Lt. Gen. Frederick "Ben" Hodges is the U.S. Army Commander in Europe. He describes the threats facing the U.S. in an interview with Sohrab Ahmari of the WSJ. Hodges says Russians are preparing for a conflict five or six years down the road, and should have capabilities built up in 2 to 3 years. The U.S. military remains stretched with 9 of 10 division headquarters committed to some requirement, and new crises popping up unpredictably, such as Islamic State and Ukraine in 2014- a situation not faced even at the height of the engagement in Afghanistan and Iraq. The budget sequestration cuts continue to limit the army's capabilities just when additional resources are needed. Hodges calls for depth in resources as the only way for the army to be there to counteract bad actors in Europe or the Middle East, or some other place. With further budget cuts the army will have to drop down to 420,000 personnel from 500,000 today, just when the number of crisis areas are increasing, hurting preparedness and modernization....

Jim Yardley points out the controversial nature of the referendum in Greece on July 5, 2015. It is flawed in 3 respects- it makes no mention of Europe, the details of the agreement are not clear to voters, and the "No" vote is framed in terms of the "Oxi" or "No" vote of 1940 in Greece to Mussolini for annexation of Greece. No sane minded person can confirm that this has anything to do with the annexation of Greece by foreign powers. It had one additional flaw- the government and Tsipras simply went ahead and campaigned for a "No" without talking to its European partners. Landon Thomas Jr shows how the difficult dynamic and confrontation between the eurozone negotiator Dijsselbloem and the Greece negotiator led to the collapse of talks on June 25, 2015, playing right into the paranoia of an inexperienced Greece administration about the EU's intentions. Only over a week later July 7, 2015 the new Britain trained Greece negotiator Tsakalotos from St Pauls School and Oxford was able to change the very tone of negotiations leading to the Third Bailout Program. ...

The dollars situation may not be as bad as it looks. There are signs that the dollar is strengthening against the British pound and the Australian dollar and other important currencies. And the weaker dollar is already working to reduce imbalances in America's trade deficit. There are two aspects of the dollar's role, one is as a means of international exchange and the other as a store of value. For the first reserves of any country need to be highly convertible and America offers highly liquid markets and this has not changed. As a store of value the dollar has lost some of it value especially against the euro. But the reason that the dollar should not see a sudden drop in value is because the largest holders of dollar reserves China with $1.4 trillion and Japan with $1 trillion would stand to lose by shifting out of dollars significantly at atime when the dollar was so undervalued besides hurting their export markets if it affected the US economy. And though the euro looks good in the short term, over the longer term Europe's aging societies may see lower growth and the future may look different once the USA has corrected some of it imbalances which is precisely what the weaker dollar accomplishes as the US exports start humming. Seen against the historical background the USA has periodically gone through this situation with dollar weakness in 1977-79, 1985-88, 1993-95. In 1985 the dollar went to 81 Japanese yen and there was concern about its reserve currency status at the time. However the dollar has weathered these storms. And there is always the option for a country to peg its currency not to one currency alone but to a combination of the dollar and the euro. This was the case before 1914 when 3 currencies the British Pound, the French Franc and the German Mark were used. In the post 1918 environment the dollar replaced the German mark alongside the Pound and the Franc. The Persian Gulf countries have this option so they can use their own monetary policy to control inflation by pegging not just to the dollar but to a basket of currencies as Kuwait has done. The UN badge and logo for sustainable development goals is becoming highly popular in Japan. It has 17 colors for the 17 Sustainable Development goals set by the UN- ending poverty, reducing inequality, improving education, other aspirations of the people of the world. It is something India, the US, Canada, Britain ,Germany, France and other nations should adopt in the way Japan has done. India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. Introduced into Japan by 2016, this badge is now so popular that there it is everywhere says this report in NYT. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...

Failure by EU leaders to take early and decisive action to reduce Greece's debt to sustainable levels in 2009. This was when the IMF report by Dutchman Bob Traa blew the cover off the Greek coverup of deteriorated finances. Policy missteps included ECB president Trichet and other EU leaders pushing austerity measures and not taking needed tough action on reducing the debt. By November 2011 a 50% reduction in debt with bondholders taking the losses is not enough to correct the situation. Greece's debt is discounted by 70% by Nov 2011. Analysts estimate an 85% reduction in Greek debt being necessary for Greece to pull through without a default.

It shows that Brexit promised cutting migrant flow but its action did just the opposite by removing cooperation with France on fighting migrant trafficking. Could doing away with EU bureaucracy and getting a special degree of autonomy have been accomplished in other ways than Brexit. Was this also the fault of French and German governments under Hollande/Macron and Merkel. The failures to accomplish Brexit goal to cut migrants of Conservatives and now continued failure in 2025 under a Labour government shows the need for European nations to work together. This is what president Macron and prime minister Starmer agreed to on Macron's visit to England on the invitation of King Charles, a pilot program that aims at breaking the migrant boats trafficking model. It will return boat migrants crossing the English Channel from France back to France.  Starmer says- "This is groundbreaking, because this is a scheme intended to break the model, and to make it clear that if you cross in a small boat, then you'll end up where you started. In exchange for every return, a different individual will be allowed to come here safely." The scheme will start in coming weeks.    ...

