Cheap abundant coal supplies support the Australian lifestyle and standard of living. Australia is a big exporter of coal. The draft of the new constitution in Chile is rejected by voters in September 2022 with only 38% voting For and 62% Against, a much larger margin Against than previously expected. The new constitution was drafted by a Constitutional body specially elected for the purpose, As a result Chileans will have to go back and draft one that is more likely to pass. Unlike previous votes voting was mandatory for 15 million eligible voters. Clauses on environment, abortion, and the indigenous tribal people are seen as controversial as well as a tendency to put every conceivable right into the constitution and not thinking enough about how these rights may be secured, and focusing on basic rights. The protests were about the unequal access to healthcare, education, and services, weakness in the pension system, and lack of protections for the elderly and pensioners. Income inequality was also an issue in the protests.

Karl Lauterbach, a popular physician, is the SPD's and Olaf Scholz's choice for Health Minister in Germany. Lauterbach says he will strengthen Germany's health care system and its vaccination drive. Klara Geywitz will head the new ministry of Construction and Housing setup by the SPD and Scholz, one of 2 East Germans in the new Cabinet. The new government plans to build 400,000 new apartments every year to ease a massive affordable housing shortage. Hubertus Heil will remain Labor and Social Affairs Minister to reorganize the unemployment benefits system and raise pay of care home workers. SPD will take 8 of 17 Cabinet positions, with the other nine going to Greens and FDP. There will be an equal number of male and female ministers- one of Scholz's promises. Changes in the management board at  VW that will lead to an accelerated investment in electric vehicles. Labor leaders had sought to oust CEO Herbert Diess. Mr. Diess will no longer oversee the VW brand or the company's business in China. The management board is expanded to 11 from seven previously. Three new board positions were created two filled by women. The result is that Mr. Diess will now be working with overall guidance from the board and other members that seeks to accelerate VW's conversion into an electric car company. About $180 billion in investment was approved half of this going into digitization and electric cars.

These changes are happening as Germany goes in a new direction under the leadership of Mr Scholz of the SPD and the Greens vice chancellor, Mr Habeck, who is also in charge of an expanded economy ministry including climate change, with large investments planned to combat climate change.

President Biden and leaders in the EU, Japan, India and other countries helped negotiate the global minimum tax. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.

The Truman Doctrine was announced on March 12, 1947. People forget that Truman asked Congress for $400 million in military and economic aid to Greece and Turkey. With it Greece, the mother of western democracies was able to stave off defeats from Soviet supported forces by 1950.

With six and a half times the light gathering power of the Hubble telescope the new James Webb telescope will liftoff from the edge of the South American jungle into space. It will be folded into an Ariane 5 rocket and blasted off from French Guiana. The power of the new telescope will help it look deeper into the cosmos and farther in time, to open new windows into how the universe evolved after the Big Bang. John Mather a Nobel prize winning astrophysicist and NASA scientist says "we want to see the first galaxies growing."

The $10 billion truck size telescope will head out on a 29 day voyage to a spot four times as far as the moon, called the second Lagrange point, through 2026, collecting distant starlight and beaming back a stream of images and data. The ultrasensitive infrared sensors are designed to capture light emitted more than 13.6 billion years ago by primordial stars.

Pakistan issues Islamic bond at an interest rate of 7.95%, the highest it has paid on such a bond, for $ 1 billion loan. Pakistan's foreign exchange reserves have dropped below $17 billion. A Saudi loan of $3 billion has proved insufficient to build up reserves ahead of international payments coming due. Neighboring Sri Lanka also faces international payments difficulties and is receiving assistance from India. 

The situation in South Asia remains a strange one to someone from outside South Asia with trade and commerce between India and Pakistan missing. This comes as the global supply chain is being renewed along new lines and manufacturing is taking a new role under Made in India and Atman Nirbhar Bharat. Better trade and commerce and financial relations would improve the ease of living for people in all parts of South Asia, giving trade and commerce a chance to define relations and usher a new era of peaceful cooperation.

How one can meet the needs of older people in small rural communities is the subject of this video report in DW.com. Cottbus is 12 kilometres away and the nearest town to a small rural community Neuhausen in Brandenburg state, Germany. Many older people rely on public transport and there are no stores in the small rural areas. Hildegard Blaske in her 90, still goes cycling, and remembers the time before unification in 1990 when older people still counted in a different way and quaint little stores provided their needs in the area.  

Former Day center employees Ulrich and Cindy use a retrofitted Peugeot Boxer vehicle to take groceries to older people where they live. Older people hesitate to go to stores during the pandemic. And they offer a chat and local news. This kind of effort is also a part of life in France today.

Better management of the economy has sustained Russian economic growth in past crises such as in 2008 when oil prices collapsed. Russian central bank chief Nabiullina has helped steer the economy holding US dollar reserves to just 11% the rest of $600 billion reserves in renminbi, euros and gold. Yet the war in Ukraine has introduced limits. With labor shortages and the technological isolation the war in Ukraine is setting new limits on economic growth, says the WSJ. Going forward the limit is about 0.9% economic growth a year. Before 2008 the Russian economy growth was at 7% growth a year, it dropped to 3.5% after the invasion of Crimea in 2014. With China facing deflationary trends, little recovery in growth, this shows that geopolitical tensions are changing the prospects of important economies. With globalization dimming the prospects of Singapore and UK have suffered. The US is investing in growth, and Germany is following the US model.

