Problems that may be unfixable for the Afghan national army, and for which no increase in foreign trainers could make a difference. About 3% of the army recruits are from the Pushtun south, the main part of the country, where the Taliban are strongest. Officers from the northern areas have to use translators in the Pushtun south, a bad sign. And there is a shortage of officer talent. Gereral Caldwell who is working on training the army, says he was appalled at the emphasis on quantity not quality- the Afghan army has reached 134,000 in numbers. The ratio of instructors to recruits ranges from 1 to 80 to 1 to 466. It will cost $11 billion to maintain compared to an estimated $1 million per American soldier each year. Even if training problems are fixed, having 3% of recruits from the major Pushtun part of the country where the fighting is being done, simply makes the overall problem unfixable. Toyota's changes in its global architecture in 2011-2013. Reorganization to build amore tight knit management structure for better responsiveness and decisionmaking. The focus is on getting rid of bureaucracy after years of growth that led to excessive and sometimes indirect reporting layers. For instance, chief engineers now report directly to top product planning executives to speed decisionmaking and make new product introductions faster. Regional managers are now shrunk to three groups: North America and China; Japan and Europe; Australia, Russia and emerging markets. It is interesting to note that China and the U.S. are put together- the logic is based on the idea that the buyers in each group tend to have similiar buyer behaviour for vehicles, say Toyota managers. Another significant effort focusses on increasing the use of standardized parts to 50% for vehicles that are of similiar size. The Prius C, the redesigned Camry and the Etios subcompact in India, were cited recently by CEO Akio Toyoda as examples of products that have utilized these changes in methods and approach....

The situation in small towns in East Germany such as Loecknitz on the Polish border. The economy is depressed with unemployment twice the level in West Germany, and young people moving away. The economy on the Polish side is much healthier and Poles are moving to the German side from the Polish city of Szczecin, a 30 minute drive. Poles are also buying depressed German real estate and starting businesses. This is adding to the local economy as young Germans have moved to the larger cities but there is the sense of being left behind among some Germans. It comes from the period of reunification when after investing $2 trillion to integrate the two economies the best that could be done was making cities like Leipzig and Dresden in the east prosper but leaving the coutnryside in East Germany in an abandoned state as young people sought opportunities elsewhere. This may be why Angela Merkel who grew up and studied in the former East Germany told the German parliament in June 2012, "Germany's strength is not infinite. Germany's powers, too, are not unlimited."...

Rupert Murdoch makes a $80 billion offer to Time Warner for a merger with 21st Century Fox. A deal would add HBO, TNT and TBS to Fox's broadcast network and its cable portfolio including Fox News channel. Most sports content such as NBA and NCAA games are watched live, attracting more advertisers compared to other content where commercials are skipped using DVR's. A key problem for Time Warner investors and management is that the way the proposal is structured- with supervoting shares going to the Murdoch family that controls Fox- gives too much control to Mr. Murdoch and too little say to Time Warner investors on how the future company should be run. An added complication is that Time Warner CEO Bewkes is 62 and has put in place its strategic plan after divesting some units. By comparison Rupert Murdoch of 21st Century Fox is 83, and his sons are seen by Time Warner as not having the experience to handle a company of the size resulting from a merger.

German politicians are critical of Finance minister Schauble's remarks comparing Putin's takeover of Crimea to Hitler's annexation of the Sudetenland. Merkel distances herself from the remarks considering that a singular event. Former chancellor Kohl tells the Bild newspaper, "there's been a lack of sensitivity in dealing with our Russian neighbor, especially President Putin." Polls show 60% of German's oppose sending the German air force to NATO's eastern borders, and German foreign minister Steinmeier said there was no way for Ukraine to join NATO. A former German ambassador to the U.S., head of the Munich Security Conference, Wolfgang Ischinger, says Germany not the U.S. would suffer the most from a deterioration in relations. Companies like Siemens and Deutsche Bahn put a high priority on de-escalation of the crisis....

