The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias. This is a constructive and well thought through aspect of the plan. ...

French president Macron is seen as aloof from voter concerns about the rising cost of living. Visiting a farmer in the Burgundy region Marie Le Pen said prices of food and vegetables have gone up 25% over 5 years since Macron became president.  To win over supporters from working class communities in north and northeast who have voted for Jean Luc-Melenchon, a former Socialist candidate, Macron visited Denian, a town in the north of France.  Melenchon's France Unbowed party got about 21.95 % of the vote compared to Le Pen's 23.15%. Getting working class voters to support Macron who had 27.84% of the vote is now crucial for Macron. Denian has an unemployment rate of 36%. Macron told voters the best way to tackle poverty is to bring down the unemployment rate which is now 7.4%.  Many of these communities in the north, northeast, and in the southeast have suffered from the two decade shift of manufacturing to China, creating a situation similar to that in the midwest of the US and posing a challenge for established parties. The Republicains of De Gaulle and the Socialists of Mitterand, the established parties did badly in the election, each getting less than 5%of the vote. It is this problem that Macron has to address to get the votes of working class voters in France. Challenging the notion that he has been aloof from this problem and the problem of cost of living for young and for pensioners Macron says he will listen, learn and act, and he is "not afraid to go into battle in the most difficult areas." On this first day of campaigning for the second round he spent 2 hours talking to people in Denian. Angry voters told him he did not care for pensioners. In his response Macron said he will increase the minimum pension from 10500 euros to 13200 euros a year. A pension reform plan for increasing the retirement age for pensions to 65 from 62 will now be put to a referendum so that voters could reject it if they chose to. Macron also responded to the sentiment that his administration was more concerned about the rich by proposing that firms paying dividends to shareholders will be required to give one off bonuses of 6000 euros to all employees earning less than 46,000 euros a year.  On his opponent Marie Le Pen's plan to cut VAT tax on gasoline to 5% from 20%, Macron told voters that this was counterfeit money, asking "can anyone really say there will be no VAT for gasoline imported from the rest of the world?" ...

Indian finance minister Nirmala Sitharaman describes the task of lifting hundreds of millions from poverty in India done over the last 10 years. When China did this for about 400 million people by 2000 it had the support of the people of the US and Europe and the US opened its doors to favor China in its supply chain. How will the US and European Union respond to the same situation in India? This was accomplished in the US and Europe by the 1930's building on the work in the 1900 period. "We are reaching near saturation in providing the basic facilities to the people of the country. Have we removed these many number of people from poverty and lifted them out." "And that is to give them some good house to live in which is made of concrete and not of thatched roof with toilets in them, with drinking water reaching them through pipes, electricity, and a good road, not just the village, but also to streets in the village, and then connect them to the nearest highway; connect them with good transport facility and so on. And financial inclusion so that each member of the household has a bank account and they get every such benefit, which has to reach them, but directly into their bank account rather than through a middle agency. On skilling people "We are now focusing very much on skilling people, each according to their level. Skilling centers are now spread all over the country. The gradation of the skilling varies according to the individuals. Businesses and private sector entrepreneurs are also tied into it so that there is a link between the kind of training businesses want and actually those who are getting the training so that immediately they can get recruited. There will be a lot of skilling emphasis. Forget Macron who is simply following French policy in the manner of De Gaulle, says Greg Ip in WSJ. The European Union has already set its policy to decouple its relationships in the supply chain from China, it just calls it something else -"de-risking." The EU he says is even tougher about this than the US. The EU's Leyen has stated: "The Chinese Communist Party's clear goal is a systemic change of the international order with China at its center... We need to ensure that our companies capital, expertise and knowledge are not used to enhance the military and intelligence capabilities of those who are also systemic rivals."  Mikko Huotari, the head of the Berlin based think tank Mercator Institute for Chinese Studies says that the US and the EU arrived at this through a process that went on in parallel. In fact the Scandinavian countries such as Sweden and Denmark, and the Baltic countries came across this much earlier before Biden became president because of acrimonious relations with China. This is also true of countries in Eastern Europe such as Czech Republic.  Germany's position is based on finding a transitional period for decoupling to reduce the impact on its economy. And even China is aware of this situation and looking for a transitional period for decoupling. More significant is the attitude of companies says Greg Ip- companies such as Tesla, Apple and even Airbus that have continued investments in China with little change. And it is this that president Biden is seeking to change with US policy positions. Another less observed aspect of this is the realization of both the US and EU, that the clear and obvious mistake of overconcentration of the supply chain in China was made under Merkel and the Bush-Obama adminstrations. China too realizes that it would have been better off - less recrimination from workers in the US,  and less costly damaging growth that led to climate change- if there was not this much overconcentration of the supply chain in China. In short it benefitted no one, and happened simply because companies sought to take advantage of attractive offers of building in China offered by local governments in China with subsidies from the Chinese government, and the manufacturing capabilities that kept expanding in a virtuous circle as better infrastructure and logistics were built over time. It goes to show that unless governments are vigilant and aware of these risks the unintended can happen with different consequences including destabilizing the social fabric and the political structure of western democracies.  ...

