Exxon sells a 25% stake in the West Qurna-1 oil field near Basra, Iraq, to Sinopec. And a 10% stake to Pertamina. This field produces 510,000 barrels a day with potential for 3 million barrels a day. Exxon and Shell are heading the $50 billion project. The project is a service contract with the Iraqi government to develop the oil field. After the sale of the stake estimated at about $5 billion for a 10 year contract Exxon retains a 25% stake. Exxon is managing risk in the project after differences with the Iraqi government over its investments in the Kurdistan part of Iraq.

This WSJ editorial says the Corker-Cardin compromise that requires the U.S. president to submit any nuclear deal with Iran to the U.S. Congress for debate, is the best option for both Democrats and Republicans who are skeptical of such a deal. It says amendments by senators Cruz and Rubio will not be effective. What the Corker-Cardin compromise developed by senators Corker and Cardin of the Foreign Relations Committee accomplishes, is letting the American people through their elected representatives get a full and complete debate on the merits and demerits of the deal. Democrats in the Senate are also concerned about their election chances after Mr. Obama leaves office, and will want to have a fair debate of the pros and cons before voting, says the Journal. This debate will bring more light to the questions that worry critics the most- how will compliance by Iran be secured, and can snapback sanctions work if China, Russia and other European nations go the other way. Congressional review puts a higher level of scrutiny for any agreement before it moves forward. A requirement that the government submit a review every 90 days on compliance to Congress also gives president Obama's successor a chance to reassess the situation....

The term "breakout window" refers to the period in which Iran decides to breakout of a signed nuclear agreement and rushes to develop nuclear weapons. It should take at least 12 months for Iran to be able to develop a weapon so that there is time to develop an effective response to the threat to world peace.

This WSJ editorial raises serious concerns about the outlines of the nuclear deal with Iran- the AP Protocol does not provide for any time, any place inspections of nuclear facilities, could Iran evade inspections by developing a new facility such as it did with the Fordo complex underground after 2006. After all it reminds readers that Iran signed nuclear protocol agreements in 2003, but failed to observe them, and set them aside altogether after 2006. And Iran is not like reaching an agreement with Costa Rica or Netherlands, says WSJ, it could look good on paper, but with monitoring weak and the Iranian intentions not clear, a lot can go wrong. One of the principal concerns says the WSJ, is the nuclear weapons technologies spreading in the Middle East to other countries as Iran gets a weapon, leading to a disastrous war a decade from now. Friedman highlights the importance of an interview with President Obama by Atlantic magazine's Jeffrey Goldberg. In this interview Obama gives a thoughtful understanding of what it means if Iran acquires nuclear weapons. The greatest danger is in nuclear proliferation. Obama brings to this an understanding of this issue from the time he focussed on this issue as a student at Columbia University, when he described the risks of nuclear proliferation in the Columbia student newspaper. There is the risk of an escalation in the development of nuclear weapons in the Middle East first, and then elsewhere. And there is the risk that nuclear weapons fall into the wrong hands. The situation would create problems like that faced in North Korea or in the India-Pakistan region, but increased by many times the current dangers. The entire nuclear de-proliferation effort and the efforts to de-nuclearize weapons stockpiles that took decades to accomplish with the Soviet Union could come undone- and it would then be necessary for all countries to invest in advanced technologies for defending against nuclear weapons, setting in motion another arms race. The current situation reminds people that the issues raised by nuclear weapons development will always be with us, and require a worldwide concerted effort, at official and public level, bringing in scientists, public opinion worldwide, and educating the public in all countries of the larger danger to mankind. The issues need to be put in the right context beyond nations and politics, beyond international conflicts and competing interests or ideologies, including Israel, Iran and any other nation looking for nuclear weapons as a solution for conflicts. Shultz, Perry, Kissinger and Nunn after a series of meetings at the Hoover Institution called for the update of the old policies of nuclear deterrance based on mutually assured destruction used with the Soviet Union, to reflect the new threat of terrorism- in an op-ed NYT 3/7/2011. The focus of this effort is on a new Fissile Material Cutoff Treaty, with all nations giving up nuclear material to an international nuclear material bank. Senator Obama strongly supported the efforts of Senators Lugar and Nunn in de-proliferation work after the collapse of the Soviet Union and joined the senators on one of their trips- Broad and Sanger, NYT, 7/5/2009. A major effort to reduce NATO, U.S. and Soviet nuclear weapons is called for to lead by example, providing a framework for other means of settling regional conflicts and educating public opinion in these countries, and moving forward the negotiating of the Fissile Material Cutoff Treaty. In many ways public opinion will have to lead the way in all countries as governments can lag behind- the efforts of Sam Nunn and Dick Lugar and the many unnamed people in the Soviet Union who aided their efforts show the importance of this....

Giridharadas cites artists, students, television commentators, and others in Istanbul as he looks at the change in Turkey under prime minister Erdogan. There are he says two Turkeys one secular setup by Kemal Ataturk to modernize Turkey, and the other fostered by Erdogan that looks to its Muslim roots, and the two are simply drifting away from each other. There is too little conversation between the two. In the middle are Turks who see the change as a necessary adjustment to accept the country's roots in Anatolia and the surrounding countryside, and see it possible for Turks to be secular in their public lives and world outlook and preserve Muslim traditons in their private lives. Turkey's economy is also changing with increasing trade relations with other Middle East countries including Iran, Iraq and Egypt balancing its ties with the European Union countries.

The Iraqi army moves against Kurdish Peshmerga in northern Iraq after taking Raqqa from ISIS and Kirkuk from the Kurds. The fragile peace between the autonomous Kurdish region and the central government in Iraq broke down after the Kurdistan autonomous government held a referendum in all Kurdish controlled regions in Iraq, including parts taken from ISIS. The Kurds held the referendum for an independent state on Sept 25, 2017. This puts the U.S. in a difficult position as it supported the Kurds against ISIS, when the Iraqi army was disorganized in 2015-2016. Turkey also opposes the Kurds move for an independent state that could include parts of Turkey.
