More than 600,00 people in Hong Kong are expected to use their colonial era British National Overseas (BNO) status to seek the pathway to citizenship offered by the British government. The advocacy group HKB Hongkongers in Britain surveyed the city's residents hoping to take advantage of the program that starts in January 2021. The Home Office had expected this to be about 500,000 over 3 years. About 80% of those surveyed want to emigrate in 2 years, faster than expected. About 75% of them have university degrees and earn well above the city's average, so that they can contribute to the British economy. About 75% plan to travel with children. Only half have friends in the UK and few have family there. Compared to the influx of migrants into Germany this is likely to bring a fresh infusion of talent into the UK economy at a time when Britain is embarking on building trade with countries around the world after leaving the European Union. Germany had language classes and many problems to integrate migrants from Africa. There is no language barrier and cultural issues are also for the most part absent. The technical skills of Hongkongers with BNO status could add to the British economy in many unanticipated ways.   ...

As the FT notes in a separate story the problem is that there are too few businessmen with the capacity for execution, managing debt capital effectively, and vision for areas in which there is huge unfulfilled demand in India such as electricity (thermal power plants) and renewables  (solar), logistics (ports modernization). To achieve the 450 GW goal for India in renewables Modi still needs execution and speed, to bring electricity to every home thermal power based on coal. The speed with which this Indian company managed the shift is also rare. Another company accomplished similar goals in connecting India in 4G- Jio.  This FT report looks at how this Indian company was able to navigate the seas and rocky shores as it built up debt of $30 billion. During the pandemic this venture spirit continues with the help of companies such as Total of France which acquired a 20% stake in Adani renewables. With such investments the French have a stake in renewables, defense an other areas of the Indian economy, as India pursues global finance to fund its development, a commitment to India's resilient development renewed by Mr. Macron of France this week and to be renewed by Mr. Biden in his meeting with the Quad 4 countries on September 25. ...

Geetanjali Shree win the International Booker prize for the best fiction novel translated from other languages into English. Her book Reti Samadhi is about an older woman coping with the effects of the 1947 partition of India and has what Geetanjali Shree calls the meandering mind of women spanning 725 pages in Hindi. "Woman are stories in themselves, full of stirrings and whisperings that float in the wind, that bend with each blade of grass," says Shree in the opening pages of the novel. Shree writes about a teenager who goes through the traumatic experience of partition as a teenager and experiencing depression at an older age decides to confront the experience by going to the place where it happened a second time. Shree is from Mainpuri, Uttar Pradesh (UP).  UP a Hindi speaking state is getting into the international field as the experiences of the region are being shared in other languages. It is now at the forefront of rapid development in India under the Modi administration and a state administration that sees India's largest state in an international context. It is not a Mystery as rural America has indeed been neglected under previous administrations. Krugman tries but misses catching the point. How the rural economy has changed in the last two decades and how it has been neglected is evident from many sources and reports which offers a window into the efforts to better understand and tackle the problems of rural America. A major problem is technological change which has reduced economic opportunities in rural areas. Another problem is that the earlier governments have not planned to invest in rural areas in a way that would restore dignity and work to communities, and better prepare for changes by taking actions that make the rural areas more resilient and create new opportunities to replace the old. Too much attention has gone to technological changes and companies in urban areas and too little to the real needs of rural America and revitalizing the regions as part of overall development. Compare this with Kennedy's exhortation in the South, in places like Arkansas in 1961-1963 with investment in that largely rural state saying that an investment there was as important for New York or California as it was part of investing in America- this is where he said "a rising tide lifts all boats" for the first time. ...

Biden goes to Brownsville, Texas, on the same day that Trump goes to the Texas border with Governor Abbott. Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. Republicans now look to president Biden to issue executive orders to get the job done to which Congress offers it deference today. Biden has the State of the Union speech coming up next week.   ...

A sign of the growing people to people relationship of the US and India is the number of Indians in US graduate schools which went up from 68,000 to 102,000 in the 2021-2022 academic year, up 48%. There almost as many Indians taking the GRE exam for entry into US graduate schools in 2023 as Americans taking GRE in the US. Another sign of the expanding people to people relationship is the decision of the Biden administration to give 1 million visitor visas to Indians in the coming year. In India physical sciences and humanities for GRE exceed engineering by a wide margin, showing the shift in subjects. Under India's new education policy NEP the shift is to a more multidisciplinary approach and allowing students to mix science subjects, math with humanities. This approach is seen as best for India to produce a new generation that can think for itself better than the purely engineering science or medical track graduates of the past who had limited knowledge of the humanities. This overly engineering focus has prevailed in the educational approaches of Japan and China during their rapid growth period. India under the Modi administration is betting on a wider knowedge of different and contrasting subjects and disciplines for its future. ...

