THe Obama administration proposes increased manufacturer user fees to pay for food-plant inspections and to speed the review of a[[lications for generic drugs and biologics drugs. The F.H.A. now insures 5.4 million single family mortgages, with value of $675 billion, and now is abig part of the mortgage industry. THe FHA the packages and sell them as securities guaranteed by Ginnie Mae, Government National Mortgage Association. One expert predicts the losses from the 20% of loans insured in 2008 and 24% of loans insured in 2007 that the FHA Commissioner Stevens says have problems, can wipe out the FHA reserves of $30 billion. This means FHA would need a government bailout in the next 24-36 months. Already Fannie Mae and Freddie Mac have cost the Treasury $96 billion according to a supervisory agency.

Following concerns about cybersecurity China is pursuing the development of its own chipmaking capacity. Tsinghua Ungroup has the support of Chinese officials. It emerged as China's largest chipmaker with the acqusition of two large mobile chip firms in China- Spreadtrum Communications and RDA Microelectronics in 2013. Intel took a 20% stake in Tsinghua Unigroup for $1.5 billion as a way to enter the market serving the low end smartphone market with chips. Taiwan's Mediatek Inc. is its largest competitor. China's technology in mobile chips is still 2-3 years behind the latest technology, according to research firm Canalys, and serves mostly the low end smartphone market for emerging markets.Tsinghua Unigroup CEO, Zhao Weiguo, says that by investing in the long term like Huawei, his firm can catchup with larger companies in the field. China plans to use its chip fund to invest $1.6 billion in the company over the next 5 years. The company was started in 1988 at elite Tsinghua University, is still controlled by a university holding company, and has close ties with the government through its alumni network. Xi Jinping and other leaders graduated from the university. It is considering an acquisition of HP's H3C. H3C is a joint venture of 3Com and Huawei supplying corporate data networking gear in China, now part of HP. Tsinghua Unigroup is in its early stage of development as its estimated sales of $1.8 billion for 2015, make up a small part of the $340 billion global chip market, according to Gartner Research....

Relevant to British India and Gandhi in 1921 was this story about the Irish Conference and the setup of the Irish "Free State."  Also relevant  to  Nivedita, (N of RVk) from Ireland. How the Irish Conference achieved what had baffled generations of Irish and British people for two centuries is shown in this article in The Times on December 7, 1921. After centuries of British rule the Irish Free State was agreed on, and the state that is today Ireland and  a member of the European Union established. The Times says Sinn Fein rightly agreed to see this as a first step to the eventual unification of the island, not as as agreeing to partition of Ireland. It says- "An agreement was reached yesterday morning that ended the secular feud between the British and Irish peoples forever." A feud that lasted for centuries under British rule of the island of Ireland. It also says Sinn Fein leaders had proved themselves to be "courageous statesmen," and added- Instead of pursuing the shadow of an Irish union enforced by legislation, they have boldly played for the substance. Enemies of peace may allege against them that they have consented to the partition of their country. But to any such allegations they have a reply. The scheme to which they have consented brings Irish Union at an early date into the field of practical politics. No other scheme that Ulster would have agreed would have brought union nearer. Sab ka vikas, sab ke sath, sab ka viswas offers the path to a settlement of differences in Indian subcontinent to bring together in peaceful cooperation and development all parts of India that were pulled together and reconstituted under British rule and arrangements for democracy in 1910's and the 1930's, 1950's with the right to vote for self government. Ireland has also setup a similar arrangement for cooperation in the spirit of development on the island.   ...

