Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

Fragmentation based on regions, has led to lack of economic development and enormous poverty in Asia over hundreds of years. The civil wars in Japan's history before the Meiji period, the civil war in China during the period between the wars with Japanese invasion and warlords controlling different regions, acted as barriers to development. The wars between different kingdoms with invasions across Afghanistan and the Punjab in India in the period before 1800, led to British divide and rule, and lack of investment in development by the British for 200 years. It created the fragmentation that acted as a barrier to industrial development and modernization, a barrier to the spread of education, science and technology in these regions. All three regions in East Asia and South Asia have Buddhist/Vedanta civilizations. Sharing the waters of the Indus river system means— the ‘Eastern Rivers’, namely Sutlej, Beas and Ravi, for India, and the ‘Western Rivers’ of Indus, Jhelum, and Chenab for Pakistan. Indus Waters Treaty changes proposed by India include bilateral not international arbitration for Indian dam building plans, and using water storage optimally on its side for the western rivers.

The western rivers have four times the water as eastern rivers and dam building technology has evolved over 75 years. The Indus Water Treaty was written by civil engineers but its international arbitration and three levels need to be replaced with bilateral settlement so that India can go ahead with dam building for development without Pakistan simply stalling everything, which serves no purpose for modernization.

IEA shows China in 2030 with 54% of mining and 77% of refining for rare earth minerals- a near monopoly. It is this monopoly that China is now using to negotiate with the US. Rare earth minerals are needed for many advanced technology products and renewable energy. This move by China to strictly restrict access to rare earth was not anticipated by US negotiators. US negotiatons with China relate to China's access to technologies, to the US market, and on the subject of fentanyl coming in from China to Mexico and illegally brought into the US.

The NYT provides a good look at the situation in India in September where cases are over 4.5 million, the world's second largest after U.S. During the lockdown in April and May India had successfully stemmed the coronavirus. After reopening in June a lot has changed as can be seen in this look at the steep curve in June, July, August and September. Cases are now at the rate of 95,000 daily and deaths at 1172 daily as of September 9. The deaths are up 16% and cases up 29% over 2 weeks. Maps show the situation in the states with Maharashtra, Andhra, Tamilnadu, Karnataka, and Uttar Pradesh showing the highest cases. Maharashtra has about 1 million cases and the two states in the south east Andhra and Tamilnadu have about 1 million combined with Uttar Pradesh at about 250,000 cases. Delhi has about 200,000 cases. So that about half of the 4.5 million cases are in three states in the southeast and the western state where Mumbai (Bombay) is located. The increase was seen after increased testing from 200,000 a day to 1 million a day by the end of August, a steep jump being seen in late August and September. At the end of July the coronavirus recovery rate of 70% in India and 90% in Delhi were the favorable signs, until things changed in August with increased testing and the spread to rural areas. India is doing over 1 million tests daily. On September 3, 1.1 million people were tested, taking the total to 45 million tested throughout India.  As in Europe and America the reopening which is essential for the economy and jobs has resulted in a big jump in cases. The laws for lockdown were carefully obeyed without many of the problems seen in America and Europe, the early complete lockdown was implemented with success, and Indian pharmaceutical companies are some of the largest in the world giving the public wide access to essential medicines and drugs. The postal service has functioned remarkably well during the lockdown for delivery of essentials throughout the country, and earlier action to establish bank accounts for each and every individual in the country, has enabled rural Indians to get through this most difficult period. This has given the government some breathing room as it faces the cases from reopening in a vast country of 1380 million people.   ...

