For the first time in decades the U.S. trade deficit with China is falling significantly. China's exports to the U.S. dropped 12.5% to $296 billion in 2019 from $323 billion in 2018, according to Chinese customs data. Actually China's trade surplus with the U.S would have fallen even more had not the U.S. exports to China declined by 21%. With the Phase 1 trade deal negotiated recently U.S. exports to China will increase significantly, while 25% tariff on $250 billion in Chinese goods still in place limits China's exports. This means in 2021 and 2022 and years ahead China's surplus should shrink much faster achieving one of the principal goals of Mr. Trump and his trade negotiator Mr. Lighthizer. Mr. Lighthizer was chosen by Mr. Trump for having accomplished a similar goal decades back in the eighties with Japan's surplus. Even though China has not stated this in writing, American officials have said China will increase purchases of American goods and services by at least $200 billion over the next 2 years from 2017 levels. China and the U.S. have essentially agreed that the two economies so tightly intertwined works to the detriment of the U.S. with the Chinese surplus creating tensions. China will now have the European Union as the largest trading partner followed by south east Asian countries, and other regions. China decided that its priority is technological development and was unwilling to meet U.S. demands to reduce its efforts for technological competition and access to western technologies. Instead opting for shifting it economy away from dependence on exports to the U.S. in a gradual way. The other demand of the U.S. for stopping state subsidies is also a concession China is not willing to make as it sees it as an economic feature of its business model that is working and a competitive advantage.  This leaves the U.S. with a limited win so that trade and resulting jobs can be brought into favoring the U.S. a key Trump goal, and not a win in the technological competition with China which will continue. ...

Russia accepted as a Northern European power and NATO is pulled back as it should have been after the Soviet Union collapsed,  (it gets the "respect" it needs from the US so that it relinquishes efforts to disturb the peace in Latin America and the Middle East). It also frees up the US from other entanglements so that it can concentrate on both competition with China and negotiating win-win solutions on trade with China. US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. The Trump administration is set to impose 15% tariffs on $156 billion of Chinese goods including laptops, mobile phones, and apparel, on December 15, 2019. This is in addition to the tariffs already in place on $361 billion of Chinese goods. The new list of goods for the tariffs on December 15 are goods that are made mostly in China. About 87% of the goods on this list are made only in China. If talks fail with China by this week the tariffs will go into effect. WIth this tariff all goods imported from China will have tariffs on the goods imported into the U.S. adding to the difficulties facing the Chinese economy. A recent article in the WSJ shows China is shifting to higher skilled manufacturing and the service sector to maintain jobs growth.

DJT tariffs are selective and reciprocality makes them fair. This also cushions the impact on consumers and countries. Countries who have blatantly unfair tariffs for decades can then decide as in EU, China, India, Japan, S. Korea, Mexico and Canada, can decide how they will respond by looking at what they need to do for fair trade. Some tariffs are intended also as domestic policy for failure to control of fentanyl into the US as with CMC countries Canada, Mexico and China. US producers will make goods sourced from these countries at home and as DJT says about autos from Mexico this will lead to American producers in Detroit picking up production and bringing manufacturing back home to USA. Most goods Americans use were made in the US in the postwar period from 1950-1980, American manufacturing will get the boost it so badly needs after unfair trade practices from other countries in the EU, Japan, Taiwan and China. By April this policy will be in place, by June in 6 months the policies will be fully operational at entry ports in the US including Los Angeles and Long Beach. All tariffs are selective, carefully evaluated for individual countries and products and regions based on reciprocality a principle that is fair to all countries and the principle on which the world trading system is founded. Individual companies and industries that gain this or that benefit may present it differently saying is good or bad based on their interest and profits- for the US and American people the principle of reciprocality provides a yardstick that is both fair and in the long term interest of bringing jobs and higher wages to the US. ...

