California Governor Schwarznegger points out that about 80 cents on every government dollar in California goes to public employees compensation and benefits. He says spending on state employees went up three times as fast as state revenues during the last decade. The result is crowding out of other programs such as higher education, parks and recreation. Because of large unfunded pension and retirement health-care benefit committments, California faces $550 billion of retirement debt. Costs of servicing that debt have grown at the rate of 15% for the last decade. The result is that California will spend more on retirement benefits than on higher education in 2010. Schwarznegger points to the fact that most employees in the private sector do not have $1 million in savings, but are in effect guaranteeing a retirement account of $1 million to state employees who retire at 55 years age- with a $3000 inflation protected check for the rest of their lives- as evidence that politicians in the State Assembly have made committments for the future that they cannot keep. And if they are kept they will leave little money for essential programs in education and public services....

China has seen novel uses of the internet. Pinduoduo is one of them. It brings people together on the internet to socialize and shop together. Purchases are small compared to Alibaba- $324 a year on average. By  bringing people in large numbers it has brought in about 788 million users in 2020.  One of the attractions is an orchard game where people tend to their digital orchards to earn shopping vouchers and prizes such as boxes of mangoes.The founder Mr. Huang studied computer science at the University of Wisconsin- Madison where he met Chen who now runs the company. Huang's first effort as recently as 2015 was to sell lychees and fruit from their sole warehouse in Shanghai on WeChat platform. This failed when the computer systems of the website could not handle the large number of orders. Lychees then rotted at the warehouse. From that first effort he realized the way social and browsing platforms could work with shopping. To build up large number of buyers who could be served advertising he came up with subsidies to buyers that are financed from the advertising. Money from advertising is put back into the subsidies. The buyers get discount on purchases and the browsing social platform builds large number of users in a short time. In this way it has as many users as Alibaba but purchases are small.  As in these types of startups with huge valuations and fast growth no profits were made in 2020. The loss is $1.1 billion in 2020. It has put $13 billion of the ad revenues into subsidizing the products on the site. Investors have given the company $6 billion for an agriculture program to sell fresh food and produce.  The Chinese government sees the company subsidies as having an effect of distorting the market prices. Regulators have fined the company for its practices. The company's working culture has some aspects that come under criticism with deaths of two employees.  This offers a glimpse of China's internet culture. How much of it is real constructive development of the internet is always a question. Is investor capital productively invested is also a question. Like Japan in the late 1980's few questions are asked by investors about productive uses of capital. As growth slows as it did in Japan by 2000 a lot of these questions are likely to come back.   ...

About half of UK adults reported experiencing high levels of anxiety says the Office of National Statistics for the the first lockdown. During the second lockdown the fatigue coming from that period in March and the higher level of cases is likely to have increased the number of adults experiencing anxiety. Anxiety was experienced from the loneliness and the effect of the coronavirus on work. A quarter of all adults reported increased sleeplessness. Stockpiling, overworking, irritability, micro-managing, and alcohol consumption, are some of the erratic responses to this level of added anxiety. Experts suggest different responses. leadership and incremental change to put the problem into context. Such as in the case of coronavirus the important behaviours that one can control such as masking properly, social distancing properly, ventilating and cleaning the air with aircleaners, using necessary caution in outside exposure by limiting to the essential, and taking nutrients for defence against virus, other actions. After putting these in place the risks can be minimized.  At that point focusing on the present is seen by experts as the right way to respond. Get through this period or this week first, leave the next week or the next period for next time. To do this  baking, reading, hobbies, running, walking, yoga, gardening, and outdoors, a whole range of other activities including watching sports, listening to radio and music, all fall into this. Spending time doing things that make us happy. A good exercise is asking how does this make me feel, am I more relaxed? am I happier? Put things in perspective, is this catastrophising? Is this making it bigger than it is? Can I put away the illusion of control when control requires some higher power such as God. Can I leave that part to God, to the divine. Cognitive behavioural thinking modification is a way of tackling stress, loneliness, and the depression and anixety that feed on each other. Being aware that we may have wrong behavioural responses, asking questions about how accurate our thinking about things that pose threatening situations is, are helpful in tackling the anxiety.   Just breaking the pattern of behavioural responses of repetitive thinking is helpful by engaging in other activities. Meditation is helpful. Yoga is helpful. In this pandemic learning about nutrition and increasing one's knowledge of food, eating and exercizing right, of cooking, is a useful way of turning a negative into a positive.     ...

