With the 15% mandated cuts to energy use in the European Union countries and the shutoff of Russian gas supplies, three remaining German nuclear plants can be run for an extended period to take off some of the strain on the German economy. Sentiment for nuclear power is changing in Germany. California has gone to put residential solar panels big time. Consider 47 gigawatts of production of solar energy installed , can supply 13.9 million homes and cover 25% of California's energy use. From desert landscapes in the Central Valley to rooftops in southern California it has spread so fast that the power grid does not know what to do with it during the day when demand is not high and supply is plentiful, a duck curve. About 5% of it goes to waste unused, and solar energy during the midday period is now not worth much to the grid. Officials want to switch from the 0.20 or 0.40 cents incentive per kilowatt hour  California pays for solar supplies to net metering that means pay only what is of value to the grid. In the Spring months this can be a net zero value to the grid and zero payments. In summer demand picks up because of air conditioning use middday. This has raised alarm that it will lead to a 40% drop in solar installations in the next year. It shows the challenges that more states will face. Nevada with 23% solar energy power is facing this situation. So is Hawaii. The Biden administration has $7 billion in grants to support rooftop solar in other states, to power 900,000 low income households. ...

It is stated that the financial stability mandate be removed, that employment stability be removed and its regulatory role be effectively taken out. A commission to be appointed to look at alternatives to the central banking role of the US Fed. There are inflationary episodes and banking crises yet they stem from poor behaviour of banks as private players (2009 financial crisis) and price gouging by companies and firms and are not because of the central bank. There are also episodes of poor management  which reflected the culture of that period such as Libertarian culture under Greenspan. As in management in private industry firms good or poor managers make adifference. The institution created of the central bank around 1910 comes from the crises that happened in the period before that  and how it evolved into its postwar role. This includes the Great Depression when it did not have its regulatory, financial stability and employment role. Tampering with the basic structure that has evolved over 100 years of experience would cause lasting damage to the US economy and expose it to hidden risks. This would put a severe burden on the Nation after the loss of one million lives in the pandemic that just happened, the cost of living crisis, and the severe impact that decades of loss of local manufacturing have placed on communities across America- which both the US Federal Reserve under Jerome Powell and president Biden have fought so hard to tackle. ...

The passion with which Senator Pat Schumer talked recently on CBS Face the Nation about bringing broadband to rural America shows how Biden and Harris, Harris and Walz see Rural America. This Democratic ticket is fighting for Rural America every step of the way to bring hope and a better life to Rural America. Sanders reminds people of FDR in 1936 after four years of fighting the Depression and improving lives there was so much that needed to be done. COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

Biden in his last year in office is 82 years- the oldest president. Adam Smith says this happened during the 2021 withdrawal from Afghanistan. He could not reach Biden so he could caution him about an overly optimistic view of the withdrawal. As the withdrawal led to loss of 13 armed forces men the disarray was a topic for Republicans. Only after the withdrawal issues Biden called Smith. In 4 years Smith says he had this one call with the president when he had spoken to Obama several times. Simtih's view is that Biden White House was "more insulated than most." Senator Manchin says he had less contact with Biden than his closest advisers.  This WSJ report also says the contacts of cabinet members with Biden were limited and tightly controlled. This report says Yellen at Treasury had few one one's with the president and dealt with adviers. Austin at Defense in the last 2 years during the Ukraine and Gaza crisis had only rare direct contact with Biden. During the campaign this story says close adviser Donilon kept access limited for polling experts to the president to the point where Senator Schumer and others felt Biden was falling behind but the president was not aware of this. ...

The Republican party has split shows the New Hampshire and Iowa Republican  primaries says WSJ in this video that is essential to understand 2024. Demographic expert that the Wall Street Journal (WSJ) talked to in this video say Donald Trump has brought in working class voters into the Republican party, no question about that. Yet in doing so and with his style he has alienated what are suburban Republican voters, higher educated with college degrees, the country club type that was long been associated with the Republican party since 1900. Taking the Iowa and New Hampshire voters the WSJ shows in visual dynamic graphs that half of voters in both states did not vote for Trump. There are no differences between Republican voters who voted for Trump and who voted against Trump when it comes to gender, age, they are evenly divided for gender and age. Difference is in education and suburban. Higher educated, suburban Republican voters acted to vote against Trump. This means says WSJ is that the Republican party has now effectively split up. Immigration is not as important to these Republicans who voted against Trump, foreign policy is also important which is not so for Trump voters. Ukraine matters for these voters who voted against Trump. Abortion also matters and the economy matters for these Republican voters who did not vote for Trump. In the backdrop of all this is the advisers who surround the president, the chief of whom may be Jake Sullivan, not just for foreign policy but also on issues such as immigration. Where Michael Shear of the NYT who has covered the White House for 30 years shows Jake Sullivan actively pushing to close down the asylum and parole avenues that are surging migrant flows, and to get Biden to close the US Mexico border under a bipartisan deal worked out by Lindsay Graham and Chuck Schumer in the US Senate. Sullivan, Michael Burns and other thoughtful, careful advisers are helping the Biden administration navigate the Israel Palestinian conflict and the Ukraine Russian conflict. The Middle East is what tripped Jimmy Carter with the Iran hostage crisis, leading to the Reagan period and Reagan economic culture that is unwinding today with huge gaps in incomes and educational opportunities that never existed before in the US. What also tripped Jimmy Carter was the split with the party that John Kennedy and LBJ built on the foundations of the FDR Truman period, and his handling of the Kennedys that effectively split the Democratic party. This is the situation that is now happening in the Republican party as the Reagan era and its culture of extremes comes to a close. NYT's Thomas Edsall does a great service to America by pulling together different views on the causes of the alienation of the rural population in the US from the Democratic party. The situation in Wisconsin with Ron Johnson winning in that state on the back of resentment of the rural population is shown. It all started say experts with the the so called Third Way that turned out not to exist of Tony Blair in Britain and Bill Clinton in the US that quietly accepted the Reagan view of the world and moved the Democratic party in a different and unknown direction. Obama made things worse by embracing Tech and tech companies into the Democratic party, and ignored the concerns of rural and agricultural parts of the US. The Obama period continued the Clinton policies of letting China takeover America's position in manufacturing, and allowing the offshoring of much of American industry to China. By not closing the chapter of America's wars in Afghanistan and Iraq president Obama lost many critical years. Mr. Biden now has the extraordinary challenge of not meekly accepting what has happened knowing that it is not in the spirit of the party of FDR and Truman, that the Democratic party will stand or fall with the common man, that it will take some time to recover from these missteps, that it is in the interests of America and the American people, and for what America stands for in the world. After 10 years of payments student loan balances would be forgiven where balances are less than $12000 in place of the current 20 years.   This is the first effort to create a student loan safety net. Borrowers making less than $30,600 as individuals or $64,200 for a family of four will not be required to make monthly payments on loans. In the past no confidence motions against president Macron's government put forward by a group of left parties failed by 50 votes. Today's no confidence motion by the left parties led by Mr. Melenchon failed by just 7 votes. The vote for a separate no confidence motion of right parties led by Marine Le Pen failed by a wide margin. 19 members of the centrist Les Republicains with 61 members in the National Assembly voted against Macron's government. This means the government will find it harder to govern. A survey by French polling firm Elabe shows 65% of French people polled support the strikes against the pension overhaul. For Mr. Melenchon's coalition of parties this means it is drawing support from centrists in an effort to form the next government that addresses the issues of workers and families in the way president Biden is doing in the US.