Last week China announced it was suspending all imports of American agricultural products in a blow to the farm sector in the U.S. American farmers are also a key support base for president Trump. The broken world economy has hurt the American people, in small communities and towns across the US whose societal fabric was destroyed by a system of world trade with abuses done by China. Japan, European Union, Canada and Mexico since 2000. Shortsighted American leaders and economists allowed this to happen. Robert Lighthizer on the New World Order a new system of world trade that replaces the old in 2026. The old trading system was one in which lip service was made to free trade while all the time the system was used by Japan, Germany, China, Canada, Mexico and other nations to build non tariff barriers and other policies to support their industry  at the expense of the United States leading to disillusionment in the US. The facts are mind boggling- the loss of 5 million jobs, many small communities across the US decimated with loss of jobs. About 20 trillion in wealth transfers to China and other countries over 2000-2020, with foreigners owning $27 trillion more of US assets than the US owns of theirs. US Trade Deficits that went up by 40% in 4 years of the Biden administration from $800 billion to $1.2 trillion. Economists and weak leaders got it all wrong allowing this to happen from Geoge W. Bush to Clinton Bush and Obama. Lighthizer says "shortsighted leaders aided and abetted this process," from 1990 to early 2010. Consider that US had 17.3 million  people in manufacturing, in factories all over the US in 1970, in 1999 we had the same number of jobs, even though there were changes in technology and productivity- the US held its own with the rest of the world. The Bush, Obama years were the worst for the US industry - by 2026 we have 12.6 million - loss of 4.7 million jobs since 1999. And real median household income took a big hit growing from $72,000 to $84,000 about 17% in the last 25 years, compared to twice that in the period 1975-2000 prior quarter century. The result is the fracturing of American society- and dire consequences for healthcare as communities suffered from loss of jobs leading to drug overdoses, alcohol abuse and suicides, which are common in post industrial American communities. Think of this fact: two thirds of America's workforce that does not have a college degree, that is working class people, lives 8 fewer years than college graduates, a gap that was only 2.5  years in 1992. The wars carried on by Bush and continued by Obama in the Middle East also wracked these same communities till Biden and DJT pulled out. One has only to drive across America to see this with one's own eyes. Trade may be an abstract topic for economists and politicians- there is nothing abstract about this. And the economic growth of the US has suffered with the unfair trading system with China, European Union, Japan, Canada and Mexico. From 1945 to 2000 American growth was 3.2% a year. Since 2000 only 2 years of growth over 3%. US has not seen historically normal growth for the last 19 years and at this rate (if we continued along this path) the Congressional Budget Office says 1.8% growth for 2027-2035. There are other factors yet the the major driver of this is our trade deficit of $1.2 trillion dollars a year. It is a story of remarkable persistence in the Nation's interest through 2 adminstrations- this Lighthizer story. Lighthizer fought Japanese commercial interests as Deputy Trade Representative under Ronald Reagan, and as US Trade Representative under DJT in the first DJT administration in 2016-2020. His Deputy at the time is Jamieson Greer who is now the US Trade Representative in the second DJT adminstration in 2025. For 30 years this brave American patriot has fought to reverse the bad actions of presidents and economists that have led to devastating losses in the American countryside. He says any new trading system must be perceived as fair to working people. It will survive only if working people think it is good for them. It cannot and must entrench a small, permanent elite. The benefits going to labour must be at least as great as those going to capital. It should create fulfilling high paying jobs for the vast majority of the American people. This is America's new promise to its people, its new compact with its people. ...

Criticism in China of president Xi Jinping mounts as the tariff war with the U.S. Trump administration escalates. The recent vote in the People's Congress abolishing term limits also comes under criticism.

Some of the criticism comes from the view that president Jinping adopted too high profile a role for China with the "Made in China 2025" and other policy that suggested China was trying to supplant the U.S. These critics suggest China should have adopted a low profile in such matters. Under previous administrations China preferred to act in a cooperative way. The issue about artificial islands in the South China Sea aggravated sensibilities of western nations without adding much to China's security, being another issue that disturbed U.S. relations with China.

