In the current situation where the "too big to fail" problem for banks has only worsened since the crisis with the remaining banks even larger after mergers, and no dividing wall between speculative trading in securities and the utility banking of collecting deposits and making loans, the country depends on regulators to do the job of supervision. Regulatory reforms have faced resistance from the banking industry and the reforms have been watered down in Congress. It is in this environment that Patrick Parkinson takes on the job of head of bank supervision at the Federal Reserve. He will work with Daniel Tarullo, the Fed governor who heads the committee of governors overseeing bank supervision. But he is also one of the old faces at the Fed when the Fed failed in its role of bank supervision. From 1993 to 1998 he was the top staff advisor to the Fed chairman, for matters considered by the President's Working Group on Financial Markets.

A critical point mentioned is that for a heavy polluter like China, the slowdown means less production of heavy industry like cement and steel that produces few jobs and has large emissions. The slowdown is an opportunity to make a transition to a greener economy that creates more jobs. The spokesperson for the European Commission says it depends on the vision and foresight of European, American and Chinese leadership whether they use the transition as a short term bitter apple to create new sectors that help in conservation, the environment, and for jobs, all at the same time. Government incentives and mandates, education, and leadership may be critical to doing this. Business and the private sector and markets can be shortsighted in this respect, and lack the will and staying power to see it through, leading to suboptimal results at best or destructive results as critical time is lost in indecision or inaction.

This means climate change issues remain no matter what the US does. Mass firings of government workers and closing of government offices created a sense of upheaval with the style of Elon Musk and his Department of Government Efficiency. Musk says his disinterest in the workings of the government, and effort to do too much too quickly hurt his efforts, and the distraction has cost Tesla with loss of market and loss of loyalty of customers put off by DOGE style actions. Some actions were controversial such as asking federal government workers to list their 5 accomplishments each week or be fired, and are being withdrawn. Overall the media coverage created more miscomprehension for the president's goals and actions. President Trump has now distanced himself from Musk and Musk has withdrawn from the Washington scene. New reports suggest Tesla engineers now working for GM are building new EV battery technologies to drastically reduce the cost of EV's by 2028. One such report came out this week  shown in Lyrarc.com. Tesla imports its electric car batteries from China which could put it at a disadvantage in the current tariffs environment. The parliamentary elections in Britain have changed the environment in which the first day of Brexit talks took place on June 19, 2017. There is a great deal of uncertainty as the government of Theresa May has only a thin majority in parliament. A debate is now taking place on how much support Brexit has after the parliamentary election, and what kind of Brexit should take place, what are the risks and uncertainties for Britain. As expected the European Union negotiator Michael Barnier emphasized that some issues have to be resolved first- that Britain owes the European Union between 40 to 60 billion euros over 5 years, the rights of EU citizens in Britain, for the beneficiaries of EU policies and for the impact on borders particularly in Ireland.  Only then would the EU discuss access to the EU market for Britain. Mr Barnier handed British negotiator David Davis a hiking stick, a way of saying this will be a long hike up the mountain. In Britain there is a growing sense that the talks cannot be completed by the current deadline in 2019, that it might take 5 years. Another hurdle- Britain cannot have access to the single market if it seeks to control immigration. For the European Union there is the additional problem of how to negotiate with a government that may not be there in a few months, say experts. For the European Union Brexit is now more of a distraction, as there are other issues that rank higher such as relations with the Trump administration, NATO and Russia, refugees and borders.       ...

For the first time in decades Mexico has a president who travels on regular commercial flights, flying in tourist class. There is no presidential plane, no presidential mansion. He starts his day at 6 am with a crime report and a Cabinet meeting By 7 am he is at the presidential palace giving a free wheeling press conference. He has in 3 months talked to the media and the public more than was done in 6 years under the previous presidents. By noon he is on his way to catch a commercial flight to a provincial city such as Guadalajara.  There he meets local leaders, eats at a local cafeteria, and attends an open rally. He is most comfortable brushing against people, pressing the flesh, and making some comments in one liners, something he has done for twenty years since becoming the Mayor of Mexico City.  He is a bit evangelical, more like Bernie Sanders, but with the power. Mexicans listen to him attentively. Mexicans were so fed up with corruption, neglect of public opinion, and lack of rule of law, that Obrador after contesting with difficulty in previous two elections won decisively in the recent presidential election with large majorities in parliament. He has in the first 100 days moved to scrap a new $12 billion airport with costly cost overrruns using a referendum to make the decision. He has also cooperated with the Trump administration to slow the flow of migrants from central America, working with the U.S. on a $11 billion investment in Mexico and Central America to create the jobs and secure environment so that people can stay in their homes.   ...

