Emmanuel Macron faces a challenging situation in  the 2022 second round. He badly needs left wing supporters of Mr. Melenchon who came with one percentage point of right wing Marie Le Pen. Macron had expressed right wing sentiments about immigration and terrorism even more than Le Pen during the year leading upto this election. That this has alienated some left wing supporters is evident in a nIpsos poll for FR24 that shows 30% or about a third of the 22% of the voters that supported former Socialist candidate Jean Luc-Melenchon are likely to vote for Le Pen, who has campaigned on the issue of cost of living and softened her image and position on the European Union. 34% of Melenchon's supporters said they will support Macron and 36% said they are undecided. It is this undecided vote that could make a difference. Add to this the 25% of the voters who did not vote at all and the election depends on who can convince this segment. To reach these voters is Macron's main concern in the 2 weeks before the second round of the election on April 24. Macron says he will campaign hard-"from dawn to dusk, in direct contact with voters." He will have to offer something that convinces working class voters who some see he has humiliated during his first term.  ...

As shown in this Guardian report about clean tap drinking water in China in 2017 pollution of rivers and lakes was so severe that anywhere between half to 80 of water in rivers was not drinkable. This was just before the pandemic. Efforts since 2015 to tackle the problem are still in progress. This is happening as India works on getting 100% of 190 million homes covered for drinking tap water in India by 2024. Out of this 116 million homes or 60% have clean drinking tap water in 2023 under prime minister Modi's  Jal Jeevan Mission (Water for Life) led by IAS's Mr Parmeswaran. India and China started out in 1990 with about the same GDP. China attracted foreign investment to accelerate its economic growth to where its GDP is much higher today than India. Yet in 2023 India starting from behind has some advantages. In the case of clean drinking water, limiting contamination of the rivers with effective regulation of industries which was missing in China, and providing clean drinking water with newer technological means is one of these advantages. Indian investment comes with the technology of the 2020's compared to China's investment using technology from the 2000 period. This will create additional gains in GDP and quality of GDP in its challenge of matching and exceeding growth in China. ...

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

Dr. Nancy Krieger of the Harvard School of Public Health says data on health risk -including which counties have high rates of health conditions such as obesity and other diseases- should inform targeted interventions and public messaging. This is important for administrators and health authorites in each county and state as they deal with a surge in coronavirus in parts of the U.S. which have so far been only slightly affected such as rural southern and western states. More recently places such as North Dakoa which the virus missed in the early stages are now seeing a jump in cases. This report shows counties in states such as Tennessee, Georgia, Alabama, Mississippi, North Carolina, particularly susceptible because of high rates of obesity and other health conditions. In all almost half of the U.S. population has one of these health conditions- obesity, diabetes, high blood pressure, lung disease and heart disease.  The high prevalence of obesity which worsens all other health conditions is a result of the lack of healthy food and nutrition, exercize and healthy living habits, that were neglected in the closing decades of the twentieth and early twenty first century. The shift to processed foods is only one of many bad practices that happened in these years. The lack of attention to healthy eating and nutrition, and outdoor exercize has marked this period and created conditions in which the virus could damage health. ...

After the coronavirus pandemic the whole picture of life in retirement and aging is expected, says this report in WSJ.  Retirement homes are not viewed as a good place and about 30% of these homes in the U.S. are expected to close with financial difficulties. Most people will now work longer and continue to live at home. Telemedicine and other technology will help make this possible. Experts say most people will age and stay at home and financial incentives will be given for this to happen.  Aging will also be seen differently because of the resilience of older people during the coronavirus. People will be seen as productive and living a full life well into their seventies and eighties. Community services will expand. Government services including under Medicaid will consider that it is less costly to stay at home than in long term care facilities and provide financial coverage for caregiver or homecare aides help at home. Many new services and technology assisted services are being planned with a focus on older people and living productive lives, as America and Europe other countries shift their focus to this group. This report in WSJ says president Trump's trade policies have flopped so far. Part of the reason are Mr. Trump's tax policies which acted like a stimulus to the U.S. economy at a time when the world economy and China were slowing, even though this created a large fiscal deficit. Increase in interest rates by the U.S. Federal Reserve increased the value of the U.S. dollar against other currencies making imports cheaper. The Trump tariffs are in play in negotiations with the Chinese government, and the WSJ argues that Trump's tax policies are in play too. Not that the Trump threat of tariffs has not accomplished its initial intent of getting China to the negotiating table in a serious way for the first time since it joined the WTO, and reminding it of its WTO obligations and obligations for maintaining a level trading field free of state sponsored subsidies to reduce competition. Economists argue this proves that the trade deficit is influenced only by macro or larger economic influences such as the strength of your currency and demand for imports. In the long run the Trump tariff action may work, yet the tax policies may prove inconsistent in increasing the fiscal deficit without producing gains in investment in infrastructure and other vital areas of investment in the economy that would provide benefits to society. ...