Former German chancellor Angela Merkel and foreign minister Steinmeier are singled out for their policies that likely emboldened Russia into its invasion of Ukraine. The DW.com says Merkel's tenure now shows deep seated flaws in leadership with her policies with Russia having gone too far in the other direction and leaving Europe in a vulnerable position. Merkel saw herself as continuing old policies from the period of SPD chancellor Willy Brandt of engaging with Russia, then called the Soviet Union. Yet looking at it closely the policy of Brandt was to reach accomodation with the eastern half of Germany, called the GDR, not to weaken Germany's position. By distancing herself from the US Merkel was in sense out on her own. Consider says DW.com that in 2014 Germany imported 36% of its gas from Moscow, by 2022 when Russia invaded Ukraine it was 55%. The SPD under Gerhard Schroeder and Steinmeier following Schroeder share responsibility with Merkel for this dependence.    A similar integration of the German economy with China's economy happened under the 4 term administration of Angela Merkel. This can be seen in the port of Hamburg. This may have similarly emboldened China in its relations with neighbors in the Indo-Pacific region and with Taiwan. German chancellor Scholz is by one report reading Cambridge historian Brendan Simms- "Europe The Struggle for Supremacy 1453 to the Present." This historical account of the relations of major European states in the 5 centuries before the present period shows the Balance of Power as critical to the liberty and freedom that Britain and Netherlands as well as other countries were able to keep. Sweden was attacked in 1700 with sign of weakness, Britain faced challenges from France in 1700 and in 1800, and allied with the Hapsburgs and German states to maintain its democracy and way of life. Merkel of CSU and Steinmeier of SPD may have failed to realize this when they ignored the history of Europe. The WSJ report on the miscalculations on the German and French side with Sarkozy, Hollande and Macron show that all these leaders failed to grasp that by leaving the issue unsettled of Ukraine's NATO admission they had created the situation that was bad for both Russia and for Ukraine, creating seeds for serious differences that could lead to future conflict and war. By not respecting and giving room to the lessons of history these leaders in Western Europe have created the conditions for the very opposite of what they intended to do.  ...

Summer tourism is helping support a second wave of the pandemic. This report says Croatia is a case study on how the opening of tourism can trigger a second wave. Because Croatia depends on tourism and Croatia had controlled coronavirus cases in May, the government decided to open its coastline areas to tourists from Europe. These tourists returned home with the infection and spread the virus. Clubs and bars were allowed to reopen for the summer season after the lockdown in April along the Adriatic coast attracting visitors. With 500 miles of coastline and Mediterranean climate, ancient towns and affordable stay, Croatia is crowded with tourists. In 2019 21 million visitors came here according to the Croatia Tourist Board. On Italian visitor from Parma cited here says she found crowded parties and bustling bars and restaurants where hardly anybody kept social distancing and wore masks. People in shops and bars she says told people they did not need to wear masks. The governments in Europe were keen on making up for the economic costs of the pandemic and opened the internal borders of the European Union in June. The opening of resorts in the sunbelt of Europe in Spain and Portugal has led to the spike in cases in Madrid and other cities in Spain. The same is happening in France. But vigilance dropped especially in Croatia where little or no restrictions were visible. Not only were bars allowed to open but the social distancing rules and mask rules were never practiced. Some Croatians call it incomprehensible. It has led to the spike in Germany, Czech Republic and Austria. The Koch Institute says 12% of all new German cases are traceable to Croatia. It is now a fact that international travel is a way the coronavirus accelerates. Governments in France, Germany, and the UK which are not especially dependent on tourism have the option to encourage people to stay in their home countries and remove this cause of acceleration while keeping shops and offices open so that business and jobs are preserved. For people hurt by lack of employment in the hospitality industry and others with lost wages from being in an occupation that acts to accelerate the virus it is a better option to offer financial assistance than to end up closing offices and shops in another partial lockdown. Opening bars helped accelerate the pandemic in California after the lockdown with steeply rising numbers of new cases. Educating the public to the extent that it should be about the dangers is also missing.    ...

