 Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." Today the Russian government is making its best efforts to vaccinate the Russian people, yet only 38% are fully vaccinated. The example of a medical revolution 200 years ago and how it was handled in Europe is new inspiration for renewed efforts. ...

The two waves of the coronavirus in India can be compared looking at the graphs and this report in the Times of India. The case volume and deaths in the worst hit state Maharashtra is shown here. The case volume increased by about 50% in the second wave but deaths were about half that in the first wave. Most of the deaths were in the people over 65 and most of the cases in the ages below 40 years. In the over 65 age only 5% have been vaccinated which means that medical management is still the best way of tackling the coronavirus. Vaccine supplies are the bottleneck and this is beginning to change- so that by August ample supplies of the vaccine should make the difference in bringing down cases and deaths.  Lockdowns are managed carefully so that the economy can recover in the second half of 2021 and in 2022.  Any assessment of the crisis management must take into account the speed of the response, its effectiveness, and keeping in mind the economic recovery needed following the pandemic. ...

Forty years after a canal around Utrecht's old town was turned into a 12 lane motorway, the Dutch city is replacing the motorway with its 900 year old moat. Utrecht old city is now surrounded once again by greenery and water rather than concrete and fumes of exhaust. Efforts to sideline cars and bring back healthier living with bicycles began in 2002. The city was born in 1122. In 2017 the city opened a 12500 bicycle park next to the rail station. The central Zocherpark has been restored to 1830's design. This should be an inspiration for other cities in Europe. It is also a reminder for other cities in America, in Latin America, Asia and Africa to be careful before they let motorways take over. Even in the waterfront of American cities such as Chicago and Seattle the motorways have taken much space where greenery and fresh air would make for healthier living. Some French cities have done what Utrecht has done, supporting the general trend to return these wide healthy spaces back to the people.  ...

England coach Gareth Southgate reflects here on his penalty kick in the 1996 semifinals against Germany in Euro Soccer at the Wembley stadium. He recall that at the time the penalty kicks were handled as more a situation of luck not skill and practice. He took the kick with little practice and he recalls some negativity in his mind, and missed. Twenty two years later at a knockout stage game in Moscow he faced the similar situation playing Columbia. This time he was manager. But this time the team had changed its attitude. Penalties were seen as being about skills, practice and effort. His focus was on the process, and let the results work themselves out. He encouraged his players to take a positive attitude and think positively during the kick. Combining skill and process worked and England won that game.  In 2021 Gareth Southgate is the coach for the English team that plays against Italy in July's final at Wembley stadium. What was it like to be an American in those days? Sense of duty and a fighting spirit. Col. Dave Severance was commander of the Marines that landed on Iwo Jima, the 7 mile long volcanic island 660 miles south of Japan, on Feb. 19, 1945. The picture of marines raising the flag on the top of Suribachi mountain was taken as Marines battled entrenched Japanese troops. James Forrestal, Secretary of the Navy, was on the beach below, says this report in NYT, as Severance passes away at age 102 in La Jolla, California.   This picture has become a classic of American resolve and spirit since then. It is also about humility with what Queen Elizabeth calls "self-discipline and quiet good humored resolve" of the British and by extension Americans.  When asked about the photo and his role in Iwo Jima immortalized in John Wayne's role in The Sands of Iwo Jima, Severance said- "I never thought about it. Just that I was a Marine for 30 years and I never ended up in jail." ...

Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. This shift to investing in Japan is a change for reasons of supply chain reliability and increasing confidence of workers and worker's families in Japan. ...

He tells the Economic Policy Institute that many economists had questioned the policies that hurt American workers even as early as 1996. He talks about his early life in the US as an immigrant from China after 1949 and his work at Texas Instruments learning about the semiconductor industry. In the 1980's Japan was the rising industrial nation in semiconductors. By 1985 Intel which dominated memory chips faced challenges in quality and cost and cheap capital from Japanese capital markets encouraging exports. By 1988 Japan took over the market. What Morris Chang is not telling is that Chang already had the Japanese example in 1985. If Japan could do it on all three fronts quality, cheap capital with government assistance, and ten year effort Chang and Taiwan could do this and accomplished this which it has done. ...

Modi says the Vande Bharat train operates quietly with sound that is one hundredth of the sound that is heard on modern aircraft. A new rail station is planned for Ahmedabad and twin city arrangement with Gandhinagar. Modi says the transport infrastructure in Ahmedabad would be taken to the whole nation. He says Ahmedabadis have calculated the cost of travel by other transport including buses, and found the value that is in travel by Metro with ease, speed and time saved. And found that this beats transport by any other way for seamless connectivity and ease of use. Modi says he had a vision of such service when a global connectivity committee visited Ahmedabad when he was chief minister. Claire Moses reports for the NYT from Woudenberg, Netherlands, her home country. The 1.6 million cows on Dutch dairy farms are a leading producer of nitrogen emissions in the country. EU and Netherlands laws limiting these emissions would require a much smaller population of cows. To meet the cuts in emissions Dutch dairy farmers will have to significantly reduce their farming operations and number of cows in each farm. Netherlands is a major dairy farming nation with 8.2 billion euros of dairy exports including Edam and Gouda cheeses and 13.8 billion kilos of milk.  Dutch farmers have launched nitrogen protests for 2 years saying their livelihood is threatened. In a nation of 17 million people about 40% supports the farmers, but this support is declining with increasing impact of droughts and fires, impact on agriculture and transportation on rivers, takes its toll on Europe and the rest of the world. Netherlands has set aside $25 billion to aid farmers making the transition to a smaller nitrogen footprint. It also requires the Dutch to shift their diet to fewer animal proteins, to grain and other non animal proteins. ...

