Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

A boost in supply in 2024 after the pandemic squeezed supply chains is likely to increase the US growth rate by summer to 4.9%. This is not expected to increase inflation which is down to 2.8% by November 2023, because of higher productivity and higher labor participation rate. The labor participation rate has reached a high of 83.5% not reached since 2001. The Fed sees this as a temporary jump in the growth rate that does not induce inflation so that no Fed action is necessary.

Biden has learned from the failures of his predecessors. When Biden Democrats think of president Trump they are keenly aware that the Trump phase in America was a result of the repeated failures of presidents who preceded Trump in addressing the problems of rural America, in prolonged wars overseas that wasted resources needed at home, and in sowing the seeds of division through policies that favored large corporations, Silicon Valley and capital markets driven from New York, London.

Indonesia continues to experience surging growth in consumer spending as more people enter the middle class and buy everything from motorbikes, consumer appliances, mobile phones and other products. It is similiar to the growth in China and India. GDP increased by 6.5%in 2011, and most of the growth comes from consumer spending. Mr. Riady of the Lippo Group says spending is growing to unprecedented levels. About 50 million people in Indonesia are in the middle class out of a population of 250 million- when measured at the level of $3000 per year incomes- and this will grow to 150 million by 2014, according to PT Nomura Indonesia. Another important demographic fact is that the average age of the population is 28.2. Motorcycle sales doubled to 8 million in 2011, twice that of 2006. Mr. Riady of the Lippos Group says its home sales are expected increase to $450 million in 2012, up from $100 million in 2010. Sales at Lippo Groups hypermarkets are expected to go up by 40% in 2012 and sales at its department stores increase by 25%. Lippo Group plans to add 10 new hospitals each year, to the 14 it plans for yearend 2012. Philips Electronics NV says healthcare equipment sales in Indonesia will quadruple in by 2015. The NYT Editorial on June 2, 2009, says the Obama anti-foreclosure plan is woefully inadequate, and can't stop the wave of foreclosures. The administration's foreclosure plan that went into effect in March 2009, offers upto $75 billion in incentives to lenders to reduce loan payments for homeowners facing foreclosure. Lender participation is largely voluntary under the Obama plan, making it weak. Since March about 100,000 homeowners have been offered a modification according to the Treasury Department. This is a small dent in the plan's intent of preventing 4 million foreclosures. And it continues the Bush administration's apathy and lack of effective action to prevent foreclosures. The Mortgage Bankers Association reported that in the first quarter 2009 5.4 million mortgages were delinquent or facing foreclosure. There are 15.4 million "underwater" homeowners, those who have no equity in their homes, and with average person deeply in credit card and other debt, these people have little to fall back on if they lose their jobs or have a medical crisis. The simple arithmetic of these 15.4 and the 5.4 million, adding upto 20.8 million households, shows that anywhere near a fifth of American households are in deep financial trouble. The same numbers, or another fifth of American households, are approaching foreclosure. Drawing concentric circles of these homeowners inside a circle showing all American households, and seeing these concentric circles increasing in size with every quarter of job losses, one can clearly see why this is the biggest problem facing the economy. Job losses in January 598,000, February 681,000, March 699,000, April 539,000, totalling 2.5 million for Jan-April 2009, and 8.9 million working parttime. The underemployment rate at 15.8%. Till this foreclosure situation exacerbated by rising under employment is addressed, the credit easing and the small recovery thats been managed since December 2009, is like a mirage in the desert. A false sense of comfort. The NYT editorial makes the point that the foreclosures prevention efforts focus entirely on reducing monthly payments. Even here it falls short, in not reducing the payments enough, or programs not big enough in scope to address the millions of homeowners needing help. But an even bigger problem remains unaddressed, says the NYT, and this is not reducing the principal. An effective anti- foreclosure plan has to reduce the principal for the 15.4 million homeowners under water. This as Martin Feldstein has argued repeatedly in the oped pages of the WSJ since early 2008- the homeowners under water or approaching that situation have no incentive to hold onto their homes- has to be addressed by government taking responsibility for loan principal reduction in a carefully designed plan requiring participation of lenders. NYT points out that the mortgage industry has resisted taking this approach, and the Obama plan does not emphasize this important part of an effective plan to reduce foreclosures. By opposing this, the banks with the toxic mortgage assets and the government by going along with this, are shooting themselves in the foot. This makes any recovery at best weak, and more likely a false hope lacking fundamental support, foresight and vision....