Short sales in the U.S. housing market in 2012-2013 are helping the recovery in housing prices and reducing foreclosures. Banks are reducing the time required to process short sales and both banks and homeowners are benefitting as foreclosures lead to much higher losses for all. In Oct 2012 foreclosures were 11.5% of total home sales, declining from 17.3% in Oct 2011, and dropping sharply from the 30% level in 2008-2009, according to CoreLogic. For the same period Oct 2011 to Oct 2012 short sales increased from 8.1% to 10.2%. Banks, real estate agents and homeowners see short sales as a better more efficient approach than letting homes go into disrepair, reducing prices in the neighborhood and creating larger losses for banks and homeowners. CoreLogic figures show short sales in Dec. 2012 cost 24% less than comparable houses not in financial distress. For foreclosures the discount was about 64%, showing the huge difference and how the wave of foreclosures in 2008-2011 must have hurt society and the economy....

The influence of regional political parties in India continues as the Congress party depends on the Samajwadi party in Uttar Pradesh led by Mulam Singh Yadav for its majority in parliament in 2013. This follows the withdrawal of support first of the party of Mamta Banerjee in West Bengal in 2012 on retail foreign investment issue, and the withdrawal of support of the DMK party in Tamilnadu state over the Sri Lankan issue in 2013. Not only are the regional political parties based in a particular state, they are also dominated by political personalities, such as that of Yadav in Uttar Pradesh (UP), Banerjee in W. Bengal, and Karunanidhi in Tamilnadu. Tamilnadu is in the south with a language Tamil of Dravidian origin, and W. Bengal is in the northeast near the Burmese and Bangladesh border with its own language Bengali of very different origin and completely different script. The regional parties have little in common. Some like the DMK in Tamilnadu are small parties with 18 member in parliament. Congress coalition government has 230 members and needs 270 for a parliamentary majority....

On December 29th 2007 just before the new year 2008 the year of the Beijing Olympics a predicition that sooner or later, sometime soon maybe after the Olympics the stock market in China which is running at some 65-75 time earnings in Shanghai and Shenzen is going to blow up. Its a facade of an orderly equity market which it isn't. The state control many of the stocks and how the stock market operates, good information on companies is scarce, some of the earnings and the investments of companies are in the stock market itself, and not many shares actually change hands as government held companies or other companies have large holdings. Without good accounting who knows if the earnings are not inflated. There are very few alternative investments as savings accounts yield less than inflation and Chinese laws do not permit investing abroad so all this money is flooding the stock markets and it keeps going up so there isn't the situation where stocks go up and down as in a normal market.

France's regional elections show president Macron's party has failed to covert national power into grassroots support. Macron's En Marche party was reduced to just 10% of the vote. Some called it a slap in the face for Macron's party. It was hastily setup during Socialist president Hollande's last year in office in April 2016 by one of his ministers Emmanuel Macron. The National Front of Marie Le Pen on the far right also lost support and won just 19% of the vote. About a third of the vote went to candidates from the former Republican party of president Sarkozy. Xavier Bertrand from the Republican party, which is in the Gaullist tradition, was one of the winners and emerges as a presidential candidate. Only 34% of voters turned out with very young people and people over 35 not turning out to vote. It appears that voters are now disillusioned with the party of Macron and Marie Le Pen that had hoped to win voters from the two traditional parties the Gaullist party and the Socialist party. The socialists did well in western France and have gained at a regional level. The Gaullist party, called Republicans under Sarkozy now looks to gain at the national level. The situation in Germany shows voters shifting back from the far right back to the traditional parties. In the regional election in eastern Germany the AfD far right lost to the CDU recently. Voters are beginning to return to the traditional parties. In Germany this includes a shift to the Greens party that has gained as the voters shift to moderate parties. Macron lost much support and was seen as not sensitive enough to people who had struggled to make a living because of changes in the economy and the urban rural split, social upheaval. He had a popular prime minister during the first wave of the coronavirus  in 2020 who Macron removed as this would create a candidate who might run against him in the national elections. A series of terrorist actions led to a sense of a lack of safety which added to voter unease and the shift to the traditional centre right Republicans.  ...

