The White House is considering steps to limit access of graduate students from China to highly sensitive technologies being developed at American Universities.  About 1 million foreign students study in the U.S. and about one third are from China. An incident at Duke University involving technology that was being developed for radar detection of jets is cited in this report. China's exports to all countries surged in November by 21% from a year earlier. Chinese made consumer goods and electronic goods were the main products with increased exports. According to WSJ calculations November exports were up 10% to the U.S. and 46% to Asian nations in ASEAN trade group of countries. Some of the exports to ASEAN including Vietnam and Malaysia find their way to the U.S. New tariffs by U.S. on China lead to some products diverted to Asian destinations and reexported to the U.S. China's imports of goods from the U.S. were up 33% from a year earlier but imports of farm, energy and other products and services were below what was expected under trade deals. Experts say Chinese imports of goods covered in the agreement were 55% of the year to date targets. The Biden administration will leave the tariffs on $370 billion in Chinese goods in place. China is not expected to make up the gap by the end of 2020. Experts also say the exports of Chinese goods has accelerated during the pandemic in 2020 and with the size of the second wave in the U.S. In 2021 U.S. imports from China should slow as the U.S. manufacturing recovers following the vaccination effort.  Also expect increased focus on the trade gap as U.S. trade policy continues to focus on closing the trade gap and continuing policy of the Trump administration. ...

The US president has invoked emergency powers that relate to national security based on the fight against fentanyl -with 490,000 American lives lost over 12 years, 5 times that in the Vietnam and Korean Wars combined. And based on enormous trade imbalances that relate to national security with China having $1 trillion trade surplus 12 times the next highest trade surplus of $81 billion of Japan in 2007.

Note that appellate courts upheld the Nixon 10% trade tariffs based on invoking emergency powers also based on trade imbalances that time in the 1980's with Japan. The SCOTUS would be overreaching its judicial power to strike down the president on his main platform in the election, says one expert.

The main part of the $447 billion jobs plan proposed by President Obama in a speech to Congress on Sept. 8, 2011, is to reduce social security taxes. At a cost of $240 billion in government revenues in 2012, the Obama jobs plan proposes cutting the 6.2% social secuirty tax -on worker income up to $106,800- down to 3.1%. The current tax cut which expires in December 2011 cut the tax down to 4.2%. Analysts estimate this could generate over 500,000 jobs in 2012.

BJP led by prime minister Narendra Modi wins a huge majority of 325 seats out of 405 in India's largest state Uttar Pradesh for the state assembly elections. The national opposition party Congress wins only 7 seats in what was once the main source of Congress support during the period of Jawaharlal Nehru and Indira Gandhi. This will enable the BJP to push forward with the modernization program for infrastructure and roads, and other development. Opposition in the upper house Rajya Sabha and lack of support from states will not be a major hurdle in development now that BJP has won in states such as Orissa, Maharashtra, Uttar Pradesh, and Uttarkhand in recent state elections after its win in the 2014 national parliamentary election. This also gives credibility to the government's other efforts such as demonetisation to fight corruption in real estate and other areas. India's GDP is a fraction of China's and it is smaller than that of countries such as Indonesia, because of the poor administration and lack of development in India's 2 largest states of Uttar Pradesh and Bihar in the northern Hindi speaking region. To double the GDP from its current level will require doubling the GDP of Uttar Pradesh and Bihar. Bihar's state government is run by a former BJP leader, who has also pushed for improving standards of living and economic growth.  ...

Following the defeat of chancellor Merkel's CDU party in the 2016 Berlin state election, getting just 17.6% of the vote, chancellor Merkel looked reflective and a bit emotional about the result. She urged Germans to understand that this decision on refugees will benefit Germany in the long run. She said she would work to regain the people's trust. Looking back she said-"If I could, I would turn back time by many, many years to better prepare myself and the whole German government for the situation that reached us unprepared in late summer 2015." She says the decision was "absolutely right" to admit the refugees from war torn Syria, but accepted that "it led to a time when we did not have enough control over the situation." Both the CDU and the SPD, the main parties, lost about 6-7 percentage points each in votes cast. Gainers were the Free Democratic Party with 6.7% of the vote, who gained votes from the CDU. For the SPD votes were lost to the Greens and the left party Die Linke each party winning over 15% of votes.  Both the CDU and the SPD had candidates who did not attract voter interest. A popular former Mayor of Berlin from the SPD did not run in this election. The anti-immigrant AfD party gained  about 14% of votes.  ...

