The G20 declaration from Indonesia says that it "is essential to uphold international law and the multilateral system that safeguards peace and stability." It called the threat of use of nuclear weapons "inadmissable." It said "most members strongly condemned the war in Ukraine." This WSJ editorial cites French president Macron on the provisions in the Biden Inflation Reduction Act that favor Make in the USA and how it affects foreign automobile manufacturers. WSJ also says the actions taken by Japanese, Chinese, Canadian and German governments favor their domestic industries. For decades Make in the USA was neglected hurting American workers, American communities, and creating serious even dangerous (for democracy) social gaps in society. After the hollowing out of Detroit over two decades Detroit now gets a chance to come back with the rebuilding of the car industry in the renewables age.

In the first round of French elections June 2024 the RN National Rally and Alliance gets 33%. The National Front Populaire gets 28% and the Assemblement of Macron gets 20%, Les Republicains 10%, additional 2% of other Left parties, 2% of Centrist parties. To win in the first round one has to get over 50% of the vote and over 25% of the registered voters. Only about 60 seats were decided in the first round. In the second round on July 7 there will be tactical voting with the NFP dropping out of seats in which the Assemblement and Les Republicains have an edge. The same is likely to happen for the Assemblement and Les Republicains dropping out of races which the NFP could win. Most of urban France is with the Assemblement and the NFP, Les Republicains, rural France and small towns with the RN of Marine Le Pen.

Marie Le Pen's National Front Party gets only 8 seats in France's parliament following the second round of voting. It will not have enough seats to form its own parliamentary group. After winning about one third of the votes in the presidential election Marie Le Pen will not have enough seats in parliament to act as opposition leader. Marie Le Pen will represent the industrial constituency of Henin-Beaumont in northern France. Many voters from the parties on the right and the left decided not to vote in the parliamentary elections giving smaller representation to all parties, with a sharp drop for the Socialist and Republican parties. The big gainer in this situation was the En Marche party of  president Macron. For the first time younger members were elected with average age around 40-ish and 38% of parliamentary seats going to women, which is seen as a positive factor in the results. By giving Macron a solid majority in parliament the French people chose to give the government the ability to implement its program for reviving the economy, and reducing the gap between rural areas, industrial towns and large metropolitan areas such as Paris, Lyon, Bordeaux.   ...

Gerard Baker in the WSJ says there is a dizzying collapse in the quality of leadership in  Britain and also in the US and other countries of Europe.  we are led by too many inferior people, he says. Liz Truss, Johnson and Sunak in Britain are examples of this, he says. They lack the experience and the capabilities needed. This is also true of Meloni in Italy, Macron in France and Merkel in Germany, ineffectiveness of Obama and Trump in some ways in the US.

Yet he says there is another problem for Brexiters in Britain and for Trump Republicans in the US. This is one of the abject chaos that emerges from trying to reconcile the desire for strong government and government support of working class supporters and the tradition of lower taxes and no deficit spending in the Conservative and Republican parties. This is he says a warning for the Republicans from what he sees happening in Britain with Truss, Johnson and Sunak after Brexit.

Gerald Seib in the WSJ gives 3 reasons for reluctance of president Trump to get involved in wars in the region on behalf of the Saudis- the U.S. is less dependent on Saudi oil with its increased oil production, China, South Korea and Japan depend on Saudi oil making it necessary for these countries to pay for the conflicts not the U.S. Other reasons are the U.S and Mr. Trump's opposition to endless wars that lead to neglecting U.S. priorities such as infrastructure and building its economy.  If the wars cost trillions of dollars the U.S. expects the Saudis or Asian countries to pay the U.S. for the cost of these wars. Japan is the most dependent on Saudi oil and it is playing a constructive role to reduce tensions between Iran and the U.S. Mr. Macron of France is playing a role because the EUropean Union also imports oil and wants to prevent the Iran nuclear deal from being ditched or at least for it to be renegotiated.

Indian Navy has expanded to 140 warships and technology modernization with domestically produced ships. About another half of that 140 will be added and produced inside India in the next few years. This effort to build the Indian Navy comes with the need to ensure freedom of the seas for open navigation. Much of the world's trade happens for raw materials and manufactured goods through the shipping lanes including the seas in the Indian Ocean and adjoining region. Indian Navy is showing the results of this effort as it protects the oceans in its region in 2024 in the interest of all nations. The US is supporting India's effort with flow of new technologies. Raphael Glucksmann is emerging as a surprise for the Socialists just as Macron emerged out of the cabinet of Francois Hollande as leader of En Marche. Socialists and Democrats Alliance is the party group in the EU parliament that represents social democratic parties in Europe that govern in Germany, Denmark, Spain and are prominent in Sweden and France. Melenchon leads an alliance of socialist parties in France but has not done as well with moderates. Raphael Glucksmann is seen as a new voice for Socialists in France in upcoming elections. Migration has shaken up parties in Europe but this may be receding in importance as most of the socialist parties have shifted to strict policies to keep out migrants. This is happening in the US as Mr. Biden has closed the border with Mexico. Climate Change was an issue in elections helping the Greens in the last chancery election. As socialist parties and conservative parties adopt the Greens policies on climate this has reduced support for Greens from the peak in 2020. ...

