Prime minister Theresa May's Conservative party needs the 10 seats of the Democratic Unionist Party of Northern Ireland to have a slim 3 seat majority in Britain's 650 seat parliament. Yet many members of May's Conservatives oppose an agreement with the DUP which is seen as not similar in social views. The DUP is the party of Rev. Ian Paisley which was in conflict with the Irish nationalist Sinn Fein party in Northern Ireland for many years. Former Conservative prime minister John Major says an alliance with the DUP would be in violation of the 1998 Good Friday Agreement that brought peace to Northern Ireland. Under that agreement the UK and Irish governments stated they would have "rigorous impartiality" towards all the different groups in Northern Ireland. Sinn Fein sees a new Conservative government with DUP support as preventing the power sharing agreement with DUP that brought peace to Northern Ireland. Complicating this further is the vote on Brexit with 56% opposed and 44% in favor in Northern Ireland. And the DUP wants a "frictionless border," an open border with Ireland so that it would not affect the way of life Irish people have enjoyed since the peace agreement. So that even as talks are supposed to begin this week on Brexit with the EU, Brexit is looking more and more in doubt. Negative impact on Britain's economy through increased uncertainty and rising prices, and increased participation of young people opposed to Brexit in the parliamentary election leading to the vote for Labor party of about 40% of voters, also contributes to this sentiment. Japanese prime minister Shinzo Abe issued an order for a month long state of emergency covering Tokyo, Osaka and five other prefectures.

Philippine president Duterte extended the quarantine for Luzon island to April 30.

The lockdown was placed on Wuhan, China, epicenter of the pandemic on January 23. On March 25 about 2 months later some travel restrictions were lifted. On April 6 trains were allowed to leave for several cities in China. 

Countries in Europe that stepped in early with restrictions such as Denmark and Czech Republic moved to ease them a bit. Czech Republic and Austria will require people to wear masks outside.

Spiegel Online provides a inside look at the leader of the Law and Justice Party which was elected to power in 2015. The liberal opposition that was in power since the fall of communism has seen its popularity decline in the rural areas of Poland, especially in the east. The urban-rural divide seen in other countries such as France is acutely present in Poland and other parts of Eastern Europe, with poor governance and a tendency for economic gains made under capitalism following the fall of communism to go to more educated people in the large cities. The party's leaders are Lech and Jaroslav Kaczynski who were president and prime minister from 2005 to 2007. At the time they were seen as outsiders lacking the sophistication and experience in government of the liberal opposition under Donald Tusk, who now is head of the EU Council since 2014. Tusk was prime minister of Poland from 2007 to 2014. Lech Kaczynski was killed in a plane crash in 2010. Jaroslav Kaczynski appoints members of his party to key positions in government including prime minister Duda. Kaczynski is strident about the manner in which the gains since Poland joined the European Union have gone only to certain groups able to benefit from capitalism. At a recent party congress near Warsaw he is quoted here as saying: "We are here to ensure that everyone in Poland has the same opportunities, regardless of where they live, in the cities or the country." Kaczynski's appeal is in offering a generous welfare state for the middle classes- small businessmen in villages and towns across Poland, common people, with subsidies to tackle the cost of living. His focus is on the "pathological" consequences of economic liberalism after the fall of the Iron Curtain, privatization that benefitted a few, including Kaczynski says former communists and dissidents. Small businessmen felt the inroads of large private retail chains, and families felt the problems of lack of investment in schools and kindergartens. The liberal opposition can only offer the hope that being a reliable EU ally will ensure prosperity, which does not go well with the eastern part of Poland. As a result the Kaczynski government is moving away from the ideas that anchor the European Union. It sees the rule of law and independence of the judiciary as something that can be changed to where the president appoints members of the Supreme Court and the judiciary. Protests in Warsaw and the large cities are taking place against these moves. Der Spiegel says this could end up the way it happened in Britain where it simply stumbled into leaving the EU just by accident. This is the situation in 2017. It could be a temporary process that is a response to the excesses of capitalism. As Kaczynski says to create a level playing field for all parts of Polish society by smoothing out some of the harsh effects of rampant capitalism. Or as Spiegel Online points out a shaky period in which the EU and Poland are at odds- ironically with Donald Tusk as the head of the EU confronting both Theresa May and Kaczynski.  ...