South Africa feels a sense of relief as omicron cases follow a pattern of very steep upward increase, followed by a short period of a month, and then a very steep decrease. Cases in South Africa with a population of 60 million, about the size of Britain, dropped from 27,000 at the peak to about 15,000 on December 21, 2021. The area around Johannesburg was hardest hit. The median age is 27 years in South Africa, 40 in UK and 43 in Italy. With younger populations in India and parts of Asia South African population demographic is closer to India than it is to Europe where populations are much older. Scientists do not want to extrapolate from the South African experience with Omicron for this reason. Immunity from vaccination and prior infection could be contributory causes to the less severity of omicron say NCID scientists. "In South Africa this is the epidemiology. Mr. Altman was asked to join a video meeting of the board on Friday 17th November and was immediately fired. Open AI started in 2015 as a nonprofit and in 2019 setup a capped profit subsidiary in which investors returns are capped in relation to the investment. It keeps the nonprofit in charge and able to fire the CEO of the profit subsidiary and keeps the mission as overarching for both subsidiaries. There are three other members who hold no shares in the company and who are bound to a fiduciary duty to "create safe AI that is broadly beneficial to humanity." Tasha McCauley and Helen Toner are the two other members who are members of the Effective Altruism movement who have raised concerns that AI could lead to the extinction of humanity. Christoph Hasselbach of DW.com says the idea of European Union brings so much good for Europe that it should not be diminished by use of pressure or punishment. He refers to the firm opinion in Brussels, of Mr. Juncker and Merkel, that there can be no cherry picking when it comes to remaining in the EU. This led in Jan. 2017 to British prime minister May saying Britain would not go begging to Brussels, and would simply opt out of the European Union and the single market. Hasselbach offers an interesting and plausible explanation for the Brexit vote shifting by a small margin to the exit side. He says rightly that uncontrolled immigration fears were used by the politicians supporting exit. Interestingly he says the worries in the UK were not just for current people but for future citizens from the hundreds of thousands of refugees who would become German citizens in a few years. Would they try to settle in the UK- prime minister Cameron failed to provide a convincing answer, says Hasselbach. He is right to point out as we have at Lyrarc that it is healthy to have questions and even some skeptical views about Brussels, that the appeal of the EU must depend on not being dogmatic about it, but being open and willing to accept questions.   ...

The U.S. makes its first interest rate cut since 2008. The U.S. central bank, the Federal Reserve cut interest rates by a quarter percentage point on July 30 2019. For seven years after the financial crisis of 2009 the U.S. central bank cut rates to generate business investment confidence and initially to prevent a deep crash in stock markets. In making this cut the U.S. is now a follower of the European central bank which is cutting rates to stimulate the economy. The U.S. does not want to see too much divergence with European interest rates which are showing negative yields and the U.S. at about 2.25% putting the U.S. with a disadvantage in trade from a stronger currency that results from higher rates. That crisis was a result of poor lending by banks in an irrational search for profits that never materialized. It ended up hurting the savings of ordinary Americans who earned close to zero on savings accounts. A similar pattern was seen in Britain and the European Union, resulting in a loss of confidence of working class voters in the established political parties and the emergence of Trump in the U.S., UKIP in Britain, AfD in Germany and the National Front in France.  ...

Kennedy for a fair society that respects the work and dignity and quality of life of all Americans of every class and level of education. And oppose business monopolies, oppose efforts to restrict workers rights. There is a growing sense in both parties that the policies of Reagan, Clinton, Bush and Obama have not worked for ordinary people in America. These are seen as wasted three decades that plunged America into foreign wars, let manufacturing decline, reduced standard of living, let its infrastructure deteriorate. This is why president Biden has achieved remarkable success in putting together legislation with support from key Republicans including McConnell for chips, science, infrastructure and other investment spending. Leonhardt is hardly alone in seeing that this is the path America will take in the coming decades. What is significant now is that the culture and mental framework itself is being transformed. ...

The former president having 81% of the vote for non college educated in the primaries and  small percentage of votes among college educated means that if elected it would be that a whole population of college educated people are being effectively disenfranchised in choosing the government. It means that democracy that took over 200 years to include people with less education and income in selecting a government has moved in 2024 to doing the opposite excluding the educated with all its implications for good government of such a lopsided state of affairs. A recent poll shows 81% of Haley's 250,000 votes in the Republican primary would not vote for the former president. Haley won moderates by 61% to 31%. Trump won those without a college degree by 82% to 13% for Haley. Trump support huge in rural areas, Haley's in the suburbs.This shows how different this Republican party is from that even as recent as 2015. In fact Gallup has found that in 1999 the Democratic party was a plus 14 percentage points for non college educated and in 2024 the Republican party is a plus 14 percentage points for non college educated. Among postgraduate educated the gap was 8 percentage points in 1999 and now has widened to where Democrats have 60% to Republicans 21%. ...