It says Vice President Pence and other Republicans opposed Mr. Trump when he claimed he had won the election. A new terminal is taking shape at 41st st and 8th Ave. in New York City. This is the new $10 billion Port Authority Bus Terminal. NYT taks a look at the design of this new terminal that will replace one that had become old and haggard looking. Port Authority officials say the old building was a rundown 1950's era building that was a poster child for a failed infrastructure facility. The NYT says this brick building darkened two full blocks of midtown Manhattan. In its place will be a a brighter open looking space that is state of the art and has 2 office towers. Much of the US infrastructure was built in the period of the 1950's and 1960's. Much of it is crumbling and old, and the investment taking place step by step under the Biden plan for rebuilding infrastructure with trillions of dollars in investment is working. Construction will take 8 years by 2032 with coronavirus pandemic delay figured in. Krugman points out that even though the economy has the lowest unemployment and inflation has dropped significantly, wages of working class Americans are up significantly, there is a huge infrastructure building effort, and investment in Make in America, there appears to be a disconnect when people are asked about the economy. Many tend to say they are personally better off yet the economy is not doing so well which is not reflected in  what is happening on the ground. Part of the problem could be the pandemic and the economic difficulties of the last three years that is only now gradually changing for the better and that the benefits of the better economy have not reached all people. Part of it is also a reflection of culture and other wars where opinion on social issues is transferred to the economy whether it is real or not. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...

Before she did other part time jobs including as an Instacart worker, not an healthy situation for students or teachers created by two decades of neglect of school teachers and education during the tech era of Silicon Valley in California's largest city. A settlement is reached in the Los Angeles Unified School District strike with a pay increase of 21% over 3 years, covering 35,000 schoolteachers.  The agreement includes a $20,000 pay increase for nurses, mental health workers, counselors and special education teachers. It reduces class sizes by 2 students, which creates more teaching positions per campus, as well as additional mental health services and counselors. The trade union serving 30,000 members, including bus drivers, janitors and teaching assistants, also reached an agreement after a brief strike. Overall this provides 42,000 students in the school district a better environment for studies after the pandemic.   ...

Hospitals in New York City are coping better in the current wave of coronavirus variant in December 2021 as the symptoms of patients are milder and patients are going home quicker. Only about 2% of healthcare workers were lost through dismissals because of the vaccine mandate at Northwell, which is the largest health system in New York City with about two dozen hospitals. About 400 covid patients turned up on Friday Dec. 17, a fraction of the 1350 last January and of the 3500 in early spring 2021. The head of integrated operations,, Dr. John D'Angelo says Northwell has enough staff to meet projected needs. Most covid patients had underlying health problems and a quarter are vaccinated up from 10-15% a month ago. India, he says, has set a path for getting development to the last mile, the last person in the public who in previous years was left out. This was done through digital infrastructure for bank accounts for hundreds of millions of people, cooking gas stoves for women in rural areas, housing, tap water for every one of India's households, sanitation including toilets, road infrastructure. President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Prime minister Theresa May of Britain announces her plan to spend an additional 20 billion pounds a year on the National Health Service. Over five years the commitment is for an additional 70 billion pounds. By 2023 this will bring the UK to the point where it is spending the same proportion on health care as France. This also fulfills a promise made by the pro Brexit campaign. May says some of this would come from higher taxes, and 9 billion pounds that the UK contributes to the European Union each year would go to pay for the additional funds to the NHS. The 2017 British election with Labor winning 40% of the vote has affirmed the shift in public sentiment to greater commitment of funds for health and education. Poorer communities in Britain that were left behind tended to vote for Brexit, with a large gap widening between London and the rest of the country. Higher commitment to NHS is part of the shift in perception that the needs of health, education and underserved communities are the new priorities. ...

This leader in The Economist magazine says a hard Brexit of the sort announced by Theresa May at a Conservative Party conference is clearly bad for Britain. It also point out that half of British people voted to remain. It is not clear that voters have voted for a hard Brexit, a soft Brexit, or voter alienation with elites and effects of years of austerity since the financial crisis have helped tilt the vote to Brexit. It points out that the rhetoric may be damaging Britain's chance of negotiating a Brexit that limits damage to GDP, which the Treasury estimates to be nearly twice the loss in GDP if a member of a single market as compared to leaving it. British government leaders may be overestimating the willingness of leaders of France, Germany and other countries to make concessions. By talking up to their party base politicians such as May may be putting German and French leaders to also toughen their positions on free movement as an integral principle of the European Union, and consequently of membership in a single market. ...

Depleting ground water reserves are leading to water shortages in India's cities. About 40% of India's people lack drinking water by 2030, according to government think tank NITI Aayog 2018 report. Water shortages are hitting cities such as Chennai. This report looks at the water shortage in remote Himalayan region Ladakh. WOrld Resources Institute points out that India is the 13th most water stressed country in the world, with a population three times the combined population of 16 countries that are water stressed. By 2030 water demand will double in India. The government is giving drinking water top priority in its plan for the next 5 years as key to development.  One of the problems is that farmers in the northern plains pay little for gorundwater use resulting in the planting of water intensive crops. The government plans to promote conservation of water as a national priority with education on this subject of water critical to achieving its objective of providing 100%  access to drinking water for Indians.