It is seen by the Iraqi Shiites as the original event of the Arab Spring, ten years before before the democracy movement in Tunisia. Tata Projects Limited is the lowest of two bidders at 860 crores for India's new parliament building. The old parliament building is considered inadequate today and was first opened in 1927 when the British first introduced local legislatures as a form of home rule in India. The time allowed for it to be built is a strict 21 months and will require putting a new face on the central Vista area that runs through the centre of New Delhi. It should generate jobs, and provide a fitting place for debating the many issues that face India in its drive for modernization, particularly today after the pandemic when many issues such as manufacturing, industrial development defense, agricultural modernization, infrastructure development are taking on new urgency. After almost three decades of slow progress India is now entering a new phase for speed and implementation of projects.

ElBaradei's father was a president of the Egyptian Bar Association. ElBaradei studied for his law degree and doctorate at New York University and was an adjunct professor of law at NYU. He joined the UN and wasn not the choice of the Egyptian government for the position of head of the UN Atomic Energy Agency. He was a compromise candidate supported by the US. As a young diplomat in the Egyptian Foreign Ministry he was part of the team that negotiated the Camp David Peace Accords with Israel. Because of his background, a nuanced understanding of ElBaradei is necessary to understand his criticism of the Obama administration's hesitant support of the protests, and his statements saying Egypt's foreign policy was a failure. For his role in the future ElBaradei says, all I want to do is share and deliver this country to catch up with the rest of the world." To understand what this means for a backward country like Egypt with a growing population of 80 million of mostly young people, which has failed to keep pace with economic progress in other parts of the world, see the article by Henando de Soto. Soto describes his effort working on a project for reforms in Egypt from 1997-2004 with the support of members of the Egyptian cabinet and the US Agency of Intenational Development, which were blocked in a cabinet shakeup by interests wanting to preserve the status quo. Failure to grasp this central fact that alone among large developing countries Egypt has failed to deliver on the rising expectations in the developing world, makes it impossible to understand Egypt. Abdulrazak Gurnah, a native of Zanzibar and Tanzania writing in English wins the 2021 Nobel Prize for Literature. His prose has inflections of Arabic, Swahili and German. He left Zanzibar at age 18 years after a violent uprising in 1964. In "Admiring Silence" he reflects on the experience of migrant refugees caught betwen two cultures and remaining silent about their true feelings. The prize is given at a time of migrants reaching Europe in large numbers from Africa and the Arab countries of North Africa to Germany.

The chair of the Nobel Committee Anders Olsson says about Gurnah- "He ha consistently and with great compassion penetrated the effects of colonialism in East Africa, and its effects on the lives of uprooted and migrating individuals."

Areas in the "too big to fail" part of Dodd-Frank U.S. financial reform legislation where work remains to be done to prevent a future crisis include: the creation of living wills by the largest banks so that they can be dismantled in an orderly fashion, and the designation of which banks are systemic risks by the Financial Oversight Stability Council. The FDIC and the Federal Reserve have yet to finalize the rules for creating "living wills" for large banks. The rules are expected to be finalized by fall 2011. The FOSC is working on the designations and what criteria to use for selecting the non-bank firms that pose systemic risks. Progress has been made at the FDIC by finishing several rules for implementing a new system to wind down a large failing bank. The FDIC is hiring staff for a new office that focusses specifically on large complex financial firms. Fed Governor Daniel Tarullo has led the effort for higher capital reserve requirements for U.S. banks, requirements that would be closer to 14% for capital reserves. In an editorial on June 16, 2011, the Wall Street Journal said that if the Federal Reserve is serious about controlling systemic risk then it should support capital reserve requirements of 14%....

Tech heavy S&P 500- for the largest tech companies- gains are now reversing after a rally based on potential for AI. Nvidia with its AI potential alone was 30% of the gain in S&P 500 at one time. The change in the election situation in July 2024 may be one of the causes. Smaller companies in the Russell 5000 are doing better. It is not clear if this is a trend.

"Woke" was overrated to begin with. Older people agreed to go along not out of conviction but because some younger people took to it. As "nice" people people went along with whatever the prevailing wind was blowing one way or the other. It never had any roots going through complacency, conformity for a while, then apathy, followed by loss of attention or interest. Lost as the winds change directions.

President Trump says TikTok app would be banned in the U.S. after September 15. He said he had talked to Microsoft CEO Satya Nadella and told him Microsoft could buy the apps U.S. operations but if it does so a substantial portion of the price must go to the U.S. Treasury because of the approval of the deal the U.S. is giving after the review. He told Nadella "Look it can't be controlled for security reasons by China- too big,too invasive. Here's the deal, I don't mind whether its Microsoft or somebody else, a big company, a secure company, a very American company buy it."
