 South Korea has run about 300,000 coronavirus tests, double that in Italy and ten times that in the U.S., says this report in the WSJ. This report shows how the South Korean testing works and the workday of Lee Hyuk-min, a clinical microbiologist at a testing lab of Yonsei University Health System Severance Hospital in Seoul, who is working from 4.45 am to 11 pm. South Korea's effectiveness in controlling the spread is based on a strategy of efficient testing that enables isolating quickly people and areas. South Korea's testing network is a legacy of the MERS coronavirus outbreak in 2015, and the government failure at that time to control it.  It brings together doctors, medical staff, labs, and political leaders in roles following the protocols established since then. Dr Lee and others are the final checkpoint in the system which coordinates a diagnostic operation that combines together 633 test sites and 100 labs. The protocol includes a uniform setup- same testing equipment, same training, same decision making process. At 8 am each day all labs upload results to a shared database, which allows public and private hospitals to monitor patient results and report them to Korea Centers for Disease Prevention and Control. Hospitals upload testing details to an online directory. This surveillance allows South Korea to predict where to concentrate its efforts for controlling spread, says Dr Lee who advises the South Korean government on lab testing issues. Action plan took 2 years for the new rules to be implemented following MERS in 2015. The plan included accelerated bio testing company approval for tests. The first company got approval on Feb 4, followed by 4 other firms. Dr Lee says testing is only part of the equation as labs are needed to process and confirm results. Another key is innovation. South Korea setup testing in drive thru locations, that limit contact and speed up testing, which the U.S. is adopting. Dr Lee says early identification is key, and identifying the first coronavirus patient which was done in South Korea on January 20. Other countries including the U.S. took too long to identify the first patient, says Dr. Lee. ...

Closest to president Biden in 2024 is Ted Kaufman who sat next to Biden on these trips from the US Senate to his home in Delaware over three decades in Amtrak trains. Ted Kaufman 82, was Biden's Senate chief of staff from the early days when the youngest senator at 32 years started his 5 term Senate run in 1970. He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. The other two who are in their late sixties are Ron Klain who was Biden's chief of staff at the White House till 2023. And Mike Donilon 69 years, who is the closest to the president today in his day to day work. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy. Of the older advisers Donilon must have addressed with Biden in turn migration and the border, the cost of living and the pandemic recovery residual effects that have affected the middle and lower class, the effects of world affairs in domestic politics. Dnilon says many presidents fail to answer the question "why are you running" with a direct answer. For Biden it is about the preservation of democracy and freedom. Donilon is a University of Virgina law graduate who worked in the Carter, Clinton and Obama White House. He even helped Carter phase into civilian life after his presidency. As chief of staff to Warren Christopher Clinton's Secretary of State. He was Obama's NSA adviser till 2013. He has a treasure trove of experience. Tony Blinken worked under him at the State Department showing the close connections Biden has with his extended group of advisers. This includes Anita Dunn communications, Steve Ricchetti Capitol Hill, Bruce Reed policy advice.   ...

How does this change the relationship with China in 2026 for UK and Canada, and the EU? At the same time Germany-India and EU-India relationship creates a 2 billion people market with capital, technology and labor potential to create the largest potential driven economic group in the world, combining EU's 20 trillion to India's $4 trillion economy and mutually complementing, which has potential to rival the US at $30 trillion by 2030 as India grows rapidly in the new EU/Germany/India market and the EU gets a new boost with the complementarity of the two regions by 2035. Major economic redirection may result from the Merz/Leyen/Costa visit and firming up trade agreements with India if the EU, Germany and India have the determination to seize this opportunity in the 21st Century. As Leyen said it has the potential to create a stable world with values of the Bible, the Bhagavad Gita, and Mahajima Nikaya of the Buddha supporting the industrial states that emerged from the Industrial Revolutions. ...

This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

The most electrifying line in her view is the one made by the father of a U.S. Army Captain who died in Iraq, Khizr Khan, himself an immigrant, who said about Trump at the convention- "You have sacrificed nothing." She cites Bloomberg, a successful businessman in media and former Mayor of New York, who said about Trump: "I'm a New Yorker, and I know a con when I see one."  Bloomberg traced the history of the Trump business through repeated bankruptcies, lawsuits and missteps, and added "Trump says he wants to run the nation like he's run his business. God help us." And Noonan cites Hillary's speech as getting better as it progressed, not her best, but doing the work, especially with the line- "Don't believe anyone who says "I alone can fix it."  Biden and Kaine hit on this point repeatedly, and that "he doesn't have a clue," with the crowd chanting "Not a Clue."  ...