A dairy farmer in Petaluma, California, shows that storm water runoff capture is worth the effort. He has collected 670,000 gallons of water so far this winter enough for 700 cows in his herd for 1 month. Governor Newsom has ordered the state of California to collect storm water runoff from rain storms that happened this year following three dry years.

Researchers say that water runoff is a serious proposition. About 2.5 million people can have enough water for 1 year if the water is collected in southern California and the San Francisco Bay area.

The International Labor Organization (ILO) of the United Nations stands for advancing social justice and promoting decent work. It says in this edition of its journal that trade unions have stood their ground to better protect workers rights during the pandemic when workers suffered from its devastating impact and in a difficult environment. In the US 1041 of 1363 elections at companies led to unions getting the right to represent workers. This is the highest number of elections over two decades. It also includes Microsoft and other companies showing wider acceptance of unions to protect workers rights.

It is atrocious says a church minister running a food bank in Derby, in central England, that working families are having to come to food banks. Prince Charles talked first about people at food banks in his Christmas message this year. One estimate is that a fifth of familes are from families with jobs but unable to keep up with the cost of living. Warm spaces are being set up in Methodist and other churches. One food bank worker says you see ambulance crew, teachers, and asks what does this say about the community, about the country? Ten years of Tory austerity policies have made things worse. On a recent night a nurse walks into a food bank in the east London neighborhood of Hackney. This isn't a normal Britain.

Russians see Kiev as the origin of the Russian State in the 9th century, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide for 200 years till about 1950. Britain engaged in the Crimean War against Russia so that along with the French it could control Turkey and its Ottoman states in the Arab Middle East under the guise of trade. This effort was pushed back by Kemal Ataturk in the 1920's when he founded the modern state of Turkey in Ankara. ...

After decades of neglect by different administrations and apathy at US semiconductor companies, semiconductor production investment in the US is beginning to take place. But the US Chamber of Commerce warns this is only a small trickle compared to investment in Asia. In a report on Nov. 22, 2021, the US Chamber of Commerce warns that only 6% of new semiconductor global capacity added over the next 10 years is expected to be located in the US, and urging that $52 billion in direct subsidies in the US for new chip factories be approved quickly by the US Congress. That the cost of owning a new chip factory in the US compared to South Korea, Taiwan and Singapore is higher by 30%, and in China by 50% is largely attributable to  the availability of subsidies in these countries from the government, and the absence of these incentives and subsidies in the US, according to the Semiconductor Industry Association report published last year. South Korea, China and Japan are now accelerating the pace of these subsidies and incentives. So that the US has a lot to do to make up for the years of neglect of its technology and competitive leadership. This WSJ Investigation report says South Korea aims to double its annual chip exports from today to $200 billion by 2030, and is offering billions of dollars in tax breaks, lower interest rates, other investments, including asking local governments to ensure adequate water supply for chip making. To keep up the US needs to change its entire approach to investments in critical industries from the approach and lethargy of the previous administrations since the 1980's.  US semiconductor companies, the Semiconductor Industry Association and the Biden Administration need to put together a concerted effort for US chip leadership beyond the slight increase from 16% to 24% the US hopes to gain in production of advanced chips by 2027 under the present plans cited in the WSJ. The Biden Administration issued a joint statement Nov. 23 that it is working around the clock with the US Congress, and more work remains to be done to "ensure that America remains the most innovative and productive nation on Earth." ...

