Weymouth interviews Colombian President, Juan Manuel Santos. Santos was finance minister, foreign trade minister, and defense minister under former president Alvaro Uribe. The U.S. is negotiating a free trade agreement with Colombia. Santos has improved relations with neighboring Venezuela, which under Uribe were strained upto the breaking point. He is also improving relations with Ecuador, and working to strengthen the Andean Development Council. Santos says Colombia has a smaller drug problem after defeating the major cartels, though mini-cartels still operate in the country. On fiscal responsibility Colombia has introduced a rule in the constitution to limit deficits to 1% of GDP. Santos expects 5% growth in 2011. He hopes to protect Colombia's growth in a global financial crisis by strengthening regional reserve funds, multilateral cooperation of Andean countries, and central bank monetary policies. Santos plans to abolish the DAS intelligence agency in 3-4 months. He plans to create a new intelligence agency and transfer functions such as immigration that were under DAS to other agencies. He has also launched investigations and action against corruption in the government and against public officials working with local mafias. To do this he is working with the attorney general, prosecutor general, the controller general, and police. This has led to criticism from Uribe who sees the changes in policy pointing to deficiencies in the Uribe administration. Colombia is a country with a population of 46 million and plays a significant role in the northern part of Latin America. Santos assumed office in 2010 and was the choice of Alvaro Uribe. His policies have won him a 71% approval rating....

The Spanish government agreed to open the books of Spanish regional governments and the regional savings banks to reduce concern in financial markets about Spain's debt. Spain's government debt is 53.2% of GDP in 2009, which is lower than Greece at 127%, Italy at 116%, Portugal at 76%, Ireland at 65%, and Germany at 73%. Spain's problem is the a large amount of private debt accumulated during15 years, in the low interest rate environment after joining the eurozone. Joining the euro sent interest rates in Spain down because it removed the risk of devaluation. The government was restrained by the Maastricht treaty criteria but private investors and regional banks could borrow freely, and they borrowed extensively, with money going into home building and construction. The fear is that the Spanish government will end up taking on much of this debt. The other problem is that Spain needs to refinance much of that debt in 2011, at a time when investors are nervous about eurozone debt. Spain's central government will need to raise 170 billion euros in 2011, regional governments another 30 billion euros, and Spanish banks another 90 billion euros. The government has set up a special facility for Spanish banks to draw on of 99 billion euros....

The cost of electric and hybrid cars, with the added factor of electricity shortages, make 'green cars' a rare sight on Indian roads. The Prius in India costs $40,000. Only 12,000 battery powered scooters and motorcycles were sold in 2010. With the right economics and convenience the situation could change. About 1 million compressed natural gas vehicles are on Indian roads, according to Asian NGV. This is because CNG vehicles are similiar in price to gasoline vehicles and the switch to CNG is inexpensive for regular vehicles.

The 525 seat Airbus A380 launched in 2007 is expected to reach the breakeven point in 2015. Higher deliveries of the A380 led to a 41% decline in net profit for the 3rd quarter 2014. Production improvements on the A380 increased operating income by 14%. This will enable Airbus to benefit from the fuel efficient long range A350, which completed a maiden flight in the 3rd quarter 2014, with the first deliveries by the end of the year. The A320 neo also will add to profitability, as it is sold out to 2020, according to UBS. The A380 will be profitable by 2020, with more investment needed to upgrade the engine's fuel efficiency to compete with Boeing's competing version, the 777X. The uncertainty is reflected in Airbus share price, declining 8% in 2014 and trading at 5.7 times earnings before interest, tax, depreciation and amortization, compared to Boeing's 8.7, according to FactSet.

Russian president Putin tells the Italian newspaper Corriere Della Sera, before his visit to Italy, that the failure to carry out the agreement of Feb. 2015 called Minsk II- following the eruption in fighting at Debaltseve and Mariupol in eastern Ukraine- is because of the Poroshenko government in Kiev. He called on the U.S. and Europe to pressure the government in Kiev. The Ukrainian position is that the local elections cannot move forward until pro-Russian fighters and weapons are withdrawn, and the control of the border with Russia is given back to Ukraine. As western sanctions on Russia over intervention in Ukraine are coming up for renewal at a meeting of the G-7, Putin said he was committed to the Minsk II agreement for autonomy to be given to the region of the Luhatsk and Donetsk republics, which were established in the east with Russian assistance. Putin told the newspaper in an interview: "The document we agreed upon in Minsk, called Minsk II, is the best agreement and perhaps the only unequivocal solution to this problem. We would never have agreed upon it if we had not considered it to be right, just and feasible. On our part, we take every effort, and will continue to do so, in order to influence the authorites of the unrecognized, self-proclaimed Donetsk and Luhansk republics. But not everything depends on us. Our European and U.S. partners should exert influence on the current Kiev administration, We do not have the power, as Europe and the U.S. do, to convince Kiev to carry out everything that was agreed on in Minsk." That the two sides are far apart on issues is shown by Ukraine president Poroshenko's position that for an election to take place for implementing decentralization in the eastern region of Donetsk and Luhansk - "It is impossible to provide the election when the bandits and terrorists with guns are on the street. This is not free and not fair." Putin's position is that " Specifically there needs to be a constitutional reform to ensure the autonomous rights of the unrecognized republics. The Kiev authorites do not want to call it autonomy- they prefer different terms, such as decentralization. Our European partners, those very partners who wrote the corresponding clause in the Minsk agreements, explained what should be understood as decentralization. It gives them the right to speak their language, to have their own cultural identity and engage in cross-border trade- nothing special beyond the civilized understanding of ethnic minorities' rights in any European country." ...