Prince Philip's career in the Royal Navy is remembered here in The Times. His service off the cost of Greece, at Gibraltar, and off the coast of Sumatra, on British Navy ships is recalled. Here he is seen saving airmen in the seas in the war against Japan near Sumatra, and in attacks on Italian cruisers after Italy invaded Greece. During this period till 1947 Philip served in the Royal Navy. When asked about any "if only" he had in a BBC interview, Philip once said there were none, except one about his career in the Royal Navy. Here he was following his uncle Lord Mountbatten. During his service in the war he leaned some things in the Navy that became part of his personality, the way he was, his style so to speak.  This was about being matter of fact, just doing it, never complaining, getting on with it. Philip was on the HMS Whelp on September 2, 1945, when the Japanese surrendered. He saw British seamen then who had been prisoners for many years, returning from camps. He recalls seeing tears stream down their cheeks as they sat with him in the mess on the ship and recognized the familiar environment, they could'nt speak. Shaped by these experiences Prince Philip reflected the values of devotion to duty, humility, respect for women, and feeling humbled by life's experiences. The experience in the Navy shaped his view of life. When asked about how he coped with wartime dead and wounded he once said - "we did'nt have counsellors rushing around every time someone let off a gun. You just got on with it." Seen out of context his remarks during the last few decades seemed blunt, seen in the context of the Navy and his formative experience in the ships in these years it was just the way it was. Simply who he was, as he once replied. With it also came the kind of dedication to country, being the "rock" of support that he was for Queen Elizabeth over many decades, and his unique style, now cherished by his family, the country and the British Commonwealth.   ...

Issues of inequality and lack of upward mobility came up in the last presidential election. A Federal Reserve Survey for 2018 shows the financial fragility facing many Americans. One quarter of working individuals say they do not have any retirement savings. About 17% of households say they cannot pay all their monthly bills. About 40% of Americans say they do not have enough cash to cover an unexpected $400 expense, and would have to rely on credit cards balances or loans from family to make the payment. This survey by the Federal Reserve is done each year since 2013, after the financial crisis hit in 2009 it became more important. Still Americans are showing unusual resilience and upbeat spirit. About 75% say they were doing Ok or living comfortably up from 63% in 2013. And two out of three described lovcal economic conditions as "good" or "excellent."  This shows that the financial vulnerability resulting in the loss of jobs in the U.S. both from jobs lost in manufacturing going overseas,  jobs lost through automation or industrial decline in some sectors, and the hit from job loss during the financial crisis and its aftermath years of 2009-2014 is still leaving a lot of families financially vulnerable. Low interest rates and stagnant wages also meant savings growth for ordinary Americans was less than it should be in a healthy economy without booms and busts. This is also the environment in which the U.S. is tackling challenges to its technological leadership in 5G following a decline in sectors such as autos and electronics, with job losses to Japan and South Korea. New trade agreements are focussed on correcting the imbalance, first with Mexico, South Korea, and now with China. Focus is also on fair wages and labour overseas to raise American wages in key sectors. The damage done by a low interest rate to savings of ordinary Americans outside the stock markets is also being seen as a downside in the boom bust cycle, that includes loss of jobs for vulnerable American families. The rise of the tech sectors has diluted the traditional protections of working class Americans with the shifts and realignment of the major parties. ...

At the end of the 2012 Communist Party Congress in Beijing, Xi Jinping assumes the post of chief of the Communist Party of China. He also assumes the post of head of the Central Military Commission, which makes him head of the armed forces of China. Li Keqiang, the incoming prime minister, is the only member of the party Politburo Standing Committee selected by current president Hu Jintao. Jinping is supported by Jiang Zemin, former president. Four of the other five members are older party leaders placed in these positions by former president Jiang Zemin, who succeeded Deng Xiaoping and started China's three decade long modernization. The seven member Standing Committee governs China by consensus. This will limit the room for change, especially as the other five members are in their mid 60-s and favor the status quo. Xi Jinping is 59, Li Keqiang is 57. Xi becomes president in the spring of 2013, and Li becomes prime minister to run the government ministries. The optimism for Li who is the best educated of China's leaders, holding a doctorate in economics from Peking University, and an early interest in constitutional law, is restrained by the institutional arrrangements that favor the status quo. Some experts in China see the new leaders likely to make major changes only if confronted by a crisis. In his live television acceptance speech Xi focussed on China's "rejuvenation," with improvements in the party bureaucracy, tackling corruption, and improving the lives of ordinary people, for better schooling, jobs, incomes, health care, better housing conditions, social security and the environment. The European Union Commission says Ireland must recover 13 billion euros in back taxes for giving tax preferences to Apple that are against EU rules. The EU Commission says Ireland allowed Apple to pay a corporate tax rate of 1% on its European profits in 2003, and .005% in 2014. The EU Commissioner says the use of Ireland as the place where Apple pays taxes on operations in Europe has no base in reality, as most profits are earned in other countries outside Ireland. Taxable profits of Apple "did not correspond to economic reality," according to Ms. Vestager, the EU Commissioner.  In the current environment where political upheaval is unsettling the democratic process in the U.S., Britain, Spain, France and Italy, as well as in Brazil and other countries in the developing world- because of deep recessions, and efforts to cut the deficits with deep cuts in state spending including in education and healthcare, basic services- the moves by companies to reduce taxes to these absurdly low levels such as .005% when other companies in the EU are paying 12.5%, is becoming increasingly unpopular. As pointed out in this BBC News article this sounds like the way Carnegie, Rockefeller and Vanderbilt operated during the late 19th century, and were seen as operating in a manner that was above the law. Janet Yellen pointed out at a Boston Fed Conference on inequality in Oct 2014 that the bottom half of the distribution or 62 million households in the U.S. in 2013, had a net worth of about $10,000, One quarter of these households had a net worth of zero dollars. The working class and blue collar workers in the U.S. provide much of the support at Trump rallies. Younger college educated people support Sanders, because of the situation of the working and middle class in the U.S., and a similar situation exists in Europe. It is for the sake of the democratic process and delivering services in education, healthcare, and other basic areas to all, that companies small and large need to pay their fair share of taxes, regardless of size, influence, or technological advantages. Today this is is seen by most leaders who draw public support as the right way forward for the U.S., Latin America, Europe and Asian countries, including proper allocation of resources to best serve the needs of working people. For example the 13 billion euros is equal to all of Ireland's healthcare budget, and 66% of its social welfare budget.    ...

