What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? It is tracking and testing.  President Trump and health adviser Dr. Fauci, see South Korea as the successful model to be followed in controlling the coronavirus. What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

The U.S. Senate passes a motion that allows the chamber to proceed with a debate on a health care bill. The motion passed 51-50 with Vice President Mike Pence casting the deciding vote. Republican Senators Collins and Murkowski voted against the motion. This report in the WSJ says this sets in motion a process in which debate will take place and amendments will be made. It is not clear what shape the bill will take. Under the process used only a simple majority is needed in the Senate, yet this allows for many amendments to be made.  Only hours after this motion passed by one vote, a bill replacing major parts of the Affordable Care Act failed to pass 57 votes against and 43 in favor. Senator John McCain who arrived in Washington from Arizona following brain tumor surgery, delivered strong criticism of the way the Republican healthcare bill was rushed through allowing very little debate. Experts have commented on the way the bill was rushed through with a thin majority for passage, with very little debate, first by Democrats in 2009 and now in the House by Republicans. With the same pattern now followed in the Senate by Mitch McConnell, the Republican leader in the Senate. A backup bill would remove just the individual and employer mandates and a tax on medical devices- the elements Republicans agree on, if no majority can be put together for the healthcare bill. ...

Japanese prime minister Kishida joins president Biden in deciding not to run again with low popularity ratings and cost of living concerns of the public. The LDP administration of prime minister Kishida put through a $100 billion investment package to revive the economy in November 2023. In the first quarter of 2024 the Japanese economy GDP growth suffered from a 0.7% decline. Japanese prime minister Fumio Kishida of the LDP party popularity has remained at around 25% and Kishida has decided not to run again for prime minister. His term expires in 2025. A new LDP leader will be elected. This report says growing voices in the LDP party persuaded Kishida not to run and have a new leader. Inflation which was tame for over a decade has increased with surging prices for oil and gas after the Ukraine war. The situation is similar to the US and EU where rising prices have hurt ordinary people struggling to make a living. Kishida committed Japan to investing 2% of GDP on defense. The effects of economic developments is that the Japanese currency is weakening. ...

European companies rushed to make new business investment in Iran after the lifting of Iran sanctions with the Iran Nuclear Deal in 2015. This report in the NYT shows companies in Europe were wary that the nuclear detente with Iran would not last. As a result the European exports to Iran up to $12.8 billion in 2017 were up 30% but still ranked Iran as the 33rd largest trading partner, behind Serbia. Other problems were bureaucratic hurdles and a lack of coordination in Iran for moving ahead with projects. After the deal was signed companies such as Peugeot, Airbus, Total, Daimler moved ahead to invest in Iran. Yet the investments were made carefully considering the opposition of the Trump administration. In one deal Airbus agreed to provide 100 new aircraft for Iran Air's aging fleet, yet only 3 were delivered by May 2018. Daimler had a deal with Iran's Khodro vehicle maker for Fuso brand trucks, yet Daimler officials say demand was weak. A deal made by Total to explore for offshore natural gas may require a waiver under a "grandfather clause" say Total officials, or the option to turn over the investment to its minority partner CNPC, a Chinese state owned company. The U.S. ambassador to Germany, Mr. Grennell, says European companies should stop operations in Iran immediately showing the U.S. plans to take stronger action.  ...

Laurent Berger, head of the French Confederation of Labor, C.F.D.T., is a moderating force in France as president Macron leads an effort to make a revision to France's labor code. With a large parliamentary majority president Macron is expected to push for a shift to a Scandinavian version of "flexible security," that allows companies and the economy to adjust the work force, introduce retraining and create flexibility so that new jobs can be created. His union is now the largest, after surpassing the militant General Confederation of Labor. Issues in labor changes proposed by president Macron are- direct negotiations between management and employees bypassing unions, and a cap to compensation in unfair dismissal cases. Berger's view is that though the interests of labor and management conflict, there has to be dialogue instead of constant confrontation. He is willing to see some jobs lost if business creates new jobs with improvement in the economy. Macron has summoned labor leaders for marathon talks. ...