French prime minister Edouard Philippe says that France will meet the 3% of GDP deficit target in 2017 and this will require restraint in spending. Over the 5 year term of president Macron France will cut spending by 3% of GDP. The new government still plans to meet investment and tax cuts that were planned, including a $50 billion euro investment program. Over the 5 year term taxes will decline by 1% of GDP, said Philippe.

A former High Commissioner of India to Singapore and Pakistan looks at the Indo-Pacific policy following the visit of French president Macron. He says this follows the policy of working with ASEAN countries such as Vietnam and Indonesia, and the policy of connectivity establishing closer links to countries connecting India with ASEAN such as Burma and Bangladesh. Indo-Pacific is a new concept and introduces a new way of the Look East policy of India that brings in maritime considerations in the Indian Ocean region. This follows efforts by the U.S. Japan and Australia to balance the growth of China's presence in the Indian Ocean region.

Timothy Rooks in DW.com points out rightly that it will be how well Macron grasps the opportunity to turnaround the economy within the EU that will make a difference. France needs some of the changes Macron is proposing because it has one of the largest state sectors of western economies, and private industry needs to be revitalized to generate the jobs to reduce youth unemployment. A cut in the corporate tax to 25% from 33% would be in line with Britain, Germany and other countries. Some cuts in spending 60 billion euros over 5 years, and 50 billion euro stimulus package. The wealth tax would be retained, and the 35 hour work week.  He has opposing views on 35 hour week but now will focus on flexibility on overtime, capping severance pay and investing in education, job training, other ways of reviving the labor markets to get hiring started again and cut into 25% unemployment for persons under age 25. He also plans to follow the German model of letting companies deal with unions at the local level, at the company level, not only at a national level. Close cooperation with Germany and the confidence of French industry will be a plus as he works to revive the French economy, with the conviction that this will also be a project to fulfill the hope of young people for jobs, and a way to reduce the number who have turned to extremist parties in France. ...

The political situation is evolving in France as the En Marche movement that Mr. Macron founded loses its majority in parliament. Seven members earlier left to join a centre right party Agir. Seven members last week started a new centre left party called Ecology.

The pandemic has resulted in a new political environment with a shift back to popularity of France's traditional state directed model with careful attention to infrastructure, health and public services to improve the quality of life. En Marche is shifting in this direction. Recent political shift to the centre right Republicans in Lyon has left En Marche without a significant presence in France's second largest city where it was founded.

The pound falls in value to $1.30 as Mr. Boris Johnson rejects the requirement stated by Mr. Macron of France that Britain must follow EU rules. Mr. Johnson says Britain  will choose sovereignty over anything else, creating the possibility of a hard Brexit. He says the UK should not be expected to follow EU rules, anymore than the EU should be expected to follow UK rules. Business leaders hope these are opening statements only. 

Mr. Johnson want a Canada style agreement or failing this an Australia style agreement, and failing this he would stay with the existing Withdrawal Agreement with the EU he negotiated earlier. The UK wants to complete negotiations for a deal by December 31, 2020.

Barbara Wesel of DW.com says 2017 will be a difficult year for the European Union. Elections will be held in the Netherlands, France, Germany, and possibly in Italy. The Netherlands election is coming up this month and the far right party led by Wilders is likely to gain as much as 25% of the vote but have to negotiate with other parties in a fractured parliament to form a government. Elections in France show Marie Le Pen winning the first round, with an uncertain result in the second round between Le Pen and Macron. A win by Le Pen could lead to the unwinding of the EU. In Germany another coalition government is expected with the SPD playing a larger role as it regains favor with the voters under the EU's Martin Schulz. Wesel says Germany and Merkel are looking like a beacon of stability and hope as the world looks for leadership with America looking inward to fix problems at home.

Michael Barnier was the candidate for Les Republicains. Macron's Movement Renaissance party is closest in thinking to the Les Republicains, the party of De Gaulle. He was appointed prime minister of France by Macron. Barnier had proposed a strong policy of turning off non European immigration for 4 years, and not allowing relations of immigrants within the country to come in. This immigration policy is becoming accepted in Europe among the socialist parties. In Denmark socialist prime minister Mette Fredriksen was elected with policies for the working class and unions but opposed to migration on grounds that it hurts the working class. France, Germany are shifting in this direction after overburdening of social services, and crime by migrants. The US is also shifting in this direction for both Democrats and Republicans with Biden policy to close the Mexican border. This ends a period of relative tolerance which set back goals of workers and their families for a decade or longer as anti migrant parties used the protest vote to oppose worker rights and shifted the economy into the hands of pharma, oil and tech companies, billionaires in the US, UK and Europe at the expense of workers, middle class, and students.  ...