Haas points to the difficulties in solving the impasse in the crisis through solutions based entirely either on military options or on expanded sanctions. Daniel Howes of the Detroit News thinks there are cultural clashes inherent in a threeway Fiat-Opel-Chrysler combination. His view is that Fiat may be biting into more than it can handle, considering the failure of the GM-Fiat alliance, and the Daimler- Chrysler combination. And the Germans at Opel are not happy with the way they see GM has treated them, so how would it help for Fiat to come into the picture? The Germans love the Italians, says one German Howe talked to, but don't respect them. And the Italians he says, respect the Germans but don't love them. Howe refers to the Renault-Nissan combination as successful, but one that took years to build to deliver commonly engineered cars. But the car industry has been poorly run, without vision and with complacent management, unwilling to try new things and recreate and renew. In other industries efforts are made to build transnational combinations with differing degrees of success. Take the work of the French, Germans and the Spanish in Airbus, in overcoming different cultural factors and pulling together to learn from each other, when given good leaders, on the Airbus 380 project. On Fiat's Marchionne's behalf it could be said that this is a new Fiat, run by a younger generation of Italians, who have a lot of youthful energies and freedom to innovate and improvise. Marchionne himself is more Canadian and European, places where he has spent most of his life, than Italian. And he has take a decidedly different view of things from what the old view holds as being Italian, in building the new Fiat he has done things very differently. In fact there may be less of a country view here, than a management culture view. All nationalities aspire to a good management culture of innovation, and freedom to improvise and respect for one's ideas and thinking, good places to work in. People of all nationalities, Italian, German and American, for the first time, especially the younger people, may see that the one thing they value most and share is the desire to start fresh and take initiative, improvise and work together to do the impossible. The common enemy of Germans, Italians, Americans,French, and other nationalities, may be simply the artheroschelorisis of complacent management, that freezes initiative, does not delegate more responsibility to the young and give the freedom to try new things, bureacratizes the corporation into rigid hierarchies that lack speed, and take no risks to achieve the impossible. Which is why old prejudices like the one Howe states from one German he talks to, that the Italians "will steal the milk out of the coffee," may be just that - prejudice from another period, that is best left behind to build something new that has no nationality to it. ...

One of the key provisions of the new credit card bill, is that no credit cards can be issued to anyone under 21, unless a parent or legal guardian or spouse is the primary cardholder. THis way credit card companies cannot issue card to students under the age of 21 who might thn get into debt, unless aparent is aco-signer and becomes the primary cardholder, or the student shows own income and gets a waiver. And any increase in the credit line can only be made with the writtten permission of the parent. This and other changes in the bill were long overdue in the USA.

What can be guessed easily the less forunate or poorer sections of society are way more likely to be charged high interest rates or exorbitant interest rates by credit card companies is confiremed by a research report. Demos, a nonpartisan public policy research and advocacy group, says in areport, that low-uincome and lower-middle class income cardholders were about five times more likely than the wealthiest cardholders to pay more than 20% interest. It breaks down users into 4 categories, with the last two being late payers and people with revolving balances. If this graphed out the picture would show practically the entire profit of the credit card companies coming from these two. The reason being that the other two categories are those who have cards and don't use them so don't get billed, and those who pay before the due date so they pay no charges except what the credit card companies make from the business from whom the purchase is made. This means says Singletary of the WPost that the better off well to do sections of society are actually having their annual fees subsidized by the poorer sections of society, or the lower middle class. Singletary says to a online discussion person who though his cards without annual fees were free, they were never really free, and few people think of this. As a society its like hitting oneself in the foot, because by impacting students, minorities, the lower middle class and other sections of society- which form amajority of the people in the country- at a time when they are deeply in debt, is to make for another hurdle to economic recovery. Its going to impact consumption, foreclosures and worsen the cycle that creates more unemployment. ...
