The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. It is now moving ahead in 2022.  Infrastructure plays a key role in developing economies such as India and Mexico, yet it requires resolute conviction and perseverance as much of the political setup as shown in Mexico leads to leakage of funds meant for infrastructure and very little being done at great cost to the ease of living of ordinary people. In Mumbai and other cities in India. The same is true for Mexico which at this time of the pandemic needs to bolster its spirits and move ahead with much needed development work to help people in all parts of the country. With the Yucatan Rail Project Mexico can move to the next phase with wind farms on the Yucatan out to sea, and solar energy projects that could with new technology be transmitted to other parts of Mexico and to the US. It is important to keep trying and persevere on these new projects and look to a brighter future. For Mexico US relations better living conditions in Mexico also relieves the burden of illegal immigration and problems related to it in neighborly relations. Mexican officials should increase contacts with Indian officials working on the projects in the Assam region and  along the Brahmaputra river, in Indian states in the northeast, to exchange ideas and notes to gain from each other's experiences in integrating regions that were previously not integrated into the Indian and Mexican economies. This is a topic to be added to the G-20 topics to be discussed at the next meeting in Bali, Indonesia, on November 15-16, 2022. For Mexico it is an opportunity to also widen its infrastructure work to learn from what India is doing in solar and wind energy and build collaborative efforts. ...

China imports from the US only $143 billion and much of this is soyabeans (US farmers), petroleum oil products (buyers in Europe and Asia), aircraft (Boeing). Farmers were compensated from the tariff revenues in the first term, oil products would be shipped to Asia and LNG to Europe to make up for loss of supplies from Russia. India will take up the Boeing production as it's economy expands to levels China, Japan had earlier. The action is a last resort as 490,000 lives were lost in 12 years from the fentanyl shipped raw materials from China and drug trafficking gangs in Mexico processing it in labs to ship across the long US border or Canadian border into the US. China and Mexico have not stopped the flow of fentanyl into the US. How much is 490,000 American lives worth? That is 5 times the lives lost in the Vietnam War and the Korean War combined of 100,000 lives lost in both wars. China exported $436 billion to the US in 2023 increasing by about 6% from prior year. Integrated Circuits alone were more than all US exports combined to China at $154 billion. Electric batteries another $80 billion. Computers and office machine parts were $54 billion. Where will China ship all these products. It is brave but it is easier to stop fentanyl flows out of China, and cut all the trade barriers, reverse state policy to dominate key industrial sectors in State Planning. The problem in the stock market response is that this is a trade war which it is NOT. It is about National Security if this is allowed to continue as Clinton, Bush, Obama have allowed to happen US is in real danger of becoming a second rate power in the world, at which point the world will become a dangerous place with India, China, Russia, Germany and other states having no constraints to create future wars without US to set some basic principles of world peace. UN itself would not exist without Cordell Hull and FDR. The world we know will be GONE. US Navy will not be able to build the ships it needs in USA if this deindustrialization is allowed to continue.    ...

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. The root of this was said Sitharaman- what everyone in Indian business knew, the term "genteel facts," as the cost of business going up. Mr. Ambani's Jio company is targeting both ends of the pyramid. It is investing $25 billion on a 5G network coming in late 2023. At the lower end a new $12 mobile phone calld JioBharat by India's largest telecom provider aims to reach 250 million people who use 2G mobile phones. Mobile phone penetration in India is about 46% in 2021, up from 17% in 2016, according to World Bank. This is largely due to the efforts of Mr. Ambani who built a 4G network from scratch and has 440 million subscribers with some of the lowest data rates in the world. The new phone has a smaller screen, physical keyboard, camera and runs on 4G.

75 years after independence a trustee of the Sabarmati Ashram, Mr. Kartikeya Sarabhai, asks visiting British prime minister Boris Johnson for help in building the Gandhi archives. Most of the repository of documents held by the Sabarmati Ashram Trust are from Mohandas Gandhi's struggle for Swaraj in India, very little is from Britain such as documents in the British parliamentary and Foreign Office archives, and other British archives. This would help the Ashram Museum to give a more complete picture of what happened during the struggle for Swaraj or self-rule. That this request is being made only now is because of the neglect into which both Britain and India have left the state of trade, economic and cultural relations with India. The visit of Mr. Modi to the UK for the Glasgow summit and Mr. Johnson's visit to Gandhi Ashram on the Sabarmati river, comes from a realization that a lot needs to be done to catch up. The sheer enthusiasm of Mr. Johnson shows how significantly Britain, Europe and the US have changed in their understanding of the aspirations and hopes of the Indian people, as one people with aspirations for development and modernization. ...