On the first day of the new vaccine policy on June 21, 2021, India has vaccinated 6.9 million people. India has now vaccinated 287 million people out of a population of 1.2 billion. This is a race against time as new variants caused the second wave of coronavirus in April and May of 2021 with cases peaking at over 300,000 a day.  The shortcoming of the old vaccine policy are being corrected. The entire vaccine supply process and the vaccination drive is now being handled by the federal government. Earlier during the second wave vaccine supply and the vaccination drives were under an arrangement with no clear overall responsibility. States shared responsibility with the federal government and target vaccination goals were missed, vaccine supplies were inadequate.  A similar arrangement in Germany failed and Germany's vaccination supplies were inadequate and vaccination drive stalled. This caused immense frustration in Germany in April-May 2021. Germany's troubled history before World War II led to a reliance on decentralized actions, and state governments imposed different rules in a relatively small country compared to India. This was corrected with the federal government taking on the entire responsibility for the vaccine supply and vaccination drive leading to good results today in vaccines. With India's huge population and political process of different state governments, some lacking experience in administration for a complex process, and others failing to coordinate well with the federal government, the lack of overall responsibility at the federal government posed serious risks of missing targets for vaccines and letting the coronavirus wreck the economy and public confidence. Complex negotiations with other governments in Europe and the US for vaccine manufacture in India could only be handled at the federal level. The resources and planning at the federal level were already in place in India for infrastructure and other projects, experience and setting targets in that area at the federal level could now be transferred to this task in vaccines. Somewhere in the range of 8 million vaccines a day need to be reached and sustained from August to December 2021 for India to reach the goal of vaccinated all 1.2 billion people ahead of any further attack from a third or fourth wave, say experts. This is not a choice for the federal government, it is simply something India has got to accomplish to be a healthy nation that can grow with neighbors in Europe, the US, Australia and Japan and build confidence in its Asia-Pacific region. The entire Asia-Pacific region has a lot resting on how well India achieve this goal and moves on to the next phase of assisting its neighbors in the region.  ...

In this interview of very personal remarks made to business groups and revealed by Reuters, Carrie Lam, Hong Kong's Chief Executive, says she would be relieved greatly if she quit. She called her actions unforgivable given the mood of most of Hong Kong people today in 13th week of protests. "What I did was unforgivable," she said.  Carrie Lam had a good reputation in Hong Kong as a dedicated civil servant when she assumed the office. She had not anticipated the turn of events from the push into Hong Kong sovereignty by Beijing since the umbrella movement leading up to the extradition bill. In her words- "For a Chief Executive to have caused this huge havoc to Hong Kong is unforgivable. It's just unforgivable." In this rare conversation remarks, Lam comes across as someone who was caught in the middle between protestors and Beijing. "The political room for the chief executive, who unfortunately has two masters, the Central People's Government of China and the people of Hong Kong, that political room for maneuvering is very, very, very limited." What is her ideal situation. "The first thing I would do if I had a choice, is to quit, with a deep apology. I make a plea to you for forgiveness." For Hong Kong people, especially the young it was about the rule of law, for Beijing a sense of the Hong Kong region as being a part of the neighboring area of Shenzen and of China. She says she sees no intention of China to send in the People's Liberation Army from her own feeling the pulse, from her discussions. She says China is playing "a long game." There is just too much at stake for China. "They care about China's international profile. It has taken a long time to build up that sort of international profile, and having a say as a big economy, as a responsible big economy, so to forsake all those international developments is clearly not on their agenda." For her personal life this has been very difficult as she can rarely go out in the middle of these protests, not even for a haircut or shopping. Hong Kong was handed back to China by Britain in 1997 under formula of "one country, two systems." With the Hong Kong system, rule of law, free speech guaranteed under that agreement for 50 years transition period.  ...

