Krugman questions Bair's idea of the aggregator bank buying up toxic assets of the banks because the government may be assuming these huge liabilities at taxpayer expense to shore up shareholders. He questions whether these banks will not continue to be the zombie banks, that they are today, if the so called toxic asets are priced in today's market. The idea that today's market prevents these assets being priced at fair value may be deceiving he says. As the economy deteriorates, these banks even after the government at great expense buys up "toxic" assets, may still be losing money and remain that way for years, essentially zombie banks. Better he says for the government to face up to reality and nationalize these banks and then do what the Resolution Trust Corporation did with the savings and loans in the 1980's, which is clean up these banks and sell them after fixing them to new owners. The government might end up with amuddle headed approach that looks like the Resolution Trust type of action but without taking over the banks end up with something else. All because nationalization is thought of among Republicans, Democrats and Obama's people as some kind of dreaded word, when these banks are already dependent on the government for survival....

Something bolder like California's at 35.7 miles per gallon target by 2016 compared to the Bush Administration's 31.6 miles per gallon fuel efficiency standard by 2015 would really have a better chance at bringing oil prices down by effective conservation. In fact the gas prices behind the studies at the Transportation department used a price of $2.86 for the years 2011 to 2015 to calculate the rule's costs and benefits when prices are already at $3.50 per gallon today, so the analysis itself is behind the curve and not upto date. This is not likely to stand the test of time as the whole issue of fuel economy is likely to change as time passes. For instance all the three remaining presidential candidates have expressed support for California's efforts to curb gasoline consumption even with resistance from EPA, and the 2 democratic candidates support fuel efficiency above 35 mpg over time. So its realistic to expect that something similar to the California standards will carry the day as time passes and as fuel economy becomes a real big issue as prices continue to escalate and environmental and other considerations also call for better management of fuel supplies through conservation in transportation not just in the USA but around the world....

The Fed's efforts so far to revive lending have done little to create confidence even though the rate cuts have lowered the federal funds rate to 1.5%. Bernanke's efforts to randomly spread liquidity across the economy is not helping frozen credit markets and jumpstarting lending. Business Week's Coy and Reed call it "helicopter money" that is spread all over the landscape and remin readers that Bernanke was referred to "Helicopter Ben" after one of his speeches citing Milton Friedman in 2002. Friedman coined that metaphor. Paul Welfens, president of the European Institute of International Economic Relations in Wuppertal, Germany says "its very dangerous not to have a strategy, as the situation is worsening because no one is doing a program to restore confidence." Gordon Brown's plan in the UK to jumpstart lending by injecting capital into the banks for equity stakes is supported by Business Week's Coy and Reed. Coy and Reed suggest a targeted approach including not wasting money on weak banks that may be consolidated or allowed to disappear. They cite Robert Diamond, President of Barclays bank who says that "as the tide goes out the weak models and the weak managements are revealed, we are goiing to see significant consolidation in banking across Europe."...

The graphs show some striking results for the nation's trucking industry. Leading trucking company YRC Worldwide inthe LTL less than truckload niche of the trucking industry shows a 90% decline in shipping volume and has seen its shares decline by 90%. It is having problems with more nimble regional competitors as it strugggles to complete amerger of Yellow with Roadway trucking companies. In the midst of this merger it has been hit hard by drop in shipping volumes. Formed by a series of acquisitions YRC has 60,000 employees and 25,000 trucks with 25% of the LTL market. Other companies feeling the dramatic drop in freight shipping are UPS with a decline of about 40% and Fedex a decline of 50% shown in the graph. Union Pacific sees a decline of 5% in freight volumes for 4th quarter. Its the same story at the other railroads Norfolk, Burlington, and CSX. And ocean transport is showing a drop of 7% for the January to September period 2008 over 2007 for shipping containers entering the US through the top 10 container ports, according to HIS Global Insights. And the credit crisis is choking off credit to trucking companies, with 4000 of the 200,000 for hire trucking concerns in the US expected to fail. ...

