ChemChina, a unit of China National Chemical, plans to acquire Italian tiremaker Pirelli & C. SpA. The intial bid id for a 26% stake in Pirelli owned by Camfin for 1.8 billion euros. The next step is for ChemChina to bid for the rest of Pirelli's stock outstanding at $15 a share. This values Pirelli at about 7.1 billion euros. China National Tire & Rubber Co., the ChemChina unit, gains from the acquisition by acquiring Pirelli's technology to upgrade its products and increase market share in China. Pirelli's CEO Provera will remain CEO and headquarters, R&D, will remain in Milan.

Wal-Mart's efforts to boost its smaller stores as customers go to competitors when they make midweek trips for small basket size fill-in supplies. Sales at Wal-Mart for the year ending Jan 31, 2014, show flat sales. By comparison sales at its smaller stores and neighborhood markets were up 5%. Online sales were up 30% to $10 billion and are growing rapidly. Wal-Mart's sales forecast for 2014 are for sales to increase modestly by 3%. It will incur additional $330 million in benefit costs for healthcare under the new law for workers signing up for its healthcare plan.

Plans to increase VW production in China by 70% for 2018 and introduce a small budget car designed for the Chinese market at a price range of 6000-8000 euros. A depressed European market with VW sales down 8% in Europe in the first 2 months of 2013, means a vigorous push in China, India, Russia, America and Southeast Asia. The new budget car would be modeled on Renault's Dacia. VW will build 10 plants outside Europe, 7 in China. Additional plants will increase capacity in China to 4 million vehicles from the current 2.3 million in March 2013.

Bank of America CEO loses confidence in Thain after a brief meeting on January 22, 2009, in which Thain was asked about mounting losses at Merrill, which Lewis had learned of from other Merrill executives and not from Thain. Lewis says he could not get agood explanation of what was happening or why. Thain was head of Merrill when Bank of America made the $50 billion acquisition of Merrill on Sept 15, the same week that Lehman Brothers collapsed. Merrill was in a perilous situation with the government intervening to arrange the acquisition on short notice.

Saudis make only a modest increase in production of 200,000 barrels a day taking production to 9.7 million barrels a day for 2008. The global market is for 86 million barrels a day with 40% of production coming from OPEC. Saudis make plans to increase capacity from 11.4 million barrels a dya to 15 million barrels a day with increased investments but this is thought to be ambitious. One former president of Aramco the Saudi oil company Edward Price thinks there are resource limits even in Saudi Arabia, as he sees the big fields topping off at 12 million barrels a day.

GM share price plunged to a 55 year low of $11.43. It dropped 11% in one day June 26, 2008. This is te lowest price since the days of Eisenhower as President. GM according to anlaysts will end the year with $20 billion in cash, and will go through at least $10 billion this year. And the market is changing dramitcally towards smaller fuel efficient cars with GM not taking the initiative to move towards these types of cars which makes going forward into 2008 just as risky with the economic downturn making things worse in 2009.

The Argentine government proposes to nationalize the private pension system, which would provide much of the cash needed to meet debt payments to avoid a default. The private pension system has $30 billion in assets and has $5 billion in contributions each year. Economists say the new contributions could be used to fill some of the gap of $10-11 billion as a result of a drop in farm export prices like soyabeans, in what Arentina has to pay for debt between now and the end of 2009 for debt restructured after a 2001 default and new debt issued locally.

Walmart has 438 stores in China with over $10 billion in sales. Oracle has smaller operations in China. Walmart is negotiating to take a 12.5% stake in TikTok and Oracle 7.5%. Bytedance owns TikTok. 40% of investors are from the U.S. with investments by Softbank,KKR, Sequoia, General Atlantic, Hillhouse Capital and other funds seeking high returns in internet companies making these investments. The educational value of the content on TikTok is considered to be minimal with mostly entertainment and customers in some countries such as India were reported to be mostly in rural areas. India has since banned TikTok. The huge investments in the internet companies in tens of billions by funds comes as infrastructure needs are not met in Europe, U.S. and India, including education and health, roads and bridges. The entire allocation of capital mechanisms have become out of focus to the needs of the present particularly after the pandemic. Funds sudden interest in using artificial intelligence to promote education would raise much skepticism and the use of TikTok for that purpose even more so. Apart from the concerns for national security that were expressed by the Trump administration, there is the broader issue of the value of children and young adults spending large amounts of time on such media at a time of deteriorating educational levels in all countries of Europe, North America, and in India and China. ...

Malaysia filed criminal charges against Goldman Sachs Group Inc. unit and a former partner in relation to the 1MDB financial scandal. Goldman arranged a $6.5 billion in bonds for 1MDB in 2012 and 2013 of which $2.7 billing was allegedly stolen, according to this report in the Wall Street Journal. The bank was able to make $600 million in profits. Malaysia's Attorney General stated that "Malaysia considers the allegations in the charges against the accused to be grave violations of our securities laws, and to reflect their severity, prosecutors will seek criminal fines against the accused well in excess of the $2.7 billion misappropriated from the bonds proceeds and $600 million in fees received by Goldman Sachs, and custodial sentences, the maximum term of imprisonment being 10 years." The 1MDB scandal was a major issue in recent Malaysian elections resulting in a return to government of Mahathir Mohammed in an attempt to restore integrity and transparency to the country's finances and spending. The original memo from OMB was an executive order for freezing spending. It said $3 trillion of $10 trillion allocated for 2024 federal spending went to federal assistance in grants and loans calling for this to be freezed till agencies had achance to lok at spending priorities.

A federal judge blocked this order. Days later the Acting OMB head Matthew Vaeth stated the previous memo is rescinded, withdrawn.

Matthew J. Vaeth, the acting director of the Office of Management and Budget, said that the previous memo order “is rescinded. If you have questions about implementing the president’s Executive Orders, please contact your agency’s General Counsel.”

In the current year the federal spending is expected to be $7 trillion according to the Congressional Budget Office.

This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. Trade is just one aspect of the Biden Economic plan. It covers US manufacturing and jobs, Climate Change Action and Renewable Energy, Cost of Living and Wages for workers, Interest rates and inflation, and Capital Allocation with government partnering with the private sector in key industries such as electric cars, solar panels. It has the overwhelming support of most Americans- seven out of 10 Americans favor it polls show. What is described here in the Washington Post as a change from decades of trade policy since Reagan/Bush, Clinton/Obama, is also a response to the loss of key midwestern states by Democrats to Trump in thepresidential election of 2016, and the upheavals for democracy that Biden calls the struggle for the soul of the nation on the White House website. Biden is simply saying that the old policies were a mistake, a huge mistake, and Biden is correcting the Trump response which was loud but lacked the substance that is in the Biden plan through capital allocation in size and government actions to back this up. In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

Energy Conversion Devices, a Michigan company, is providing the solar electric system for the largest rooftop array, 12 megawatts, to a General Motors assembly plant in Zaragoza, Spain. This project uses solar devices manufactured in rolls like carpet runners. Veolia Environment and Clairvoyant Energy will lease the rooftop space from GM and operate the installation. Spain has become a center for solar installations as it offers large subsidies, 0.42 euros or 66 cents for each kilowatt hour, this is about 5 times the average cost of a kilowatt hour in the USA. Energy Conversion plans to produce 150 megawatts of cell this year and recently raised $400 million an dannounced plans to build cells for 1 gigawatt or 1000 megawatts. Solar arrays on houses are only a few kilowatts and 1 megawatt can run about 1000 window airconditioners simultaneously while the sun is shining.
