As it grows into a significant player in mobile advertising with about 35% of all mobile advertising, Facebook is looking for ways to put news content on its site. Earlier efforts were less successful. The Ice Bucket Challenge showed some publishers the risks of using a social media platform for news content. With Facebook users spending most of the summer posting videos of people getting water poured on them to raise funds to fight ALS, less links to news sites were shared with users. An initiative called Social Reader in 2011 with the Washington Post was designed to create a sort of newspaper for Facebook, but fizzled out in 1 year after readers found any post opened going to all friends creating a spam effect. Another problem is that news stories are slow to appear on mobile phones. Instant Articles is the latest effort by Facebook to publish news content on its site. Users would not link back to the news website but stay on Facebook. It makes news websites dependent on Facebook in the long run, say news publishers. They are wary of this because economic arrangements such as Facebook giving 100% of the money from ads posted against an article, can change over time. As of March 2015, according to Parse.ly analytics firm, Facebook was the source of 27% news traffic to all news sites, Google 22.7%. State owned banks provide loans to companies like Renova Energia. New technology from French, Dutch, and Spanish companies with advanced sensors that shift the position of blades to adapt to wind conditions, the size of windmills of over 400 feet, and 1.6 megawatt turbines, make wind energy a realistic option for Brazil's expanding energy needs growing at 5% a year. French energy company Alsthom has a plant outside Salvador, the capital of Bahia state, to manufacture windmill components. US president Biden and EU president Leyen are expected to discuss a plan to reduce dependence on China for minerals for EV vehicles. A buyers club for critical minerals is part of an effort to move clean energy supply chains away from China. The G-7 would then arrange for agreements in Africa, Asia and Latin America to buy these critical minerals. EU firms would be able to use this supply to qualify for incentives provided under the Inflation Reduction Act. Some Senators including Manchin say the provision for US sourced materials for EV vehicles manufacturing was intended to support manufacturing in the US. The EU protested and president Biden is working out an arrangement to work with the EU on a common manufacturing platform that also gives incentives to EU made products under the Inflation Reduction Act.

Microsoft CEO Brad Smith is taking a different approach with regulators than tech rivals Apple and Google. In this report by WSJ he says that tech is now in the same situation that the financial companies were after the financial misdeeds of 2008 which caused a global financial crisis. Banks had to adapt to the regulation that followed. Tech says Brad Smith will have to do the same after missteps of its own. Better for Microsoft to work proactively with regulators than to stall regulation is Smith'e view.

To do this Smith brings 30 years of experience working with Microsoft and seven as president. During this time he had extensive interface with regulators and government, so that he brings more experience in this field than his peers at Google or Apple.

Germany will give 16 state authorites 2.5 billion euros to support a6 euro monthly rail pass that can take you to anywhere in Germany for a month. About 7 million tickets have already been sold. Deutsche Bahn is operating at 80% of capacity at this time. Inflation is up 7.9% in Germany last month and this is a result of the war in Ukraine.

In other aid the German government has given-

Cutting the fuel tax by 30 cents a litre for gasoline to keep prices below 2 euros.

Those in work will get a one time 300 euros energy rebate for energy costs in autumn.

A 100 euros child benefit bonus per child.

People on other welfare benefits will also receive 100 euros.

Anna Fifield says in this Washington Post report that the North Korea of 1998 with famine, and the North Korea of 2008 seeking stabilization when poverty and malnutrition were shared across the country, is not the same as the North Korea of 2018. For one thing more than half the people in North Korea work in what is essentially a market economy and most of the other half are involved in some way with private enterprise. Contacts with the outside world are also to be seen and the country is not as isolated any more. Kim Jong Un is also a leader who likes to have contacts with the outside world compared to previous leaders. 

This leaves room for change says Ana Fifield, change that could help the vast majority of North Koreans.

IG Metall, the union representing 3 million workers in metals and engineering industries, negotiated a 4.3% wage increase over 13 months. The union had asked for a 6.5% increase. Unions won wage increases of more than 6% in the public and telecommunications sectors. Workers in chemical, agriculture and hotel industries are pushing for increases of over 6%. The union wage negotiations help set the pattern for wage increases for the 41 million employed workers in Germany. This will help France and other EU countries close the gap with Germany in wages and improve competitiveness.