The European Recovery Fund package finally gets settled after long negotiations over the weekend. It is settled by lowering the nonrepayable direct aid to countries hardest hit by the pandemic of 500 billion euros the initial target to 390 billion euros. The change was made to meet Dutch demands that are based on right wing parties in Netherlands critical of the deal and upcoming elections in the country. Mr. Rutte of the Netherlands held on to the end. He has been in power for about ten years by following the Dutch mood carefully. This time both Merkel and Macron, both France and Germany supported the 500 billion euro plan for nonrepayable aid to countries particularly in southern Europe that took the brunt of the pandemic- Spain, Italy and Greece. The EU's executive branch will now for first time issue debt on a large scale to fund this nonrepayable aid and additional loans of 360 billion euros. There is also a multiyear EU budget of 1 trillion euros for 2021 to 2027 designed to meet the goals of European recovery. The way the EU is setup a lone holdout or a small country like the Netherlands with the help of two other small countries Denmark and Sweden could hold up the agreement against the interests of the larger nations Germany, France, Italy, Spain, Portugal. Poland and Hungary also strongly supported the 500 billion euro target for nonrepayable aid. The combined population of these countries is about 314 million compared to just 17 million for Netherlands, 10 million for Sweden, and 6 million for Denmark. In addition Merkel has recovered her footing in Germany after the pandemic and most right wing parties in Europe have lost ground during the pandemic. That Mr. Rutte could push this far in the face of the need to show solidarity at a time like this shows weakness in the fabric and structure of the EU, and its rules and organizing charter. Normally a blocking minority would need 4 countries and 35% of the population to block EU proposals supported by the majority. This could be used if the blocking is seen as not in the common interest. In recent years most decision are made with unanimity, but this is one in which solidarity needed to be shown without the long negotiations taking some of the spirit and vigour behind the earlier plan. ...

 South Korea has run about 300,000 coronavirus tests, double that in Italy and ten times that in the U.S., says this report in the WSJ. This report shows how the South Korean testing works and the workday of Lee Hyuk-min, a clinical microbiologist at a testing lab of Yonsei University Health System Severance Hospital in Seoul, who is working from 4.45 am to 11 pm. South Korea's effectiveness in controlling the spread is based on a strategy of efficient testing that enables isolating quickly people and areas. South Korea's testing network is a legacy of the MERS coronavirus outbreak in 2015, and the government failure at that time to control it.  It brings together doctors, medical staff, labs, and political leaders in roles following the protocols established since then. Dr Lee and others are the final checkpoint in the system which coordinates a diagnostic operation that combines together 633 test sites and 100 labs. The protocol includes a uniform setup- same testing equipment, same training, same decision making process. At 8 am each day all labs upload results to a shared database, which allows public and private hospitals to monitor patient results and report them to Korea Centers for Disease Prevention and Control. Hospitals upload testing details to an online directory. This surveillance allows South Korea to predict where to concentrate its efforts for controlling spread, says Dr Lee who advises the South Korean government on lab testing issues. Action plan took 2 years for the new rules to be implemented following MERS in 2015. The plan included accelerated bio testing company approval for tests. The first company got approval on Feb 4, followed by 4 other firms. Dr Lee says testing is only part of the equation as labs are needed to process and confirm results. Another key is innovation. South Korea setup testing in drive thru locations, that limit contact and speed up testing, which the U.S. is adopting. Dr Lee says early identification is key, and identifying the first coronavirus patient which was done in South Korea on January 20. It has happened before- the issues and the tactics. This article is from the Washington Post March 10, 1985. The 2016, 2020, and 2024 US campaign for president most resembles the 1952 campaign between Dwight Eisenhower and Adlai Stevenson. In that campaign Senators Joseph McCarthy of Wisconsin and Senator Jenner of Indiana made unfounded statements and criticism of of candidate Adlai Stevenson, of Gen. George Marshall, of NATO and aid to war ravaged Europe under the Marshall plan, and by 1958 of Eisenhower for "ruining the party," according to the Washington Post. Edward Jenner, Senator from Indiana 1952-1958, conducted Senate hearings in which he made spectacular criticism of public figures and US policy from 1953 to 1955. Eisenhower was elected as president in 1952 and after considering running as an Independent reluctantly accepted when New York Governor Dewey asked him to do on the Republican party ticket. What is similar is that the issues and tactics used now are reminiscent of issues and tactics in those days in the 1950's, that this is not happening for the first time- it is not new. Both Senator Taft who headed the Republican party at the time and president Eisenhower felt uneasy about this type of criticism. Then as today it was about aid to Europe and NATO. Jenner said America could not afford it and it "would bankrupt America." Jenner also called the US Supreme Court "the most powerful instrument of the communist global conquest by paralysis," and introduced a bill to limit the SC jurisdiction. Jenner said in 1951 on the Senate floor, according to the Washington Post-  "the only choice is to impeach Truman," as "this country is in the hands of a secret inner coterie directed by agents of the Soviet Union." Today's differences are not new, the rhetoric familiar, about NATO, Europe funding, about the SC, about this and the former president, and about isolationism and about extended costly foreign wars, all after a pandemic and climate change in an uneasy atmosphere about the threats to American leadership then from the Soviets now from China. ...