Greg Ip of the WSJ looks at the result of changes in supply chains away from China, and the new trading relationship with China to 2028. He says the shift to a new global supply chain that diversifies it away from concentration in China is taking place. Would taking the tariffs from 30% to 60% under a new Trump administration be a good idea? Greg Ip thinks it is a bad idea as the change is gradual and is actually taking place. It may have the unintended effect of worsening US China relations essential for global stability when it is coupled with erratic or retaliatory rhetoric. Rhetoric that appears to China that it is being singled out in world trade beyond what are changes that have taken place with Japan in the past in trade. The Biden administration is for good reasons working to restore a balanced yet stable relationship with China. Apple is shifting production of 25% of iPhones to India. Samsung is investing more in Vietnam. The trade deficit with Mexico has reached $151 billion twice as large as in 2017. And $100 billion with Vietnam three times as large as 2017. The US trade deficit with China has dropped from $381 billion to $281 billion in the last 12 months, the Commerce Department reports show. And from $1.1 trillion with the whole world from $1.2 trillion for the last 12 months, 4% of US GDP. Overall the Trump era tariffs of 30% have not reduced the US  trade deficit substantially but has shifted American and European foreign investment to India, Vietnam, Mexico and other countries as well as to the home country. Over time the supply chain would become truly diversified as India makes great strides to become the third largest economy with new infrastructure by 2030. The head emeritus of the European Union Chamber of Commerce in China, Joerg Wuttke, says the pressure to export will be high for China as its economy shifts more to manufacturing from construction. Most Chinese companies are producing more than internal demand in China, and most companies in solar are losing money, in wind turbines and solar all are losing money, Wuttke says. This means China will double down and increase its investments in Mexico, Vietnam, Morocco and other countries so that it can send its products to the US through third countries that do the final export. One expert even says removing a few screws here and some there, find a different supplier, and shipping to a third party for final export that makes it not 100% Chinese content, the pressure for that is high. ...

Following the Supreme Court's Dobbs decision ending the constitutional protections on abortion, Kamala Harris as a prosecutor who handled sexual assault cases involving women and children, is able to talk to women in different states about the effects on women. In Wisconsin following the Dobbs decision Wisconsin's 1849 law banning abortion was reactivated. Harris talks to women in Wisconsin and Georgia in this WSJ report. In Georgia the law now has a six week abortion ban with exceptions in rape and incest cases with a police report. Harris told women that she knew that it was a difficult conversation to have, but one had to face reality, showing what it means to get a police report in such a situation. As former district attorney in California, and as California Attorney General she was fighting fro women's rights back then, involved in legal battles about women's reproductive health and abortion, including a multistate case on the Supreme Court Hobby Lobby case in 2014. She was raised Harris says by a mother who was a breast cancer researcher, and conversations at the kitchen table were also about women's reproductive health and hormones. Harris says in this interview that this stuff should not exist in the shadows, when it happens in this way it is women who suffer. On many issues that involve women Harris is uniquely qualified. For instance the wars in Ukraine and in Gaza and Israel have a huge impact on women and children, and Kamala Harris is taking on the role of bringing and end to the conflict in Gaza by participating in Biden's talk with the prime minister of Israel. Harris has prepared for this role more than it appears and she is able to talk to women in a way that is rare for an elected official says this report, and also to the people of this country on issues that determine their future. On the Special Counsel's report Harris can also talk about this in a way that is direct, sincere and from experience. She said about the prosecutor's report : "The way that the president's demeanor in that report was characterized -could not be more wrong on the facts, and clearly was politically motivated." She called the comment on the president's age "gratuitous" and described the role of a prosecutor as "requiring a higher level of integrity."    ...

