A threefold increase in immigration to meet staff and labour shortages makes using immigration as an issue in the next election risky for Rishi Sunak and the Conservatives in Britain. In a strange twist it is the Conservatives under Boris Johnson who campaigned on immigration  to take Britain out of the EU now having a record on immigration of this kind. In 2019 Sunak battlecry " get Brexit done" was for lower immigration from a level of 245,000 that year. In 2022 it was a net migration of 720,000 for Britain. Most of this has come from student, work and family visa routes, and legal asylum channels from Ukraine Hong Kong and Afghanistan. Now economists believe it is a result of shortages of labour and staff, and high domestic wages.

The point at which pensions begin and retirement begins is thought of normally as 65 years. This is changing. Experts on ageing at Britain's ONS, Office of National Statistics say 70 years is replacing 65 years as the age at which people can work and contribute to society, working later in their careers and doing voluntary work. This would help ease pressure on pension system financing and cost of social service to elders. Because of rising longevity and improvements in healthcare, diet and lifestyles people age 70 had characteristics of people age 65 in 1997, say ONS experts. ONS looks at a new way to measure ageing. Do not use chronological years from birth, work backwards from remaining life expectancy and operate on the basis of 15 years as the marker for old age. Under this method start of old age is 70 for men and 72 for women. As people over 65 years is approaching a fourth of the population this fresh thinking gives more room for pension system sustainability, and helping engage people at work for longer more productive lives. The second wave is here in Britain with Stage 4 "exponential" increase seen in Britain. Cases could rise four fold from over 4000 today, after rising four fold in the last month Aug 20- September 20, and that could make it reach 50,000 cases a day and 200 deaths a day. New restrictions include- Masks required in all retail stores and restaurants and public places. Businesses that breach rules could be closed or shut down. Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. The rule requiring health pass showing one is fully vaccinated goes into effect in France starting July 28 at restaurants, coffee shops, trains, and other public places. For the first week restaurants will not be fined. After this they can be fined 1500 euros for a single violation. The passe sanitaire in France is now required  for all public places where more than 50 people gather, such as events and museums including the Louvre in Paris. It will be extended to restaurants, cafes and shopping centres in August.

French premier Castex says 97% of the 18000  daily average new cases in France, up by 150% since the prior week, are from the unvaccinated. This has made health authorites and the government concerned about the delta variant high transmission rates and the high proportion of people still not vaccinated. For France this poses risk of a new kind of fourth wave, causing the government to take strong action to accelerate vaccinations.

Requests, consensus, and social pressure played a bigger role than just strict rules and penalties in controlling the virus in Japan. By contrast in Germany states imposed strict rules and fines, some consensus, a better equipped hospital system, added contact tracing, to limit the spread. More than 100 industries in Japan have drawn up new guidelines for reopening to minimize risks. Prime minister Abe said recently " Now we are going to venture into a new arena. Therefore we need to create a new lifestyle from now on. We need to change our way of thinking." The new social consensus on the best way to behave outdoors and at work is the way Japan is tackling reopening.  The effort is focused on avoiding high risk situations the 3 C's crowded, closed spaces, and close contact, close conversations. Japan started with a fumbled response but gradually the right spirit and social distancing caught on. The New York Metropolitan Authority tht runs the city's subway system is in need of major capital spending to renovate a crumbling and old structure. The capital spending plan includes replacing 5500 rail cars, 6000 buses, all of its 493 elevators. 550 locations have been identified for flooding from the Hudson River. The assessment was released after last weeks storm flooding the subway system and shutdown of half the system. A first in the nation congestion pricing program will help fund the improvements and discourage drivers from Midtown Manhattan.

Critics say China uses debt trap diplomacy in Africa through its infrastructure investment projects. Silja Frohlich of DW.com speaks to Eric Olander of the non-partisan China Africa Project to make an assessment of what is happening. Olander says Africa is facing a demographic change of immense proportions with about a billion people that are being added by 2025. For African leaders what are their options- do they build the infrastructure that would lead to the industrialization that creates jobs for all these people, even as they use their children's future to borrow vast sums of money. Global and private markets would charge 7 times the interest that the Chinese are charging, says Olander. China has built roads, railways, bridges, hospitals, and other infrastructure for which there was not enough financing from other countries. Since the Belt and Road Initiative was launched 5 years ago it has built four new railways- the Mombasa-Nairobi railway, Addis Ababa-Djibouti (759 kms), Abuja- Kaduna (186 kms) and Angola's Benguela railway (1866 kms). China has also helped Africa to develop its options with alternative sources of investment helping it negotiate new investments from different sources as Kenya and Uganda are doing today.  At the conference in 2019 in Beijing President Xi offered cancellation of interest till 2018 for loans to Ethiopia. A new effort to introduce transparency and improve terms and offer debt forgiveness is underway to change China's image for investment in Africa. Olander sees China making a solid contribution over the past 10 years funded by Chinese money. ...