China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

Galston of the Brookings Institution says globalization has hurt workers in manufacturing with job losses and declining incomes. It has produced outcomes that have favored some industries such as tech, and not others such as automobiles which in the past helped create the broad middle class by offering good paying jobs to people with less than a college education. Immigration has created an issue that political leaders outside of the main parties have appealed to in France, the U.S. and Britain. The result is a polarization in the voters that has rarely been seen to this extent before. The middle class in the period from the 1950's to the 1980's is not the middle class that we see today in Europe and the U.S. The 2008 financial crisis added to the problems with the slow and uncertain recovery for some groups such as white men, the less educated, students, and people on minimum wage.

BAE Systems has a $120 million contract to provide social anthropologists to the Defense Department of the USA. In December, L-3 Communications Holdings Inc. acquired International Resources Ltd, a Washington based economic-development firm which is different from its military advisory business. This is the way the Defense Department and the suppliers to the Defense department are changing in response to Defense Secretary Gates philosophy that economic development, rule of law programs and strategic communications and a whole host of soft power initiatives are essential needs, and to the new President's philosophy. Now US Defense suppliers Lockheed and Northrop are providing peacekeepers thorugh the State Department, and BAE SYstems is providing social anthropologists in addition to armored vehicles to go with US troops on village patrols. The State Department, Agency of International Development and a changing Defense Department are all getting the attention of suppliers who are building new relationships for new needs and new services tackle the issues of terrorism, poverty, drugs and crime that generate or exacerbate conflict in other countries. In the first budget presented recently Obama pledged $50 billion double the amount before for foreign assistance. A portion of the $130 billion requested for wartime operations in 2010 will be allocated to these new kinds of services which are more effective and generate better understanding and support for the US in other countries....

Two way trade is expanding at 35% for the last 5 years to $15 billion. A new goal is being set for expanding it to $50 billion by 2010. Senior executives of big Chinese infrastructure companies are involved and the exchange is at the highest level, with Bo Xilai, Commerce Minister of China, heading a 200 member delegation to New Delhi. This includes senior executives of Shanghai Electric Power Generation Group, ZTE Corp, and China Corporation Bank. US- India trade growth goals were set by President Bush in a recent visit. With Bo's visit China- India trade growth goals are being set on the same scale. Bo said China and India can learn a lot from each other- "China has a lot to offer in infrastructure development to India and we can learn about developing software, information technology, and how to improve the services sector."

IMV architecture for rugged vehicles and the Hilux brand of vehicles for emerging markets, are two favorable factors that Toyota hopes will generate half a million more sales than the old Hilux line. Toyota has spent $1.4 billion on building plants in India, Indonesia, Argentina and S. Africa and other countries to develop the new vehicles with new chassis, engines and other parts made in developing countries. These plants say chief engineer Hoskawa help reduce costs by 20-25% for the Hilux line of rugged vehicles with new chassis. But a port strike in India which makes the manual transmitssions, and a problem at the plant in Indonesia which makes gasoline engines- which are then shipped to plants for assembly in South Africa and Argentina- could cause problems. To cushion against such events Toyota keeps 2 weeks supply of engines and other parts in Thailand.

