The Conservative Party led government has taken credit for raising the level of income on which workers start paying taxes to 10,000 British pounds. The Liberal Democrats are pushing to raise this to 10,500 British pounds in 2014. This would remove an additional half a million people from the total taxpayers. The Liberal Democrats, a junior partner in the current coalition government, favor a mansion tax on houses valued above 2 million pounds which would generate an additional 2 billion pounds a year. The Conservative Party opposes this tax.

A Links column cites the Oakland California based sustainability think tank's estimate that it takes about 17 million barrels of oil to produce all the plastic bottles for the water which is enough to fuel more than 1 million cars and light trucks for 1 year. Martin Caparros describes the deadlock in Spain with no two parties on the right Ciudadanos and Partido Popular, and on the left, Podemos and the Socialist party, able to have enough seats i parliament to form a government. An agreement between Ciudadanos and Partido Popular of prime minister Mariano Rajoy, has brought the 2 parties close to 170, 6 short of a majority in the 350 member parliament. New elections will have to be held for the third time in December 2016 as a result of this impasse. The two main parties in Spain the Partido Popular and the Socialist party, alternated in forming a government during the period since the restoration of democrati government after Franco's dictatorship. Following the deep recession in Spain since 2012 two new parties have been formed Podemos on the left, and Ciudadanos a centre right party. Both parties are critical of corruption, and the cuts in spending for education and healthcare following the financial crisis in Spain and bailouts by the European Union. Caparros describes the cynicism that voters express about not just the two main parties, but also for Podemos and Ciudadanos, as voters voice their rejection of politicians and parties on the left and the right. A similiar process is taking place in other countries, in Britain most recently with Brexit and the departure of prime minister Cameron. In the U.S. with the Sanders and Trump movements, and the Beppe Grillo movement in Italy.  ...

Warren Stephens, head of Stephens Inc, in Little Rock, Arkansas, says repeal of the Glass-Steagall Act was a mistake. U.S. banks should have a 5% cap on holdings of total deposits in the U.S., and no "grandfathering" of banks over the 5% limit. Five institutions controlling 50% of the deposits in the U.S. creates too much systemic risk in another financial crisis. Banks should be expected to be one or the other, commercial banks or investment banks, not both. These recommendations are not new. Bank of England Governor, Mervyn King, called for breaking up the largest banks or shrinking the size of the largest banks during the global financial crisis in 2008. This position for banks that are smaller in size is supported by veteran bankers Paul Volcker, Thomas Hoenig and other experts.

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. Fillon lives in Le Mans western France.

The CEO of the New York Times and the former director general of the BBC, takes a look at the public discourse in the 2016 U.S. presidential election and in the Brexit campaign, and finds some troubling changes. The use of words that can eaily be picked up by Twitter and social media to attack opponents, the complete disregard for facts, and outright attempts to denigrate and destroy using rhetorical tactics, and a section of the public that has turned away from the facts or is disinterested in facts, is deeply troubling for Mark Thompson. When the public discourse fails, then the politics as a whole starts to collapse, says Thompson. We are children of the enlightenment, says Thompson, and were taught to look underneath statements to discern the truth. This is a crisis in public discourse. Worse it is one in which truth telling by people who say they are outsiders and tell it like it is, is not about telling the truth. Which is what makes it so dangerous. Thompson cites the statement by Michael Gove that "people in this country have had enough of experts," as another dangerous sign. He says it is time that experts make themselves understandable and talk in a way the public can understand. The media needs to explain issues in clear ways, and professional policymakers language of discourse needs to be conveyed in better ways that the public can grasp, in which the Brexit Remain campaign failed, says Thompson. Its important to acknowledge the problem, as the health of our democracies depends on finding solutions to what has happened in 2015-2016 to change the public discourse and let it deteriorate to unimaginable levels.  ...

