OPLAN is the German defense plan draft by Lt. Gen. Andre Bodeman which was started after chancellor Schulz's Zeitenwende "epochal change" speech in 2022. After that speech Schulz created a plan for $100 billion euros for defense of Germany.The intent is to prepare to defend Europe in case of clash with Russia. It goes back to a different era the Cold War of the 1960's. To improve infrastructure Gemany now plans to spend 166 billion euros, of which 100 billion euros go to railways, to update essential infrastructure. The new Merz of CDU government with SPD's Pistorius as Defense Minister is a relatively strong coalition government which plans to spend 500 billion euros for defense and upgrade the Bundeswehr for military readiness.

Two way trade is expanding at 35% for the last 5 years to $15 billion. A new goal is being set for expanding it to $50 billion by 2010. Senior executives of big Chinese infrastructure companies are involved and the exchange is at the highest level, with Bo Xilai, Commerce Minister of China, heading a 200 member delegation to New Delhi. This includes senior executives of Shanghai Electric Power Generation Group, ZTE Corp, and China Corporation Bank. US- India trade growth goals were set by President Bush in a recent visit. With Bo's visit China- India trade growth goals are being set on the same scale. Bo said China and India can learn a lot from each other- "China has a lot to offer in infrastructure development to India and we can learn about developing software, information technology, and how to improve the services sector."

The air quality around Chinese cities is worsening because of coal fired plants and increasing demand for energy, and because of exhaust from automobiles filling the highways. The air quality around Beijing violated the WHO standards more than 80% of the time during the fourth quarter 2008 period. China's Ministry of Environmental Protection says in a report that more than 25% of China's rivers, lakes and streams are too polluted to be used for drinking water. And acid rain is a problem in 200 of 440 cities it has monitored. Efforts to control the exhaust pollution from cars by putting driving restrictions in Beijing are not as effective. One report says that even after 20% of private cars are taken off the road each weekday, the 250,000 new cars that were added to Beijing's streets in the Jan-April 2010 period, have left things as bad as they were before.

India, Saudis and UAE back this Economic Corridor plan. Turkey for geostrategic reasons had operated as a route for east-west trade and has wanted a plan of its own. India has improved ties with Qatar and this could bring other nations into the plan. France hopes to bring planners together over the next 2 months. Saudis had committed $20 billion for rail investment for IMEC.

Reports of ATM's running out of cash in India in 8 states. The government says this is a result of a spurt in demand and will ease in a few days. The government's policies are to increase the number of debit card and digital transactions to shift more of the transactions in an underground economy into the formal economy so that tax revenues to fund infrastructure can be generated. As a result fewer currency notes of Rs. 2000 or about $30 are being printed. This is aggravated by black market hoarders of 2000 rupee notes. Public confidence in the banks was shaken by some high profile scandals leading to people keeping extra cash at home increasing the demand. The government plans a bailout of $32 billion for bad loans at banks.

India faced a wave from the new variant's higher rate of infectious spread. leading to a sudden surge in May 2021 to 400,000 daily cases before it was brought down by June 1 to about 100,000 The number of hospitalizations in such a wave is estimated to be higher in UK than the previous waves, requiring the government to be more vigilant today. Restrictions on travel from Portugal are being put in place in UK as a precaution. In 2012 in the last weeks of the election Mitt Romney was much closer than is remembered today. Obama was at risk of being a one term president and depended on a strong turnout from Latino voters. Obama then lacked the kind of bipartisan support from all groups including Republicans and suburban voters that Biden now has that were never part of the Obama coalition. After the U.S. withdrawal from the Paris Climate Change Agreement, China and the European Union sought to fill the leadership on this issue. Yet the reality now looks to be different. China decreased coal consumption between 2014-2016. Now China is ramping up coal generation as it needs to provide stimulus to a slowing economy as trade relations with the U.S. worsening.  In 2017 the trend reversed with state backed loans to help economic growth and surge in provincial permits.  China is now moving forward with plans to add coal fired power equal to almost the total U.S. capacity, according to Coalswarm, which tracks power plants worldwide for coal use. This would push coal fired production to above the cap of 1,100 gigawatts China has set and its current cap. Its current production is already about half of the world's total coal fired generation and quadruple that of the U.S. In 2017 China made up one fourth of total CO2 productions.  Canada is missing its emissions targets and is not likely to meet 2020 targets say experts. In the EU members reliant on coal power energy oppose EU parliament efforts to end subsidies to the most polluting plants by 2025, seeking delay of one decade. At the climate change talks in Katowice, Poland, these changes are facing opposition. As a sign of how the situation is changing since the 2015 Paris Accords, the protests in France by yellow vest protestors started in opposition to a carbon tax intended to meet France's climate change targets. That tax increase is being withdrawn by president Macron. Families struggling financially had a different perception of the increase in the fuel tax and even young people who support meeting emissions reduction joined the protests, as reported in the New York Times and The Times. This is not just offering something to every group, it is rebuilding the middle class when seen in the larger context of rebuilding America's industrial base and taking  it to new heights after losing it to China under Bush-Obama 2000-2016. Under MAGA Trump inequality is tackled just differently from the way Democrats tackled it under Biden. The tax break for auto loans, interest on auto loans is deductible for taxes, is part of the new Tax Bill to appeal to auto workers. It is only applicable to US made cars and this promotes US made cars over foreign factory made cars such as the Germans and Koreans and some Japanese auto makers did before 2025. Reagan scrapped this tax break, it is back under Trump as the Republican base now includes auto workers and the now back to growth mode middle class. The deduction in local and state taxes increases to 30,000 to benefit small business owners. There is also the tax on tips which is removed. Retired people get an added $4000 deduction and not elimination of taxes on social security benefits entirely because of the Bryd rule that prevents changes to retirement with a simple majority vote not the 60 votes in the Senate.  ...

This has one problem in that Labour has taken too much time to arrive at this point when opinion on illegal immigrants has shifted for many years starting in Denmark. Even Wilders movement in Netherlands is now three years old and DJT's in the US is in its second term going back to 2016 and in a new phase in 2025. One could say that patience is wearing thin among the people in Europe and the US with all forms of illegal immigration whether across the Rio Grande or across the English Channel or across the Mediterranean to Greece and Italy, or across Hungarian border to Germany.  ...