Yoga, meditation, gardening, nature walks, are also part of the same activities that can help people improve how they feel and think and bring the sense of peace in their lives that brings better health with it. In the loneliness and isolation, community dislocations and pressures of life in today's cities, all these activities are immensely important to the idea of whole health of the whole person. Dr Andrews says that if you keep a community happy and creative, then you are not going to need a lot of expensive hospital treatments." Svenja Schulze brings new hope and dynamism to Germany's Development Ministry. As head of the Development Ministry she brings international experience in fighting climate change as SPD minister in the last government heading the climate change related Environment ministry. There she launched the climate protection package measures aimed at making Germany climate neutral by 2045. She now heads a ministry with a budget of $13.5 billion (12 billion euros). She wants to cooperate better with the Global South with an effort to tackle poverty and help developing nations. After the shocks of the pandemic this is an essential and important task. Her predecessor as Development minister Heidemarie Wiezcorek-Zeul, SPD minister 1998-2009 says the ministry needs clout in decisionmaking and for this it is important that the Development ministry is separate and an independent entity not lumped in with the Foreign Office as in Britain. That would be quite disastrous she says.  Climate change issues are also seen as development issues and about poverty reduction. This is a useful point that Mr. Modi was trying to make as he addressed the COP26 Summit- that climate change has to be done in the overall context of mitigation, that climate change control is part of poverty reduction and brings in new opportunities when done this way. Examples are zero budget farming, and solar energy as low cost energy for rural areas in India. Here Schulze talks to employees at the Ministry and tell them "We must all strive to make a good life possible for everyone in the world, That may sound overly emotional, but it is our aspiration."  Martina Schaub, chairwoman for VENRO whivh represents 140 private and church development organizations in Germany sees Schulze as a sign of optimism. When you remove the 7 Californians and 4 Independents  only about 9% of 264 Congressional Democrats, or 26 Democrats have reservations about the president running, 91% covering every part of the country, the vast majority of American states and congressional state delegations, have confidence in the president to make the best decision. The chances of California going Republican or Trump Republican are  very, very small. Wash. Post shows 37 members of Congress on July 19, 3 weeks after June 27 debate issues, saying don't run. This is of 264 Congressional Democrats. Aug 1 is only 11 days away for planned Aug1 roll call of delegates committed to Biden. Of this 37 only 1 each from Michigan and Wisconsin, and 2  from Arizona from swing states, none so far from Georgia or Nevada or Pennsylvania. What does this tell us? It says that 264 minus 37 or 227 Congressional Democrats think Biden should run only about 15% of Congressional Democrats vs 85% of Congressional Democrats. And of the swing states only 4 Democrats. Polls- 4 months before elections polls are not really useful and not meaningful, a lot can change. Congressmen in swing districts are likely to have questions, and it is not uncommon for this to happen before the election say people who follow Congressional history. The fact that 7 are from Republican states like Texas or Ohio and could be impacted may give some idea for their reasoning. Of the others 7 are from California and 3 from New York. Which suggests the largest group is from California, remove the 7 and take out the 4 Independents and 34 goes down to 23 or about 9% vs 91% of the rest of the country having faith in president Biden. In any case California is unlikely to go Republican or Trump Republican by a long shot. ...

This BBC report gives the reasons for the success of the Leave campaign getting 51% of the vote- the votes of older voters particularly in the south, southwest, Midlands and the north east with 78% of people over 65 voting and 54% of 25-34 year olds voting in the 2015 general election. Three of five voters over 65 wanted to Leave, and voters over 55 favored leaving the EU. Other important factors was the voter discontent, the failure of the message on the economy of the Remain campaign, the 350 million British pounds that the Leave campaign said Britain would have extra to spend on the NHS every week as this was what Britain could free up by leaving the EU was the best remembered number in the campaign.  Another important factor is the failure of Labor Party supporters to come out to support the Remain campaign in large enough numbers for an effort led by Conservative party leader Cameron.

She just wants to wake up every day be happy and be excited to train. On cultures Naomi says most people can relate to only one culture, she can relate to two cultures. She grew up in a Japanese, Haitian and American household. Her mom Japanese, her Dad Haitian.This gives her more perspective, to see the world a little bit differently than others. Dreams do not have to be just dreams, she says if you just keep pushing and keep trying, eventually you will reach your goal. That could take 5 years, if it takes 10-20 years, that is part of the process. ...

Chuck Hagel on the need to bring in more countries to handle difficult situations such as the one the US faces in Iraq and Afghanistan. He says thats why the world now has a G20 and not a G8. No country can face these situations alone especially when there is a mutual interest of many countries in these situations. He calls it a 20th century reaction to 21st century realities. He says the 2 wars cost more than a trillion dollars. One sees a new respect for international institutions such as the UN, World Bank, IMF, and GATT renamed WTO, even with Republicans. Chuck Hagel's point makes a lot of sense and is generally accepted in people's understanding of the situation from the Defence Department to the Administration, and among respected politicians. It is putting it onto practice that is the hard part. As Hagel puts it, it is important to remember what Lyndon Johnson told Senatior Russell, that he knew the Vietnam war could not be won, and yet he did not want to pull out and be the first American President to lose a war. This is a contradiction because if it can't be won its going to be lost under the next President or the one after that, in this case Gerald Ford. Hagel says it not ours to win and lose. Here he points to the interconnectedness and shared interests of all nations. Every great threat to the U.S., whether it is economic, terrorism, nuclear weapons proliferation, health pandemics, environmental degradation, energy or water and food shortages, is also a threat to global partners ansd rivals. So its wrong to view engagements in Iraq and Afghanistan through the lens that says its about winning or losing. And he asks win what? Too many cultural, ethnic and religious dynamics are involved for any one nation to control. Hagel concludes by saying that the US, the Defense Department, the Obama administration, must get this right, as it affects the global architecture for the next generation. Fresh thinking is needed. Single issue engagement is obsolete in the 21st century in dealing with global partners or rivals, or countries with aspects of both....

Asking China to pay for part of the eurozone bailout is not in the interests of Europe, the U.S., or the world, says this New York Times editorial. China has said it expects the eurozone countries to stop criticizing China's currency policies in return for any help. It is not in China's interest to maintain these policies that create serious distortions inside China by tilting policies away from domestic savers with low interest rates and domestic consumption with higher prices. It maintains an export dependent model that is becoming harder to sustain as western economies face a slowdown.