RFK Jr. nomination heads to the full Senate for confirmation as Health Secretary to bring new ideas and solutions to tackle obesity and disease in the US. He called the US health condition dismal as it is, not just for what is spent. RFK Jr called the US a sinking ship when it comes to the health of its people as he answered questions from Senators at Senate hearings. Ron Johnson, Senator from Wisconsin, said RFK Jr. was an answer to his prayers for someone who could help tackle this crisis. RFK Jr. said he was pro-vaccine and his opposition was only to some aspects of vaccines in certain situations. He also said that his father Robert Kennedy who died in 1968 when RFK Jr. was only 14 years old had told him when he was just 13 that it was important to have a fierce skepticism.  The magnitude of the crisis is so large and the budget is so large that only someone with the experience and one who has fought hard won battles against coal and for the environment for decades, and with the tenacity of RFK, is capable of taking the action needed today. White points out that baby boomer buyers in their fifties and sixties are particularly careful to compare these cars with the luxury features on a moderately priced Accord and Taurus, and can see any flaws in the near-luxury cars which indicate compromise such as afour cylinder engine or manual controls where electronic controls are expected. Honda's marketing people have looked at American buyers and see the new profile of a customer who is sophisticated but is also looking at price in today's more fugal environment for purchases, as the buyer they are targeting. But they will have to be careful as this category bumps up against the moderately priced cars that have some luxury features and are competitively priced to attract buyers.

India's central bank governor, Raghuram Rajan, announces a interest rate reduction of the benchmark rate by one quarter percentage point to 7.75 percent on Jan. 14, 2014. He had come under criticism from business for not lowering rates at the Dec. 2, 2014 meeting, after the decline in oil prices. Rajan notes in his news release that when he left rates at the same level on Dec. 2, the policy statement said clearly- "once the monetary policy stance shifts, subsequent policy actions will be consistent with this stance." In the NYT interview with Keith Bradsher, Rajan pointed out that more information was needed to confirm that low crude oil price environment was going to last. India imports about $100 billion in crude oil and is a key beneficiary of lower oil prices, at a time when the energy infrastructure and supplies are lagging behind causing a severe bottleneck for growth. The current situation points to inflationary pressures easing. Dec. 2014 inflation was 5%. Prices have fallen for fruits and vegetables since Sept.2014, and cereal price pressures are also easing. ...

GE's share price falls below $10. It has dropped 77% in 1 year from the 52 week high of $38.52 a share. Last time it hit this level was April 17, 1995. And its GE Capital unit faces problems. For years it generated half of GE's profits, now it had to sell its commercial paper to the government when markets dried up last fall. It has had to use a government bond guarantee program for bond issuance in recent months, even though it was at one time one of the largest corporate bond issuers. It has been unable to sell its $30 billion private label credit card operations and it appliances and light bulb units, as there are no buyers. As the stock drops GE has to consider cutting the dividend of $1.24 per share, to keep more cash to navigate this crisis. GE's Immelt continues to have his managers focus on the operations, and its business reviews that were conducted weekly are now conducted daily, and the monthly reviews are conducted weekly. But being proactive hasn't helped in this environment. ....

The clout of China's environmental agency the State Environment Protection Administration has grown significnatly in the past 12 months. SEPA rejected 110 projects in 2006 for environmental damage, and in 2007 it rejected 187 or about $91 billion worth of projects for environmental damage. China requires environemntal asses ment for sttell mills, power plants and other projects as part of the approval process. So even as criticism of the Chinese government has built up for environmental damage SEPA is getting new clout and the government is rethinking how all these projects can some day come back to haunt the administration for environmental impact if something isnt done very quickly to cancel all projects that dont meet environmental quality standards. This is something to keep watching first because it ensures longterm sustainable economic progress and second it reduces the cost of cleaning up which would reduce economic growth in the future, third because the quality of air and water lead to really sustainable economic development in the future. In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...
