even a developing country when it comes to per capita incomes way lower than Europe like China. There will be all these countries backing the US as high oil prices mean economic catastrophe for these countries. This is really what the president DJT means by he did this to prevent economic catastrophe. China has sustained the Iranian economy through this period and China has clearly stated that it expects denuclearization, expects Iran to reverse policy to make a nuclear weapon- as it is the crux of the memorandum's intent. Without it the US would not enter any agreement and there would be no war. Opening up Hormuz is critical for these countries including China to continue their industrial modernization. Vance says- “We have all of the cards." “If the Iranians want the benefit of the bargain they have to give us the things that are necessary to get those benefits.”  There is in Iran itself three groups, one the people, second the elected government of Pezeshkian elected in 2014 to reduce the cost of living and improve living standards, and third the Revolutionary Guard Corps. The entire Arab World, the entire Asiatic Muslim world represented by Pakistan and neighbors find this Memorandum as a lifeline, a step away from the brink of economic catastrophe, which is not shown in the media, all these countries pushing for their very life to get the US to give a chance to two of the three parts of the Iranian people and government (who will ultimately decide Iran's long term course as a part of West Asia as a regional economic development and modernization zone). There are huge stakes here for West Asia and East Asia in this Memorandum of basically intent on the part of the US (consistent with its history and purpose as Nation), and this remains the key guarantor for this opportunity for Iranian people and people of West and East Asia in their progress to modernization and economic progress similar to the path taken by Europe and the US after many struggles of their own (not to mention the Civil War that made the US and two World Wars that made the European Union).    ...

This report in DW.com presents a situation where supply of oil runs out as demand way exceeds supply as shale oils in US are depleted, and no new reserves are found. A story in WSJ last week reports that the salty water from shale oil extraction is injected back into reservoirs at a rate that creates serious problems in the Permian Basian of the US including East Texas. The IEA forecast in 2026 shows about 97 million b/d of production and demand slightly exceeding this in both 2030 and 2050 which would suggest defossilization has not taken place. Yet the US pullout from defossilization under DJT is sure to be reversed by future governments in as short as 3 years, and the current DJT policy is simply a response to the cost of living concerns of the majority of Americans. The scenario that fossil fuels will be required forever is promoted by the oil companies and by OPEC+ including Russia. But this situation will reverse as the cost of living crisis and the low wages and incomes, loss of factory jobs, low savings, health care inflation, is tackled under the DJT administration and the US economy becomes stronger with lower inflation.  This scenario of  steady oil demand can be reversed if China and India and Europe push ahead with renewable energy and technological change as is happening today, and will not be seriously impacted when the US joins the battle with its renewable energy push in 2028. This is not just an optimistic scenario, it is a balanced one as private industry in the US will sense this and move ahead with development of new technologies for renewable energy so as not to fall behind and to pioneer on their own. That is the history of innovation in the US for the last 100 years and will not change. ...

Iranian missiles and drones flying low and close to the ground avoided detection by Saudi and American air defense systems. The missiles and drones hit Saudi oil facilities stopping about half of the Saudi oil production. Iranian cruise missile technology was used for the attack, according to U.S. officials. The attack also showed how vulnerable the oil supplies from this region are to disruption. The U.S. is not dependent on Saudis for oil as it has increased its production from shale. China, Japan, South Korea and India are dependent on Saudi oil supplies. Biden has put forward a new initiative to strengthen democracy by getting increased commitments to key features for democratic processes in the world. The idea is not to limit partnerships with other countries says Anthony Blinken, Mr. Biden's main adviser and secretary of state. This means India a key partner in both democracy and the Indo-Pacific can for defending its thousands of miles of border in the high Himalayas with enroachment of China into border areas such as Tibet, maintain its good legacy relationships with Russia as happened in last weeks Modi-Putin meeting.  The idea says Blinken is- "The US does not want to limit your partnerships with other countries. We want to make your partnerships with us even stronger." This means the Philippines, Indonesia, Malaysia, Sri Lanka, can maintain economic and development related ties with China which contribute to their economy, and build stronger relationships of culture and democratic processes with the US, India, European Union and Japan. For this reason the White House has emphasized that this is not about the US giving stamp of approval or disapproval of which country is a democracy and which is not. Too much of that happened under previous governments including Reagan, Carter, Bush, Obama.  The situation of Turkey relates to independence of judiciary and the unwillingness to take another look at problems. There is also the issue of technology is to be used so that citizens are protected from undue surveillance. Mistakes can be made but judiciary acts as an independent branch under the arrangements of checks and balances in American, British and now European frameworks of democracy built over centuries of struggle between monarchies and the people dating back to the Magna Carta in Britain. Neglect of workers and families also is an issue for democracies as for instance the effort now taking place in Germany under Scholz to "respect" workers and families. Lack of this led to the movements in US and European democracies giving room to vent that could ultimately lead to subverting democracies in the homeplace of democracies in the US or Britain. Why such a large gathering of 100 countries? Biden understands that the processes of democracy are always being improved and are a work for each new generation. For this reason there is no perfect scorecard- an ever renewing effort to make the process work in the best interests of the people of the country one generation at a time, to improve the quality of life and do this by preserving the right of peoples to choose their governments.  Why exclude China and Russia, till recently China had a consultative arrangement to run the country and Russia has elections? On this question the response of the Biden administration is that countries commit to the process and back initiatives to "counter authoritarianism. combat corruption, and promote respect for human rights."   Pakistan because it struggles with a long legacy of shortfall in the area of education after the collapse of Mughal rule that was seen under the British, and the general poverty of the Indian subcontinent that is striving to preserve the practice of elections, judiciary, and other democratic processes that were introduced in the Punjab and Sind provinces, and elsewhere since 1900. This is true for much of Africa, and also in parts of India, where aspirations of the people are for democratic process but faced with difficulties, corruption and poverty. In India the efforts of Naoroji, Gokhale, Gandhi, Nehru and Rajagopachari, Govind Pant, almost all leaders of the period since the 1850's, and able well meaning administrators since Lord Mayo in 1868 were to let democratic processes gradually find deep roots. Biden see aspirational in the face of difficulties as acceptable, even truly remarkable, with a willingness to learn from other countries to strengthen its own processes for democracy. It is no longer an Anglo-Saxon model alone as Germany and Europe are part of this process to be renewed by each generation. So are India and Japan. India after a century of elections since 1900 gradually expanding voters from one million to 5 million in the 1930's and to 900 million in 2019, with independent judiciary in a system of checks and balances as in the US.    ...

Arvind Panagriya, Prof. of Economics at Columbia University, points out the key initiatives of the Modi government in its first four years which will show results in future years for development of the country.  He mentions the Swachh Bharat Mission and cites results that show rural households with toilets are now 84% up from 38%.  By 2019 the whole country will be defecation zone free on the 100th anniversary of the birth of Mahatma Gandhi. The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...