New car registrations dropped 18% in December 2011 compared to the same month in 2010. Part of the reason is a government bonus for scrapping older cars offered in 2010. French car registrations for 2011 were down 2.1% over 2010. French car sales have averaged 2 million in the last few years and France's car manufacturers association expects sales at that level for 2012, which is a contraction of 8-10%. Renault will be affected by lower sales. In the first 3 weeks of Dec. 2011 Renault's direct orders declined by 60% compared to the same period in 2010.

Citigroup will keep Nikko Cordial, Japan's third largest brokerage firm, for which it paid 1.6 trillion yen or $17.95 billion in 2008 before the global financial crisis. The hope is that it will be worth a lot more in future years as Japanese households with $15 trillion in assets mostly in cash buy more financial products from Nikko. Today only 10% of Japanese assets are invested in stocks and other similiar financial assets, compared to 30% in the USA. Citigroup is also keeping the retail banking business of Grupo Financiero Banamex in Mexico as part of its overseas expansion strategy.

The US sees no contradiction to India looking for bargain priced oil from Russia to meet the growing needs of its economy and is actually furthering the goals of the G-7 by lowering the price Russia gets for its oil. It helps the economy of 1.2 billion people that like the rest of the world has struggled to fight the pandemic and has incurred the kind of heath costs that even China is now struggling to pay for. President Biden clearly understands and supports this. Democracies an only succeed if they fulfill the aspirations of their people. On this point Biden made clear in his State of the Union that he will generate what it takes from large corporations that paid no tax, to invest in America. Rather than fuel the profits of large oil companies India has increasingly chosen to use Russian discounted oil to invest in India. The Biden and Modi policies are identical generate savings and invest big time in trillions of dollars over the next few years to put democracies ahead in meeting rising aspirations that have been unfulfilled for far too long, which is where the real battles are being fought and will be won, and rightly so. US Assistant Secretary of State for Energy Resources, Geoffrey Pyatt,  said during a visit to New Delhi on Feb. 16-17- "Our experts now assess that India right now is enjoying a discount of about USD 15 a barrel in the price that it is paying for its imports of Russian crude. So by acting in its own interest, by driving a hard bargain to get the lowest price possible, India is furthering the policy of our G7 coalition, our G7 plus partners in seeking to reduce Russian revenues."  Looking at the bigger picture the problem was created by Germany under Merkel who built Germany's over dependency on Russian oil to power a cheap fuel economy it thought was in Germany's interest. This is now being reversed by the hard work of Mr. Habeck of the Green party in the coalition government of Scholz in securing alternative supplies in record time for the EU to avoid a recession. In this sense the perception created early of India which has suffered itself from invasions in 1962 and incursions in the Himalayas more recently, it is not a problem India can solve by becoming energy short at a time when it has invested so much in fighting the pandemic. A similar problem was created by Republican and Democratic administrations of the past that concentrated the supply chain in one country. India lost much investment in the last 8 years as a result of the policies of Merkel's Germany and past Republican Democratic administrations in concentrating the supply chain in one country. ...

What it takes to put a CDU/SPD coalition government in Germany- 16 working groups, 250 negotiators, 10 work days. And that is only the first step. It then goes to party leaders talking with their working groups. Taxes and migration policy are 2 key hurdles. Lars Kingbeil on the Social Democrat side, Carsten Linnemann on the Christian Democrat side with to be chancellor Merz. Both sides say some friction, dissent is normal after an election in which the CDU barely crossed 29% and the SPD made it only to 16% of the vote. Both sides see each other as indispensable. CDU feels SPD is sticking to its positions. Migration- SPD's Carl Stegner says- "The SPD will not engage in a contest to treat as badly as possible those who have come to Germany and have done nothing wrong." The CDU wants to give only "bed, bread and soap," to rejected asylum seekers. It sees its promises in the election as real when it made clear statements to stop migration and cut benefits, with its credibility at stake. CDU also believes that like DJT in the USA this tough policy is certain to make such migration unattractive. The other difference is on Taxes- the SPD wants to see higher taxes on the well off. ...

Forecasts show global oil output exceeding demand by 630,000 barrels a day for the fourth quarter of 2012. This is partly the result of extra oil supplies coming in from Saudi Arabia to counter the situation with Iran at the same time as oil demand is slowing with the economic slowdown in the U.S., Europe and China. Prices of crude declined to $85.73 a barrel on the Nymex, and $107.85 for Brent crude on the ICE Futures Exchange on Oct. 24, 2012. Goldman Sachs cut the 2013 price forecast for Brent crude to $110 a barrel from $130. Earlier the QE III monetary easing by the U.S. Federal Reserve had rallied oil prices because of a weakening of the dollar.