About 1.17 million jobs were lost in 2008 according to the Labor Department, with half of these job losses in the last 3 months, as unemployment reached 6.5%. Bu the the labor underutilization rate is the one to watch, the measure of total unemployment including parttime workers who seek full time employment but can't get it. This hit 11.8% in October up from 11% a year earlier. This is what happened in Japan where companies began using parttime workers to reduce costs and not to have to pay benefits, a trend that has already started in the US. See link to trend. Over a long period like 5-10 years this can lead to depressed consumer spending as workers see an uncertain future, as ocurred and is still the case in Japan. Also note that the unemployment rate reached 10.8% in the 1981-82 recession and this is shaping up to be something bigger, and half of the 1.2 million job losses ocurring in the last 3 months so this is accelerating. The economy is expected to shrink at an annual rate of 4% in the 4th quarter, and could see these kinds of declines or worse in 2009 and beyond....

Eighth grades civics and history national test scores in the US hit new lows of 13% for history and 20% for civics meeting proficiency standards. The Test used was the National Assessment of Educational Progress. Reading scores are also low. About three decades of progress appear to be wiped out during the pandemic. In a aspirational country where even US president John Kennedy's grandparent's father Patrick Joseph arrived from Ireland during the potato famine in the 1850's and aspired to reaching the level of the more educated Americans over 2 generations, whose grandson JFK's father worked as a manager in the Quincy shipyards in Massachusetts, this extraordinary concentration of support for Republicans among less educated is astonishing, perplexing, and at odds with what America is. Super Tuesday results analysis of 1000 counties in 14 states in 2024 show Republican Trump getting 83% of the vote in counties with a higher share of voters without a college education. Where voters are a higher share of the college population this drops to 61%. A sharp drop in support is seen in counties with a higher percentage of voters who have college a rapid fall as one has college education.  A strange phenomena can be seen in graphs shown in WSJ of voters by counties and income, education. A large cluster of voters in incomes below 70,000 and without a college education then falling off like off a cliff. In Iowa, New Hampshire primaries it was seen as being mostly rural voters, more isolated and in less proximity to other people. The question remains how well this category of under $70,000 without a college degree reflects the country as a whole in 2024, how has the country changed since 2012, 2016 and 2020. It is easily said there is a polarized country yet this ignores the unusual nature of this support where it is concentrated so heavily in one group in this way with cutoff of $70,000 falling precipitiously in support for Trump for incomes above that. At above $70,000 support quickly drops to 80% and falls steeply with every $1000 increase in income after that. In a country like the US this means almost the entire educated population in the US and the entire population above the $70,000 per year level excluding itself from support, so sharp is the fall off from moderate income and education levels, and so heavily clustered is the support almost like a ball up in that corner of the graph with just a few specks on the rest of the graph. This is most unusual for the US and may not be reflective of the whole population of the US in 2024. This is also unprecedented in US history since 1776, may not compare to 2016, and for the Republican party even more unusual. Two questions also come up what happened to all the country club, more educated voters who voted Republican and made the party what it was an upper class business supported party, and what happened to all the factory workers, teachers, nurses and others in America who make about $70,000 or $80,000 and who are generally Democratic. These people will be part of the electorate for the whole country in 2024. ...

France restricts domestic flights to destinations that can be reached by 2 hours by train after extensive debate in the National Assembly on ways to implement climate change rules. Air France argued that this would affect jobs at the airline during the pandemic. Macron's climate commission had recommended a time of 4 hours by train. Other opinion was that the earlier four hour restriction would restrict access for people in the distant Massif Central mountainous regions of France. The flights from Orly airport south of Paris will use the new rule so flights to Bordeaux or Nantes from Paris will no longer operate. Paris to Nice with 6 hours train ride, and Toulouse with 4 hours will not be affected. Connecting flights from Charles De Gaulle airport will not be affected. Austria has a 30 euro tax passed by a Conservative-Greens coalition that is placed on flights over 217 miles. No flights to destinations that can be reached in 3 hours by train. Netherlands is also working on similar rules, such as does it make sense for a flight Amsterdam to Brussels that is a distance of 93 miles. That Brussels flight is now banned. ...