European leaders meeting in Brussels set Sunday July 12, 2015, as the final day by which Greece is expected to submit proposals and reach an agreement with the EU. All EU leaders will be present at the Sunday meeting at which Greece's postion as a member in the eurozone will be settled, and measures for humanitarian aid to Greece can be discussed. EU chief Juncker called Sunday July 12, 2015 the deadline date. Greece's finance minister Tsakalotos surprised European leaders by not having any proposals to submit. German chancellor Merkel said at a news conference- "There are only a few days left for a discussion on what's going to happen in the future. What we need now is a multi-annual program tht goes far beyond the program that we discussed ony 10 days ago." Experts at Bruegel research organization in Brussels say the ECB providing emergency financing is dependent on Greece coming to an agreement with the EU, and if no agreement is reached Greece's exit from the eurozone is very likely....

Antonis Samaras, leader of Greece's New Democracy Party, opposes the tax increases mandated by the E.U.'s June 2011 program for Greece. He supports the spending cuts. The shrinking economy with no hope for recovery under the current plan will only worsen the situation. The Greek economy declined by 4.5% in 2010 and will decline 3% to 4% in 2011, and unemployment is already at 16%, with much higher unemployment among young people. Many experts, and editorials in the Wall Street Journal and the Economist, share this opinion. With the austerity program's cuts and tax increases deeply unpopular among ordinary Greeks Samaras's party is moving ahead of Prime Minister Papandreou's socialist party in public opinion polls. Papandreou is not expectd to complete his term of office which ends in 2013, and a change of government may come by the end of 2011. At that point the E.U. leaders will have to negotiate with Samaras. Samaras says he told German chancellor Merkel- if your plan works I will say I was wrong, but if it doesn't you will need a new plan....

Spain's deficit as a percentage of GDP is expected to be 6.0 percent for 2011. The target set by the Rajoy government is for the deficit to be lowered to 4.4% in 2012. Newly elected prime minister, Mariano Rajoy, told parliament that the "outlook could not be darker," with the economy expected to contract in the fourth quarter and in 2012. Rajoy, plans to introduce emergency budget measures on Dec. 30, 2011, labor market changes in the first quarter of 2012, and a banking sector cleanup in the first half of 2012. Savings of 16.5 billion euros will be needed to meet the 4.4% of GDP deficit target for 2012. Rajoy is studying the situation before announcing budget cuts. He affirmed that pensions which were frozen in 2011, will be raised in 2012 in line with inflation. He enjoys the support of France's president Sarkozy and German chancellor Merkel, as all three leaders are heads of conservative parties in Europe, and has excellent rapport with them going back to the period when Rajoy led the opposition party in Spain....

The Journal editorial points out that the refusal to seriously look at the restructuring of Greece's debt is moving from the amusing to the dangerous. Greek 2 year bonds yield 20%, and credit default swaps are priced as though a default is likely. EU denials continue, but Greek, German EU and IMF officials are conceding in private the need to look at this option. The EU thinking was that openly discussing debt restructuring would lead to capital flight, and better to muddle through than to have Greek and European banks take losses and need further bailouts. The editorial emphasizes the importance of Greece restructuring its debt in an orderly fashion. Financial markets have already priced in the likelihood of debt restructuring. Better to conduct serious stress tests with sovereign default scenarios and let investors, taxpayers and governments respond in an orderly way to this situation. The worst possible situation is a Lehman Brothers type panic. The lack of clarity was the biggest problem with Lehman, and the resulting uncertainty led to the financial panic....

Andrew Hall of trading firm Phibro, which traces its roots to the Phipps Brothers a German scrapmetal and raw materials dealer from 1900, and is now a part of Citigroup. He started making big bets after 2004 that futures in oil prices would instead of the then prevailing 20% discount to current prices be priced higher than current prices because of the rising demand from China and India and shortage of supplies. Once he had locked in on this idea and had researched the facts he got the agreement of the head of Ciigroups trading group to place large bets such as buying a lot of oil futures at the prevailing prices. As oil prices shot up this paid off and Phibro kept 20-30%of the profits. Hall made about $250 million dollars and put $100 million into his art collection of new artists. At a time when speculative buying by investors has pushed up oil prices this is a story of one person who made big bets and thrived.

France showed zero GDP growth in the second quarter of 2012 compared to the first quarter, according to the national statistics office Insee. French president Hollande will have to raise 33 billion euros in spending cuts or higher taxes to reach the target for the budget deficit of 3% of GDPin 2013, according to a July report of Cour des Comptes, a body that audits public institutions. This will be harder now that the slowdown globally is leading to expectations of slower growth than the 1% growth forecast used in the audit. French president Hollande has so far received good marks from analysts and financial markets. French borrowing costs have reached new lows especially in short term maturity bonds where bondholders are lending money at zero interest rates, partly because of the flight to safety from Italian and Spanish bonds.

Under the rules for the European currency and the European Union there is no mechanism or process of fines or other sanctions to promote compliance to debt and deficit rules. In the case of Greece, an examination of budget reports shows that Greece never met the deficit rule of 3% for any year except 2006 and it has never been within 30 percentage points of the debt ceiling. Greece's statistics are faulty and deficit figures are continually being revised upwards. Several times the figures were quadruple what was initially reported in late 2009, for instance the deficit figure was 3.7% of GDP, then revised to 13% of GDP, setting off the current crisis for the Euro and the European Union. In 2001 Greece failed to reflect $2.2 billon in military expenses. According to Eurostat, the EU statistics authority this was 10 times what was saved from the derivatives swap arranged by Goldman Sachs to trim Greece's deficit. That transaction trimmed the deficit by one tenth of a percentage point.