Improving business conditions and lower unemployment are helping president Macron of France recover from a drop in popularity following the yellow vest protests. Macron tackled the crisis by changing his style of governance from top down to a listener style with regular town hall meetings and meetings with people who were critical of his government. Recent poll from Elabe shows 33% approve of the French leader compared to 23% in December 2018 at the height of the yellow vest protests. The yellow vest protests were from people who felt left out at the lower end of the wage scale who were protesting increasing inequality. Macron also offered minimum wage earners billions of dollars and shelved his economic agenda till he had a better grasp of the French public's opinions. The recovery in the economy means Macron has more flexibility in taking up priority items in the national agenda. The French pension system is fragmented with about 43 different plans, with some plans for transport workers offering generous retirement by age 52. The system is also likely to go into deficit of 10 billion euros in 2022. Brazil has run into major economic crisis from generous pension plans taking up a major part of the budget. Macron wants to increase the number of years people work before they collect pensions, not just increase the retirement age of 62. Most major European countries are at 65 years retirement age, the U.S. is at 66 years. Transport workers paralysed the nation's transport system including subways and bus systems recently to keep their generous benefits. Macron sees himself as promoting a national agenda similar to India for GST, and other countries tackling shortfall in pension systems by increasing the retirement age, even though in the short run people who benefit from the old system oppose it. By addressing grievances at the lower wage levels and tackling glaring issues in the way benefits such as pensions are distributed Macron can win enough support to offset the opposition of entrenched groups. Lawyers will see their pension contributions double for lower benefits and are opposing the pensions overhaul. For decades workers in different groups or sectors took to the streets in protest making any changes even if well thought out and in the national interest hard to make in France. By taking on entrenched groups tactically and first letting the groups express their sentiment before announcing top down changes, and by being an empathetic listener, Macron is showing that he has learned a lot from the past year without losing his sense of what is best for France. It just maybe that in the short run there is an offset gaining some support from neutral groups and losing support of entrenched groups. Yet in the long run when the dust settles there is more overall support particularly through empathetic listening and carefully planned flexible approach to making changes that improve the economy and reduce unemployment. ...

UK prime minister Sunak makes changes to policies of the UK post-Brexit that bring the UK closer to France and the European Union. This follows a deterioration of Britain's relations with the EU and France under Boris Johnson during the years Brexit happened. Sunak also comes up with a different policy for Northern Ireland closer to the EU's position. Mark Landler has covered Britain and the EU for NYT over three decades. He calls Boris Johnson's approach bombastic and one that made loud claims for "Global Britain" with little to show in results.

Sunak's challenges are in Britain with strikes across transportation, health sector and NHS, and the cost of living crisis. Labour party is seen as having better solutions and as more caring in its policies for both the environment, workers and families in 2023.

Of the $1 trillion in infrastructure package passed into law, $120 billion is for competitive grant programs, money going to states for specific projects. WSJ shows how $1.5 billion in grants for doing the planning for projects is spent concentrating resources on key priorities. Projects getting priority are for improving bicycle and pedestrian safety getting 18%, road projects getting 50%, transit 18%, maritime 8%. Projects favored will reduce carbon emissions, increase bicycle paths, reconnect neighborhoods left out in earlier highways built. They include projects in St Louis County, Missouri for walking around safely, new transit center in Charlotte, N.C., and improvements in streets, sidewalks and bicycle paths in parts of Manchester, New Hampshire. Pete Buttigieg, Transportation Secretary is leading this effort. He says this will "improve infrastructure, strengthen supply chains, make us safer, advance equity, and combat climate change." ...

Indian rating agency Crisil says expeditious settlement of stressed assets in India's banking system is needed for the private sector to play its part in the country's infrastructure development. In the last 4 years much of the effort in infrastructure was undertaken by the government. Crisil CEO Ashu Suyash, says Rupees 50 lakh crore needs to be allocated for capital investment in infrastructure for the 5 year period 2018- 2022. About Rupees 3000 crore investment per day is required. In addition to improving the banking system, other actions needed are new private-public partnership efforts, front ending of projects, and a deepening of the infrastructure financing system. Infrastructure investments have suffered from lack of investment in India and this should be a top priority for the government, say experts. This includes tapping into pension and insurance funds under new arrangements. The central government has announced a 7 lakh crore investment plan to build 83,000 kilometres of highways by 2022. Crisil has developed an "investability index" to track and measure the attractiveness of such projects.   ...
