This behind the scenes account  shows how the NATO communique with policy declaration was prepared by July 6 before European leaders and Mr. Trump set foot in Brussels on July 11. It shows to what lengths key members in the Trump administration will go to achieve American objectives in preserving the NATO alliance. Particularly now that Russia is taking an aggressive stance to NATO near its borders.  General Mattis at Defense Department pushed for the 4 30's initiative which is about preparing a rapid deployment force to be ready by 2020. This is in the communique. Also in the communique is the setup of a command post in Norfolk, Virginia, ready to act to deploy forces in Europe. U.S. ambassador to NATO, Kailey Hutchinson, received the demand from National Security Adviser Bolton to have ambassadors from all countries work overtime to get the declaration done by July 6. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

ECB President Trichet calls for the equivalent of "a fiscal federation" for the European Union, a broadening of powers of the European Commission when it comes to fiscal issues. He called for an independent agency housed within the European Commission, with powers to hand out sanctions on countries with poor fiscal management. Such sanction have to come early and could take the form of suspending member's voting rights in financial affairs. Such reforms would have to come through secondary legislation, and not a renegotiation of the EU treaty.

GM is looking for ways to be able to provide more loans to buyers. Its working with lenders and financial institutions to be able to offer more loans to increase sales. GM continues to work with the old GMAC, now called Ally Financial Inc, but it is looking for new partners to expand financing to car buyers. It has studied the options of regaining control of GMAC's auto lending business or starting its own finance company. For now it is looking at working with other lenders to reach buyers who are at the lower end of the income and credit scale.

The percentage of borrowers with loans overdue 30-90 days is at 7.4% at the end of the 1st quarter 2012, down from 8.3% for the prior year, according to the Mortgage Bankers Association. About 4.4% of mortgages were in foreclosure at the end of the 1st quarter of 2012, close to the 4.5% the prior year. Florida had foreclosure rate of 14.3%, New Jersey 8.4%, and Illinois 7.5%, at the end of March 2012. The inventory of loans in foreclosure is at 4.39%.