China is still interested in a trade deal with the U.S. even after Mr. Trump signed a bill passed by Congress that it criticized as interference in its internal affairs. Mr. Trump's signing statement gave China an opening to continue its persistent effort to seek a trade deal that would lessen the effect of tariffs on its economy. It mentioned "constitutional authorities with respect to foreign relations," and stated Mr. Trump had signed the bill "out of respect for Mr. Xi, China and Hong Kong." This has credibility because Mr. Trump has consistently supported an effort to bring a peaceful end to protests and any efforts to that end that Mr. Xi has and would continue to make. Both sides see the role of the biggest economies in the trading system as too significant to be affected by different views on Hong Kong, as long as mutual respect is sustained.

Australia is seeking support from other countries in an effort to launch an investigation into missteps early in the crisis that have led to the epidemic spreading to millions of people around the world. Automakers will have to ensure that 40 to 45% of a car's content is made by workers in the U.S. earning at least $16 per hour. If this is not met automakers pay a 2.5% tariff for cars brought in from Mexico. Mexico makes 2.3 million cars and Canada 1.8 million. Automakers invested tens of billions of dollars in Mexico turning it into a lower cost export hub. This has led to job loss in the U.S. Mr. Trump's efforts in the new trade deal with Mexico are designed to increase investment in the U.S. auto industry.

