In this interview with Alessandra Galloni of the WSJ following the June 28, 2012 European summit, Monti says Italian spreads with German bonds would be 1200 or something if the Berlusconi government were still in power. Monti later called Berlusconi to say he regretted the extrapolations on spreads mentioned in the intervew that could be seen as banal or abstract. This is taking the phrase out of the context as the comment was made in the context of a question by Galloni asking why Italian spreads were so high even after the actions taken by Monti to improve competitiveness including labor reforms. Monti's answer was that this was because markets are sensing that eurozone governance is weak, that though France has done less reform its spreads are low because people think Germany would never let France go. Monti makes the statement here that the agreement of Europe's political leaders that they would do whatever is necessary to save the euro after the eurozone June 2012 summit, including stabilizing the markets through EFSF/ESM instrument, gives the ECB the political and moral justification to engage in buying Italian and Spanish bonds to stabiize yields at acceptable levels. He just hopes the ECB does not wait till the night before the catastrophe (disintegration of the euro) before it acts, and does this slightly before that time. And his words to Merkel and Germany about the need for ECB interventions to stabilize yields are clearly stated- Merkel risks facing an Italian parliament that rejects Europe and the euro and is not a friend of Germany if the action is not taken.Throughout Monti remains committed to the idea of a economic and monetary union of Europe. To give up on the euro is to give up not just a currency but a civic culture. It is the most forceful statement of any European leader during the eurozone crisis....

Indian prime minister Modi says India "will go above and beyond" the 2015 Paris climate change accord. He said at a news conference with French president Macron that it was "our duty to protect Mother Earth." He said after the meeting that the Paris accord was "the common heritage of the world," and "a gift that this generation can give." India has set ambitious goals for solar and wind energy as costs of solar become competitive with coal. Because India desperately needs energy for over 200 million people who lack electricity, India's shift away from reliance on coal may be a lesson learned from the damage to air and water in China's two decade industrial expansion based on coal.

Krugman sees France has a fairly successful country with a strong safety net, contrary to perceptions. He asks then why the vote for Le Pen of the National Front, with its perceived racism and ideology. He points to the bureaucrats in Brussels and how they are perceived in Britain, the way austerity policies were favored by the European Union and Germany. Much of the reporting to date shows the effects of neglect for rural communities and small towns and the loss of jobs as the reason for discontent with established parties. It appears that this has affected the vote more than the anti-European Union message. During the last debate Macron was more effective in showing that there were advantages for France in remaining connected to the global community and to remain in the eurozone, calling it a huge mistake to follow Le Pen's policies.

Erlanger and Smale of the NYT describe the reaction in Europe, from Chatham House in London, Bruegel think tank in Brussels, and the German Council of Foreign Relations in Berlin, to the election results in the first round in France. There is a sense of relief that the poll results held and that Macron is the front runner, yet a sense that the issues of social justice, taking account of the marginalized need to be addressed. The parliamentary elections in June, soon after the second round of voting, are also seen as a factor as governing without the support of the legislature would mean very little gets done. For the first time the main parties are not being represented in the presidential office, with a fractured Socialist party and the Republican Party candidate not in the second round.  The Dutch elections, followed by the French and German elections could push back the populism in a negative direction of withdrawing from the global community and openness in the economy.  The economic reform message of  Macron resonates in Germany, as France suffers from high unemployment and needs to build a stronger economy. A stronger French economy is the sure way to bring French people together after the divisions of the current election.       ...

The effort by expatriates like the new mayor Ignazio Marino to give Italy a new start following the Berlusconi era and the stagnation in Italy's political and economic system. Marino won with 64% of the vote. Many of the people Bruni talked to in Italy are deeply conscious of the difficulties facing Italy as it tries to put itself on a new path, making a transfer to a younger generation, ending the Berlusconi era, and puting aside the sclerotic ways of the past.

Adam Nossiter of the NYT describes the clearly presidential nature of Macron's appearences during the first month in office. First at the Louvre during the night election results showed him winning easily, and later in appearances at the G 7 summit meeting and at Versailles with the Russian president. This is in sharp contrast to the chatty, "little jokes" and other efforts of president Hollande that left people with the impression that he was not decisive and strong. The French presidency from the time of Charles De Gaulle by its very nature compared to the prime minister's position of England, requires a strong presence and decisive personality. Macron shows every intention of fulfilling that role. Observers have traced this to Macron being a research assistant to French philosopher Paul Ricoeur. Macron acquired a training at the end of the 1990's from Ricoeur, which emphasized the need for and virtue of a middle ground- that sees even the events of the French revolution in a different light, with the death of the king Louis XVI in 1793 as unnecessary. ...

