Sargent offers an assessment of Hillary Clinton's years in office as U.S. Senator and Secretary of State following her role as First Lady. Less polarizing, respected by 4 of 10 Republicans, and respected for her tenacity and effort. He cites Hillary's remarks in 2008 that the glass ceiling has about 18 million cracks in it- that Hillary who grew up during the feminist revolution helped take it further even if the achievements were incomplete. In retrospect the Clintons served the country with passion and dedication right upto to the end, and strove hard to put behind them any blemishes to their record. The Obama administration was itself built upon the public servants who gained experience in the Clinton administration, more so than previous aministrations, because of Obama's relative obscurity as a community activist in Chicago. Names like Panetta, Lew, Napolitano, show how much of the old is in the new, and the humility to work with them as colleagues and fill the lack of experience of the new president, may be the best example of public service the Clintons could offer....

A Brookings Institution study finds patents produced in a few cities in the U.S. In addition to Silicon Valley, the area around Santa Clara and San Jose, the study finds Rochester, Minnesota, Corvallis, Oregon, Burlington, Vermont, and Boulder, Colorado, as cities where there is a high degree of patent activity. The IBM research centre in Corvallis, Oregon, is one reason for Oregon being on the list. The greatest importance is having a research university nearby. Government funding of research universities helps fund new research. The study finds strong correlation between patents and innovation.

P/E ratios for stocks in the U.S., Europe and the emerging market countries in 2013. A large gap between the U.S. and Europe for longer term returns, 22 for the U.S. compared to 10 for southern European countries such as Spain, Italy and Ireland. This uses the cyclically adjusted returns based on the Shiller P/E which takes average ten year earnings adjusted for inflation. Using earnings expectations for the next year the U.S. P/E is 13.5 compared to 12.7 for developed markets including Germany and the UK.

Google will give 60 million euros to a fund that will support France's newspapers to better navigate a transition to the internet. A dispute between French newspapers and magazines and Google, with the demand that Google pay for every click on online versions of their stories, has been settled. Google says it would have removed French newspapers from its index if the demands were not withdrawn. It took 3 months of tense negotiations with a government appointed mediator to reach the settlement. For Google this means it can get a bigger part of the French online advertising market. A setlement has not been reached in Germany. In Belgium it took 6 years of litigation before it was settled. The Google fund will be used to aid the transition of newspapers with projects for digital media and new ways of generating revenue online. Google will also help French newspapers with its online advertising services. Google CEO Schmidt says the agreement is a win for the citizens of France giving them fast access to media articles....

Crude from Canada's Alberta oil sands brings about $65, a large discount from the $115 for Brent crude and the $97 price in the U.S. The increase in U.S. oil output is causing a surplus in the U.S., reducing demand for Canadian crude. The lack of enough pipelines to bring this crude to the U.S. also affects prices. The $50 discount to Brent crude affects Canada's oil revenues and economic growth. Canada's central bank cut the growth rate forecast for 2013 to 2% from 2.3%. This is also likely to weaken Canada's currency.

The civilian labor force participation rate for people over 60 years of age reached 29.4% in the U.S. in 2012, up from a little over 22% in 2002, according to the Labor Department. This reflects the slow growth in retirement savings with low interest rates and the economic shocks from the global financial crisis of 2008 to savings. A Conference Board report shows about two thirds of people between 45 and 60 years age are planning to delay retirement, up from 42% two years earlier.

Natural gas prices have declined to $3.34 per million BTU's in Jan 2013. This is about a fourth of the prices in 2006 and 2008, when prices were above $12 per millon BTU's. The result is a rebirth of industry in the midwest and other regions in the U.S. Here the WSJ's John Miller covers a Nucor $750 million investment in Louisiana for a new steel plant. Oddly Nucor did just the opposite in 2004, taking apart a steel plant and shipping it on ocean barges to Trinidad, where natural gas is abundant.
