To cut the deficit estimated at 5.5% of GDP, the Indian government is cutting fuel subsidies. It is reducing the $5.6 billion spent on fuel subsidies. About $4.4 billion is also is spent on subsidies by state owned energy companies. Prices for gasoline will rise only moderately by 3.5 rupees a liter to about 55.7 rupees a liter. This should improve the situation for state owned energy companies and for private sector companies like Reliance and Essar.

Within minutes of the SNB's decision to lift the cap on the euro the Swiss Franc surged 30% against the euro and 18% against the dollar. FXCM, retail currency broker, suffered severe losses and the company needed a $300 million investment from Leucadia National Corp. to survive. Citigroup and Deutsche Bank AG each had losses of $150 million. Hedge Funds Discovery and Comac also suffered losses. FXCM losses stem from use by FXCM clients of borrowed money, along with higher leverage the company also has lower margin requirements. Interestingly FXCM fought CFTC efforts under Dodd-Frank legislation to limit leverage to 10 to 1- saying "it would have a devastating impact and drive it overseas." The limit finally set at 50 to 1, meant that an investor could borrow $50 for every dollar he put in of his own. The leverage meant large losses for inexperienced investors and threatened the survival of FXCM in a matter of minutes.

Plans to increase VW production in China by 70% for 2018 and introduce a small budget car designed for the Chinese market at a price range of 6000-8000 euros. A depressed European market with VW sales down 8% in Europe in the first 2 months of 2013, means a vigorous push in China, India, Russia, America and Southeast Asia. The new budget car would be modeled on Renault's Dacia. VW will build 10 plants outside Europe, 7 in China. The youth wing of the Social Democratic Party of Switzerland, the Young Socialists, have collected 100,000 signatures for getting a referendum to limit executive salaries to 12 times the pay of the lowest paid company employee. The initiative is based on the idea that the highest paid person should not earn more in one month than an employee at the lowest level earns in 12 months. The initiative is called the "1:12 Initiative for Fair Pay." At the large Swiss companies top salaries are at 93 times that of the lowest paid workers for 2011, according to the Swiss Federation of Trade Unions. This ratio has gone up from 14 times in 1998, showing the sharp increase in the last 15 years leading to greater inequality in society. By comparison the situation has been stable in smaller and midsize companies, where the ratio of the median wages of highest earning employees to lowest paid increased slightly from 7.6 times to 8.5 times between 1996 and 2010. A poll in early March 2013 showed 49.5% of those polled in favor of the 1:12 iniitiative, 40.5% opposed, and 10% undecided....

This is a big desicion by the Obama administration, and has global implications for the amount of oil consumed and the emissions discharged. The Obama administration will introduce one national standard for automile emissions and mileage standards, replacing the patchwork of standards and skipping over the challenges to the California standards by using those standards to set the national rules. The rules take effect in 2012. It will create a new national standard for a car and light truck fleet in the USA, that is 40% cleaner and more fuel efficient by 2016 than it is now, with a new average of 35.5 miles per gallon. The current national standard is 25 miles per gallon, and this standard has fallen way behind the Japanese and the Europeans. The Europeans went through their battles for fuel efficiency a few years ago with auto industry resistance, and this was finally settled with tougher standards, giving the European industry advantages in technology over the Americans. The American car industry stalled higher standards, and what standards were passed were whittled down by heavy lobbying in Congress. As a result a battle raged between those interested in conservation and the environment and the Detroit car industry, especially in a deteriorating global environment for this type of prolific oil consumption on American highways. This lack of foresight on the part of Detroit carmakers, and their management, accelerated their financial collapse in 2008 and 2009, as large car and truck sales collapsed. That this tough new standard of 40% improvement in 2016, would in fact not have been possible without this fiinancial collapse and turning to the government for a bailout - with the entire board of General Motors being replaced- is one of the ironies of this situation. This decision will almost certainly accelerate the development of smaller models, and bring the kind of attention to them that will give them the quality and features and comfort to make them command higher prices and become profitable, as is the case in Europe. For too long the American small car became synonymous with being a lesser car in many dimensions of design, quality, comfort and performance, so that it became a cheap car that you upgraded from to a larger car as you became affluent. It had been that way, but did not have to be that way after the world had changed. And the larger models like the pickup trucks and large cars are more likely to be phased out with the new regulations. This will also bring a `new sanity to oil prices, as the reduced consumption in the US will accomodate the increased consumption in India from the small cars like the Tata Nano which look set to sell in the millions, and still keep oil affordable for tight budgets worldwide. In this sense it is a victory for global good sense. For President Obama this is a personal quest, as he co-sponsored 2 bills in 2006, during this second year in the US Senate, one to raise fuel economy standards, and the other to encourage the use of alternative fuels....

Japan's new prime minister runs into difficulties in improving public finances by cutting some of the pork-barrel spending and making chages such as abolishing the gasoline tax to put more money in the hands of consumers. Cuts of wasteful spending came to less than a fourth of the target of $33 billion. The Finance Minister said that tax receipts for the year ending March 2010 would come in at $400 billion, about $100 billion less than estimated earlier, and this is less than the deficit for the current fiscal year of $590 billon.