Ben Rooney of the Wall Street Journal interviews Mike Lynch of Autonomy. He tells Rooney that the main reason he sold his company to H-P was that H-P had no legacy database business, and this made it possible for H-P to take a new look at how to make data human friendly and to do new things with data that haven't been done before. He describes this as the 85% of what data is about that none of the legacy database companies have shown interest in doing. H-P's size means that it can bring more resources to this effort. He calls this an alignment of values that was the main attraction of H-P to Autonomy. The canny Lynch also says H-P's price, an 80% premium over the share price, was not a blow-out or over-paying by H-P. The London listed technology firms are about 25% undervalued. The acquisition by H-P of Vertica, an advanced database company, also converged in the same direction, says Lynch. And the potential for H-P is to use these resources as a major advatage in developing new products. On the UK technology scene, Lynch says the access to high quality graduates from Cambridge, Imperial, Herriot Watt, and Warwick is an advantage. He worries more about problems lower down with standards of math failing in high schools. ...

Tim Davie starts his new job as director general of the BBC. He wants the BBC to go back to its core a universal broadcaster for the whole nation. BBC has dealt with competition from Netflix by using its strengths in developing new drama. Work on programs such as The Normal People has shown BBC capabilities in this field. There is much discomfort with the bigger problem its loose standards letting people do a second job such as taking on advertising or other lucrative assignments outside their main job. Tim Davie wants to end this practice. Making it the universal broadcaster of the whole nation means the new BBC has to avoid being "politically correct." Too much attention to being politically correct and the BBC ended up not reflecting popular sentiment the way it should have on Brexit and the European Union. Davie is less concerned about the license fee that BBC has to negotiate with the government than with these issues because they go to the heart of what the BBC is- a service that speaks for the whole nation. It is also a service that represents the British Commonwealth spirit because of how widely people in countries in Africa and Asia depend on the service in English speaking countries. ...

It follows other detailed reports in NYT that looked at years of neglect and mismanagement of the New York subway system with interviews of key officials. This is costing subway users dearly as they face delays, and the poor quality of rides on the system compared to other systems worldwide. This report describes a subway accident with a loose piece of rail on a track on June 27, 2017 that could have been prevented with proper maintenance. This was one of 82000 delays on the system in June 2017 alone, one of the worst months in many years. A NYT examination of MTA records and reports shows the neglect of maintenance was one of the main cause of delays, including problems with turnover, and lack of training for new employees. The system's age (113 years old) and its size complicates problems leaving less room for the errors it is experiencing today. The world's oldest subway system in the most advanced of industrialized countries in the worst possible shape, showing the nation's lack of investment in essential infrastructure. A failure at a more basic level- a failure of the nation's culture to set the right investment priorities. ...

The UN Refugee Agency says 7.6 million Syrians were displaced and refugees in their own country, 3.6 million Syrians are in other countries as refugees. Worldwide it says about 60 million are refugees. About half of the refugees are children. Of this about 14 million people were displaced in 2014, with 11 million of this displaced in their own country. Fighting in Iraq, Syria and Libya, appear to be the main cause of displacement in 2014. Never before in the agency's 50 year history are there so many displaced people in their own countries.

Rio Tinto took on large debt of some $40 billion during the boom times, including debt taken on for the purchase of Canadian aluminium company Alcan. About $9 billion is due for refinancing this year and $10 billion in 2010. Now it is making a firesale of assets such as mines it owns. Two from Catalan region wanted the word "nations" instead of "nationalities and regions" instead the pro-Spain supporters including aformer minister in the Franco government wanted to keep the words "nationalities" to limit the interpretation of self-government to one that would be within Spain. Today a far right party wants to se the clauses that give self government to regions and nationalities removed from the Constitution. Catalan independence supporters say the Constitution allows the right to call a referendum. Left parties see the promises for housing, healthcare and pensions as too vague in the Constitution. What was seen as a huge advance in the early years of democracy in Spain are now seen as creating room for dissension and strife in Spain, with a fragmentation in the political parties and loss of confidence in the two main parties.   ...

Macron refuses to appoint the nominee of the National Popular Front which has the most seats in the National Assembly as the prime minister of France. 

NFP has Lucie Castets, a 37-year-old economist and director of financial affairs at Paris City Hall, as its nominee for prime minister.  Jean-Luc Mélenchon, the LFI president, a key part of the NFP, said Macron was creating an “exceptionally serious situation”.

Marine Tondelier, secretary general of the Greens, says Macron's action was “a disgrace” and “dangerous democratic irresponsibility.” Melenchon calls for censure of any other candidate that is put forward.
