David Kirkpatrick, former Cairo bureau chief of the New York Times, gives an account of how the Obama  administration was split in its support of Egypt's beginnings in democracy. Chuck Hagel at Defense, and John Kerry at State Department, sent signals to the military that were different from that of some other members of the Obama administration. General Mattis at Central Command blamed president Morsi's failure on his " imperious leadership." General Flynn headed the Defense Intelligence Agency at the time of president Morsi's ouster by the military. Both Mattis and Flynn later joined the Trump administration with Mattis at Defense.  This report says president Obama accepted the military takeover. President Obama aroused hopes for democracy at Cairo University soon after he became president but he was not able to develop a coherent policy and support within his administration for what would be a difficult transition to democracy in countries that for decades have been ruled by the military. The is WSJ report points out that there were differences between the president and his defense secretary Mr. Esper, over the issue whether active duty military should be sent in to control protests in Washington D.C., Minneapolis and other cities in America. On May 25 president Trump considered firing Mr. Esper who said at a Pentagon press conference that he opposed bringing in the military to cities to quell domestic protests. Mr. Esper stated "The option to use active duty forces in a law enforcement role should only be used as a matter of last resort. And only in the most urgent and dire of situations. We are not in one of those situations now."  Military and defense officials were very much opposed to this as fundamentally contrary to military values.  Mr. Trump consulted several advisers who told the president that this was not the right thing to do. Mr. Esper for his part also was making his own preparations to resign and here again his advisers persuaded him to not do this, says this report in WSJ.  The incidents happened as protesters crowded Lafayette Square, the park across from the White House, and the president believed that violent protesters were making it difficult for National Guard troops to maintain control. Mr. Esper is a West Point graduate and former Army officer. The president's advisers from the military included Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley. Milley and Esper discouraged the president from invoking the Insurrection Act of 1807 and calling in army troops to the cities. Mr.Trump later visited the area around the church near Lafayette Park. The advisers consulted by the president on May 25 were Mark Meadows, White House chief of staff, Secretary of State Mike Pompeo, David Urban, and two senators Tom Cotton of Arkansas and James Inhofe of Oklahoma. Mr. Cotton, a first term senator from Arkansas, later wrote a article in the NYT opinion pages on June 3 supporting use of the military. That article had the title "Send in the Troops- Tom Cotton" which NYT says was placed by editors, and appears baffling, considering the importance that this matter presents for the military and the nation. The NYT later stated with the article that it did not reflect "a thoughtful approach"  and lacked the "additional context" that would let readers be informed and think carefully. The essay also had a reference to the constitutional duty to the states from the federal government that could be misinterpreted, and without context. Mike Pompeo, one of the president's close advisers is Secretary of State. He is a West Point graduate, standing first in his class from the U.S. military academy in 1986, served 5 years in Germany in the 4th Infantry Division, before being elected to Congress from Kansas. The other key adviser in the decision Mr. David Urban headed the Trump campaign effort in a key state Pennsylvania. Both appear to be sensitive to public opinion and the thinking in the military.  By June 6 the White House press secretary said that Mr. Esper was instrumental in bringing calm to American cities after a week of protests following the death of Mr. Floyd in Minneapolis. For both Mr. Trump, Mr. Esper, senior White House officials, and the nation, moments for reflection and a sense of gratitude that calmer minds prevailed. ...

The U.S. National Security Adviser Jake Sullivan, says that it is imperative that the WHO report on the origins of the virus be "independent" and "free from alteration by the Chinese government." The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

U.S. president Nixon's lawyer John Dean who testified against Mr. Nixon writes in the NYT about the parallels between his testimony and the testimony given this week by Mr. Trump's lawyer  Michael Cohen. 37% said Dean's testimony was credible and 35% said Cohen's was credible in polls.

Dean says the number of people who surfaced supporting his account increased and it is likely to grow for Mr. Cohen's account. 

John Dean says he found one line in the Cohen testimony worth remembering from Cohen's closing statement. It refers to the authoritarian type of presidency he says he finds in the Trump presidency. It said that Cohen thought that if Mr. Trump loses the election in 2020 there would not be a peaceful transition.

Lopez Obrador agrees to commit 6000 National guard troops to police Mexico's border with Guatemala in a deal with president Trump. Trump uses tariffs on Mexican imports as tool to change Mexico's position that allowed the flow of increasing numbers of migrants fleeing Guatemala through Mexican territory. Trump insisted that Mexico should change its laws to accept these migrants as lawful residents in Mexico saying in effect that a developing country is just as responsible to take in migrants on a humanitarian basis as a developed country like the U.S. with its own issues of poverty and lack of funding for social services.

Mexico then accepted a compromise solution with vigorous border policing to reduce the flow of migrants. This reversed the earlier policy of Mr. Obrador that welcomed migrants without giving these migrants residence in Mexico.