It says the rising racial diversity and increase in college graduates were only two factors helping Obama and this also was in doubt in 2012. The 2009 financial crisis had led to high unemployment and poverty among Hispanic households and also affected black people. The soured economy put Obama at risk in 2012. The rout among white working class voters for Obama in 2012 turned into a complete rout for Clinton in 2016. The Obama coalition looks like a one time affair and an aberration in America where white non college graduates almost all vote Republican. By putting white working class and factory voters firmly in the Democrats camp as they were for the last century and building a strong economy and manufacturing Biden now brings back the America of TR, Wilson, FDR, Truman and Eisenhower. By putting the struggle to improve the lives of working people at the heart of the democratic process Biden is rebuilding the America that transformed a less developed agricultural nation into a modern industrial economy. ...

The total government expenditure of the US including the individual states spending is 37% of US GDP (IMF). Musk $2 trillion cuts is 92% of the 2.17 trillion excluding defense, veterans benefits, interest on debt, Social Security, Medicare. The simple math means he plans to shut down the government. Much of this report concentrates on big name schools ignoring the facts about student debt and value delivered, and the shifts in perceptions in companies that see big name schools as not necessarily an asset as inthe past. In this new situation looking objectively at value delivered the US state university system is its strongest asset and the state universities offer higher value for local students without the unneeded debt loads of big ticket institutions with a lot of debt overhang, and little additional value. In the end education is about persistence, hard work, grit and determination. A  Kamala Harris at Hastings in San Francisco can do as well or better than someone from the big name schools. After the Supreme Court decision opposing quotas for affirmative action the first results of enrollment by ethnic group and race are mixed and sometimes confusing. Some colleges and universities are seeing the same enrollment and some are moving in opposite directions for ethnic groups and race. This NYT report says if universities can get to a fair enrollment for different groups without racial quotas then these quotas may not be essential to achieve their purpose. Schools are looking at students from rural areas in ways they did not in the past, and trying innovative approaches to building a better America after the pandemic because they think it is the right way. ...

Frank Portnoy of the University of San Diego law school says it would be a serious mistake for the Obama administraion not to have the same rules for all derivatives, rather than the preferred financial industry option of leaving unregulated privately negotiated derivatives or "swaps" between two financial organizations. Under the current Geithner proposal only the public derivatives or standardized instruments would be traded on regulatory exchanges and required to have cushions of capital in reserve like banks do. Previous efforts of regulation were defeated in the same manner says Portnoy, as when Sen Graham and Wendy Graham head of the CFTC, both worked to get this exception. In December 2000 this lobbying effort paid off with Bill Clinton signing into law measures that largely deregulated derivatives.

Steinbeck describes a universal truth in the way human beings respond to long periods of agricultural plenty in wet years followed by the dry years and drought. In the economic crises such as the boom and bust years in the economy of countries people tend to forget about the rich years during a bust, and in the wet years or boom years "lose all memory" of the devastation wrought during the dry years. Some are seared by the dry years, as Jill Ker Conway, as she describes leaving the western plains of New South Wales, Australia, where she lost her father years before in an extended drought. She describes her story in "The Road from Coorain." She is looking for the dry years for a final parting years later and only finds a wet period. Yet she remembers everything that happened here in the drought years. In 2006-2007 thousands of farmers on the western plains of New South Wales and Victoria suffered a drought that lasted 11 years in a row. Jill Ker lost her father in 1944 in the drought that started in 1941....