This exceptional report on Hillary Clinton shows how difficult it has become to know Hillary Clinton through media accounts because it has been so distorted. Part of the distortion is from bits and pieces of her life being known, not the complete person. This comes from election campaigns dating back to Bill Clinton's second campaign for governor against Gay White, in which the fact that she had not changed her name and did not mix well with Arkansas's conservative society and manners, made this aspiring Northerner not looked at positively. Bill Clinton lost that election and came back to win in the next election for Governor. For that to happen Hillary had to change her name and the way she dressed to fit into Arkansas culture. Continually throughout Bill's career including the presidential campaigns Hillary Clinton had to change or adapt her persona as "Hillary" the person in politics as a candidate's wife, to fit in with what the public wanted to see.  Another facet of Hillary is her strong sense of privacy, not to reveal too much of herself, partly from her mother's ordeal as a child, partly from her Methodist upbringing not to speak too much about oneself. Her bookish nature as a person who studied policy, made this more evident. Political campaigns use some details about how a candidate or his wife is perceived, and Hillary herself said in 1995, telling the Washington Post that "I don't think you can know anybody else," because of what she called the crude mechanisms that only take bits and pieces of a person's life, not the whole person. Her own campaign for president suffered from this distortion as Mark Penn, her campaign strategist, pushed for her experience and hard work to be the basis of her campaign against Obama. Obama had his own focus groups in New Hampshire and Iowa show him that he could could do well as a story teller for change and a movement. It was not till the second presidential run in 2016 that the idea of a woman's movement was what Hillary was clearly put forward as. Throughout all this and all the years the woman Hillary Clinton has been essentially the same, adaption does not mean that you are less of what you are, however great the belittling in the media's version of life and events. And this is the Hillary Clinton, not the "Hillary," America is facing in October 2016, as the country ponders its on future, following some of the most denigration of women in any presidential campaign of the last two hundred years. ...

Every day lost in the struggle with coronavirus is a big thing, which is why Itay's most affluent northern region has gone from being well equipped with resources of healthcare to seeing the health system overburdened to the point of disaster. Social behaviours must change, old rules rewritten and implemented throughout nations, quickly in days. Here WSJ shows lessons learned by Dr. Cereda at the Hospital of the University of Pennsylvania who trained in Milan and was in constant contact with colleagues in Milan and elsewhere. Many of the lessons relate to not overburdening hospitals and health systems and protecting health systems. This means mild to moderate cases are managed from home and not in the hospital, through massive deployment of outreach services and telemedicine. It means therapies can be delivered at home or through mobile clinics. The second major lesson from Italy is to protect healthcare workers and doctors. The entire White House team with Dr Faucci of CDC and Dr Brx, head of Infectious Diseases in the U.S. news conference of president Trump March 16, focused on the goal of protecting healthcare workers, doctors and hospitals, so they remained strong to take on the crisis. The second goal of the White House team is to protect the elderly with medical conditions. To do this only the most serious patients are treated in hospitals the rest for mild to moderate at home.  Studying the conditions in Bergamo and other parts of Lombardy and northern Italy, is helping U.S. medical leaders to prepare for the current nationwide effort, the 15 days plan announced by the White House. The lessons from the Papa Giovanni Hospital in Bergamo are important say U.S. medical leaders, including Dr. Brendan Carr, head of emergency medicine at Mount Sinai Health System in New York.  He says build capacity in hospital beds before we need it. WSJ shows how the daughter of David Rockefeller Neva Goodwin and her daughter Kaiser have led the fight against Exxon for not making the change to renewable energy from fossil fuels in time to avert climate change disasters now common worldwide. One of the major problems of the last 50 years since the Reagan administration in 1980 involve oil wealth in the Middle East used to finance wars and US involvement in these wars in Iran, Iraq, Saudi Arabia, UAE, Libya, Yemen. It haunts us to this day with conflict in the Red Sea and Persian Gulf. This has its origins with John D. Rockefeller  who started the oil company Standard Oil in the 1870's in Cleveland, Ohio, now called Exxon in the US and Esso overseas. A bigger problem has emerged in recent years that remained unnoticed till about 2006 when David Rockefeller, the grandson of John D. Rockefeller, met with the head of Exxon for lunch to ask why Exxon was not doing more to invest in green energy and increase awareness of the damage to the environment by fossil fuels. This was the beginning of the dawning realization of the signs of climate change so prevalent 20 years later today in wildfires, drought, extreme heat and fast floods worldwide.   Today's Exxon is a descendent of the companies John D. Rockefeller (Library of Congress site) created by the 1880's to refine oil which he turned into a monopoly by deals with railroad companies to reduce cost of product. In 1888 he created the Anglo American Oil Company later called Esso which is a phonetic rendition of S and O in Standard Oil, which in 1972 was changed to Exxon. Many of the crises of this century have their origins in the activities of Esso and British oil companies in Iran, Iraq, and Saudi Arabia and the wars that wasted trillions of dollars in American resources through the administrations of Reagan, Bush, Clinton and Obama have their origins in the activities of oil companies, and the governments of these countries using oil financed wealth for wars that involved the US. Huge mistakes that combined with neglect of manufacturing the lifeblood of any economy have led to the gradual decline of the US, being reversed for the first time with the decisive and complete shift made by president Biden so that investments of trillions of dollars can be made to revive the strength of the US economy and the wellbeing of its people. ...

