Admiral Lisa Franchetti becomes the first woman to lead the US Navy in its 247 year history in 2023. She joined the Naval Reserve Officer Training Program at Northwestern University while getting her journalism degree in 1985. He first assignments were only on auxiliary ships because of Navy policy for women. She later commanded 2 aircraft carrier strike groups as Navy policy changed, and then commanded the US Sixth Fleet in the Mediterranean. Another danger for Labour comes from Rachel Reeves being exactly the wrong attitude person for this time giving too much deference and authority to Office of Budget Responsibility, which was set up for austerity rules under John Osborne. It is not set up to give Britain the public investment in infrastructure that it needs today and its members thinking ios from that era. Labour Good Growth Foundation, Common Wealth and Labour group Progress are advising Labour party to change before it is too late. Langleben of Progress says-“The OBR was created for an era defined by austerity, and while it can clearly count the upfront cost of investment, it too often misses the long-term value, whether that’s a healthier workforce, better housing or modern transport." It now appears that Rachel Reeves is really the wrong person for the job of Finance minister and that Keir Starmer had another problem in addition to McSweeney, where he was stuck with 5 billion pounds cuts to welfare spending losing some of the Labour base to Greens, as seen in byelections and in polls showing a mere 18% approval rate for Starmer. It now appears that Yvette Cooper at Home Ministry stuck on the old asylum rules, Rachel Reeves stuck on the austerity period OBR assessments and making cuts in payments for Labour's base, and McSweeney with his lack of honest conviction to help Labour's base, Mandelson, were all the wrong people appointed to the wrong positions that risk's losing the base of Labour by fracturing it and sending it to Reform UK on immigration, on budget cuts to the Greens, and on a sense of lack of true conviction and sincerity to the Liberal party. ...

US Congress cuts to Corporation for Public Broadcasting (NPR and PBS) of $1.1 billion for 2 years. It passes Senate 51-48. $7.9 billion in cuts to foreign aid programs were passed in the Senate bill. Native American and tribal radio stations in 9 states are protected.

Note that no cuts to HIV $400 million which is protected, and also for maternal care and malaria, and tuberculosis. These programs will be protected with new language. Also protected, by Senator Moran of Kansas, are food aid programs used by farmers- Food for Peace, Food for Education and child nutrition.

Some sensible guidelines in taking loans for graduate schools are provided in this WSJ report- debt repayments should not be more than 10% of discretionary income so that money is there for high food, housing costs and savings. Debt should not exceed the first year's salary whn starting to work.

And students considering grad school need to be aware that while they are in grad school their undergraduate loans can grow by 50% from say $27,000 to $41,000.

47.3 million Americans carry 1.777 trillion in student debt, of which federal government is 1.693 trillion, growing at $48 billion a year. The average debt per person at about $40,000 default at about 5%.

Geeta Anand and Jaeyeon Woo of the WSJ give this heartwarming story of how South Korea achieved a remarkable transformation in attitudes towards women in society after 1990, and reversed a dangerous imbalance in the ratio of females to males. This was done by the release of extraordinary energy of woman activists after the end of dictatorship in 1990 made this possible, and the efforts of media, courts, government and society. Women won the right to be heirs in the family lineage, and perceptions of women as well as the opportunities open to women changed in this period. Today the Korean government provides $177 a month for the first 5 years for child care at home. The story of one mother and daughter and their experiences, of Ms. Lim and Ms. Ko, both teaching at the university and having daughters only, shows how South Korea has changed by 2016. Moving further South Korea's government now offers incentives to companies to make paternity leave policies generous, with municipal governments adding cooking classes and housekeeping courses for fathers. ...