A less mentioned and major problem is the low productivity in agriculture, and he points to Japan, Taiwan, and S. Korea where major increases in agricultural productivity preceded successful industrialization. With growing population and continued growth India will be one of the largest economies in the world. The Oxford vaccine manufactured and distributed by Astra Zeneca faced manufacturing problems in 2020. The company is fixing these manufacturing problems and plans to meet demand from Britain, the European Union, and the rest of the world. It plans to double vaccine monthly production to 200 million doses monthly by April. CEO Pascal Soriot says "Is it perfect? No, it's not perfect, but it's great, and tell me who else is making 100 million doses in February?" The Oxford vaccine has shown strong protection against severe coronavirus symptoms and is important in the fight against the pandemic. To tackle variants of the coronavirus the company plans to have another jab developed by autumn this year.

Britain and India are depending on Oxford vaccine to vaccinate large parts of the population. India has a second vaccine developed by Indian scientists at Bharat Biotech that is also in use.

King Charles was making the best of the bad situation in his speech as he supports US position of naval blockade to prevent Iran (or for that matter any place in the Middle East a powder keg of a region like the Balkans in 1914 that started WWI) from getting nuclear weapons. ...

Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

Out of a world population of 8 billion, the population of the Middle East and the Gulf region is about 400 million, or just 5% of the population with 90% of the wars since the 1970's. Keeping this region denuclearized is of fundamental interest to the major population centers in north and south America, Europe including Russia as western civilization, and India and China which have embraced western civilization and it's scientific revolutions. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. Asian civilization including China and India see the benefits of western civilization, of the Renaissance, the Enlightenment and the Scientific Revolution and embrace it wholeheartedly and wish it had come sooner on of their own volition and intent. Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

Shinzo Abe had a vision of a broader Asia. In Abe's own words- " A broader Asia that broke away from geographical boundaries is now beginning to take on a distinct form. Our two countries have the ability - and the responsibility - to ensure that it broadens yet further and to nurture and enrich these seas to become seas of clearest transparence." He added "By coming together in this way, this 'broader Asia' will evolve into an immense network that will span the entirety of the Pacific Ocean, incorporating the United States of America and Australia. Open and transparent, this network will allow people and goods, capital and knowledge to flow freely." It is this vision that is taking shape today in 2022. And India's unique role in Asia was grasped by Abe. Abe reminded Japanese and Indians of the unique contribution of Vivekananda, calling him a great spiritual leader India gave to the world, and stretching back to many others way back in time to Bodhidharma, and then way back from that to one whose name all know.  During one of these visits to India Abe said- "Vivekananda came to be acquainted with Tenshin Okakura, a man ahead of his time in early modern Japan and a Renaissance man, Okakura was then guided by Vivekananda and also enjoyed a friendship with Sister Nivedita, Vivekananda's loyal disciple and a distinguished female social reformer. Many people are aware of all that." Praising India's spirit of tolerance Abe said- "From the reign of Ashoka the Great to Mahatma Gandhi's Satyagraha movement of non violent resistance the Japanese people are well aware of the unbroken spirit of tolerance in Indian spiritual history." Vedanta and Buddhism went from India through Bodhidharma to China and then from China to Japan with Dogen and other spiritual leaders from Japan bringing it from China then called the Pure Land in the 13th century. Vedanta and Buddhism now finds it way centuries later from India to Japan- from where it moves onwards to China and East Asia. ...