Russia is also trying to get soldiers from past wars to join who are 40 plus years old. Indian Finance Minister Sitharaman on the need for the G-20 to set regulation for cryptocurrency. "Crypto currency involves a lot of technology, it's 99% technology. We are talking to all the countries to setup a standard operating procedure that will be effective while following a regulatory framework. It's under discussion with G-20 nations." India's central bank RBI head Shantikanta Das says simply "cryptocurrencies don't have any underlying value." He has cautioned repeatedly not to let these assets grow as they could cause another financial crisis.

The age will go from 62 to 64 instead of 65, it will be implemented gradually till 2030, and try to build a consensus, and be delayed for now. He said "I have heard the message from those who voted for the extremes including Ms. Le Pen." 

Mr. Macron pushed through pension reform in 2020 without a parliamentary vote in the face of street protests and it was not implemented because of the pandemic.

Asia's longest bidirectional tunnel is between Ganderbal district in Kashmir and Kargil district of Ladakh in India's Himalayan region at a height of 11,500 feet for 14.2 kilometres. Indian Express shows pictures of work on the tunnel which will cut time across the mountains from 3 hours to 20 minutes and connects Leh in Ladakh with Srinagar in J&K providing all weather connectivity. It will be completed months ahead of completion date of 2026. As part of the project 19 tunnels are being constructed at a cost of $3.5 billion.

Kristine Tompkins donates 1 million acres, the Chilean government donates 9 million acres, together this is being used to create 5 national parks and expand 3 in Chile. Since 1994 she and Mr. Tompkins a founder of North Face, who made $150 million from selling his apparel company Espirit, have accumulated land in Argentina and Chile as part of a passion for conservation. This has shown the importance of tackling climate change and ensuring that grasslands and vegetation are protected in Northern China and surrounding countries. Experts say this is not the only problem, much depends on how the overuse of ground water for industrial, mining and other purposes is tackled.

China is increasing use of domestic coal and reducing Australian coal imports in an effort to increase energy security and become self sufficient in coal. Spot price of thermal coal used to generate electricity is expected to drop by 39% in 2019. Coking coal used for steel production will decline by 38% as China uses more costly local coal and the steel industry in Europe, India and the U.S. lowers production with lower coal demand. The world consumed less coal in 2019 over 2018. Largely from less coal used in electricity generation which dropped by 2.5%.

The US has a history of vaccination mandates, going back to the Revolutionary War under George Washington when all soldiers in 1777 were required to be vaccinated and Boston required the population to be vaccinated in 1809 for smallpox. Vaccine mandates were adopted during the measles, and diphtheria vaccination campaigns, and for other diseases. It is only through the mandates that these diseases were controlled. For the first time in decades Congress and the president take a serious approach to investing in America's infrastructure. It covers investments in modernizing and improving  rail, broadband, nuclear, roads and bridges, with additional investments in environmental protection, and renewable energy. It does not give president Biden all that he has asked for and was achieved through compromise between Democrats and Republicans in Congress who agree that big infrastructure investment is needed to upgrade old infrastructure.

The coronavirus variant surge has led to burnout for frontline medical workers in the US. It has been calamitous for the mental health of public health workers in the US. These are the data analysts, policy advisors and other workers in public health departments. Many have quit their job as reported here in The Guardian. A CDC survey of 26,000 public health workers in the US shows about half have problems of mental health. Public health workers have to face problems with elected officials as well as public resentment on issues such as vaccination.

Putin's visit to India is intended to continue India Russia dialogue. One of the topics is trade. New trade deals are planned to take pre-pandemic trade from $11 billion to $30 billion by 2025. Trade would go beyond energy to include education, cybersecurity, agriculture, pharmaceuticals, railways, clean energy. By comparison US India trade for the same time period is $146 billion.

Afghanistan is a source of concern for both Russia and India and this will be part of the talks. Russia also participates in several forums with India including BRICS.