Mexico's domestic car market is weak, most of the cars are manufactured for export. From 2000 to 2008 the domestic car market in Brazil grew by 80% to 2.67 million vehicles, and in Argentina by 79% to 610,713 vehicles. Sales went up in 2008 by 14% in Brazil and by 8% in Argentina. Whereas in Mexico domestic sales fell 6.8% during 2008 to 1.03 million vehicles. Sales for 2009 in the domestic market are expected to fall by 20%. And auto exports from Mexico fell dramatically in Jan-Feb 2009 dropping by 52% to 89,242 units over same period last year. Auto exports generate a $15 billion surplus for Mexico so there is concern about this sharp drop. Auto exports rose 3% in 2008 to 1.7 million units, and 79% of 2008 domestic production of 2.1 million units went to exports. One in 74 people were sold a car in Brazil in 2008, and 1 in 66 in Argentina, whereas in Mexico it is one in 107 people. And Mexico's minimum wage of 55 pesos is $3.85 per day, the lowest of the 3 countries. The low paying jobs and poor income distribution in Mexico is a reason for this. Under Nafta Mexico also allows the import of cars from the USA which are over 10 years old. Mexico imported 909,000 vehicles in 2009. To keep the Mexican auto industry from sinking the government is considering assistance to the domestic manufacturers, dealers, and car loan companies, a total of 9.5 billion pesos, as well as sales incentives for buyers. But domestic sales are relatively smaller and the market weak to make up for the huge loss in exports judging by the Jan-Feb 2009 numbers off 52%. A lot is at risk with the domestic car industry generating 24% of manufacturing exports, 16% of manufacturing, and with more than a million workers directly or indirectly associated with the industry. Utah is hit hard by decline in construction and housing for young people who come to this part of the country to start families and settle here. It has the youngest population of any state. It also created more jobs than Pennsylvania a much bigger state by 5 times, between November 2006 and November 2007, suggesting that the boom in Utah continued long into 2007. It has also fewer retirees than states like Nevada, Wyoming, Montana and Idaho to help it cushion the impact. Sales of new homes fell 34% in the 4th quarter of 2007 and December housing permits fell 32% over November according to National Association of Realtors. Forecasts by Moddy's Economy.com state that new hopusing starts will fall 60% in 2008 worse than the hits to Nevada and Arizona the other worst hit states. This is also a harbringer of whats happening or likely to happen across the country. As Martin Feldstein put it in a pessimistic note on the ability of the Fed to improve things saying that one could only hope that those like the Fed itself, Treasury, IMF and other economists who show some growth in second half 2008, and who predict nothing worse than a temporary slowdown are correct. Among women 18-29 less than 30 percent say their career or education has been hurt by sexism or child-care needs. The figures move higher with age. This is one of the reasons that Hillary Clinton draws more votes from older women than younger women. This is one of the insights from analysis of polling questions in a University of Massachusetts poll before the Massachusetts primary in Feb. 2016. Another insight from this article in the WP is that it also shows younger women think deeply about the issues. In a general election with Trump as the nomnee these women supporting Sanders are likely to vote for Clinton because of being alienated by the sexist comments of Trump. It helps that younger women are thinking deeply about the issues when so much is at stake in this election.

At the conclusion of the summit of the G-8 the Obama administration had to drag along other countries to get to the $12 billion goal for 3 years of food aid to the rural poor and farmers, which is well short of the $15 billion discussed a few days earlier at the summit. Of this $4 billion a year, the USA will provide $500 million a year. THe $15 billion is itself a floor for such assistance in prior years. says Gawain Kripke, policy director for Oxfam International, "at this point the money is not looking all that good." The Netherlands, home of the Maastricht summit, is seeing public opinion shifting to negative opinions about the euro and supporting countries such as Greece. Some experts say the idea was right but the method was wrong. Some polls show a majortiy supporting going back to the old currency, the gilder. An EU survey in 2009 showed 80% of Dutch people supporting the euro. Frits Bolkestein, former EU commissioner for internal markets, points out that Chancellor Kohl insisted on Italy which had not met its debt criteria becoming a founding member of the monetary union, something that made it possible for over-spending Greece to join the euro only 2 years after the 11 founding members. Bolkestein led the party that now runs the Dutch government. His view is that political romanticism overwhelmed sound economic thinking and realities in the formation of the eurozone.

India's largest state, Uttar Pradesh, goes to the polls in February 2012. Uttar Pradesh in the northern region has an estimated population exceeding 200 million. 15% of the parliament seats are from U.P. Uttar Pradesh used to be a major stronghold of the ruling Congress party since independence in 1947 during the Nehru and Indira Gandhi years. More recently in the 2002 and 2007 elections Congress failed to get more than 25 seats out of a total of 219 in this state. The state government is now run by a caste based party called the Bahujan Samajwadi party- which draws its support from Dalits a caste lower placed in the caste hierarchy- led by Kumari Mayawati. The election campaign is also being conducted under new rules designed to limit campaign expenses and limit extravagance in election campaigning.

As early as June 15, 2007, internal J.P. Morgan documents show, high-level risk management officers at Chase's investment bank sent e-mail to colleagues to report that Madoff was suspected to be running a Ponzi scheme. In Feb 2006, a risk analyst at Chase reported to his superiors that the returns of the Madoff Fund did not make sense, as it did far better than the securities reportedly in the portfolio. A lawsuit is being filed by the bankruptcy trustee of the Madoff Fund against Chase for allowing Madoff to bring billions of dollars of investor's cash into and out of his Chase bank accounts right upto the day of his arrest in Dec 2008. At the same time Chase had withdrawn $241 million of the $271 million it had invested in Madoff-linked hedge funds.

Huaneng Power China's largest power utility company announced that electric power generation went up by 40% in the 1st quarter of 2010. Datang International Power said its electric power output was up by 33%. Continual power plant construction has led to China building 80% of the new generating capacity in recent years. Over the next 10 years China plans to spend $150 billion or so to increase capacity nine fold- it already has 21 nuclear plants being built. Much of the nuclear plant building knowhow is being acquired along the way. The Lingao plant in Guangdong which was started in 2005 and will be completed this year, uses 50% local content. In the next unit to be finished in 2011 it will reach 70%, and by 2012 China expects to reach 100%, and gain the ability to export its knowhow.
