October 1 is a national holiday in China  and the 75th anniversary of the founding of People's Republic of China in 1949. Youth and students in China travel across the country to visit historic sites in the Chinese Revolution in what is called Red Tourism. The perceptions of young people and students on Mao in 2024 is shown in this video in FR24. This is how China wants to remember its past- a century of conflict with European powers and the British Empire after European Powers tried to breakup China following the Opium Wars in the 1850's. This was followed by the Japanese Empire staking its claims over parts of northern China in 1900-1945, and the period in which the US under General Joe Stilwell struggled with the dilemma of China knowing the corruption and failure of leaders to modernize China.  Then followed the decades when hunger and inadequate healthcare was banished from China, yet the industrial revolution that happened in western Europe and the US was elusive. Efforts in the 1960's to do this failed. Only when China showed the spirit of humility to work with Europeans and Americans and the Japanese and opened up its thinking to adopt markets in its own context of state run operations was the industrial revolution accomplished and modernization made to happen in the 1990's onwards. What the French take for granted today- 99% of the French people are covered by national health care- started when Charles De Gaulle faced rising scial discontent in the postwar period, and accepted a demand for worker protections. During the postwar period Frenchmen are paying higher taxes, but in the first 30 years because French salaries were growing fast this was not noticeable. With slow growth and rising healthcare costs its getting harder to increase these tax deductions for overall social security, which have reached one third of apaycheck at the low end, say for ataxi driver in Marseilles. So you have the government running deficits of $15 billion in 2004, even after increasing co-payments for routine care and doctors visits. Experts say this could reach $40 billion in 2010 and $90 billion in 2020. In 2007 health care cost the government $300 billion, or 11 % of GDP, (OECD numbers) and the bureaucracy and rules are getting more complicated. This 11% is well below what Americans pay for asystem that leaves out about 50 million people. France ranked 8th on the OECD list in cost per capita, the US at the top. And the French life expectancy is higher at 80.98 vs. 78.11 for the USA, higher by about 3 years. For this cost the system is cost effective according to the OECD. And the French find the American debate abouthealthcare public option "altogether surreal", as the newspaper Le Monde put it. To keep the system in viable form the government is increasing copayments, such as the decrease in reimbursements from 80% to 65% for routine care and doctors visits in 2004. As aresult the deficit dropped to $6 billion in 2008. ut the global economic crisis and rising unemployment has made this grow to estimated $13 billion for 2009. Measures under consideration: increasing hospitalization copayments to $28 a day from $22. To fill this substantial gap for routine care and other costs the French system has private insurance companies called mutuals that offer different policies. Which is where the Fench notion for equal treatment in health care gets distorted because different people can have different coverage. The French though compare their system to the British system and say theirs is not as nationalized as it appears and the Brisih one is much more so. The French system though supervised by the government is different from government run health care as in Britain. French people are free to choose their own doctor who is often a private practitioner. ...

Ratan Tata welcomes Air India- formerly founded as Tata Airlines in 1932 by an accomplished pilot JRD Tata who flew the maiden postal flight in South Asia from Karachi to Bombay in 1932- back to Tata Group. JRD Tata assumed the position as head of Tata Sons in 1938. Nehru nationalized Air India in 1953 after years of bureaucratic interference in the management of the airline. Ratan Tata was selected by JRD Tata to run the Tata Group in 1990 and was present during the early formative years of the airline. The decision to take 100% ownership of Air India in 2021 appears to be a good one considering the difficulties JRD Tata had- and which Ratan Tata is familiar with- from interference by the government in the management of the airline in the early period after independence in 1947. This gives Tata Group a clean start to build a new airline. By taking responsibility for three fourths of the debt of Air India with Tata Group taking on the other one fourth, the government gives the new airline a good start. Air India was losing 3 million dollars a day according to a report in DW.com. This transfer also frees up this huge investment for use in other areas of the economy such as infrastructure building, healthcare, education, logistics for exports. ...

The House Energy and Commerce Committee passes ahealthcare plan with 31 to 28 vote. The Senate version takes adifferent approach. The Senate version has moved away from the employer requirements in the House bills. The Senate committee is moving towards aproposal to require employers to contribute if their workers are getting government assisted insurance coverage. It has also moved away from the surtax on the wealthy in the House bills which is expected to raise $500 billion. Instead the Senate version proposes an excise tax on insurers for health plans that offer generous benefits. Under the current bill being considered in the Senate such a insurance policy tax could raise $180 billion. The Senate Finance Committee is also different in that instead of the public insurance option it offers nonprofit health insurance cooperatives as an alternative. There is agreement between the two parties on anumber of things so the debate will center on the public insurance option, surtax on the wealthy to pay for the plan, and the requirement for an employer mandated coverage for all employees....