At the current rate of reducing the 10% current account deficit by the central bank, it will be the end of 2013 when it could be brought down to 6%. This may not be fast enough as Turkey could face an external shock if sentiment of foreign investors changes before that. As Turkey partly depends on foreign investors for short term funding of the deficit, this is critical for Turkey's economy. Only one quarter of capital inflows are in the form of long term direct investment. As the situation in the eurozone worsens in 2012-2013, Turkey is in serious danger of a sharp downturn in the economy after years of growth. The IMF has cited Turkey in the list of countries where the credit growth to GDP has increased to the level of a warning light indicator. Other countries cited by the IMF are China, Vietnam, S. Africa and Brazil.

Experts say there are only a couple of hundred high-integrity welders in Britain. Many manufacuring jobs go unfilled because of lack of skilled workers. Britain is trying to close this gap and reduce unemployment for young people by increasing apprenticeships in industry and worker training. The UK government allocated 1.57 billion pounds on worker training programs in 2013. Britain had 868,000 people in apprenticeship programs in 2013. EEF, a British trade group, says 80% of manufacturers have difficulty finding skilled workers with technical skills. Britain has done very poorly in the area of worker skills training according to the OECD. About 2.74 million new manufacturing jobs are expected to be created in Britain by 2020, of this 1.86 million will require engineering skills, according to EEF. A lot more needs to be done, as companies need to double the number of apprenticeships to meet expected needs.

Russia's government lowers its forecast for GDP growth in 2013 to 1.8%. Like other emerging markets Russia is facing a slowdown in economc growth. Government forecasts are for 3% growth for 2014 and 2015. About 50% of revenues in the budget come from oil exports and Russia is still dependent on higher oil prices. The budget is likely to have a 1% of GDP deficit in 2015. President Putin is not inclined to run a large deficit to increase growth. Budget revenues are expected to come lower for 2014 and 2015 by 3.3% and 6.9% compared to forecasts. Finance ministry policy is for hiking taxes on mineral extraction 16% by 2015, and increasing excise taxes on cigarettes and alcohol. State run firms will be asked to pay out 35% of profits as dividends compared to the current 25%, providing $39 billion from this action, according to the Finance ministry.

About 11% of student loans outstanding amount were over 90 days past due in Sept. 2012, increasing from 8.9% at the end of the second quarter 2012, according to the Federal Reserve Bank of New York. This now exceeds the figure for credit cards. U.S. student loan debt is now at $956 billion for the third quarter 2012, increasing by 4.6%. About 93% of student loans made in 2011 were made by the U.S. government, which is promoting access to loans without asking for information about borrowers finances and education plans and ability to pay the loans back. Because student loans have to be paid back and are hard to discharge even in bankruptcy, this means many borowers who cannot find jobs are deep in debt, and unlikely to get loans for many years for cars and other needs. Moody's warns of a wave of student loan defaults in coming years.

Of the estimated 14,400 candidates for provincial elections in Iraq, about 4000 are women. And security improvements have enabled women even in Basra to stand up for elections. In the current Iraqi constitution there is amandate for 25% of seats in Parliament to be reserved for women, but there is no such provision for provincial elected parliaments. This does not imply that years of lack of representation in the last 50 years under dictatorships, and the rule of religious parties and militias, is going to be easily overcome. Many qualified women simply don't want to risk standing for election because of threats to their safety and the male dominated culture that prevails. Its the courageous ones who are standing. The hope is that women can also put adent in the deep corruption that prevails in government and bring a new perspective and better representation of society.

China lifts pump prices for gasoline by 10%. Supply shortages have been reported The rising value of Asian currencies such as the rupee help to cushion the increase in crude oil prices in India and other countries. In China and India the Government keeps the price of gasoline and other fuel at affordable prices and oil companies cannot pass on the increase in oil prices. China's oil consumption is increasing rapidly at about 9% a year and lower oil prices does not encourage conservation, at the same time oil prices to consumers especially in the rural and farming areas can be painful if food prices are also going up. How to balance these two considerations and also the international aspect where increases in China's demand for oil are itself a cause of demand side pressures leading to ever higher oil prices, is a challenge for China's policymakers.
