Janet Napolitano, president of the University of California, says the Obama plan for ratings of colleges in the U.S. will not add much value because much of the information is already available. More important she says is to tackle the bad actors in education leading to high student debt. She says she will cut costs by a couple of hundred million dollars in the next few years, and will keep pushing on costs as there is a natural tendency to revert back. Even though E-Bay executive Meg Whitman has outspent Jerry Brown by $130 million, much of it her own money, she trails Brown by 8 percentage points in an Oct 20 survey by nonpartisan Public Policy Institute of California. That survey showed Brown leading 44% to 36%. She had a hard line stance on illegal immigration in her ads for the primaries, which changed later in the campaign to attract Latino voters. Her campaign crafted by consultants focussed on three themes- cut government spending, create jobs, and fix education. Brown is a former Governor of the state and current attorney general. Experts attribute the lagging Whitman campaign to voters leery of 2 kinds of politicians- the first is the career politician and the second is longtime corporate executives. In other polls Senator Barbara Boxer is leading Ms Fiorina, former HP executive, 43% to 38%. Because of last minute surges in the polls, a lead of 8 points or more is considered necessary for the governor's campaign, for a candidate to win. Another factor is that Governor Schwarznegger came in with no political experience, and was beset by the state's fiscal troubles, with his poll ratings now at 28%....

Applied Materials, a maker of machines that make computer chips, will invest $4 billion over 7 years in a new research center in Sunnyvale, California. Part of this investment comes from federal subsidies in president Biden's CHIPS Act to increase American semiconductor production inside the US. The investment will create jobs for 2000 engineers. The idea is to build an ecosystem for research and experimentation in Silicon Valley close to other research centers and universities so that the cost of production can be brought down with the access to latest technologies in usable form.

Jerry Brown is likely to get a fourth term as Governor of California. Brown's focus is on a Water initiative, Proposition 1, and an initiative for a rainy day fund, Proposition 2, for the state. His campaign spending of only $500,000 suggests that he prefers to make his legacy with the right actions for the state. Proposition 1 addresses the water problems in the state which is facing a long drought. It is a water bond that will invest $7.1 billion on water storage and recycling, watershed management and loans to regional water management projects. Proposition 2 addresses the second major problem in the state of California- the failure to build enough reserves to tide over periods of economic downturn. It requires the state to set aside 1.5% of general fund revenue and a larger percentage of capital gains taxes till the rainy day fund reaches 10% of the state general fund or $15 billion for 2014. Brown is unique among the nation's governors for his ability to stay away from politics and ideologies to take a common sense approach to the state's major problems. As a former governor he returned to office decades later with experience that few governors have, enabling him to carry on the legacy of his father, a former governor, to make a huge contribution to the state. Fed chairman Volcker has started an initiative to encourage public service in the U.S., Jerry Brown has shown how it is done. Bringing the experience, the courage for needed action, coupled with the humility of outstanding public servants....

The incredible story of Beate Gordon of Mills College, California. As a 22 year old she joined the staff of General MacArthur in Tokyo. She was assigned the task of writing the section on women's rights in one week in 1946. She searched libraries in Tokyo for constitutions of other countries. Mills had lived in Japan for 10 years with her parents, and knew the situation for women in Japan, with the lack of basic rights. She took up the task as the only woman on the constitutional committee.

According to a report from the Southern Education Foundation about 51% of the students from pre-Kindergarden to 12th grade in the U.S. were eligible for the federal program of free and reduced price lunches, using an analysis of 2013 federal data. With the highest proportion of students in poverty concentrated in states in the southern and western U.S.. States all across the south, including Texas, show high concentrations approaching 60-70%, and states in the west such as California show about 50-60%. Midwestern states such as Illinois and Michigan show rates over 50%. The implications of this data are that these children from poor and sometimes chaotic backgrounds trail other children in educational development, are less likely to have educationally enriching activity, and more susceptible to dropping out or never attending college. Kent McGuire, president of the Southern Education Foundation says the map showing this is striking. He points to the disinclination to invest in young people today, compared to the focus on leadership in areas of creating opportunity and upward mobility in the decades of the 50's through the 80's. Michael Rebell of Teachers College at Columbia University, says reaching this point where a majority of public school children are from poor backgrounds has happened sooner, and the trend has accelerated over time. ...

The California Employment Development Department said the unemployment rate was 10.1% for January 2009, up from the revised figure of 8.7% in December 2008. California expects to pass 11 or 12% unemployment in 2009. A total of 1,863,000 Californians are unemployed, up 754,000 from January 2008, with 3.3% fewer jobs in January 2009 compared to January 2008.