Canadian tar sands oil production from Alberta faces increasing competition from production by Bakken oil fields in N. Dakota. The increasing production from Bakken fields in the U.S. and the lack of pipeline space to bring oil from Alberta to the U.S. is putting the more costly projects on hold. The costlier projects have costs of about $100 a barrel with crude prices dropping below $90 in the U.S. Projects using steam to get bitumen to the surface are viable at $50 a barrel, other projects that require mining the bitumen to make synthetic crude have costs upwards of $100 a barrel. Costs are rising quickly with the cost of geoscientists going up 14.5% in 2012 and salaries over 200,000. Production workers make $35-$39 an hour and can make about $170,000 a year. The boom has pushed costs higher each year. Suncor Energy, the largst producer, is reviewing the viability of large planned multibillion upgrading and mining projects and cutting capital spending in 2012 by 11%. By 2020 oil sands output is forecast to double from the 2011 figure of 1.6 million barrels a day, according to the Canadian Association of Petroleum Producers. In 2012 about 50% of production is from the costlier mining operations....

Walmart comes out in favor of requiring employers to provide health insurance to all workers, a central feature of President Obama's effort to provide near universal coverage in the USA. As the country's largest private employer, employing 1.4 million Americans, this change is significant. In a letter to the President, Walmart CEO Mike Duke, joined by Andrew Stern of the Service Employees International Union, and John Podesta of the Center for American Progress, who also signed the letter, say they are for an employer mandate which is fair and broad in its coverage. Walmart had a couple of reasons for doing this. For one Walmart needed to join the negotiations, as the Senate Finance Committee is considering other proposals that are less favorable to Walmart than employer mandate. Already Walmart is covering 52% of its employees, and has improved health benefits in recent years in response to criticism of the company. The industry average is 45%, according to a 2008 Kaiser Foundation study, and some companies do not provide the health benefits that Walmart does, so this helps level the playing field by requiring all large companies to share the burden. Walmart wants to see effective cost controls to keep costs down, and Rahm Emmanuel, the President's chief of staff, assured Walmart that "cost control and employer mandate are heads and tails of the same coin." Under the plans considered by the Senate Finance Committee under Max Baucus, small businesses are exempted from the employer mandate. Republicans have opposed employer mandate. And the U.S. Chamber of Commerce has opposed it saying it would make companies lower wages and cut jobs. Walmart's shift has been gradual. From a company used to providing skimpy benefits, it has evolved as it improved benefits, and two years ago it joined the SEIU union to call for affordable health care for all Americans by 2012. It has Mr Dach as its governmental affairs vice president, and this is significant, as Dach is an advisor to Democratic party politicians....

The National Highway Traffic Safety Administration failed to take action when asked by drivers to investigate incidents of unintended acceleration. It also failed to take up action with the company's quality staff in Japan- who were in charge of things related to quality- after what appeared to be years of inaction and stalling by Toyota. Where it did investigate, the agency did nothing about the complaints when Toyota failed to provide the necessary information. Internal agency documents show that since 2003 the agency opened inquiries into possible Toyota problems, and six times closed them without action of any sort. With agency managers joining Toyota after their work at the agency, there appears to have been a cozy relationship with Toyota. Add to that the lack of a steady hand at the agency- with about 6 changes in directors since 2005- and the current administrator David Strickland only confirmed in December 2009. Throughout its 6 investigations NHTSA regulators were told they have to talk not with Toyota USA but Toyota people in Japan who made the decisions and had the answers, yet no effort was made to break the logjam and get Toyota Japanese managers to provide answers. At one point State Farm Insurance brought the incidents of accidents and near accidents to the attention of NHTSA, something that happened a decade before this in the Ford Explorer roll over accidents. On both occasions NHTSA was slow to act....
