The Bank for International Settlements, BIS, considers companies that have interest payments exceeding the earnings before interest and taxes as zombie companies. This report in WSJ cites BIS central bank data showing 10% of European companies, including companies in Italy, Spain, and France are zombie companies. Stefanel, clothing maker, is one of these companies in Italy. This is up from 5.5% in 2007, showing how the financial crisis of 2008 and the aftermath have affected European business.

OECD estimates in Jan. 2017 confirm this showing the figures have tripled since 2007 for Italy and Spain. This misallocation of capital is as much as 20% in Italy.

The Obama adminstration and Democrats start the U.S. "fiscal cliff" negotiations with a call for $1.6 trillion of additional tax revenues, twice the amount of $800 billion discussed in talks with Republicans in the summer of 2011. During the Obama-Boehner talks in mid-2011, the Republicans and Democrats neared agreement for a plan to cut the deficit by $4 trillion over 10 years, with new revenues of $800 billion. Obama then pushed to raise the revenue to $1.2 trillion and talks collapsed afterwards. The Republican side through GOP senior aides says $1 trillion in new tax revenues is where this could end up. The Republicans would agree to cap deductions for the wealthy as proposed by Feldstein-Romney, and the Democrats would agree to changing Social Security and increasing the Medicare eligibility age to above 65 as proposed by Rep. Chris Van Hollen (D., Maryland) in such a scenario.

China's new prime minister Li Keqiang makes his first foreign trip with a trade delegation for talks with Indian representatives and business leaders, showing the importance he places on India. India offers China's companies access to large opportunties in infrastructure development, and China can benefit from India in the area of information technology and pharmaceuticals. Trade is envisioned as expanding from $70 billion in 2012 to $100 billion by 2015, and expanding rapidly as the two economies grow. Economic contacts also would provide an anchor for future relations as China faces difficulties in its relations with Japan, and S. E. Asian countries, and a U.S. wary of China's capabilities. This was pointed out in the joint statement. Li Keqiang also emphasized this in an editorial page article in India's daily newspaper, the Hindu, saying India and China have "to work hand in hand," to promote Asia as "an anchor for world peace." A peaceful India-China trade and economic relationship opens the way for investment and participation in development by China alongside Japan, Germany, France, UK and the U.S. in India, as the next major source for global economic growth. This also serves to defuse Asian tensions as both economies grow, and increased contacts between cities in India and China with the twining of cities program launched in the meetings. India can use China's capabilities in infrastructure development, the two countries share the need for information sharing on lowcost solutions in healthcare, in managing urbanization, and solutions for clean water in rural areas, and use of IT solutions in development, where much remains to be accomplished through cooperation. Macron is a close advisor to president Hollande since 2008. With the resignation of Montebourg as Economy Minister, Hollande offered the position to Emmanuel Macron to help improve conditions for business and increase investment in France. Macron pushed measures for changes through parliament by resorting to constitutional provisions because of opposition from the president;s own Socialist party members. Prime minister Valls was able to win the no-confidence vote that followed. In the 4th quarter of 2014 GDP growth in France was only 0.1%, lagging behind Germany at 0.7%. The Dodd-Frank financial overhaul bill passed in July 2010 has a requirement that issuers of mortgage securities hold onto 5% of the risk of mortgages packaged into securities. Regulators were required to to write the rules for certain exempted loans called "qualified residential mortgages" for which the rules do not apply. Kenneth Rosen of the University of California, Berkeley, says the requirement aims at avoiding the catastrophic risk-taking epidemic that caused the financial crisis of 2008. Federal regulators have till December 2010 to write the new rules. But financial trade groups and firms are already pressing their views on what they would like to see exempted from this crucial 5% requirement.

The fragility of the financial system is cited as one of the risks for China by Standard & Poors, and by the IMF in 2014. After 2008 total debt including government, corporate and household jumped by 100% to reach 250% by 2014, according to the Economist. The complacency, poor statistics showing bad debt at low levels, the tendency for local governments to continue old practices, dependence on the state to pick up the tab when companies run into losses, or for bad debt at banks, papering over bad loans with new loans, and corruption with close connections between state owned companies and the state, create a situation in which this problem continues to grow.