France's high speed train network SNCF and its new trains TGV m are the focus of French Connections series in FR24. It is a great success for France as it connects 230 cities across France and decentralizes the country making remote areas reachable in hours. 770 kms Paris Marseille is covered in 3 hours. It has transported about 3 billion passengers since its founding in 1981 under Francois Mitterand. 122 million people traveled on TGV trains in 2023, and this is increasing by 20% a year. The trains travel at 350 kilometers an hour and are capable of over 500 kms per hour. For countries like India this is very useful to know as the first bullet trains based on Japanese technology are being built for route Bombay- Ahmedabad- Jaipur- Delhi. It shows that if it worked so well in France it can work well in the US or India. In India it could transport many times the 122 million in France and connect remote regions exceeding 1000 kms. Madras Srinagar is 3000 kms or 1900 miles. Imagine this being done in 7 hours at 400 kms per hour. It would really decentralize India. Same for the US for Austin Texas to Boston Massachusetts 1600 miles in 7 hours. It would better integrate communities in the US that are far apart socially.   ...

China's population drops and fertility rates drop for a decade now- the median age is 40 years for China compared to 30 for India. Those who think India can never catch up to China lose sight of these factors- a 10 year gap is huge provided India can take it and run. India is moving from a corruption prone, governance deficit, investment deficit, engineers deficit, technology access deficit country to a country that is able to score well in governance, capital, labor and technology eliminating deficits in each sector the way China did.. The younger age China enjoyed in 1990 of 25 years median age when it started industrialization is now being transferred to India in 2026. Why is this important? A younger population with abundant capital, abundant labor, abundant technology access is the ticket to industrialization on a massive scale. India today is on the cusp of massive changes. What happens now is that the computerization and software is also getting more advanced that will accelerate India's Vikshit Bharat effort. This is why Chancellor Merz joining Modi at the Kite festival and committing Germany to a partnership with India, with it the European Union, is so significant today, as it will deliver for both India and Germany, Europe. China births drop from about 10 million to about 8 million and birth rate drops from 6.77 to 5.63 births per thousand people. China population now drops to 1,405 from 1,408 million people. Deaths rose from 10.93 million to 11.31 million.   ...

Gerry Adams of Sinn Fein in Northern Ireland says in the NYT that some way has to be found to respect the vote of 55% in Northern Ireland in favor of remaining in the European Union. He says Northern Ireland and Scotland should not be made to leave the EU because of a different preference expressed in England and Wales. He points to one of the most harmful effects of the Brexit i- the return to a hard  border between the EU state of Ireland and Northern Ireland. This will affect the economic, healthcare, tourism, business and cultural links of Ireland in the north and south, and reverses the gains of the 1998 Good Friday Agreement. He calls it a result of factional infighting in the Tory party, the rise of far right anti immigrant groups such as UKIP, and the Gove faction which never really supported the peace deal in Ireland that has brought two decades of peace. Adams says concurrent referendums for a united Ireland is one solution to this problem. Another is an All Ireland forum of political parties and civic partners to meet, and for the Irish Government to stand behind the Good Friday Agreement, so that the Brexit does not hurt the interests of Ireland as a whole. ...

In France 67% of young people 15-17 years in a Acadomia survey support ban on under 15 years children for social media. A bill is being introduced in French parliament to restrict children under 15 year from social media platforms supported by the governing party. A French parliamentary inquiry into “the psychological effects of TikTok on minors”, was set up in Spring 2025, and the results have set off an alarm about the negative effects on children. The new law would apply to children in high school lycee 15 years to 18 years, as it is already in place for children 11-15 years in college French middle school. The bill will be debated in parliament on Jan 19, 2026 and has support of EPR Ensemble Macron's party and of 121 members of parliament. It also restricts use from 10 pm to 8am to support better sleep patterns for young people and for studies.

Guiding the debt ceiling talks in a safe way that does not distract in any way from the stronger economy that is taking shape with large investments in every sector, and which people can see and feel in their own lives, is the goal of president Biden. It would be a win for Biden if overall spending can be kept at the level of 2023 for the next two years. How he does this is by maneouvres that concede somewhat in some areas- one example is by reducing spending on the Internal Revenue Service by $10 billion from $80 billion to $70 billion, and shift the $10 billion saved to education and other similar spending. The idea is to mitigate the effects of small cuts by shifting money from other places in the budget spending plan. These maneouvres are designed to keep the overall investment largely intact and deliver results in 2023 and 2024 in a rebuilding of America that the people can see.