Italy which imported 40% of its gas supplies from Russia has shifted rapidly to Algeria as a source of its gas replacing its own supplies from Russia and even sending supplies north to Austria. Algeria, Africa and other gas producing countries Azerbaijan and Turkey are winners in the closing of the Nordstream pipelines to the EU from Russia. Algeria is making the largest contribution to EU gas supplies. Low Russian gas prices for a decade kept Algerian gas in the ground. Algeria is expected to send 100 billion cubic meters of gas to the European Union making up 65% of the 160 billion cubic meters the EU imported from Russia. Much of this gas is produced by the Italian gas company Eni and Sonatrach, Algeria's oil and gas company. Pipelines from Azerbaijan and Turkey deliver gas from that region to the EU. Azerbaijan plans to double its gas production.

China's food imports have grown from $15 billion to a staggering amount of $200 billion a year in 2023. China bought 90 million tons of soyabeans in 2022 or 60% of world trade, to make tofu and feed pigs, much of it from Russia. Fruit imports have grown after the pandemic with bananas from the Philippines and Cambodia, Durian and tropical fruit from Vietnam, And soy imports from Russia, shrimp from India, avocados from Kenya. Huge warehouses the size of plane hangars are used to store Durian fruit in Vietnam and have made farmers there rich. The problem in central highlands of Vietnam is "singularification," where farmers rip up land used for coffee crops and rice to plant durian whose price has doubled for exports to China. Durian is only in demand in China, coffee prices are stable and can be exported all over the world for Vietnam's Robusta coffee.

The European central bank increases interest rates by quarter percentage point taking the deposit rate to 3.5%. The US Fed held off on increases. 2023 is the year of huge aviation orders. Some even say this may stave off a recession. Biden says this would create 1 million jobs in the US. Modi names about 10 American states that will benefit from India's growing civilian and military aircraft needs. The biggest order in aviation history was one of 500 single aisle planes from Airbus by India's Indigo Airlines. Before this order Air India made an order of 470 planes from Airbus and Boeing. Riyadh Air and the Saudi airline also place large orders. 

WSJ cautions that it takes 6 years for planes on order to be delivered. There are production and regulatory issues. Some of the orders can be pared down. One expert says it is a way to get in line for planes to be delivered by planning ahead as the Indians have done by foresight about rapidly growing demand.

US economic growth was 2.4% in the second quarter of 2023. Even though the Fed increased rates at 10 consecutive meetings by 5% since March 2022 to tackle inflation the US economy appears strong. Large investments in the trillions of dollars in US manufacturing and infrastructure, tackling climate change is what is different this time compared to the past 2 decades when bad decisions were made with twin wars in the Arab and Muslim world, and the supply chain was transferred to China, investments were neglected in infrastructure, education and health in public goods, and capital markets allocated money with decreasing advantage to the economy. President Biden was in a unique position after the pandemic to take stock of all these mistakes and move the nation forward in positive directions in a decisive way in scale as well as in spirit and determination. That he has done so is more proof of the resilience of America.

And the slogan coined by Michelle has taken off  "When they go low, we go high." Hillary Clinton attacks Trump's policies in an address in Warren, Michigan, saying this was another version of failed trickle down economics. She called Trump's idea of taxing pass through entities such as small business reporting business income on individual tax returns at 15%, as a "Trump loophole." On trade policy Hillary Clinton said she would oppose the TPP or Trans- Pacific Partnership Trade Agreement that president Obama has supported. She put it flatly- " I oppose it now. The answer she said 'is not to rant and rave- or to cut us off from the world," in reference to protectionist policies Trump has supported.

Latin America makes up about half the world's deaths in the last 2 weeks of June with over a million infected in Brazil, and millions pushed back into poverty.

Mexico's antipoverty agency says 10 million, Peru 2.5 million says the central bank will be pushed into poverty. A entire generation of gains on poverty could be wiped out in 2020.

Goverments not just in Brazil, but also Mexico have not played an active role. Contrast this with India where the Indian prime minister said around March 21 that in stark terms India could be set back 21 years in the next 21 days or do the lockdown completely and be able to withstand it. And Merkel in Germany when she said back by the end of March that the virus could take the lives of millions of people in Germany if the country did not lockdown effectively.

Latin America is hit hard by the pandemic. About 20% of the region's companies will close down or about 2.7 million companies, and loss of 8.5 million jobs. GDP decline in 2020 of about 10% is expected.

All the statistics of a fall in poverty in Latin America that used to be cited by economists have proved to have no good foundations. Even before the pandemic the economies of Argentina and Brazil were in trouble. The pandemic has worsened the situation. It shows how important it is for countries in Latin America to build on strong foundations of education, health care and good governance. With fall in trade and in tax income the debt to GDP levels are expected to go up from 57% to 70% and 30% drop in earnings coming from relatives overseas to support families at home, resulting in great difficulties.

India has one of the tightest lockdowns in the world, Google activity data around retail locations shows mobility down 55% compared to 18% in the U.S. Yet cases are surging and are at a high of 10,000 per day for the last week with deaths up from 600 a day to 1000. 

With consumers preparing for the long run there is less spending and more money going into saving. Sales of everything from shampoo to cars are down. Sales of Suzuki in India are down 83%, and smartphone sales down by 51% in the second quarter of 2020.

GDP is expected to be down by 7% for the fiscal year to March 2021 similar to GDP declines in Europe and the U.S. 

As consumer spending declines the government is planning increasing spending on much needed infrastructure.

The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. During the initial request to Congress it was given only $1.325 billion. President Trump made up the difference by declaring a state of emergency in February 2019, allowing funds for military construction projects to be shifted to the border wall funding- $6.7 billion in 2019 and $7.2 billion in 2020. A lot of the construction will happen in 2021, assuming Mr. Trump wins a second term. The Trump administration hopes to have built or under construction 450 miles in 2020. Much of it is concentrated on federally owned land, across vast regions of Texas, because of no legal obstacles from private landowners unwilling to give up land. ...