Germany and the European Union are improving their defenses as the conflict drags on. The US position DJT has articulated is to bring an end to the war to end the daily loss of lives on both sides. Looking back was it worth loss of hundreds of thousands of lives on both sides and the damage to the economy, to housing from bombing, and the millions of refugees many older people, just for the Association Agreement with the European Union in 2013-2014. This has been completely mismanaged by all sides, the EU officials responsible, the governments in Europe including Russia and Germany, and Ukraine's political parties and their appeal to the people, and by the administration of Obama in the US. DJT and administration officials have long made it clear that they don't want this war, the war in Ukraine. A conflict that has been going on in some form or other between parts of Ukraine in the west and Russian influenced regions in the east as governments changed before and after protests in Kviv in 2013 over an agreement on association with the European Union long before the current war; some favorable to Putin and some not like the current government. So it is surprising that Medvedev would make remarks about DJT and the US to draw a confrontation between the two powers US and Russia in this way in X, remarks DJT calls "inflammatory."  Especially when the US is trying its best to negotiate and end to the war by pressuring both sides. It's defending of Ukraine only to stop the missile attacks on it's cities to give peaceful resolution a chance, not to aggravate the conflict.   ...

Vanguard Index funds attracted $233 billion in new investment in 2014, according to Morningstar. Of this $40 billion went into the Vanguard Total Stock Market Index Fund, $27.5 billion into the Vanguard Total Bond Market Index Fund, and $9 billion into the Vanguard Total International Bond Market Index Fund. The poorer returns from actively managed funds with high fees and the PIMCO Total Return Fund led to this shift into index funds. For every $100 in investment with Vanguard index funds the cost in fees is about 18 cents compared to $1.24 in the average actively managed mutual fund, according to Morningstar.

A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The management of the economy also has provided a soft landing after threats of disruptions in trade relations with the U.S. ...

Brinksmanship on both sides as Greece's Syriza government continues negotiations with the EU in June 2015. Syriza's Tsipras attends the St. Petersburg Economic Forum as the IMF's Lagarde calls for restoring dialogue "with some adults in the room." Value added industrial output in China increased by only 4.4% in August, showing deteriorating economy. Fixed asset investment outside rural areas, was up to 5.5% in Jan-August 2019 compared to year earlier period. Premier Li Kequiang says "Against the backdrop of a complicated international situation and given the higher  base of comparison, it is not very easy for China to still sustain a medium to high growth speed of above 6%." 
China's economy expanded at 6.3% in the first half of 2019- the government's target is between 6 and 6.5%.

In the light of this situation in the economy China is taking aflexible approach to trade negotiations with U.S. trying to separate issues of competition and technology of the long run from trade, and seeking areas of agreement after the rhetoric of the past 6 months.

After sanctions were lifted in 2016 on Iran India and China increased oil imports from Iran. China and India ramped up imports each country importing 900,000 barrels of oil per day in 2016. Since then China has reduced imports from Iran to 500,000 and India has reduced imports to 600,000 in anticipation of possible sanctions. India received a limited waiver from sanctions for oil paid in rupees before sanctions were lifted. 

Chinese officials say alternatives for importing oil are available, and that it is more concerned about the price of oil.

Oil prices affect development because as in the case of Indonesia and India reduced oil subsidies and savings can be diverted into infrastructure development in Asian countries. The recent surge in the price of oil adds to the pressure on budgets and fiscal deficits in developing countries.

Italian prime minister, Mario Monti, told the European Parliament in Strasbourg, that he wanted to see more power reside in the European Parliament, that democracy was consistent with integration. German chancellor Merkel says the European Commission should "act more like a government with all the powers," and the European Parliament should become more important than national parliaments. This is the vision of Europe that leaders are supporting in 2012. Monti gave as one major reason for a European governing entity- national governments with their own local interests had created the economic trouble Europe faces today, with Greece being a textbook example of how everything can go wrong. Germany and France, he says relaxed the fiscal discipline rules of the Stability and Growth Pact, and this could happen again.
