Juan Carlos I is unique among monarchs in the world in the way he has worked tirelessly to promote Spanish interests overseas, and promote Spain's vibrantly functioning democracy, after the pain and stagnation of the Franco years. He did this in the last three decades as Spain gradually returned to normal political and economic life and joined the European Union. There is a sense of personal responsibility for the past in Spain in the sense of making every effort to learn from the mistakes of the past, that one finds in Germany, and the king shares this feeling. Juan Carlos actively participates in political meetings including the association of Latin American countries and promotes Spanish business in a way that is not seen anywhere else in the world, and not in the British monarchy, the closest comparable monarchy in Europe. During the current economic crisis he is rallying Spanish business with the message: export, export, export. Juan Carlos's son is also being prepared for a similiar role....

Bank of America Corp settled a shareholder lawsuit that it misled investors about the acquisition of Merrill Lynch by agreeing to a payment of $2.43 billion. The five plaintiffs included the State Teachers Retirement System of Ohio and the Teacher Retirement System of Texas. The plaintiffs accused Bank of America under Ken Lewis of making false and misleading statements about losses relating to the acquisition and planned to seek $20 billion if the case went to trial on Oct. 22. The series of never ending lawsuits and settlements are hobbling the bank's effort to recover. Company figures show Bank of America setting aside $42 billion for litigation costs, payments and reserves.

Deocuments from the weekly cabinet meeting show the new budget in France will increase revenues from household income taxes by 23%, and business taxes by 30%. The top marginal income tax rate goes up to 45% from 41%. Limiting a deduction for financial charges for company's taxable income brings in $4 billion in 2013, according to the finance ministry. The goal is to cut the budget deficit to 3% of GDP in 2013 from 4.5% in 2012. The finance ministry has assumed higher borrowing rates for future years- 2.9% on 10 year debt for 2013, up to 3.65% in 2015, and is not relying on the low rate of 2.18% on 10 year government bonds as reported by Trade Web Sept 28, 2012. The overall tax burden will be 46.3% in 2013, and 46.7% in 2015. French debt is at 91% of GDP for the 2nd quarter 2012, expected to be 91.3% in 2013 and falling to 82.9% in 2015. Prime minister Ayrault emphasized- "If we don't put a stop to this, taxpayer money will keep paying for debt reimbursement." Swift anticipatory action and unified government-business-labor posture under a favorable borrowing environment characterizes the approach for Britain and France in 2011-2012, compared to the situation in Spain where government action has been slow, not tough enough in cleaning up the banks, fallen behind in anticipating events and the government-business-labor unified posture has cracked under the strain. As a result under an unfavorable borrowing environment money raised from austerity type tax increases now goes to paying for debt reimbursement in Spain, leading to a situation in which debt and deficit reduction targets just get harder to achieve. A looming drop in credit ratings to junk status for Spain only makes the situation harder to overcome. ...

About half a trillion dollars in business investment was lost as a result of the financial crisis of 2008-2009 and its lingering effects in 2010-2012. Irwin points out that business investment in equipment and software increased by 8.9% in 2010 and 11% in 2011, but this was off lower numbers after the financial crisis of 2012. And business investment has declined in the last 3 quarters, with a 13.2 % drop in durable goods orders for August 2012 driven partly by a drop in aircraft orders.

U.S. GDP growth in the second quarter was at annual pace of 1.3% for the second quarter, down from the previous estimate of 1.7%, according to the Commerce Department. About half of this or 0.2% comes from the severe drought and drop in farm inventories, with crop production declining by $12 billion. Macroeconomic Advisors now estimates GDP growth of 1.5% for the third quarter of 2012, down from 2%. The drought continues in 65.5% of the U.S., according to U.S. Drought Monitor. Consumer spending and business investment is sluggish. The drought impact is likely to take out one tenth of GDP growth for the fourth quarter 2012 and 1st quarter 2013, through the impact of higher food prices and lower real incomes and wealth.