The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias. The contrast between modernizing, developing East and South Asia ( from Mumbai to Shanghai) with war torn desolate West Asia (from Tehran and Baghdad to Kabul and Islamabad) is so striking today that it is something to reflect upon for wisdom and understanding. UAE support for Sudan's RSF Rapid Strike Force and Saudi support for the military - fracturing of Sudan, errors piled on errors led to the civil war in Sudan. A civil war in a country neighboring Saudi Arabia just across the Red Sea. Saudis and UAE were on opposite sides briefly after UAE pulled out of Sudan, UAE acting in this way to object against Saudis requesting US sanctions on UAE.  Once close partners have moved apart as they spread their influence in different conflicts in the Middle East.  This has not created a region that can grow economically without the disruptions of conflict in the way other parts of Asia have emerged to modernize the countries as in Taiwan, Korea, China and India. In neighboring Pakistan another conflict has emerged as partners split, with looming conflict between Afghanistan and Pakistan. Yemeni Houthis are in conflict with the US and affect the Persian Gulf shipping lanes.  Iran with it's pursuit of weapons programs and nuclear weapons is using capital that is badly needed to improve the economic situation on arms buildup for the regime and for allies in Lebanon and Yemen, leading to protests and crisis. In this way the Middle East has failed to use oil wealth to modernize the entire region. Much of it was wasted in Iraq and now in Iran by policies that led to war and regional conflicts not modernization and technological transformation that has happened in Asia. The US has inadvertently becoming a partner to this as when the Obama administration helped fund Iran's economic rebuilding which was instead used to fund the military, and before that the Reagan administration support for Iraqi socialist ideology regime. The challenge for China was how to modernize after the Japanese invasion and civil war. In Korea it was how to modernize after the civil war. In India it is how to modernize with a smaller neighboring country Pakistan promoting terrorism and wars now with China's support. In Asia all these challenges were and are being met to steadily and persistently modernize to European standards with a singleminded focus and determination to meet the aspirations of the people with the US business working alongside Taiwanese, Korean, Chinese, and Indian governments and private industry. In West Asia various ideological (Iraq), military (Pakistan), religious Shiite (Iran), religious + modernizing (Saudi +UAE) with erratic leaders and little representation of the people, has destroyed the tranquillity of the region and destroyed democratic forms of government, destroyed bottom up education and health of the population except for priviliged groups in countries in the region of West Asia. Involvement of US and Europe or Russia in West Asia has led to distintegration of Soviet Union (Boris Yeltsin) and deindustrialization of US and Europe (Reagan, Bush, Clinton, Bush, Obama administrations) with business shipping out manufacturing to China while wars engaged the attention of American and European elites in Iraq, Iran, Pakistan, Afghanistan. The entire west Asian scene for 1950-2030 has been a disaster, one massive disaster for all involved. The contrast with East Asia and South Asia reminds one of the words from Robert Frost of New England in Mowing- that reflects on the enduring value of honest labour. "My long scythe whispered to the ground. What was it it whispered? It was no dream of the gift of idle hours, or easy gold at the hand of fay or elf: anything less would have seemed too weak to the earnest love that laid the swale in rows. The fact is the sweetest dream that labour knows. My long scythe whispered and left the hay to make." ...

The Biden administration will release 50 million barrels of oil from US reserves onto world markets. This is about half of the 100 million barrels of oil of daily world consumption. The effect on oil prices is muted because the move was expected.

Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. The Vice Chief of the Indian Army explains in detail how the scheme that is rolled out for Agnipath is a pilot project and how the lessons learned will be incorporated over the next 5 years. He says the recruits leave with something like 24 lakhs rupees for a second innings at age 22, with the opportunity to get 13 lakhs in preferential basis loans in government assistance to start an enterprise. Others could choose to enhance their education and go on to get degrees under preferential educational setup. The idea is not to set them up for life but get them off to a good start as they are only about 22 years and with special technical skills acquired during their 4 years in the armed services. Technical skills acquired in the airforce could be even more advanced. Private industry in an India almost twice the size of the economy that exists today and the fastest growing economy in the world would easily absorb 30,000 of such highly trained disciplined people in the scheme who leave. The US GI Bill and other similar programs for the military have shown that this works and private industry is eager to take in these people on a preferential basis. These in fact have proven to be even more attractive opportunities using the example of the US experience than a government job. Lt. Gen. Raju says about the All India regiments replacing the homogenous units of the past. The Rastriya Rifles  and similar units in the Army have shown that the bonding happens for people from different parts of the country. He could have said that it is seen in the cricket teams where the bonding is between people from different regions and places. Putin's visit to India is intended to continue India Russia dialogue. One of the topics is trade. New trade deals are planned to take pre-pandemic trade from $11 billion to $30 billion by 2025.