This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. Mandela's release from prison in 1990, and the ANC party winning elections in 1994 changed South Africa into a multi cultural and multi ethnic society with democracy. A liberal constitution protects the rights of all of South Africa's communities and citizens. Share of households without electricity fell from 42% in 1996 to 10% in 2016. Black people make up 50% of the middle class. Blacks now make up more buyers of suburban homes than whites. Race relations are better today. The problem is that progress and improvement in living and economic conditions stalled after 2009 when Jacob Zuma as head of the African National Congress became president. GDP per person declined after 2013. Half of South Africans were born after the end of Apartheid in 1994. Nearly 40% of people of age 15-34 are not in work, training or education. To get into the middle class one needs a job. About 62% of South Africans would trade democracy for an unelected leader who could deliver on housing and jobs and the economy. Cyril Ramaphosa was made president and head of the ANC after a bruising struggle to oust Jacob Zuma in 2017 ANC conference. He now faces elections in May 2019. In the 1980's he led the National Union of Mineworkers. He later became secretary general of the ANC in the 1990's and led talks for democracy. Ramphosa was passed over by Mandela because of pressure within ANC to select Thabo Mbeki. Mbeki was followed by Zuma, also from ANC. Ramaphosa then joined business, as a small number of well connected black South Africans and made $450 million through preferential access to equity in large firms for a few black South Africans. Then went back to the ANC as deputy president,  then deputy president of the country. The Economist says after Zuma South Africa is running out of time, and Mr. Ramaphosa expected to win, faces many challenges, particularly youth unemployment. ...

This article in the NYT provides a look at the features of the Republican House Health Care Plan- Both the Affordable Health Care Act and the House Plan provide incentives for buying insurance- the ACA bases these incentives on income levels whereas the House Plan does not provide additional help for low incomes or elderly. Incomes at $20,000 would see a loss greater than  $2000 under the House Plan and as many of the elderly poor living in high cost areas may not have the resources to make up for this loss of subisidies they may forgo buying insurance or have insurance coverage that protects only in a limited way. President Trump has given assurances that all will be covered. For people with incomes of $50,000 or $75000 the loss of $2000 subisidies would also have some impact. At larger incomes or the well to do the subsidies are not handed out under either plan. Under the ACA the emphasis was on income levels and high cost insurance areas the subsidies were greater, under the House Plan the subisidies would be higher for the elderly compared to the young but very low income levels are not given additional help.     ...

Election expert Karl Rove from the Republican Party goes over the math for the nomination for upcoming Republican primaries in New York, followed by primaries in Delaware, Maryland, Connecticut, Rhode Island, and Pennsylvania. He says the anti-Trump movement would still be in the lead at the end of these primaries. His figures are that Trump stands at 743 delegates on April 7, 2016, citing the Associated Press, and the non-Trump delegates at 897, ahead by 154 delegates. In New York primary of April 19 only 14 of the state's 95 delegates go to the winner, the rest are given three for each of 27 congressional districts. two to the winner and one for the second place finisher as long as the winner is less than 50% and the second place candidate has 20%. Delaware has 16 winner take all delegates, Connecticut and Maryland have 28 and 38 winner take all by congressional district, Rhode Island 19 proportionally. Interestingly Pennsylvania is cited by Rove as having only 14 statewide winner take all delegates, with 54 officially unbound congressional district delegates, contrary to popular impression that it is winner take all state wide. The elections in South and North Dakota, and Nebraska, give Cruz some of the delegate offset to control the gap in delegates between him and Trump created in the northeastern states. A factor in the race is also the change in the Cruz campaign made for Wisconsin where Cruz was able to win by 14 percentage points by expanding his message to Jobs, Opportunity and Growth from the social conservatism message that did not counter the Trump message to conservative and working class voters on the economy and trade. Another factor is women's vote trending away from Trump. ...