Satya Nadella - "we have to get society's permission" for what is done with AI. Nadella has an approach to AI to keep each company's human knowledge capital separate from AI, as its most valuable component of its operations. In the world he visualizes AI frontier models OpenAI, Gemini(Google) and Anthropic's Claude won't just keep saying they will use up all the resources they can use leaving little for education, healthcare and public services or infrastructure, and keep saying it will destroy all entry level and other white collar jobs, and the world will put up with that. His approach is to bring AI at a cost level that is much lower,including incorporating Chinese models for cost effectiveness. And at the same time making AI supplement each company's human capital working side by side so that jobs can be enhanced not destroyed willy nilly, in a careless random, disorganized way whether people like it or not because a few frontier AI models and their companies (Google, Anthropic and Open AI) have decided to do that. Nadella's thinking is worth listening to and reading about as it offers the first intelligent approach to making AI do what we want it to do for healthy societies. After all the destruction in world trade by shipping out supply chains by the US and Europe, after uncontrolled migration, after the loss of manufacturing and the good jobs that went with it, and the decision to reverse this and regain manufacturing and supply chains under both US presidents Biden and DJT, Nadella is right to conclude that society will not tolerate any more losses, and society is determined to retrieve losses from past mistakes. By preserving each company's human capital independent of AI Nadella is calling on individual leaders at all startup, midisized and large companies to have a clear idea of their precious human capital and set up AI independent of it at the company level to work alongside human capital. We at Lyrarc think this will give better results than no conscious approach that allows willy nilly the AI frontier models to shrivel the company's human capital and do what they are clearly incapable of doing in our view, which is to run companies or the principal functional areas of societies such as healthcare, transportation and public services. That even though Nadella does not say this is going to look good at first, then lead the company to catastrophic consequences of losing control of its own individual company's future and lead it to make huge mistakes that will be costly to correct and cause much damage to the Nation and its people. This is anew proposition that Nadella makes and should be grasped for a new approach, and constructive confrontations on this issue of how to incorporate AI at each company's level for hundreds of thousands of companies, alongside separate and supplementing the core strength of human capital, not displacing it to cause huge problems in future years. A company bereft of its human capital is a company bereft of what gives it life and vitality. ...

Iranian response to Memorandum of Understanding shows reality of 2 factions in Iran, the IRGC military faction, and the elected president Pezeshkian plus Turkey /Pakistan/Egypt and Qatar as the second faction. With IRGC military rejecting the Memorandum on opening Hormuz and discontinuing nuclear weapons programs. This was true at the time Vance conducted negotiations and the Memorandum appears to have been accepted by IRGC only under great pressure from Turkey, Pakistan, Egypt, and Qatar, and the faction under Iranian elected president Pezeshkian. Where IRGC thinking could have been to give  agreement to the Memorandum that they had no intention of keeping, as its policy on nuclear weapons remains unchanged, and its goal is to use Hormuz for leverage and extend its control of Hormuz channel. The cost of sanctions and not being able to export oil, the effect on its economy, on cost of living with rampant inflation, may be of little concern to the people who run the IRGC military who suppressed all dissent and protests in 2026. Protests across different parts of society to the deteriorating economy. How could the US respond? The US used the time of the ceasefire to create a new status quo by using open navigation of the seas as the principle behind opening and protecting the Omani side of the Hormuz for oil shipment. This is a principle accepted by all countries. There is a backup plan of the US, China, India, Japan and other countries and this is to prepare rapidly to do without Hormuz so that the economies of these nations are not affected. The US also supported efforts by Saudis and Kuwait, UAE, to increase oil exports through channels outside of Hormuz, UAE's decision to increase oil supplies and lower prices by leaving OPEC, and US creating alternative supplies for India through Venezuela. Most important is China's decision that it no longer needs the 5 million barrels of oil from Hormuz for its economy to operate using alternative supplies and increasing efficient use of its oil resources. The world is also building up oil supplies and inventories so that Iran cannot threaten a cutoff from Hormuz because all nations have made other arrangements. Attacks by Iran on oil shipping on the Omani side protected by the US breaking the principle of open navigation of the seas, can then be considered Iran disrupting an open seas navigation route which it no longer is allowed to do under international law. This is something the world public opinion would support. The NYT has been critical of the DJT action in Iran, the WSJ and other media had joined in criticism. The situation in July 2026 is that the criticism of the US by NYT and other media, and from Europe and other countries in Asia will now be muted, because the US has tried all the options and is now finding ways to be able to bypass Hormuz altogether, and a backup plan or strategy to minimize the impact on oil prices. So that oil price of $70 may be kept at level around 10-20% higher not much more as Iran's military IRGC continues to disrupt the Hormuz supplies.  ...