After a chemical attack by the Assad government in Syria in 2013 Trump urged president Obama not to make air strikes on Syrian government targets, saying jobs, healthcare and other priorities should be remembered. After the use of chemical weapons in April 2017 by the Syrian government and the outrage following media photographs of the men, women and children who suffered from the brutal attack, Trump had changed his mind. The graphic images led to a change of heart. President Trump said that "it was in the vital national security interest of the United States to prevent and deter the spread and use of deadly chemical weapons." Reports on CNN state the president was offered two options to strike several airfields or one airfield near Homs in Syria, just before meeting China's president Xi Jinping. He chose the latter option and went on to his meeting with China's president. Pictures on the internet show Trump with key advisers, Mcmaster, Tillerson and others huddled together in a room at the Mar Lago resort following the strikes. It may be a decisive moment in the Syrian conflict as it was an expression of disapproval and action with the use of chemical weapons in any conflict. ...

June's employment numbers in the U.S. from the Labor Department show only 80,000 jobs were added. Job creation dropped in the second quarter to about 75,000 a month from the average of 226,000 in the first quarter 2012. Part of the reason for the higher figures in the first quarter was unseasonably warm weather during that period. Manufacturing added fewer jobs in June, down to 11,000. Healthcare added 13,000 jobs. Of 12.7 million people unemployed, the number of people unemployed for more than 6 months is 42% of the total or 5.4 million.

Shiller's ten year earnings P/E ratios for U.S. stocks are at about 24.5 in October 2013. By comparison Shiller adjusted 10 year P/E ratio for Greece is at 4, Italy and Spain at close to 10 and Germany at 15.6. The one year earnings P/E ratios in Oct 2013 are at 15.8 for U.S. stocks. Within the U.S. Shiller says, the sectors where P/E ratios are much lower than 24 are in healthcare and energy and industrials. Emerging markets are also much lower than 24 for the U.S., says Shiller.

Are there constituent "nations" or "nationalities and regions" in Spain? Seven people drafted the Spanish Constitution that was signed by King Juan Carlos I of Spain in 1978. Two from Catalan region wanted the word "nations" instead of "nationalities and regions" instead the pro-Spain supporters including aformer minister in the Franco government wanted to keep the words "nationalities" to limit the interpretation of self-government to one that would be within Spain. Today a far right party wants to se the clauses that give self government to regions and nationalities removed from the Constitution. Catalan independence supporters say the Constitution allows the right to call a referendum. Left parties see the promises for housing, healthcare and pensions as too vague in the Constitution. What was seen as a huge advance in the early years of democracy in Spain are now seen as creating room for dissension and strife in Spain, with a fragmentation in the political parties and loss of confidence in the two main parties.   ...

See graphs of the household income over the 75 years under Conservative and Labour governments, which shows slower growth in household income over the next 5 years. Healthcsare and Education are growing at 4%. The growth of 6-10% is for local government spending, housing, communities and local government, work and pensions, Justice, HM Revenue. The slow rise in household incomes to 2030 is the result of trickle down economics which is sold vigorously by some groups as economic orthodoxy including the largest corporations paying little in taxes. This is true also of the US. FDR called it Tory policies and policies that say trickle down economics works when it doesn't. FDR said at DNC in 1932- "And we thought the Tories left in 1776." Today this is why UK household incomes show slight growth to 2030, and even this Labour Government is hesitant to boldly question this economic orthodoxy.  For Britain the debacle of Brexit turning some legitimate questions of immigration into isolation from economies of mainland Europe adds to the problem.     ...

Laws passed under Republican president younger Bush incomprehensibly took away the right of the government to negotiate drug prices with pharmaceutical companies in one of the most egregious and costly decisions in postwar history by the government of the United States. It has only aggravated the problems and cots of healthcare for the American people. President Biden reversed this with the passage of the Inflation Reduction Act during the pandemic. Strangely it is part of the real culture war in America in which about 80% of both Republicans and Democrats support this but the media allowed the Bush legislation to be passed without saying it made no sense to say this negotiation was a form of price controls by the US government. This is how low the US policymaking had fallen by 2003 with legislators and press unable to make a simple point. Bush's legislation was called even more incomprehensibly the Medicare Drug Improvement and Modernization Act, when it was one of the biggest financial disasters for the American people costing them hundreds of billions of dollars in their savings and incomes to pay inflated prices of pharmaceuticals that people in Europe and Asia (India and China) were not paying.  ...

Argentina, South Africa, Mexico, India, UK, European Union elections are taking place by June 2024 and US in November 2024. Yet it is misleading to lump them together. Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

This article in the NYT provides a look at the features of the Republican House Health Care Plan- Both the Affordable Health Care Act and the House Plan provide incentives for buying insurance- the ACA bases these incentives on income levels whereas the House Plan does not provide additional help for low incomes or elderly. Incomes at $20,000 would see a loss greater than  $2000 under the House Plan and as many of the elderly poor living in high cost areas may not have the resources to make up for this loss of subisidies they may forgo buying insurance or have insurance coverage that protects only in a limited way. President Trump has given assurances that all will be covered. For people with incomes of $50,000 or $75000 the loss of $2000 subisidies would also have some impact. At larger incomes or the well to do the subsidies are not handed out under either plan. Under the ACA the emphasis was on income levels and high cost insurance areas the subsidies were greater, under the House Plan the subisidies would be higher for the elderly compared to the young but very low income levels are not given additional help.     ...