Sadly, where we are now can be traced most recently back to the fact that when the United States Congress, members of Congress, including some of the most conservative Republicans, came up with a border security bill. And here’s what that border security bill would have done. It would have put 1,500 more border agents at the border. Let me tell you, those border agents are working around the clock. It would have just been about giving them some support and relief, which is probably why the border agents actually endorsed the bill. It would have allowed us to stem the flow of fentanyl. And I’m looking at people from all over the country here. So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. And this, again, gets to the point about what does leadership really look like? ...

The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? In his comments at the Congressional Institute DJT says his tariffs plan resulted in China cancelling building the largest automobile plant in the world just across the US border in Mexico to export these cars to the US. That plant was planned for a capacity of 1 million cars a year which would have hit the US auto industry hard. DJT's  tells this story of how his tariffs are making a difference in not letting other countries take advantage of the US and destroy America's industry and communities, and jobs. "In Mexico they are going to build the largest auto plant in the world. It was during my campaign. And a great gentleman who builds auto plants was building this factory and I asked how is it going? I want to take a look at one of your factories you are building. One of the good ones. Are you ready? This was 8 months ago. I said you will have to go to Mexico. What about the US? He said  we are putting up a couple but they are small. In Mexico they are building massive automobile factories. I said you mean they are doing it? Who is the owner. He said mostly China. One in particular is massive. So they are going to build cars and send them to the US, for no tax or little tax, and destroy whats left of Detroit." "Mexico has taken 32% of business over 30 years. The other is Canada. They send us millions of cars. We don't need them for that. I said to hime when is this going to open. A couple of months. It will openin 1.5 years. I said I am not happy about that. And I said in my next speech I'm going to charge them. No cars coming ino the United States from Mexico without a massive tariff. I said it 3 or 4 times and what happened is about 2 months later I saw the same gentleman in the audience and I said I want to see you backstage. I said let me ask you what happened to that plant. Where is it now? He said China has canceled it. Why? Because they think you are going to be elected and charge tariffs on the cars coming in and it doesn't work."  "So Detroit will breathe and we are going to do the opposite. The Romney story says this editorial is one of a turnaround- of a kind patiently nurtured from his days turning around businesses as a management consultant. This one was different and probably required a lot of soul searching and courage to take up new positions. As a technocrat, says the Journal, Romney would have been more comfortable with a room full of IQ's going over spreadsheets of numbers. He tried to do this by not taking up specific positions till the need to convince voters, first in the GOP base and then centrists and independents after the convention, forced Romney to make the reassessment and turnaround he needed to make. In November 2011 he accepted the Ryan position that Medicare needed changes, and in Feb 2012 he took up the case for lower tax rates and cutting deductions. In October 2012 came the first debate, with it Romney abandoned his reluctance to put forward a plan for the economic recovery and put forward his five point plan. That was the turning point in the campaign but all the other steps including the selection of Ryan, a Congressman from a working class district in Wisconsin, agianst the advice of advisors, were leading up to this turnaround. This was likely the most difficult of turnarounds, even searing in its soul searching as Romney scribbled "Dad" on paper at the lectern before the first debate- turning back to beginnings he had doubted for so long....