China's president Xi Jinping visiting a trade fair in Shanghai, says China will shift to larger imports as it responds to calls from the U.S. and Europe to further open its markets, and buy more rather than focus on selling to the world. He said "it is China's sincere commitment to open the Chinese market." Greg Ip points out in this WSJ analysis that the new NAFTA after negotiations and warnings from Mr. Trump to scrap NAFTA, is not very different from the old NAFTA. Mexico made concessions on auto exports and labor rights, wages. Canada made concessions for the dairy industry. Yet the combined influence of business interests, Canada's lobbying in U.S. Congress and state governments, and the restraint shown by Trump's own advisers prevailed in limiting Mr. Trump's tendencies to go for a "America first" agenda. It shows, says Ip, that there is resilience in the existing order.  It also shows what future trade negotiations with the European Union and Japan over steel and autos could look like. President Trump will continue to face resistance within from his advisers and from exporters, business, Congress, on following an exclusively "America First" agenda. President Trump will need to extol NAFTA in its current version the USMCA, U.S. Mexico Canada Agreement, to get it through the U.S. Congress in 2019.   Mexico's main concessions on autos were to agree to potential tariffs if exports exceed 2.6 million vehicles.  This keeps Mexico's status as a major auto export hub intact. Auto experts say VW and Mazda may simply pay the tariff of 2.5% for lower priced models assembled in Mexico that do not qualify for duty free entry instead of shifting production to the U.S. Current shipments from Mexico are not affected as U.S. demand is weak. Labor rights and higher wages in Mexico's auto industry are a win-win for Mexico and the U.S.. They are supported by the socialist administration of newly elected Mexican president Obrador. Canada's main concession was to expand U.S. access to Canada's protected dairy industry, with Canada already prepared to make the concession. Mr. Trump had also to consider the possibility that excluding Canada from the USMCA would have not passed Congress, and face even more resistance in a Democratic controlled Congress after 2019 elections.  The support Canada has received in Congress does not extend to China, which gets much less support in Congress, leading to higher uncertainty in the negotiations with China and possibly different outcome with the size of the trade imbalance of $1 billion a day factored in.   ...

Following that trade tariffs ensued against China creating a different environment in world trade. A second term would lead to more action on trade and more tariffs. Ip says the former president could impose tariffs on all Chinese imports and this would lead to retaliatory tariffs from China and be met with EU retaliatory action in a tit for tat manner. For too long the press has looked at president Biden's age as drawback ignoring his vast experience, and not Trump's only 3 years younger with poor food and exercise habits and overweight, as pointed out by Duke University Prof. Frank Bruni in the NYT. Here the WSJ at last shows that half of Americans born in 1942 are alive, with many of them about 650,000 working, 18% more than a decade earlier, according to Census Bureau. If the trade war escalates to the point at which president Trump imposes tariffs on all Chinese goods imported into the U.S. on Jan. 1, 2019, China could retaliate with its own tariffs and this might affect Boeing aircraft as well. The results would be to tip the economies of both countries into a recession, and affect Mr. Trump's best chances for reelection in 2020. This can happen as Mr. Trump has a great deal of confidence in his negotiating style. The negotiations so far have shown China misread the U.S. and Mr. Trump leading to a strong U.S. response.  There is also the importance of not losing face, Mr. Xi's domestic audience, Chinese industry that sees a fundamental change from state subsidies model as eroding its position and offering resistance, patriotic sentiment making it harder to meet U.S. demands. Fundamentally for Mr. Trump it is about U.S. trade deficit and changing the huge trade surplus of almost $1 trillion that China enjoys each year with the U.S. which has been and is no longer sustainable. Mr. Trump also has the backing of Republicans on this issue and Democrats cannot afford to be soft on this issue as it involves American workers and jobs are at stake. Both sides could be in for a protracted negotiation as Mr. Trump feels it is right for Americans to expect fair trade and technology transfer that respects American concerns. In addition the U.S. could sense that it exports less to China, is less dependent on exports than China, and as the party that is hurt by unfair practices insist on its position. After Japan agreed to U.S. demands that it reverse a huge trade surplus in the seventies in which Mr. Lighthizer was the negotiator its growth declined sharply and is economy stagnated. China may sense inside that this could happen to its economy. Today Lighthizer the U.S. negotiator and Trade Representative could also push hard because of he was able to convince Japan to change its course. ...

The WSJ of August 24 has flaws in that no questions were asked on wages and benefits for workers and climate change. About 73% of voters see Mr. Biden's age as a factor. Voters have not grasped Biden's vision for America. A Trump 10% margin for vision and record of accomplishments is unusual considering it is Mr. Biden who is making the changes on climate change, wages and income, infrastructure building with trillions of dollars of funding. The poll itself has issues because it was done by a Republican poster who is working for the Trump campaign and does not have questions on climate change or wages and benefits of workers. President Biden does well on infrastructure, on jobs, and the effects of inflation are being tackled by increase in wages and benefits supported by Biden.

A video view of the damaged oil facilities of Aramco in Saudi Arabia. A proxy war waged between Saudis and Iran with Houthi rebels in Yemen have worsened the situation in the Straits of Hormuz. Tensions were high, an attack on oil facilities was not expected. About half of Saudi oil production was put out of use in the attack by low flying missiles that evaded radar defenses. Saudis plan to meet oil export commitments by importing oil. President Trump imposed sanctions on the Iranian central bank, and at the same time said he would meet with Iran's president Rouhani for talks if arranged.  The European Union called for talks to renegotiate the Iran nuclear deal considering all issues nuclear, oil, and political issues in the region. The effect of Trump administration sanctions on Iran's economy have led to worsening relations. Japan, South Korea, India and China are affected by the U.S. effort to limit imports of Iranian oil. As tensions rose Japan with limited reserves made efforts to reduce tensions and bring the parties together. Mr. Trump fired his National Security Adviser in an effort to open up ideas for a renegotiation of the Iran nuclear deal on a comprehensive basis including oil and political issues in the region. ...