The clothing and other consumer products manufacturing is shifting away from China. Auto production is centred on regional hubs for manufacturing under renegotiated trade agreements such as the one that replaced NAFTA in North America, correcting imbalances in wages and U.S. content. Mexico gets to stay as a auto hub with exports of $50 billion in 2018 but under new rules that the Trump administration sees as fair. India is being considered as an auto production hub in Asia. "Made in China 2025" has caused consternation and alarm in Washington about China's effort to dominate key industries of the future with state subsidies. This report in WSJ shows the European response to China's effort. A survey by the EU Chamber of Commerce in China shows 58% of companies have not been able to participate in Made In China initiatives. China now sees " a lot of shared interests, concerns and positions," in the words of China's Representative Lu, in the long term issues of globalisation, urbanization, pollution, and concern for achieving stable development with high growth rates.  China now takes the long view looking back at the unprecedented change of the last 100 years, as it maps out its plans for the future. The U.S. has challenged the ideas in the blueprint for development of "Made in China 2025," particularly as it relates to western transfer of technology to China. Apple to ship 25 million iphones made in India to the US for the June quarter 2025, meeting 50% of US demand. This will reduce iphone tariff from 20% for China to 10% for India. Apple will take $900 million in added costs for the tariffs for the June quarter and higher costs for future quarters. WSJ report shows that on the morning of the 90 Day Pause in Tariffs announcement discussions took place with the Swiss prime minister, with Treasury Secretary Scott Bessent, and watching Fox News interview of JP Morgan Chase's Jamie Dimon. Seeing the turmoil in financial markets and bond markets, US president DJT made the decision to give time to make the agreements with about 50 countries, and time for financial markets to understand the president's  policy and goals to reformulate the world trading system into one that offers a level playing field. The chart showing the Tariffs of 67% by China and US 34% imposed tariff in the Rose Garden on April 2, 2025, was say reports the result of the influence on the president of the advice of Peter Navarro.  Treasury Secretary Scott Bessent's expertise is in financial markets as a protege of Soros, Navarro's is world trade. Bessent stepped in when financial markets appeared to reflect the uncertainty and convinced the president that the 90 day pause would be the best way to implement the policy on trade. There is a vigorous debate in the administration about how to get a level playing field for trade, and get the job done without disruptions in financial markets or a recession induced by uncertainty. On April 10 as part of the effort to talk to the American people US president DJT opened up his Cabinet meeting to the media and had Bessent, Borghum, RFK Jr and Marco Rubio talk about their plans and policies. Proper implementation, gaining confidence of the people of America and financial markets, is now as important as the goals and policies in the next 90 days. India, the UK and Argentina are opening investigations into China's dumping of goods in their countries. Chile is considering new tariffs. Brazil and Indonesia are feeling the impact. A bill in the U.S. Senate in October 2011, which has bipartisan support, would push for China to correct an unfair trade advantage from keeping the value of the yuan low. The bill requires retaliatory tariffs for countries that have "misaligned" currency. WSJ committed to orthodox economic theory thinks of tariffs as tariffs such as Smoot Hawley from the 30's. This is why it is not true- It is about fentanyl flows that have led to 490,000 deaths over 12 years in the US and few in the US like to talk about it. Smoot Hawley had nothing to do with fentanyl, drugs trafficking and migrant trafficking that every nation not only has a right but a No.1 responsibility to its citizens to keep its neighborhoods and its children in neighborhoods safe. Smoot and Hawley were US Senators and US Congress was isolationist in mood. Their grasp of the world trading system was meager and they stepped in at a time when the world had economically not recovered from World War I, and the French against US General Pershing's advice had set the most punitive arrangement in Germany that crushed Germany after an armistice Pershing opposed that left the Kaiser's political structures intact. Tariffs is not DJT's idea. It is the solid experience of Deputy US Trade Representative, Robert Lighthizer under Reagan who conducted negotiations with the Japanese who stalled and stalled Lighthizer says, let negotiations drag on into endless nights, and Lighthizer and his team stood firm. The relentless Japanese relented and Lighthizer secured the agreements that ended this phase of trade relations in the 1980's. Lighthizer was Trade Representative in the DJT first term 2016-2020 and launched the negotiations with China. This is now 8 years since 2016 and 2016 itself was 35 years after Lighthizer negotiated with the Japanese. Today's US Trade Representative is Jamieson who was Deputy Trade Representative under Lighthizer in 2016. Each detail is carefully thought through to bring it to a fair conclusion in the interests of the world and the US. Information traveled slowly GM could not tell at any time how many cars were in inventory on its lots in 1920's. US lacked basic infrastructure for government that FDR and Labor Secretary added firt in New York in the 1930's and which was transferred to 50 states by 1940's. Today information is quickly at fingertips and consultation processes are built in between industry and government at all levels. A lot of information is carefully evaluated. USTR as DJT showed, the major study of USTR Office in the Rose Garden on April 2, 2025, has all trade barriers carefully analyzed in minute details for every country. And is working on this for 40 years. There isn't even a slightest  comparison between this and the Smoot Hawley crowd in the 1920's.  The goal not to beat anybody. Just to set the goal of a level playing field for world trade. That is the foundation of trade that is fair and respected, and is a win-win for all. WTO's basic foundation No. 1 principle is a level playing field. It is just that this was a kind of Marshall Plan for Asia of the US to let poor countries such as Japan war wrecked in 1950, and China colonial power wrecked by first Britain then Japan struggling and poor in 1990's, giving them some time to rebuild by ignoring unfair barriers to trade for 10-15 years 2005 for China. Barriers that never got dismantled and technology that leaked from the US 2005-2016 under the Obama administration. Smoot Hawley was not about the US Navy building its own ships and US shipyards in the 1920's. In 2025 US shipbuilding industry is stolen, this is why the words used "pillaged" "looted" were used in the Rose Garden. Little by little American private enterprise capitalism was superseded by a new form of capitalism in Japan then in China that combined state capitalism with private enterprise capitalism. This then was the threat America faced, and needed to redouble its energies and seek fair play.   ...

The current trade disputes and negotiations between the European Union and the U.S. are leading to European carmakers looking again at their supply chains to come up with ways of increasing manufacturing autos in the U.S. Daimler CEO Zetsche says Mercedes Benz will increase engine manufacturing in the U.S. BMW CEO Kruger says the USMCA agreement as the new NAFTA is called, will accelerate investments in manufacturing in the U.S.- more U.S. production for the U.S. market.

The USMCA require at least 75% of car's value built in the U.S. up from 62%. Also 40-45% of the car has to be made at wages of at least $16 per hour. The cap for cars made in Canada and Mexico and exported to the U.S. is 5.2 million with 4.1 million currently shipped into the U.S. Any cars over this or not qualifying with the rules pay a tariff of 2.5%.
