G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. A similar situation prevails in the UK,  France and Germany where previous administrations failed to address this important issue of fair taxation and financing infrastructure and priorities in health, education, and critical needs of the people.   ...

The election results showed that the local issues played a bigger part, and the voters did not respond to communal ideas or to vote against the central government because of the terrorist attacks in Bombay. This is overall a good sign as voters were turned off against all politicians when it comes to their ability to ensure public safety, and economic and other issues as well as accountability for public safety and not a kneejerk reaction to events like the Mumbai atttacks is what determined the results in these states. As elections for the whole country's central government take place before May, 2009, this is an oportunity for the Congress to look to voters for support of its economic agenda and for the opposition parties including the BJP to show what they could do better in the present global financial crisis that is affecting both China and India's growth rates....

After the war ended there was concern about jobs for the returning troops by the millions from the war in Europe. Joblessness had increased under Harry Truman to the point that his popularity dropped to 22% by 1951. Truman's Commission for Miratory Labor pointed out that immigration was causing social ills and increasing joblessness in the southwest. When Eisenhower was elected in 1952 there was opposition from unions in addition to small farms to migratory labor. In 1954 Operation Wetback was launched to return 1 million migrants back to Mexico.

Note that throughout 1910 to 1950 the US completely restricted Chinese, Indian, and Asian migration to America, even though the Chinese labor helped build the transcontinental railroad.

Flipkart, India's largest online retailer, was started by 2 Amazon executives in 2007. Flipkart has 22 million registered users and hosts 3000 merchants selling products ranging from electronics to clothing. Flipkart sales reached $1 billion in the last 12 months. In July 2014 Flipkart raised $1 billion from a group of investors including Tiger Global Management, Morgan Stanley Investment Management, Singapore's sovereign wealth fund GIC. This follows the raising of $210 million in May 2014 from a group of investors led by DST Global, a Russian investor. Competitors include Amazon and eBay backed SnapDeal. Funds raised will be used to hire more engineers and improve mobile technologies, as over half of sales are made on mobile phones. India's online retail market is expected to grow 11 fold to $23 billion by 2018, according to Nomura brokerage firm. Flipkart earns money by charging merchants a fee for products sold on its online website.

Nalini Gulati of the International Growth Centre looks at Gender Responsive Budgeting (GRB) on the Union Budget of India. This budgeting shows 122,000 crore rupees allocated up from 113,000 crores the prior year. This is about 5% of the total budget allocated specifically to improve the lives of women in India.

The Ujjwalla scheme investment is doubled from 5 thousand crore to 9 thousand crore rupees, and two crore toilets target set. Mudra Yojana for women to get loans for entrepreneur businesses is another project with increased funding.

GRB was started in 2005. Thirteen years later the expenditure tracking, and incidence of benefits tracking, breaking data to sub national level and region level, execution evaluation, is still not adequate, says Gulati.

PC shipments in China of 18.5 million units in the second quarter of 2011 exceed U.S. shipments of 17.7 million, according to research firm IDC. IDC estimates China's PC shipments in 2012 at 85.1 million units, and U.S. PC shipments at 76.6 million. Lenovo has grown rapidly in China and now has 12.2% of the global PC market. European Union countries, Britain and the US face the risk of a resurgence of coronavirus through the Delta variant and other variants. The Delta variant detected in India is 40% to 80% more transmissible than the Alpha variant detected in the UK, with the Alpha variant 50% more transmissible than the original coronavirus that originated in Wuhan.    Virologists in Italy feel they are flying blind at this time because of the lack of genetic sequencing in Italy, Spain, France and across most European Union countries. The UK has done genetic sequencing on 27% of recent covid positive tests. The figure drops to 1% for Italy and is tiny for most of the EU countries including Spain and France. Without genetic sequencing it is hard to predict and take steps. Another problem in the EU is that the southern economies Spain, Portugal, Greece, Italy, Croatia are dependent on summer tourism for the economy. The UK economy can handle a delay to a full opening for 6 weeks without serious impact to the economy, says WSJ. Southern European economies can afford only short delays to full reopening. Croatia acted as a door to spread of coronavirus into central Europe when Germans and Austrians went to vacation spots in Croatia in summer 2020. This situation could be happening again in 2020 with British and other tourists visiting vacation areas in Portugal, and Germans visiting Greece and other summer tourism spots. Portugal's national health institute says the Delta variant represents 60% of new cases in the area around Lisbon based on early data. The government of Portugal is facing criticism for letting a Champions League soccer final to take place in Porto, Portugal between two English teams. Thousands of English fans watched the game at the stadium. Other problems are in relaxing of mask rules in France and Italy, last week in France and in the coming week in Italy. French nightclubs open July 9 without mask requirement. Germany is maintaining some social distancing measures and this includes mandating medical masks in closed public spaces and on public transport. Half of French, Italians, Germans are vaccinated and quarter fully vaccinated. Yet the gaps of unvaccinated people is large enough to cause serious concern of another wave. The relaxation of mask rules- the entire stadium in Budapest was packed for a recent game between Hungary and Italy for a soccer Euro 2021 game with no masks to be seen. Stadiums played a key role for the spread of the original coronavirus in Italy with a game in Bergamo, Italy, in the area near Milan. All this makes health officials concerned about the risks of still another wave of the coronavirus.   ...