Mira Patel provides this report in great detail on how Indians living in the UK have grown from a tiny minority of 30,000 before independence in 1947 with little recognition in the UK to a population of 250,000 by 1961. In the years after 1945 many of the Sikhs and Punjabis in the British Army stayed in the UK. Two more waves of migration followed one with the East African Indians coming to the UK and one with Sikhs going to the UK. Race Relations Act of 1968 and a bill in 1961 changed the nature of immigrants to more professional people and students to maintain racial balance. By 1971 there were 483,000 Indians in the UK. Even today with 1.4 million Indians in the UK this forms only 2.5% of the UK population. Rishi Sunak and Priti Patel have important positions in the 2 year old Boris Johnson government yet too much can be read into this. Both are not deeply popular among the British public. Penny Mordaunt is the favorite at the grassroots of the Conservative Party. When one looks at the immigrant communities of Indians in the UK at one time in the 1880's only one MP Dadabhai Naoroji was in the British parliament. Today there are several ministers but mostly in a collapsing Conservative party administration of Boris Johnson. By comparison most of the Indian community migration in America has developed deeper roots and merged with the consciousness of the American society and public. Sunak and Patel are seen by most of the Labour grassroots as elitist, a kind of Macaulay class that Mira Patel describes. Macaulay a Britisher of the period of the British East India Company described the need in 1800's for a class of Indians "Indian in blood and color, but English in taste, in opinion, in morals, and in intellect." This Indian diaspora is a distinct Indian entity which is why it is a class of Indians that Macaulay coveted says Mira Patel, but one that she says forms leaders in Britain not leaders in India. In some ways the US is different with less of the class society that the Empire and the Tory party represent. And in this way formed under a country that fought this very same Empire the Indian community in the US seems to have integrated into the vision of Washington, Jefferson and Lincoln in ways that cannot be imagined in Britain or in Europe. ...

About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The EU with its $15.4 trillion economy is a bloc comparable in size to the U.S. $19.4 trillion economy. The French State Secretary for Europe, Mr. Lemoyne, says EU does not need to be worried about the way the USMCA, new version of NAFTA was negotiated with pressure from president Trump, as the Europeans are the largest trading power in the world. Dreams do not have to be just dreams, she says if you just keep pushing and keep trying, eventually you will reach your goal. The yuan is set by the People's Bank of China, China's central bank, at 6.2879 yuan per U.S. dollar on March 14, 2012 or 15 to 16 U.S. cents to the yuan. As people return to indoors in winter this could still result in increase in cases. Because Portugal depends on tourism and stadiums are filled to capacity there is the risk of a smaller surge. In Michigan trips to the supermarkets show a modest increase of 1% in prices and prices coming down. Overall the faster the situation the better it is for working people and a top priority for president Joe Biden. Biden has approached it on a macro and micro level with a range of actions to bring cost of living down for people, from action on student debt for 5 million people, from health care cost cuts setting a ceiling on what health care cost would be, to cutting costs in areas such as housing, groceries and gas through concerted action across the economy.

After the newly elected Mahathir Mohamad government in Malaysia suspended China infrastructure deals on grounds of the high cost, and straightening out Malaysia's finances, months of negotiations took place. The East Coast Rail Link project was renegotiated cutting the cost by one thirds to $10.7 billion or 44 billion ringgit from 65 billion ringgit. The renegotiation is part of an effort by China and countries that have borrowed heavily for infrastructure to provide transparency and improve financial terms for projects. This is to address criticism that the Belt and Road Initiative, which finances the projects under president Xi Jinping's policies, is not trapping countries with unsustainable borrowing and debt. China is now taking the initiative to correct these problems as promised by president Jinping at the conference of leaders from Asia and Africa, and Europe, in April 2017, in Beijing.
