The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

About 727,000 fewer students signed up for undergraduate programs to go to college in 2021 compared to 2020. This is bad for Ameirca, bad for upward mobility, as these students missing in college are missing an opportunity for better education and the income gains that go with it. Only 63% of high school graduates signed up for college in fall 2020 the lowest in 20 years. This is alarming news.

This report in WSJ says schools are not giving up- they are trying to get back as many as possible. Some call it working to the point of exhaustion to have that conversation with students on where they are at and where they want to go. If we can't get it right its a huge failure, says one organization doing this in Tennessee.

O'Malley sees the policy as having reduced crime in the city, yet David Simon a reporter for the Baltimore Sun, who created the HBO series 'The Wire,' sees this differently. The HBO series was critical of the Mayor and painted a less flattering picture of the city, showing city leaders and institutions not tackling the real problems facing the city. Following the riots in Baltimore the conflicting versions of progress and lack of progress are emerging. Simon says the pressure on the police to show reduced crime led to arrest of people for minor offences.

Hyundai says it has a road map, though not pecisely outlined, of how it will achieve its goal of an average of 50 mpg for all cars in its lineup. Hyundai sees 75-80 % of its cars running on gasoline engines, and 15-20% being hybrids or plug in hybrids, and 5% runnning on fuel batteries by 2025. Hyundai today is America's fuel economy leader with an average of 30.8 mpg in 2008, the most recent Environmental Protection Agency figures. Honda's comparable figure is 30.1 mpg, Toyota's 29 mpg, and about 24 mpg for Detroit carmakers. Rules set by the government require 35.5 mpg in 2016. Hyundai prefers to take the role of leader in setting fuel economy goals.

The European Union Commission says Ireland must recover 13 billion euros in back taxes for giving tax preferences to Apple that are against EU rules. The EU Commission says Ireland allowed Apple to pay a corporate tax rate of 1% on its European profits in 2003, and .005% in 2014. The EU Commissioner says the use of Ireland as the place where Apple pays taxes on operations in Europe has no base in reality, as most profits are earned in other countries outside Ireland. Taxable profits of Apple "did not correspond to economic reality," according to Ms. Vestager, the EU Commissioner.  In the current environment where political upheaval is unsettling the democratic process in the U.S., Britain, Spain, France and Italy, as well as in Brazil and other countries in the developing world- because of deep recessions, and efforts to cut the deficits with deep cuts in state spending including in education and healthcare, basic services- the moves by companies to reduce taxes to these absurdly low levels such as .005% when other companies in the EU are paying 12.5%, is becoming increasingly unpopular. As pointed out in this BBC News article this sounds like the way Carnegie, Rockefeller and Vanderbilt operated during the late 19th century, and were seen as operating in a manner that was above the law. Janet Yellen pointed out at a Boston Fed Conference on inequality in Oct 2014 that the bottom half of the distribution or 62 million households in the U.S. in 2013, had a net worth of about $10,000, One quarter of these households had a net worth of zero dollars. The working class and blue collar workers in the U.S. provide much of the support at Trump rallies. Younger college educated people support Sanders, because of the situation of the working and middle class in the U.S., and a similar situation exists in Europe. It is for the sake of the democratic process and delivering services in education, healthcare, and other basic areas to all, that companies small and large need to pay their fair share of taxes, regardless of size, influence, or technological advantages. Today this is is seen by most leaders who draw public support as the right way forward for the U.S., Latin America, Europe and Asian countries, including proper allocation of resources to best serve the needs of working people. Older Americans have lost the memories of famines in India including one in Bihar in the 1960's, not to mention the Bengal famine during the British rule in 1944 in which Britannica says 3 million people lost their lives. By 1965 India depended on US grain. Dhume reminds readers that in as recent as 1966 9 million tons, a quarter of US wheat crop, was sent to India to prevent famine. China had a similar situation of famine and starvation in the 20th century. This is why India and China have focused effort on achieving self sufficiency in food, and  agricultural productivity is one of the great achievements of the 20th century ranking with electricity and other inventions. When it comes to other upscale agricultural products such as walnuts, blueberrries, and almonds, and other, India's middle class would benefit from nutritional benefits of US agriculture in these fields at low or no tariffs. This suggests there is room for opening some sectors other than dairy and grain that are staple to the Indian diet of the vast population. US 50% tariff is motivated by India going from 2% Russian oil imports in 2019, to shifting importing from Saudis and UAE to Russia so that Russia now makes up a third of it's oil imports by 2024. In May it reached 4 million barrels a day dropping to 2 million barrels a day by July 2024.   ...

Utilities moved away from coal under the Trump administration. In 2024 energy from coal is three times costlier than energy from solar or wind. Coal is now being phased out as it now produces only 16% of the US energy needs from 50% under the Obama administration 2008-2016. First there was the shift to fracking natural gas from coal and now there is the shift to solar and wind. States needed by the two parties such as Michigan, Arizona and Wisconsin are not coal producing states.

The Justice Department case on Mr. Trump overturning the 2020 election reaches a crucial point. For 9 months the person in charge of the Justice Department investigation Jack Smith has been collecting testimony on this case from close advisers to president Trump. Smith is close to finishing his fact finding and has to decide with Attorney General Merrick Garland whether an indictment will take place. Another investigation is also taking place in Georgia by district attorney Fanni Willis.  The NYT looks at whether Smith will move ahead before Willis as he needs to do this to move the case ahead quickly as the first primary debates start in August 2023 for the 2024 election. Mr. Trump is a candidate for 2024.

A new once daily ICE train takes one from Gare de'l Est in Paris to Berlin Hauptbahnhof in 8 hours leaving at about 10 and in Berlin by 6 pm. It goes through Frankfurt South, Karlsruhe, and Strasbourg. The cost ranges from $26 to $104 one way. It is run by SNCF and Deutsche Bahn. BBC News covers the opposition by business leaders in the U.S. to president Trump's decision to withdraw the U.S. from the Paris climate change agreement. Elon Musk of Tesla and Robert Iger of Disney say they will quit working on the president's advisory councils. Walmart, Apple, Google and other companies also opposed the move. Energy companies Exxon and Chevron also opposed the move. This reduces the business community's confidence in and support for the Trump administration. During the first 100 days many of the decisions Trump made took into account the views of business leaders from Boeing on the Export Import Bank, of Gary Cohn on tax reforms, of Wilbur Ross, the Commerce Secretary on NAFTA trade agreement. With the investigations in Congress underway the analysts see the move as political to shore up support with the Trump base. Yet it also brings with it the cost of losing support in the business community that has traditionally supported Republican presidents. ...
