The U.S. Congressional Budget Office (CBO) revised estimates in May 2013 show the U.S. debt to GDP ratio in 2013 at about 75.1%, coming down slightly in the next couple of years and then rising to about 73.6% by 2023. The U.S. deficit for fiscal 2013 is estimated to be about 4% of GDP, down from 7% in 2012 and 10.1% in 2009. The deficit is estimated at 3.4% of GDP in fiscal 2014 and 2.1% of GDP in 2015. Spending levels increase closer to the 2020s as more people reach retirement age. Lower projections on Medicare, Medicaid and Social Security spending have reduced the cumulative deficits over the next decade.

Petrobras set a record for emerging market debt issues by exceeding the $7.5 billion bond sales by Venezuela in 2007 and earlier sales of $7 billion by Qatar and Russia, according to Dealogic. It made a $11 billion bond sale to investors in May 2013 with bonds maturing in 10 years priced for yield of 4.522%. Petrobras plans to spend $237 over five years for new deep water offshore fields in the Atlantic which require advanced technology and large investment. Petrobras bonds traded at about $1.10 on the dollar in May 2013, after reaching a high of $1.15 in 2012, according to MarketAxess BondTicker. Petrobras is one of the biggest emerging market bond issuers, and investors were becoming cautious because of the large issuance and government involvement in Petrobras. Yet with 10 year Treasurys yielding 1.922% investors looking for high yields placed $40 billion in orders in New York on May 13, 2013.

With high unemployment at 11% in France, only 41% of the people in a Pew Research Center poll gave favorable impressions about the European Union. This is down from 60% in 2012. In Germany 60% of those polled gave a favorable impression of the EU in 2013. The number remained steady in Britain at about 43%.

Chorin, a foreign service officer in Libya 2004-2006, says the problems in Libya stem from the lack of appreciation of the importance of Libya in the changes going on in the Arab world, the U.S. seeing it as a kind of sideshow. A major problem was a lack of understanding of the importance of Benghazi, which is where the protests for democracy and freedom began. Instead the U.S. focussed on Tripoli and did not give enough attention to Benghazi, including the potential of problems from Mali where arms were shifted from Libya.

Strategic Vision uses 442 variable in its study and ties the customer response to emotional atributes such as "I Love it," a new approach which combines the conventional counting of reported problems with how people feel about the vehicle. This Total Quality Index is based on responses of 17,658 people who purchased 2013 models from September to November 2012.