A wealth tax passed by voters in 2022 in Massachusetts of 4% on incomes exceeding $1 million, yields 3 billion dollars in 2024. Other states are looking at doing this on income over $500,000 for married couples. This includes Minnesota, Maryland, Washington and other states that are seeing a shortfall in taxes and need to offset the loss of federal funding by the DJT administration for Medicaid and other services. The results in Massachusetts shows the revenue forecasted is exceeded proving that millionaires do not always move because they do not want to uproot homes and education of children. Eminent climate ecologist Nicholas Stern says India's commitment by 2070 demonstrates real leadership from Mr. Modi of India.The Guardian says India's commitment to net zero emissions by 2070 is realistic considering that it is decades away from its peak in economic growth and energy consumption compared to US or even China. Energy consumption is expected to grow faster than any other country in the next few years. India's population is also expected to pass that of China as the largest in the world. The Guardian says climate experts who did the modeling have said this was the most realistic scenario for India - to achieve net zero emissions by 2070. This also means India's peak energy emissions will be reached by 2030. Eminent climate ecologist Nicholas Stern says - "This was a very significant moment for the summit. This action might mean India's annual natural greenhouse gas emissions could peak by 2030. This demonstrates real leadership from a country whose emissions per capita are about one third of the global average."  Also significant is Mr. Modi's pledge to deliver on 5 commitments 1. 50% of India's power to be generated by renewable energy by 2030. 2. Increase of 500 gigawatts of renewable energy including solar by 2030. 3. Reducing carbon emissions by 1 billion tons by 2030. 4. Reduce carbon intensity of the economy by 45% by 2030. This relates to how efficiently energy is used to generate 1 unit of economic GDP. With 1.3 billion people India is the third largest emitter of carbon dioxide- at about 3 billion tons- after the US and China. In growth terms this means India is going to grow very differently from the way China did in 2000-2020 with its many highly polluting industrial plants. The head of the US Renewable Energy Agency Mr.Birol says in a BBC intervew that the cement and steel plants alone of China have more emissions than the whole of the European Union's total emissions. Much of this comes from old plants and old technologies with surplus production of steel from what is now a bygone era of excess, inefficiency and chaotic growth. India plans to bring climate change emissions and energy efficiency through renewables into its Gat Shakti master plan for the country's economic.development. ...

Bernie Sanders with 46% of the delegates, 13.4 million votes, 22 states, and many of the young people in the U.S. behind him, told a news reporter at his home in the final sprint two weeks before the election- he plans to see the major planks of the Democratic platform implemented. He said Clinton is progressive on a number of issues, but the platform is more progressive with upward mobility a critical concern. Sanders played a critical role in shaping the platform. He says he opposes someone from Wall Street in positions of Treasury Secretary, Trade Representative, and will make known his views who would be best in these positions, including Attorney General. Sanders is supported in the Senate by Senators Sherrod Brown, Jeff Merkley, and Elizabeth Warren. Warren has campaigned with Hillary Clinton in New Hampshire, and both support minimum wage, women's rights. WIth a win for Democrats in the Senate Sanders will become either the chairman of the Budget Committee, or with his preference chairman of the Health, Education, Labor and Pensions Committee. His main goal now is to see key economic Cabinet positions that affect upward mobility, intergenerational mobility, which is damaged today for the middle and working class, go to persons who would do the most to improve it.  ...

U.S. president Nixon's lawyer John Dean who testified against Mr. Nixon writes in the NYT about the parallels between his testimony and the testimony given this week by Mr. Trump's lawyer  Michael Cohen. 37% said Dean's testimony was credible and 35% said Cohen's was credible in polls.

Dean says the number of people who surfaced supporting his account increased and it is likely to grow for Mr. Cohen's account. 

John Dean says he found one line in the Cohen testimony worth remembering from Cohen's closing statement. It refers to the authoritarian type of presidency he says he finds in the Trump presidency. It said that Cohen thought that if Mr. Trump loses the election in 2020 there would not be a peaceful transition.

The CDU convention in Leipzig, Germany passed a compromise resolution that lays the ground for a EU country to voluntarily leave the euro zone and still maintain membership in the European Union. The resolution called for changes to the Lisbon Treaty to allow a euro zone member that is "unable or unwilling to permanently obey the rules connected to the common currency... to voluntarily... leave the euro zone without leaving the European Union." Merkel told delegates that Europe must change the EU treaty to allow for strong automatic sanctions for violations of the monetary union treaty. "We need to send a clear signal. We don't whine; we don't complain. We know instead that we have a job to do." On the issue of voluntary withdrawal from the eurozone, the earlier decision by Merkel and President Sarkozy of France- when prime minister Papandreou of Greece decided to put the issue of membership to a referendum- was to tell Greece that leaving the eurozone would mean leaving the European Union. This CDU resolution provides a basis for Greece to resolve its debt problems outside the euro currency, as experts suggest....

The U.S. faces a critical gap in its coronavirus effort - the lack of one centralized source of reliable quality data. What we have today says this report in WSJ, are many disparate sources of information, without any uniform set of rules, different chronologies, and lacking consistency, all feeding into national or global databases run by individuals or private organizations that lack the resources needed. Not  the centralized government source for quality data that is being used in other countries. This is the second of articles in the WSJ on this problem. The first was on the John Hopkins database run by students and a professor lacking the funding or the resources for such a critical task, dependent on disparate and multiple sources of information without any set of rules. Other sources at the University of Washington or run by private institutions face similar problems. The data coming out of these databases is only as good as the data going in, say experts. As a substitute for quality data from a centralized U.S. government source these sources cannot give the decision makers in states the confidence they need, and the federal public health decision makers the confidence they need in their decisions for reopening in stages, says this report in the WSJ. ...
