Figures from the European Commission and the ECB show that the ECB's balance sheet reached 32% of eurozone GDP in March 2012. Comparable figures for the U.S. Federal Reserve for March 2012 are 19%, Bank of England 21% and the Bank of Japan 30%. The ECB's balance sheet in March 2012 is at 3.023 trillion euros. ECB president Mario Draghi says this is high but "it will be managed very well."

The Congressional Budget Office estimate is for the U.S. federal deficit thorough the first 7 months of the fiscal year beginning in October to be $231 billion lower than the deficit a year ago, because tax revenues are 16% higher. In addition to higher tax revenues Fannie Mae will contribute $59.4 billion to the Treasury in payback for bailout loans. This pushes the debt ceiling deadline from May to October 2013.

A former WSJ Detroit Bureau chief says that if GM is to receive help it should go into government receivership, old management and the board have to go, shareholders would lose value as shares become worthless, and old union contracts have to go, and only then would the industry get back on its feet. The same should happen for Ford and Cerberus, and the shares becoming worthless would take away the control that the Ford family has of the company, giving it a fresh start with new management. He is saying what many have thought true for a long time, management of these companies have failed Detroit and the midwestern states for a long time, for decades in which management has simply protected its own interests and avoided taking the steps needed for renewal of the companies. The few changes have simply come so late and are inadequate in this crisis.

About $110 billion of destruction of capital between 1980 and 1990 for GM and Ford, and the destruction of $182 billion in capital that was invested in GM between 1998 and 2007. From a Finance point of view this is society's capital that can be better invested. The total $465 billion invested in GM and Ford between 1998 to 2007 says Yermack could have purchased all the shares of Toyota, Honda, Nissan and VW. The job losses overstate the situation he says, as jobs would be created in other auto factories which expand as Detroit contracts, which is already happening as sales decline is less steep at other automakers such as the Japanese. Regarding the proposals to ask the automakers to build environmentally friendly cars with serious fuel efficiency, he says its like asking the cigarette companies finance cancer research, considering their lobbying efforts to gut serious conservation or environment friendly legislation....

The planned resubmission to the FDA for approval of diabetes drug Tresiba by Novo Nordisk with improved prospects. The Novo team has discussed its findings with regulators. If the resubmission is accepted Tresiba will be ready for launch in 2015 or early 2016. For the first time since the 1995 Srebrenica massacres of 8000 Muslims the Serbian police has made arrests of persons involved in the killings. Serbia is trying to make amends and come to terms with the past and set the path to the future as a new member of the European Union. This is a major step for reconciliation in the Balkan region through efforts for closing this troubled chapter in its history. Serbia's deputy war crimes prosecutor, said about the 8 arrests- "We have never dealt with crimes of this magnitude. It is very important that Serbia take a clear stance toward Srebrenica through the judicial process. We have sent a clear message that the Srebrenica victims, perpetrators or even potential war crimes will not be forgotten." For Serbia and the region this long awaited step brings the Balkans back into the fold of civilized Europe.

History will see the lack of working on a bipartisan basis from the beginning of the Trump and Biden terms to stop illegal migrants and fight CMC (Canada, Mexico and China) on fentanyl flows as a blot on both parties. A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

WSJ Analysis of government data shows on Feb 22, the actual savings from cutting fraud and waste, misspent funds of $2.6 billion less than the $7 billion shown on the DOGE website. Of this 2% of savings are attributed to DEI closures. What it shows is that generating savings is a long term effort requiring weeks, months and years of hard work with patience and perseverance, as shown by the Truman Committee of 1941-1948 of the US Congress during the War and the early part of the rebuilding of Europe. DJT corruption, fraud and waste cutting efforts owe it to the American public to take a long term view similar to the Truman Committee of 1941. That Committee was setup with unanimous support in Congress for Resolution 41 of Senator Harry Truman of Missouri in Feb 1941. This type of unanimous support remains a hope, yet just as the efforts of president Biden were needed for investment in crumbling infrastructure, there is also today the need to see that $4 trillion in the US budget is wisely and prudently spent, even if this effort is led by the opposite party. As the articles alongside show the Truman Committee lasted till 1948 for the better part of the decade. It helped Harry Truman replace Wallace for the Vice Presidency in 1944 under FDR, and within months to the White House till 1952. A period of spending for the Greece-Turkey and Marshall Plan for Germany aid efforts similar to aid to Europe today, on top of the wartime spending comparable to the 5 year effort against the pandemic starting in 2019.     ...

To cut the deficit estimated at 5.5% of GDP, the Indian government is cutting fuel subsidies. It is reducing the $5.6 billion spent on fuel subsidies. About $4.4 billion is also is spent on subsidies by state owned energy companies. Prices for gasoline will rise only moderately by 3.5 rupees a liter to about 55.7 rupees a liter. This should improve the situation for state owned energy companies and for private sector companies like Reliance and Essar.

At the height of the market a year ago Citigroup acquired Nikko Cordial for 1.6 trillion yen ($17.7 billion). Now in a reversal of an earlier decision, after announcing a loss of $8.3 billion on Jan 16, 2009 for 4th quarter 2008, Citigroup will consider Nikko Cordial a non-core asset, meaning that it would be sold if a buyer can be found in Japan. Japanese banks are relatively healthy and there are propects for finding a buyer there.

Like Japan China is looking to wean its exporters away from dependence in the export markets- one of the steps agreed on at G-2- in Pittsburgh- and increase spending by Chinese consumers to buy more of the same products at home. Bicycle manufacturer Tandem has lost 40% of the American sales, now it is looking to the Chinese market as incomes are rising in China. As Tandem's general manager puts it in the US the shift is now to buying cheap things. Chinese exports after rising 20% each year for years, recorded a drop in August 2009 of 23% down over August 2008. In China urban household spending was up 9.2%. THe savings by American households jumped to an annualized $566 billion in the second quarter of 2009, quadruple the rate at the start of 2008. Batson gives this account from Shunde in Chinawhere Tandem has it head offices. He talks with managers at Tandem and sees the struggle within the company to some up with anew mindset, and organization, to sell bicycles in the domestic market where other bicycle manufaturers like Giant Manufacturing Company of Taiwan already have a large share in the high end market. Mr Tseng had to convince his fellow managers and the board that it was a good idea, as the domestic market is tough to pentetrate, kickoffs are common, and competition is intense. Tseng says Tandem will approach first the children's market where competitors haven't focussed, and treat as atoy for kids. Tandem will bring higher quality better built bikes into this market. And this is similiar to what it sells to American kids with lots of colors and funny names. Tandem managers aren't sure Chinese distributors or retailers will pay enough attention to their bicycles so they decided to open astore in Shunde and start small and scale up. Tseng says that Tandem will have to pay its tution first and learn about the market. This means it will still continue selling to America and Europe. Chinea's government is now encouraging these efforts to target the domestic market with tax breaks and coupons. But as China and Japn also become more inward looking economies and trade inside Asia increases, the domestic demand is not enough to make up for the loss in the American and European markets. The US and Europe each put in $9.5 trillion into the global economy, even at their current recession diminished pace, compared to the $1.5 trillion spent by Chinese households. Ford Motor Company will be a much smaller company and this looks like a structural change not a cyclical one as more automobiles are made in the developing world and fewer automobiles and smaller automobiles are made in the mature US market and like Germany and Japan the market here may have peaked. This would be seen in the employee numbers also. Ford had 34500, salaried workers in 2005, now its down to 23,700, with another cut in salaried workforce cuts by 15% by August 1, 2008, recently announced and even more cuts in 2009 if the market numbers fall further, the salaried workforce may be below 20,000.