Making some territorial concessions appears to be the only way for peace talks to succeed. For a long time there was insistence on territorial sovereignty of Ukraine by EU and NATO leaders. This appears to have prolonged the war- with needless loss of life on both sides, and costly damage to Ukraine infrastructure, a population that had to face additional winters and hardship in war ravaged areas. NATO's Stoltenberg from Norway, leaders of northern Nordic and Baltic countries, the UK, could take that position without having to face the hardship of the war. NATO had to be re-formed under a new name and new structure  following the collapse of the Soviet Union, with wariness about the possibility of centuries old since 1700 UK and Nordic historical adversarial relationship with Russia casting a shadow over that organization, and embroiling the US in conflicts not of its own choice or of wise leadership. This is the root cause of the Ukraine war. It would have been best to completely restructure NATO and give it a new name without Northern European nations leading it. Principles matter once soviet communism was no longer there NATO formed for its expansionism in 1950's had served it's purpose. Rasmussen from Denmark and Stoltenberg from Norway led the organization for the last decade and half from 2009-2014 and 2014 to 2025, with backing from Obama/Merkel for most of the period of the war in Ukraine. Also most of the period NATO expanded to Russian borders happened under Northern European leaders from Spain, Britain and Nordics (Solana, Robertson, Scheffer, Rasmussen and Stoltenberg) and the organization NATO getting the northern European slant based on historical adversarial relationship of Britain and Russia since 1700- for no other reason than the British wanting to protect its large Empire and commerce in India which in the 18th and 19th century included most of Asia. Under Robertson the UK Defense Secretary much of this transformation into turning NATO into something anti-Russian happened which was primarily because of British and Nordic perceptions of Russia as an adversary. Robertson added the following countries at the Prague Summit in 2002 to NATO- the Baltics, Romania, Slovakia and Slovenia. Russia faced internal upheaval in those years and Yeltsin in resigned in 1999, Putin was elected in 2000. It is clear that Russia had suffered severe economic hardship in that period and Putin's first goal in 2002 was to stabilize the economy.  It could be said that this turning NATO over to UK and Nordics was a huge mistake considering that Russia was still the largest nuclear power after the US, and British policy was now determining US policy. And Britain's Robertson/NATO should not have involved itself in the Afghanistan war using Article 5, as the US could have handled this alone and limited that engagement. It got US involved in another conflict, conflict with Russia that was to come in Ukraine on the side of the Baltics and Ukraine, without US clearly understanding what the roots of that war was about and implied confrontation with Russia 20 years after the Prague Summit in 2002 under George Bush junior. The incompetence of Bush and Obama/Merkel laid the seeds of the Ukraine war in 2022 following Robertson, Rasmussen, Stoltenberg, small Nordic nations and Britain creating a conflict that did not need to happen, with loss of hundreds of thousands of lives of Russian speaking fraternal peoples of both Russia and Ukraine. The Republican sentiment under DJT of the tragedy of such huge losses of young people, and desire to end this loss of life, can nowhere be seen in bellicose talk in northern European nations, that take the US for granted to fight their wars.  The wisdom of Washington, Lincoln and TR/FDR clearly caution in getting involved in European centuries old animosities. For the US it meant in practical terms that it could no longer carry out the Monroe Doctrine essential for peace and good governance in the western hemisphere as only a Russia desperate to make its views known about NATO would interfere in the western hemisphere against US assertion of the Monroe Doctrine with the US Navy. Instead drug trafficking gangs took over Latin American countries and created a flow of fentanyl and millions of people through migrant traffickers across the US southern border. As America has expressed its concern for loss of Russian and Ukrainian men in the war for the first time under DJT Russia has distanced itself from Venezuela, Mexico and Latin America. The loss of hundreds of thousands of young Americans to fentanyl is a shared tragedy with the loss of hundreds of thousands of young Russians and Ukrainians in the last decade. How reliable are Northern European countries when it comes to protecting the eastern seaboard of the US with the acquisition of Greenland? It is a policy pursued by presidents since the Alaska Acquisition from Russia. By Seward, Teddy Roosevelt, Harry Truman and DJT. Denmark the land where NATO secretary general Rasmussen was from followed by Stoltenberg from Norway  (for 15 of the years of the war in Ukraine 2010-2025) the US efforts to protect its eastern seaboard are rebuffed by both Denmark and Norway, and the US presented in a negative light as an imperialist power in the face of Danish East India Company's  colonial attitude since 1700 clearly imitating the colonial British East India company.  