ElBaradei's father was a president of the Egyptian Bar Association. ElBaradei studied for his law degree and doctorate at New York University and was an adjunct professor of law at NYU. He joined the UN and wasn not the choice of the Egyptian government for the position of head of the UN Atomic Energy Agency. He was a compromise candidate supported by the US. As a young diplomat in the Egyptian Foreign Ministry he was part of the team that negotiated the Camp David Peace Accords with Israel. Because of his background, a nuanced understanding of ElBaradei is necessary to understand his criticism of the Obama administration's hesitant support of the protests, and his statements saying Egypt's foreign policy was a failure. For his role in the future ElBaradei says, all I want to do is share and deliver this country to catch up with the rest of the world." To understand what this means for a backward country like Egypt with a growing population of 80 million of mostly young people, which has failed to keep pace with economic progress in other parts of the world, see the article by Henando de Soto. Soto describes his effort working on a project for reforms in Egypt from 1997-2004 with the support of members of the Egyptian cabinet and the US Agency of Intenational Development, which were blocked in a cabinet shakeup by interests wanting to preserve the status quo. Failure to grasp this central fact that alone among large developing countries Egypt has failed to deliver on the rising expectations in the developing world, makes it impossible to understand Egypt. Building extensive subway systems in large cities is the next focus for China's infrastructure building effort. China's prime minister, Li Keqiang supports "new urbanization, with people at the center." Building convenient mass transit for cities with subways and light rail is seen as a way to improve living in urban environments. Other related priorities are water supply, garbage disposal and more sidewalks. Subway lines reaching further into the fringes of cities helps push population out further and lead to less overcrowding and pressures on limited space in core areas of cities This also takes pressure off increasing automobile use inside the centre of cities, reduces overall automobile use in urban areas, and frees up money for consumers to spend on products other than automobiles. This fits in with the plan to urbanize China, by taking pressure off property prices, reducing air pollution from automobile use, and improving quality of life. It is also seen as a way to stimulate economic activity in the fringe areas as subways extend further to outlying urban areas. An example is the $300 million three station line to Kunshan, an extension above ground to Shanghai's subway, which is expected to connect with a line to Suzhou. China's cities have spent about 22% of the total debt of $1.76 trillion in 2010 on transportation infrastructure, according to national audit. The subway and light rail effort is taking place in 26 cities with new or expanding lines, according to the Transportation Technology Development and Planning Research Center. Subways charge much less in China compared to New York- 2 yuan or 30 cents compared to $2.50 base fare in New York city, and will need local government and state subsidies. ...

This exceptional account by Ginger Thompson and Sara Cohen shows the Obama administration's strategy of creating credibility for its immigration enforcement by setting a target of 400,000 deportations a year, and focussing on the border states such as California, Texas, Arizona. The deportations were kept away from the midwestern states and states in the interior of the country. Under the Bush administration raids were made on businesses hiring illegal immigrants and the policy implemented all over the country, not selectively targeting the border. Local police were given authority to check immigration status of suspected foreigners. Deportations reached a peak of 383,000 under Bush in 2008. In 2008 Congress supported the Bush administration by doubling the immigration agency budget to $5.5 billion and imposed a mandate requiring detaining a daily average of 34,000 immigrants. Under the Obama administration the pilot project for state and local police to check immigration status of people fingerprinted in an arrest was expanded. Under project Secure Communities police could hand over illegal immigrants to immigration authorites, and new implementation criteria in a June 2010 memo easily covered a third of the 11.5 million illegal immigrants, according to immigration officials cited by NYT. Removal process was expedited so that expedited removals doubled under the Obama administration. Under Bush about 75% of those deported were sent home with criminal charges if they had no criminal record. Under Obama this increased to 90%. The NYT analysis suggests the immigration enforcement and grasp of the immigrant story looking for a better life, was better for "good" immigrants under presidents from border states such as Reagan from California and the elder Bush from Texas, than under a midwesterner of minority background. It shakes up the image of Hispanic Americans as part of a political affiliation to a particular party. ...