This WSJ editorial says AFL-CIO union leader Trumka's questions about the Lew nomination at Treasury are appropriate even though they come 2 years later. The questions relate to clauses in bank contracts that allow accelerated vesting of equity awards for executives who may be likely to join the government- looking towards favorable treatment of the banks by these executives that join the government. In this case it is Citicorp where Treasury Secretary Lew worked before becoming Treasury Secretary. The original Lew employment contract with Citicorp had a bonus guarantee if Lew left the bank for a "high level position with the United States government or regulatory body." The revolving door has a pernicious effect on America's regulatory system especially for financial markets and bank regulation by permitting behavious that would otherwise be discouraged or penalized.

Ford has lagged behind other car manufacturers in entering markets in India and China. Ford now plans to increase investments in India. Ford gets 3% of its total sales from India, compared to 10% for Brazil. The goal is to generate one third of its sales from Asia and Africa. As part of this effort Ford plans to build 2 new plants in India. The two plants will be built in Sanand, Gujarat, by 2014, employing 5,000 and with a capacity of 240,000 cars and 270,000 engines. Ford's existing plant is in the south, in Tamil Nadu, with 5000 workers in manufacturing, and 5000 other office employees. Ford cited advantages of Gujarat being the port facilities for exporting cars and the pro-business climate in Gujarat. Toyota which was also slow to enter the Indian market, plans to invest $220 million to double production capacity to 310,000 by 2013.

The old CFO Lucas and general counsel Harding departed in Jan. 2013. Hector Sants, who headed Britain's FSA, was hired to run the compliance division at Barclays bank. The poor record of dealing with regulators and the financial management of the departed executives hurt Barclays credibility with regulators. This important WSJ report shows how the CDC labs failed to come with the test after contamination of a component and failure of the third part of the three part test components. In the absence of a working test from CDC where delays cost three weeks of February the private labs all over the country and state labs could have developed their own test, yet HHS and FDA required approval for these labs to develop their own test and use it. From Feb. 8 when state and city public health labs detected problems with the CDC test to Feb 29 when solutions were developed including simply excluding the third part of the three component test, and letting labs around the country do their own test, were 3 crucial weeks that let the virus spread out of control. The CDC, HHHS, and the FDA and their managers and heads of departments bear responsibility for these errors. Week after week the delays continued, instead the two component test which detects if the genetic material in the sample is coronavirus material, could simply have been approved at the outset instead of the approval for this given weeks later. The third component of the test checks if the virus mutated, according to this report. There is no explanation why the labs all over the U.S. were not allowed to go ahead on February 9 itself or within a few days after that to develop their own tests once it was clear the CDC test did not work on that day. CDC officials failed to recognize that there was a possibility that they may not be able to fix the faulty third component of the test and the risks if they gave false reassurances. There is also no explanation of why a German designed test was not used once the CDC test failed on Feb. 9, which would be a proper way for action considering that this pandemic had already shutdown parts of China by this time. Alarming also is the mention in this report that on Feb. 22 a FDA official in charge of lab diagnostics  flies to Atlanta where the CDC Respiratory Diagnostic lab which developed the test is located. His boss FDA medical device center director is cited from later information as describing the lab as "filthy" meaning the lab had the potential to contaminate, and going so far as saying that if it had been any other lab it would have been shut down. Considering that investment in public health has deteriorated over the last two decades and that there has been a massive misallocation of capital in the country away from public infrastructure this is appalling. The thought of critical labs for emergency health needs as not being up to high quality standards in the U.S. as a result of two decades of misspending, that this shows, is very disturbing.  This WSJ report is based on interviews with people who know about the testing crisis, and undisclosed emails, correspondence on the issues involved. Community transmission began in January 2020 in the U.S. These delays were costly in February and could have been prevented either by going with the German design on Feb 10 or asking labs across the U.S. to develop their own test, and letting other labs immediately use the modified 2 component test of CDC that worked instead of doing this action weeks later. Mardi Gras on Feb 25 and other places where large crowds gathered in sports stadiums could have been stopped had testing gone forward and shown the true extent of the community transmission in these critical weeks.  First China delayed a U.S. team of experts coming into the country for weeks, and then the CDC, FDA, HHS, failed to get testing started, creating  a false sense of complacency. Two crucial errors outside and inside the country that caused so much damage to America and the world.   ...