It shows Northern European nations looking out for themselves not for the US, and embroiling the US in their wars at the cost of the entire western hemisphere being destabilized. The population of UK, Denmark and Norway, Baltics is far less than the Mumbai, Shanghai, Sao Paulo , Berlin and Tokyo regions. Should the views of a small population in northern Europe of 2% of the total determine the future of US, Europe, China, India, Brazil, and other parts of the world with 5 billion people the 98%, when issues of war and nuclear conflict, nuclear buildup, the western hemisphere destabilized with drug trafficking gangs running rampant in countries, divide the world in opposing blocs, when the wellbeing of most of the world's people in Asia and Latin America, Africa is at stake by establishing a essential degree of cooperation by all sides. The US under DJT has chosen a wise policy of cooperation over conflict -with China, with Russia, with all the major powers, and with smaller powers. Clearing the land by burning dense forest vegetation is a long standing practice in the Amazon rain forest. In an effort to open up the Amazon for settlement and agricultural use the Brazilian government has encouraged people to settle there. Squatters can get title to the land at a discount if they clear the land and use it for economic activity. In 2017 pressure from the agricultural lobby resulted in a law for privatization of large portions of land. 90,000 titles were issued by the Ministry of Agriculture in 2018. Deforested land that has been converted to pasture can be very profitable. It can be sold at upto 6 times what the settler pays for the land to the government. The fines imposed by Brazil's environment agency Ibama are small in comparison to what farmers can make by deforestation.  During the election campaign Mr. Bolsonaro said he would rein in Inama and "not let it issue fines left and right." As a result about 30% fewer fines for violations, illegal burning and deforestation were issued since Bolsonaro became president in January 2019. During this period upto July 2019  deforestation is up 40%, according to Brazil's Institute for Space Research. Ibama employees  say the agency's budget was cut by 45% from 2010 to 2019. Bolsonaro's statements were used by rural leaders in the Amazon state of Para, allegedly organizing the fires along a highway across the rainforest to show support. Brazilian farmers say the problem is not with them because they realize it is hard to control fires once they are started. That it is the work of inexperienced settlers who do not understand the risks. The skies over Sao Paulo were darkened one day at noon as a result of the smoke from the fires moving south from the Amazon, causing the whole nation to take notice. International outcry has also caused alarm. Europeans are planning boycott of agricultural products from Brazil, with Finland calling for action banning beef imports. Fashion labels Vans, Kipling, Timberland, say they will not import Brazilian leather.  Now the agricultural lobby is waking up to a bigger problem that of international pressure in Brazil's export markets for agricultural products.  Even though Bolsonaro is taking action, and has said farmers and loggers would no longer be allowed to use fires to clear land, its hard to make the changes. Ibama and Brazilian authorites are unable to effectively patrol a rainforest this large covering 60% of Brazil's territory. Governors of Amazon states are saying land ownership laws have to be rewritten so that people can be held accountable for breaking the law. Experts at the Federal University of Minas Gerais say that the underlying problem is the government incentives to settlers, loggers and farmers to clear more land, and the environmental management agencies working to limit the damage from illegally set fires.  By setting a Wild West logic without realizing what he was doing the Brazilian president is now facing a problem controlling the fires. Bolsonaro is now calling for a 60 day halt to all fires in the Amazon. Long standing traditions, laws, practices, his own rhetoric are now in the way. Few people in Brazil realized that the fires out of control would eventually darken the skies over Sao Paulo one day at noon, causing an international outcry.     ...

Nouriel Roubini has proven correct on global financial issues. He said in an interview on the sidelines of a symposium in Malaysia, that China needs to revalue its currency for its own sake. China will see a growth collapse in the next 2-3 years if it fails to do so. His point is that China can still maintain growth by shifting to domestic consumption and less infrastructure spending and exports. In his view growth should not be affected if China exports less and consumes more. He points to the decrease in consumption as a share of GDP from 45% to 36% in the last ten years- this ratio is 70% in the USA. A cheap yuan keeps foreign goods unaffordable and protects state owned companies which also get cheap credit, as keeping the yuan low requires China to keep interest rates artificially low. What this does is make a massive transfer of income from the household sector to the state owned companies, just at the time when China needs to do the very opposite of this. And compounding the problem is that the 25% of China's GDP that is made up of retained earnings of mostly state owned companies, goes into real estate and production facilities. See the link to David Barboza in the New York Times who points to the wasteful spending and real estate speculation by state owned companies. Roubini cites the automobile sector where capacity has doubled in the last year to 20 million, when the domestic market increased by 50% to 10 million vehicles. The stimulus only increased the effect of surplus capacity and misallocation of investment, with highways to nowhere and brand new airports that are three quarters empty. The Chinese leadership is beginning to grasp this, but the state owned companies and other interests who benefit fromm the old model, may make it difficult to reverse the trends. A lot is at stake in this, as it affects the U.S., as well as countries dependent on China's imports such as Australia, Canada, Brazil and Germany. ...