BBC shows the elections in which large majority of seats went to the Liberals, Conservatives, Labour. In 1945 Clement Attlee won a majority of 145 seats on a program to rebuild Britain after the Second World War, to create the NHS and social security for the older population. Conservatives under Winston Churchill lost 189 seats, but came back 6 years later as the Cold War with the Soviet Union was happening. Twice this changed in 1979 with Margaret Thatcher unwinding some of the aspects of the unions and public enterprises, followed by Labour under Tony Blair accepting the culture of Conservatives that has gone on to the present day in which government is not proactive. Blair won majorities in 1997 and 2001 of 179 and 167 seats yet as seen from today laid the seeds of the problems of Conservative policies getting such wide acceptance that even when the River Thames was polluted and water was privatized for profit motives including loading $19 billion in debt, it did not cause serious questions to be raised. The public shift to Labour in 2024 happens when a complete reversal of the culture of the government not being proactive in the public interest and not supporting  manufacturing to compete worldwide is being reversed. ...

The former president's solution to "Drill, baby drill," would only affect gas prices a bit, and do nothing for the principal causes of inflation in housing, in rental of apartments, in prices of automobiles and auto repairs, and in cost of drugs, student loans. Only a concerted action on all fronts as Biden and Powell have done would work, along with large investments in American manufacturing and jobs, which can only be done if no tax cuts are made for the wealthy not in the Republican platform. This means the hundreds of thousands of job creation each month happening now will stall and inflation from supply chains in China will be harder to control especially with a 60% Trump proposed tariff on Chinese imports. ...

The UK riots showed the inadequacy of the Online Safety Act in regulating social media. This is what the public thinks and what the prime minister had to say about this-   YouGov polling published on Friday suggested that 66% of people thought social media companies should be held responsible for posts inciting criminal behaviour, and 70% believed they were not regulated strongly enough. In YouGov poll this week, 71% say they think social media companies did a bad job tackling misinformation during the riots. Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. McCallum said at one point Kamala Harris was having some success with Women, Black and Hispanic voters, and Trump objected that it was not harris but he that was having success with Women, Black and Hispanic people. Trump's comments- "she didn't talk about China, about crime, fracking."  She talks about this and that, she would do this and that, but she did not do any of it, said the former president. This recalls president Biden's speech at the Convention in Chicago when he said Trump said he would do this every week, to fix America's infrastructure, and he Trump did nothing. It acts as a reminder and warning that once tranquil places can be dislocated and turned upside down by allowing unscruplous financial dealings in the economic affairs of a Nation, putting too much trust in finance or finance professionals. Trust is easily subverted once placed by the People. It can happen in any part of the world.  It can happen in developed nations as happened during the 2009 financial crisis. A finance professional governor of the central bank of Sri Lanka raised borrowing costs with a unscruplous bond auction in 2005 leading to higher borrowing costs and bankrupting the country. Retired General Keith Kellogg was in National Security roles in the DJT first term. He is the new DJT envoy to Ukraine and Russia with the goal of negotiating a settlement between Russia and Ukraine. The Liberal Democrats Ed Davey attracted attention with some jet ski stunts just before the election. It showed the lighter side of him. Lib Democrats want to be a friend of Labour and Keir Starmer. Together  the 34 percent Labour voting and 12% Libs, 7% Greens adds to 53% of the vote, Versus the Tory 24% and Reform UK wing of Tory at 14% adding up to 38%. This was apparent in the Q&A session in parliament. Not so well known is that this kind of fits Davey well- he is caring for a teenage disabled son and has cared for his terminally ill mother. The Libs won safe Tory seats is how it all started with someone coming up with the stunts idea to get media to focus on the Libs.  In parliament it is strange as if Libs are the friendly Opposition in Q&A and Sunak unconvincing as Leader of the Opposition. With Tory conservative vote split into Farage and Sunak factions, the Libs won 71 seats. In parliament now Labour has 404 seats, Tories 121, and Davey's Lib Dems 72 seats, Farage Reform just 5 seats after so much work pulling down Tories, and Scottish Nationalists just 9 seats. ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Lyndon Johnson was Democrat from Texas JFK's running mate and set up Social Security and Medicare as we know it today. It suggests a realignment from the old rural urban divide and college educated vs not college educated ideas separating the two parties. A new state university educated, small college educated, or community college educated is also emerging that like Harris's running mate from the State University of Minnesota in Mankato, sees things differently, and is spread across all parts rural, urban, white, minority, and from lower income families. These people are looking for who they can trust personally to improve their lives and make up 60-70% of American households.  ...
