The U.S. and India see a surge in coronavirus cases. Per day cases surged to 40,000 on June 25 in U.S. and 17,000 in India. Alabama, Idaho, Nevada, Arizona, California, Florida are seeing a surge in new cases. Texas, California and Florida all recorded more than 5000 cases each. In California cases for hospitalization surged 32% with more than 4200 in hospitals.

India now has 490,000 cases with death toll of 15,301. Indian Railways cancelled all bookings. In the U.S. Texas is paused reopening plans.

Margo Oge, headed the Office of Transportation and AIr Quality at the U.S. Environmental Protection Agency from 1994-2012. Here she points out the contradiction in what automakers supported when the current fuel emission standards were set and today's effort by the Trump administration to loosen the standards. She also points to the contradiction between the trends in Europe, China, India, which are moving towards stricter standards and the U.S. reversing direction.  About one dozen states in addition to California have the power under the Clean Air Act to set their own standards. These states make up about one third of the U.S. market. What would result is a fracturing of the U.S. market. This would create problems for automakers as one expert recently pointed out in the NYT, that automakers should be careful what they wish for.  Automakers such as Ford say they support the current fuel emissions standards, yet call for flexibility. GM's CEO, Mary Barra, says she supports current standards. Toyota also says it supports the current emission standards. And diesel engines are now declining in Europe as a result of fuel emissions standards to preserve good air quality. History has shown the automakers have suffered badly from competition when emissions and fuel efficiency standards were lax. During the last decade the auto industry in Michigan faced decline as a result of poor management decisions and lack of foresight in pushing forward with new technologies in this field. The current recovery in the auto industry is a result of a reversal of the poor decisions made between 2000-2008, including fuel emissions and fuel efficiency, air quality decisions.    ...

Coronavirus patients had to be transferred by helicopter to Germany from the Netherlands because of overburdened Dutch intensive care units. National Guard troops were flown in from the U.S. to the Czech Republic to help. Recovery rate is improving from the first wave. At NYU Langone hospital system in New York with 5000 coronavirus patients hospitalized recovery rate is improving from 25% in March to 7% in October. A case on whether a US government official can pressure social media platforms to remove content the government deems harmful is before the US Supreme Court. During the pandemic president Biden sought to quell rumors and misinformation about Covid vaccines. An Appeals court in Louisiana took a very conservative position that social media platforms could not be pressured in any way even from the bully pulpit not as a bully, meaning even persuasion was not allowed. The US Supreme Court will issue its decision in 3 months after it votes and the majority opinion is assigned to be written by one of the Justices It appears to be skeptical of the Louisiana Appeals court position.This NYT report shows exchanges between the Louisiana lawyer, deputy Solicitor General Fletcher speaking for the government, and Justice Kavanaugh. Justice Kavanaugh seems to agree with Fletcher that as long as it was a bully pulpit, that the president is saying it is harmful, but not threatening, it is acceptable under the First Amendment for president to do so. The president saying the rumor and misinformation was "killing people" was still only bully pulpit, no threat was involved.  ...

The latest Commerzbank estimates show Germany and Japan, both with large capital goods industry, showing declining GDP of about 7% in 2009. That is a steep decline stemming from the lower demand in industrializing countries like China, India and other countries. The German government has only committed so far 88 billion euros ($120 billion) or 3.5% of GDP. To get some idea what the German government is thinking look at the GDP numbers from the government, which show only a 2.25% decline. Compare this with other estimates closer to Commerzbank's estimate- BNP Paribas shows 5.4% contraction, Deutsche Bank 5%, German think tank DIW 4-5% drop. And the government estimate scheduled date for revision is April 29. This may explain the gap between what the Obama administration is saying to the Europeans: you need further stimulus, and what the Chancellor Merkel is saying: we will be just fine. The French government is saying saying the same thing the German government is saying. But France with a smaller export industry is expected to see a drop of less than 4%, the USA 4%, by Commerzbank estimates. Experts say as German elections approach in September, Merkel is going to have to respond with larger stimulus amid large job losses. And sentiment may be shifting in France as job losses mount, as evidenced by large turnout across France calling on the government to help in recent demonstrations....

At the current rate of reducing the 10% current account deficit by the central bank, it will be the end of 2013 when it could be brought down to 6%. This may not be fast enough as Turkey could face an external shock if sentiment of foreign investors changes before that. As Turkey partly depends on foreign investors for short term funding of the deficit, this is critical for Turkey's economy. Only one quarter of capital inflows are in the form of long term direct investment. As the situation in the eurozone worsens in 2012-2013, Turkey is in serious danger of a sharp downturn in the economy after years of growth. The IMF has cited Turkey in the list of countries where the credit growth to GDP has increased to the level of a warning light indicator. Other countries cited by the IMF are China, Vietnam, S. Africa and Brazil.

Few economists predicted the third quarter 2014 GDP decline of 1.6%. The bright side to this is that much of the decline is due to falling inventories. Experts say excluding this effect growth would be about 0.6% for the 3rd quarter. Growth is expected to pick up as falling inventories are replenished in 2015. It also discredits officials at the Bank of Japan and the Finance Ministry who insisted the consumption tax should go ahead and would not be a drag on the economy, giving the government more room for stronger action in the future. Prime minister Abe is considering holding a snap election to run on a pro-growth platform to push ahead with his plans.

President Biden's plan to reduce payments to 5% of income instead of 10% for income driven payments on student loans. Loan balances would not grow as long as payments are made. After 10 years of payments student loan balances would be forgiven where balances are less than $12000 in place of the current 20 years.   This is the first effort to create a student loan safety net. Borrowers making less than $30,600 as individuals or $64,200 for a family of four will not be required to make monthly payments on loans. Under the current system loan balances kept growing till borrowers were left with huge and often unpayable student undergraduate loans.

The Naval Innovation and Indeginization Organization of the Indian Navy, NIIO, sets. a new pace and direction for the Indian Navy and its mission in the Indian Ocean. The goal is to use the idea of the Gati Shakti plan to bring together industry, academia, research organizations, government in partnership for adopting 75 indeginized innovations in a few years.