In this interview with Varoufakis, the Greece finance minister in the negotiations with the European Union and the IMF in 2015, Suzy Hansen provides a detailed account of Varoufakis's view on the Greece bailouts and a sense of looming failure in the negotiations. Varoufakis says he was willing to make concessions by holding off on action on the minimum wage, but cannot make concessions on paying out pensions to the elderly. Varoufakis concedes he is not a good negotiator or a politician, and negotiating skills were critical for Greece to tap into the goodwill in the eurozone's southern region to win a package that would give the Greek economy a chance to grow. Additional handicaps may be his outlook which was shaped in his younger years by the "junta years" when Greece was ruled by a military dictatorship, and a family history relating to Greece's civil war between royalists and communists. In this interview he compares himself to Margaret Thatcher, who he says should not be held responsible for the state corporatism following the war, remarks that may show a finance minister out of touch with the present situation. There is no lack of criticism of the way some of the bailout actions took place to protect French and German banks in 2011 and 2012- in fact some of the strongest criticism, well formulated, was on the editorial pages of the Wall Street Journal. Yet Varoufakis had a special responsibility to build on the goodwill generated after years of austerity, and the efforts of the Samaras administration to work with the EU. On both counts he appears to have failed as he realizes that the 4 months of uncertainty ending in a total lack of communication between both sides, has cost Greece by worsening the economy. Posturing and personality, compounded by inexperience, may have distracted from the real work of serious negotiations. The IMF chief Christine Lagarde had emphasized at the outset the need for Greece to fix its tax system with high degree of tax evasion, an issue on which Syriza could have acted quickly. Some of the period before the elections was used to prepare the EU for negotiations with Syriza, and Syriza needed to be prepared on this issue. Yet no action was taken on a plan to tackle this issue- on the grounds, says Varoufakis, of lack of time. He only rationalizes this when he says it is only a short term cost for the long term future of young people. ...

 Mayor Reiter of Munich, Christian Kern, head of Austrian railway OBB, say here that the actions of Viktor Orban of Hungary gave the German government very little time, only a few hours, to act. The first motivation was to act in a humanitarian way, which is what happened. The German government had asked Orban to register and handle immigrants in an orderly way. In the end with the failure of Orban to do this, the immigrants who would have come north anyway, streamed into Germany and Austria in buses and trains. Clearly Hungary and Germany could have handled this better. The German public provided support with a large number of volunteers helping. One German minister is cited here as saying that if Orban wanted to build a fence he should have done it in a quiet way, as there are fences between Bulgaria and Turkey, and Turkey and Greece and it has not bothered anyone.

The pact of competitiveness is designed to bring a closer integration of the eurozone. It includes proposals for increasing the retirement age to 67, ending indexation of wages to inflation, and involvement of other eurozone countries in controlling out of control deficits in some countries. Germany sees this as necessary to convince the German public that financial responsibility is being exercized by countries in budget crises that get help from Germany. This may buy time but it does not come to terms with the reality of Greece being insolvent already, which may be true also for Ireland and Portugal. Some experts see the need for debt restructuring, and the need to start early, especially if Germany is unwilling to make large transfers to these countries.

French president Sarkozy, and German chancellor Merkel, announce the decision to seek treaty changes to make fiscal discipline a critical part of the new EU treaties. They issued an ultimatum to other EU countries to decide within a week whether they wanted to be part of a eurozone under this arrangement. In any case France and Germany will move ahead for a tighter union. Merkel stated- "We need structural changes. It is not possible to do this in the framework of the current treaties." Germany secured France's acceptance for having national budgets submitted for review by a supranational European body and automatic sanctions. France secured Germany's acceptance of a way to override this if automatic sanctions are blocked by a strong majority of members voting to this effect. On the issue of bondholders, of private creditors sharing in losses, France and Germany agreed to limit this to Greece. Merkel stated: "Greece is and will remain an exception," to which Sarkozy added, "the message to investors from across the world is that in Europe we pay back our debts."...

New rules for euro currency nations in Sept. 2011. The rules provide for sanctions against countries with budget deficits exceeding 3% of GDP, and national debt exceeding 60% of GDP. Countries that break the rules will be required to make a cash deposit in a non-interest bearing account for an amount that is 0.2% of GDP. If the situation continues the deposit becomes a fine. The European Commission will still require finance ministers permission to impose sanctions, but the voting system makes this harder to block. The European Parliament will consider 6 pieces of legislation to make these changes.

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. The Iraqis reminded Saudis that OPEC was started in Baghdad. ...
