WSJ looks at how the case of Meng Wanzhou and the US Justice Department was settled. In early September the case of Canadians held by China was brought by Biden when he talked to Xi Jinping. Xi brought up the case of Meng, the daughter of Huawei's founder and CFO of the company. Meng was detained in 2018 in Vancouver at the request of US authorites for wire and bank fraud charges related to US sanctions on Iran. The case took a new turn in May when Meng hired a new lawyer William Taylor. Justice Department said it was willing to separate Meng's case from the case against Huawei. Meng's lawyer agreed to have Meng admit to doing what they said she did.  Both US and China wanted to remove an irritant in US Chinese relations. On September 19 Mr. Taylor sent a draft of what she was prepared to admit for wrongdoing. This was the basis of the statement of facts attached to her deferred prosecution agreement and release from Vancouver. The 2 Canadians were then immediately released from China- the Canadians had no knowledge of what had happened. ...

India's pharmaceutical industry gets a major boost with the development of a mRNA vaccine by Gennova Pharmaceuticals called HGC019. Gennova is funded partly by the government and is being developed in conjunction with Seattle based HDT Bio Corp.  The new vaccine can be stored between 35 to 46 degrees Fahrenheit making it easier to distribute in middle and low income countries with less storage and logistics facilities. It also uses a process of freeze drying called lyophilization to produce the vacine in powder form. It can then be more stable and easy to ship, easy to store at moderate temperatures. The powder can then be diluted with a diluent before vaccination. Another part of the new technology of this vaccine is its use of self-amplifying mRNA instead of non-replicating mRNA. This helps to administer smaller doses with less side effects. India's drug regulator has already approved Gennova vaccine in August for second and third phase trials after the shot was found to be safe in early stage study. Gennova Pharmaceuticals aims to get HGC019 approved for emergency use by Indian authorites this year and manufacture 60 million doses by December end. ...

Japanese prime minister Noda setup a council to look at three energy options, the first to phase out nuclear energy completely by 2030, the second to reduce dependence to 15%, and the third to keep nuclear dependence at current level of 20-25%. Renewable energy use goes up from 10 to 20% under all the options. At one point it appeared that the government would choose the second option. Now with growing public opposition the government is considering the first option seriously to phase out nuclear energy. After the passage of the legislation doubling the sales tax to 10% in three years, and increasing unpopularity, the government is looking for ways to accomodate public opinion. Noda will now meet with nuclear protesters. A recent poll in the Asahi Shimbun shows 43% favoring zero-nuclear policy, and 31% supporting the 15% option, only 11% support keeping nuclear energy at the 20-25% option.

For feedback to be effective it must be genuine, and lead to improvement. For the person giving it it has to be constructive to generate positive improvement, and for the person receiving it lead not to anxiety but to constructive efforts. Careless, or casual feedback is not constructive. For feedback to be effective it should be perceived and given as an opportunity to generate improvements in a constructive way.

English parents struggling to feed their children even this preschool teacher in London, as Emma Bubola reports for the NYT from London, UK. It is atrocious says a church minister running a food bank in Derby, in central England, that working families are having to come to food banks. Prince Charles talked first about people at food banks in his Christmas message this year. One estimate is that a fifth of familes are from families with jobs but unable to keep up with the cost of living. Warm spaces are being set up in Methodist and other churches. One food bank worker says you see ambulance crew, teachers, and asks what does this say about the community, about the country? Ten years of Tory austerity policies have made things worse. On a recent night a nurse walks into a food bank in the east London neighborhood of Hackney. This isn't a normal Britain.

Russian seaborne crude shipments are up 18% as of June 11 over the prior year, Iran's shipments up even more by 45%. The result is increased supplies even though the Saudis tried to increase oil prices by limiting production. China's economy is slowing and faces headwinds that will not go away anytime soon of debt close to 290% of GDP higher than US or Europe. And lower imports by the US and EU as they correct the mistakes of overconcentration in China. The European Union faces high inflation and a mild recession. This is cutting demand as supplies increase. It will help the Biden administration as it seeks to give all Americans a fair chance to improve their standard of living, by reducing the cost of living and investing in the economic potential of the country in a way no other adminstration has done in the last 40 years.

Seib points to the part of the president's inaugural speech that said action must be taken even if victories are partial, that the debates over the role of government could go on for all time, but action however imperfect needs to be taken in this time. There is a sure willingness to engage in more partisan fights with Republicans and a broader list of issues from climate change to immigration, gender equality and curbing guns. The diffusion of the pent up purposes- pentup by the first term economic and healthcare issues- and the short time during the second term of 2 years to accomplish this, adds to the urgency for the president Obama.

One of the goals of the Northern Ireland deal is closer relations between the EU and Britain putting to rest the tensions from Brexit. The EU sees Sunak as a good faith negotiator and made concessions on the application of EU laws for Northern Ireland. In Britain 60% of people now say in opinion surveys that they see the 2016 vote to leave the European Union as a mistake. A genuine relationship with the EU will happen only after a change in power from the Conservatives to the Labour party in the January 2025 election, says Mark Landler in the NYT.

To just go for Israeli policy changes it would not accomplish anything says Schumer in this interview with NYT's Annie Karni at a Brooklyn school which he attended years ago. He says it took 2 months and 10 drafts for his 44 minute address. And not to address Netanyahu would do little as Schumer says Netanyahu "was the fount of the problems." Schumer said he looked at words "stepping down" and "resignation" and said to himself no they were not the right words. Instead he says he called for new Israeli elections, the chips fall where they would fall.
