New data from Pew Research Center in Dec. 2013 shows 89% of Hispanics support a legal path to citizenship for illegal immigrants. But when asked to choose between relief from deportation and path to citizenship, a majority 55% of respondents chose relief from deportation, compared to 35% preferring a path to citizenship. The remarkable composition of the most vibrant immigrant filled city in the world, with 47% of the employed being immigrant and foreign born, mostly from developing countries such as Dominican, Chinese, Mexican, Guyanese, Jamaican, Ecuadorean, Haitian, Trinidad and Tobago, and Indian. The city's immigrant population is 3.1 million, 37% of the total population of 8.2 million. The report is written by Joseph Salvo, director of the population division of the City Planning Dept. and Arun Peter Lobo, deputy planning director. Dominicans are 380,000, Chinese 350,000, and Mexicans 186,000. During 2002 to 2011 Chinese population went up 34%, Mexicans 52% and Dominicans 3%. Queens has 1.09 million immigrants, half of that borough, Brooklyn 946,500 or 37% of the borough. The 37% immigrant foreign born population of the city compares to 27% for the New York Metropolitan region. Other interesting details- the growth in the Chinese population of about 89,000 in the city is greater than the entire population of Indians of 76,000, and the large growth in the Ecuadorean population by 22,000. The Indian population went up by 8000 or 12%. Indians in the New York Metropolitan region were in the upper income groups in neighborhood income comparable to people from UK, Germany and Israel, with Chinese being from lesser neighborhood income groups. Median income for Indians in the city was $84,000 compared to Chinese of $43,000, with 28% of Chinese immigrants having a college degree compared to 65% for Indians. This suggests immigrants from China are from poorer areas....

The anti-corruption bill for creation of a Lokpal agency passed the lower and upper house of the Indian parliament in December 2013. It was stalled for two years after the efforts of political activist Anna Hazare's protest movement for passage of the bill. With national elections approaching in 2014 and the ruling Congress party's image bruised badly in state elections of Dec. 2013, party leaders decided to support the bill. In the elections in the capital Delhi a anti-corruption party, Aaam Aadmi (for the common man), created only recently, won a major part of the seats. In India corruption hurts not only at the national and local level as in China, but affects the daily life of the common man as bribes are required from ordinary people for anything to get done that requires approval from the huge government bureaucracy. In that sense it takes a toll on economic development and affects the quality of services received by the vast majority of people, which is why the party calls itself "common man."...

The Dec. 2013 CBS/NYT poll showed only 39% overall support the Obama health care law, a majority say it increases their health care costs. 57% of the uninsured without health coverage say it increases their costs and only 20% say it decreases their costs, for the very group it was designed to help. For the uninsured a third say they will not sign up for the law and pay the penalty. Annie Lowrey of the NYT looks at these numbers and says part of the reason for the lack of enthusiasm for the law is the sharp increase in deductible costs of insurance coverage- the percentage of Americans in health insurance plans with deductibles over $1000 has jumped to 38% in 2013 from 18% in 2008, according to a survey by the Henry Kaiser Family Foundation. During these 5 years the average deductible has increased to $1097 from $735. This is happening as incomes are stagnant or declining in inflation adjusted terms for many working Americans.

About 53% of the uninsured Americans disapprove of the Obama health care law, in comparison to 51% of the insured with health care coverage who disapprove of the new law. About 35% of the uninsured say they are likely to pay the penalty for not carrying insurance, and six of ten uninsured say it will make their health better. Overall the approval of the law is at 39% and disapproval at 50% in the Dec. 2013 poll. A striking part of the poll result is that 57% of the uninsured say it will increase their health care costs, compared to 52% of the insured. Only 20% say it will decrease their health care costs. This reflects the lack of serious controls on the surge in healthcare spending in the law. A separate research shows that more of the costs are passed on to users who will pay higher out-of-pocket costs after the law.

The U.S. Federal Reserve begins to scale back its quantitiative easing stimulus for the economy in December 2013. Ben Bernanke announced the Fed will cut back on purchases of Treasury and mortgage backed securities from $85 billion to $75 billion in January 2014, and gradually taper the purchases down to zero by the end of 2014. The Fed will also strengthen its plan to hold short term interest rates near zero to provide additional support because of weakness in the economy. This sets out a plan for the next two years with the first increases for short term interest rates not till near the end of 2015. This removes uncertainty in the economy and the stock market responded with a 1.7% increase after the announcement by the Fed fllowing a 2 day meeting. The Fed's announcement coincided with the Senate passing the Ryan-Murray compromise bill that provides an agreement between Republicans and Democrats on the budget, removing risks of a debt limit standoff in 2014.

Difficulty attracting foreign investors to India's bond market. After adjusting for consumer inflation India's three month Treasury bill pays a negative 2.3%, according to Citi. Official foreign funds data for India shows as of Dec. 16, 2013, that foreigners used up only 32% of the quotas assigned to them in the bond market. If they were to use up the entire quota this would be $81 billion compared to the deficit for the year ending March of $50 billion. Foreign investors also have to deal with the risk that the currency could depreciate as in the summer of 2013, for which they need higher interest rates. The RBI increased interest rates twice since Rajan's taking office in September 2013. During 5 months of 2013 foreigners made a net withdrawal of $12.9 billion.