Britain's Home secretary, Yvette Cooper, is setting up a Young Future's unit to help teenagers exposed to social media, mental health issues, and other pressures who could get into trouble with the law. This was seen during the UK riots with persons ages 12-15 in court for throwing stones or rioting. BRICS is becoming an obsolete concept as Brazil, India and South Africa are essentially looking for ways in which they can increase opportunities for growth. It was a concept started by a Goldman Sachs investment banker Mr. O'Neill at a different time in 2010. The world has gone through the 2009 financial crisis, the pandemic, and the supply chain crisis with overconcentration of EU and US supply chain in China. These events are leading to a shift under the Biden administration to bring India  into the G7 into a new G8 that includes India. Only Russia, China and South Africa remain from the original BRICS. Brazil will gradually shift back to its position as part of the US alliance in Latin America with Mexico, Argentina and Chile. US president Biden renews the US commitment to Asia on the second day of Quad meetings in Tokyo. Lessons from Ukraine were uppermost in the thinking of the Quad leaders from the US, Japan, India and Australia as a new framework is envisioned for Asia. That framework is envisioned through an economic framework the IPEF including South East Asia, the Quad as a core nation setup similar to the G-7, and direct ties such as US-India, US-Japan. Latin America is part of the US direct ties to Mexico, Brazil, Argentina and Chile. The yen is at 134 to the dollar in June 2022 having dropped by 22% in 2022. The US Fed is increasing rates while the Bank of Japan is keeping its low interest rate policy. Indian Finance Minister Sitharaman on the need for the G-20 to set regulation for cryptocurrency. "Crypto currency involves a lot of technology, it's 99% technology. We are talking to all the countries to setup a standard operating procedure that will be effective while following a regulatory framework. It's under discussion with G-20 nations." India's central bank RBI head Shantikanta Das says simply "cryptocurrencies don't have any underlying value." Plans for a peacekeeping force for Gaza. President Biden opposes Israel running the Gaza region after the end of the war. The US looks to Qatar, Egypt, Jordan for assistance in a peacekeeping force. No Arab neighbors support this option of a peacekeeping force while the war is going on. A UN peacekeeping force similar to the one in Korea that settled the Korean War is also an option, as is multinational peacekeeping force that remains in Gaza including Arab neighbors. This would require a settlement for a Palestine state to secure support of Arab neighbors.

In 2019 alone the costs of the Opioid epidemic in the U.S. was $188 billion including healthcare, child and family assistance programs, criminal activities, and lost wages, according to the Society of Actuaries. Now 3 large pharmaceutical distributors and some pharmaceutical manufacturers are hoping to settle the lawsuits by paying $50 billion. The costs to the nation are enormous in human toll and in lost economic activity.

After segregation in housing and schools since the 1867 Lincoln Emancipation, particularly in the US Southern states, protests happened in the South led by Martin Luther King Jr. to change this. situation. Voting Rights Act 1965 signed by LBJ ensures right to vote for Black people in the South- it follows protests in Selma Alabama and LBJ's 1965 "We Shall Overcome" speech that followed Selma. The first Blacks elected to US Congress were from seats redrawn to give Andrew Young a seat in Atlanta, and Barbara Jordan one in Houston. In 1993 2 more seats were added. James Clyburn was given a seat in South Carolina- he was a key supporter for president Joe Biden. Others followed. Today in 2026 there are 62 Black Members of the US Congress. This is about 11.6% of the 435 seats in the House of Representatives and 100 seats in the Senate total of 535. As a percentage of the population Black people are 16.4%- or 56 million out of US population of 342 million. The Supreme Court is essentially saying it is time to pause this as enormous progress has been made 12% out of 16% already achieved in representation for black people in the US considering the other inequities in American society, the changes in culture and in technology, inequities in world trade and for rural America. In a 2013 5-4 decision Shelby vs Holder US Supreme Court  swing to this conclusion with Alito, Scalia and Thomas joined by Kennedy and Roberts. This already struck down the core of the Voting Rights Act as unconstituional. Roberts wirties in that decision- Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” Times have changed - in 2026 the Court reaffirms this. In Louisiana vs. Calais the Court voted 6-3, striking down the last aspects of the Voting Rights Act, because white voters in Louisiana objected to use of race to redraw districts. The equal protection clause of the 14th and 15th Amendment to the US Constitution prohibit using race to redraw political representation maps. ...

Strabismus, depth perception and misalignment in the eyes not holding back England soccer goalie Hannah Hampton. As a child England goalie Hannah had eye surgeries by the age of 5. She struggled with depth perception and even had difficulty pouring orange juice into a glass. Over the years Hannah worked hard to compensate for this till she was asked to become England goalie only after England goalie Earp retired.

The Guardian gives this inspiring story about the England goalie who never gave up. Twice first in the game against Sweden and in the final against Spain she saved penalties. In the final she faced Spain's striker Bonmati and was able to make a save. It has not come easily but through it all Hampton has persevered till she wins European soccer title for England.

Japan and South Korea which rely on the U.S. for defense offered only a mild response to president Trump's announcement of  25% tariff on steel imports. Australia also defended free trade but offered no response to the U.S. duties on Australian steel and aluminium exports to the U.S. of $388 million.  There was no criticism of Mr. Trump.