Samuelson points to the risks to the American economic growth from excessive health care costs. This is hurting take home pay and shows up in consumer spending. It is hurting government spending in other areas such as needed infrastructure spending and efforts to reduce the deficit. This hurts private capital investment to create jobs because of lower demand from constricted consumer spending. The U.S. budget has as its largest single expense 27% on health care compared to 20% on defense the next largest expense, with growth in health care spending taking this to one third of the budget in coming years. Without addressing health care, says Samuelson, the Supercommitte in Congress even if successful at deficit reduction will basically have failed to do its job, and it did not have the time, resources or conviction to do this. According to a new study from the Organization for Economic Cooperation and Development (OECD), U.S. healthcare spending per person is $7,960 per person in 2009. This compares with Norway $5,352, Britain $3,487, France $3, 978, an OECD average of $3,233. Life expectancy in the U.S. is 78.2 years, compared to Japan 83 years, OECD average of 79.5 years. Chile and the Czech Republic have life expectancy equal to the U.S. Except for cancer care where the five year survival rate is 89.3% in the U.S. and the OECD average is 83.5%, the U.S. lags far behind in much needed critical areas such as diabetes and asthma. Rates of emergency hospitalization for asthma are 3 times that in France and 6 times that in Germany and Italy. The U.S. has fewer doctors per thousand population and higher cost per medical procedure- with more frequent use of the costliest procedures- creating a supply shortage that induces higher prices, and less preventive and early action care through physician visits. The number of practicing U.S. doctors is 2.4 per thousand population in the U.S. compared to 3.1 per thousand for the OECD average; and number of annual doctor consultations 3.9 per capita in the U.S. versus 6.5 for the OECD average. Appendectomy cost $7,962 in the U.S., $5,004 in Canada and $2,943 in Germany. Coronary angioplasty cost $14,378 in the U.S., compared to $9,296 in Sweden, and $7,027 in France. Knee replacement cost $14,946 in the U.S., $12,424 in France, and $9,910 in Canada. Knee replacements, angioplasties and MRI exams are twice as common in the U.S. compared to the OECD countries. ...

Obama's politics of consensus face a test as some of the issues before the country require strong leadership in the face of competing interests, intense lobbying, and politics as usual. Wavering support from supporters during the primaries, as leadership is delegated to Congress heavily influenced by lobbying on healthcare. And loss of support from the centre and independents who are unconvinced by the lack of clear direction and the tendency for the debate to be carried by competing interests. This is what areport commissioned by President Sarkozy of France, done by Siglitz and Amartya Sen, esentially emphasizes. And be careful when you see more cars and gasoline and more driving drive up GDP numbers and growth because this may actually work in the wrong direction, and have unusual negative effects as the SUV buildup and later collapse led to destroying companies and jobs in Michigan and the midwestern USA.

BP reports a deal with the Plaintiffs Steering Committee in March 2012 to settle the lawsuit over the 2010 oil spill in the Gulf of Mexico by paying an estimated $7.8 billion. BP will pay the settlement from the money remaining in the $20 billion escrow account setup for this purpose. This includes $2.3 billion for losses suffered by the Gulf seafood industry. The rest of the money will go for economic claims and medical claims. Money will be provided for next 21 years for health related claims, and $105 million will go to healthcare in Gulf areas.

EpiPen's price has jumped 550% over 8 years. Mylan Pharmaceuticals is dominant in the $1 billion market for treating serious allergic reactions. Mylan acquired reights to sell EPiPen in late 2007. A pack of two list price is now $608.61. Last Nov. Sanofi's competing product Auvi-Q was recalled giving Mylan price dominance. A problem for consumers is that EpiPen expires in one year. Mylan launched a campaign to make parents aware of the product for children with peanut and other allergies, and also lobbied the governments to make ready supply of EpiPens available in schools and other public places. Now the controversy over price increases, with Hillary Clinton citing this as an example of exorbitant pharmaceutical pricing, is likely to change the environment around EpiPen and other overpriced drugs or healthcare products.

Tory MP's rebels in the southern part of England are opposed to prime minister Boris Johnson's second lockdown for the whole of England. This report in The Times of London looks at how Johnson's conservative government might have to get Labor party support to pass the lockdown measures in parliament. Or Labor may decide to abstain from the vote. Mr. Gove says the NHS risks being overwhelmed if the lockdown does not take place. Responding to the statements that southern England does not have high or has falling rates of coronavirus Mr. Johnson says it has been shown that a low rate catches up in one area when it is next to a high rate area for coronavirus so that the result is the spread of the virus to the point where the NHS cannot cope.  The NHS like the French health system and other health systems in the European Union, U.S.  India, and other countries are strained to the limit. Most healt care workers in hospitals have felt severe strain on themselves and their families during the first wave. Most are exhausted and are in a situation of fatigue with the added factor of some healthcare workers on leave from the virus illness. This puts additional burdens on the system. Without the action taken the health system may be overwhelmed in many countries leading to disaster.   ...