For a decade America's leaders remained silent on taking action on all fronts including trade on countries that were sources of fentanyl. The largest and most advanced economy in the world did not take action to protect its people when countries acted with impunity on fentanyl flows. That action is being taken now. A 25% tariff will be imposed on imports from Mexico and Canada, an extra 10% tariff on China, till the illegal flow of fentanyl and smuggled migrants from these countries stops. The new president DJT said on Truth Social media- He will impose by executive order on the first day in office tariffs on Canada, Mexico and China, “on ALL products coming into the United States, and its ridiculous open borders”, which would not be lifted “until such time as Drugs, in particular Fentanyl, and all Illegal Aliens stop this Invasion of our Country."   ...

Mexico's newly elected president Lopez Obrador says spending for a new airport was not in the interest of a country with Mexico's social needs. He voted to cancel the project in favor of using a military airbase north of Mexico City and building new runways to complement the existing airport. The aiport project was a key effort by the outgoing administration of Pena Nieto. About $5 billion spent on the airport would be written off, and bondholders holding $6 billion in bonds could ask for payment.

The airport cost originally estimated at $10 billion is now expected to cost $13.3 billion. Mexico City airport handled 44 million passengers last year and the new airport was intended to handle future congestion.

Analysts say the odds are now three in four that Greece will exit the euro. The young leader of the Coalition of the Radical Left, which came in second with 16.78% of the vote after New Democracy party's 18.8%, says: "We believe that the path of salvation doesn't pass through the barbarity of austerity measures." A new election is expected as talks to form a new government are expected to fail, with the likelihood that more votes would go to parties other than New Democracy and the Socialist Pasok party, the two parties that have governed Greece. This would mean a smaller vote for the two parties, smaller than the 18.8% New Democracy and 13% Pasok received in this election, relegating them to insignificance in the Greek political landscape. Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. A former two term governor of Iowa 1999-2007 he is familiar with rural conditions in America's heartland and in agricultural states from Wisconsin and Minnesota to Nebraska and Colorado, from North and South Dakota to Missouri. Vilsack who has the ear of president Joe Biden says the loss of small farms has weakened rural America and wants to stop the bleeding. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. Vilsack is working hard to make it work for small farms and people in rural America, including generating many sources of income that includes money for renewable energy generated on small farms. ...

BBC News provides a look at the first proposals of the Boris Johnson minority government to the European Union. This includes replacing the Irish backstop. The Irish backstop is a way set up by the EU and the previous UK government of prime minister May in negotiated agreement to prevent a hard border in Ireland. It means Britain would remain in the customs union with the EU after December 2022 if no agreement for withdrawal is reached by then. Conservative Party hard liners oppose it because they say it leaves the UK indefinitely in the customs union. The EU insists on this to protect the interests of a member state Ireland. The moderates in May's Conservative government agreed to it to keep the peace accord in Ireland. Boris Johnson wants to get rid of it, and his proposals include customs checks between Northern Ireland and Ireland which removes the free flowing border between the two Irelands, a major achievement of the Irish peace accords.  Which is why the negotiations could end up going nowhere, with each side presenting the other as the side that wouldn't negotiate terms of withdrawal. The Liberal Democrats and the Scottish National Party, and the Labor Party except for its leader Corbyn's neutral stance, oppose leaving the European Union. And parliament opposes leaving without a negotiated agreement pitting Boris Johnson against parliament and the opposition.  Another referendum or a general election would settle the issue with Boris Johnson thinking he can flip former safe Labor seats in working class areas in the north of England to win the election. Labor party's McDonnell says he has miscalculated and Labor party is buying time to organize an effective election campaign to get back the working class vote lost under Blair with his confusing Third Way that lost workers on the way.   ...
