The US faces a shortage of hydroelectric power in western states as the runoff of water from the mountains is only 25% of its normal level. The drought in California and the lack of hydroelectric power will lead to blackouts in the state. Normally Hoover dam provides electricity to power 1.3 million homes with 23% going to Nevada, 13% to Arizona, and the rest to Southern California. With the water levels low in Lake Mead, Hoover Dam will provide only a small fraction of the electricity it normally does to California. Colorado river's Lake Powell which feeds into Lake Mead has only 25% of its normal water levels.

The dry winter and spring led to less snowpack to feed rivers and streams in California, with loss of enough water to produce electricity for about 1 million homes for a year. This means more blackouts will hit California and western states.

Only about a third of the people in southeast Asia are fully vaccinated compared to 58% in the US. With growing inequality and a slowdown in production the supply chain in this region is hit hard. The region includes Malaysia, Vietnam, Philippines, Thailand and Indonesia. This region's growth rate is cut from 4.4% in April to 2.5% for 2021 by the World Bank. Manila based Asian Development Bank forecast is for 3.1% growth as coronavirus outbreaks lead to major lockdowns. This happened in Malaysia, Cambodia, and Indonesia. It has also worsened the global supply chain disruptions from clothes to cars and commodities.

As supply chains are restructured, and western countries increase manufacturing at home to avoid higher shipping costs, uncertainty of far flung supply chains, production is likely to decline.

World Bank sees 24 million more people below the poverty line in Asia this year than projected earlier.

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. Fillon lives in Le Mans western France.

Trump says he supports the House Republican tax plan for three brackets 12%, 25% and 33%. In his earlier proposal Trump has supported a top rate of 25%. He made these comments, including support for deducting childcare costs, in a speech at the Economic Club of Detroit. Trump did not repeat a call for repealing Dodd-Frank bank supervision legislation. Clinton was critical of Trump's economic team of business people from hedge funds and the real estate industry, saying this was another example of "trickle down economics,"  for giving  "super big tax breaks to large corporations." Michigan has not voted Republican since 1988, and the auto industry rescue was organized by president Obama, a point heavily advertised in the 2012 presidential campaign. Romney had opposed the rescue effort, and during the 2012 campaign the WSJ reports say  Trump called the bailout of automakers a mistake because of expansion overseas.

A former president Alan Garcia was found dead having shot himself to prevent arrest by police in Lima, Peru. A judge in Lima ordered Kuczynski be on preventive custody in a money laundering investigation. PPK or Kuczynski led Peru until 2016 until resigning in March 2018 after moves to impeach him over links to Oderecht. Garcia served as president for 2 terms 1985-1990, and 2006- 2011. In Brazil the Odebrecht scandal and the scandal in oil company Petrobras led to a change in government after elections that led to a win by Mr Bolsonaro over the ruling Workers party that governed Brazil for over a decade.

President Trump announces a $ 16 billion farm aid program to help American farmers hurt by Chinese tariffs on American agricultural products. The money goes directly in payments to farmers. Mr. Trump sees the tariffs on Chinese products as paying for the program.

The Trump administration has blacklisted China's Huawei  and president Trump says that he considers it to be a threat to national security. He also sees it as a bargaining chip in future trade negotiations with the Chinese. China's president Xi sees his country's national sovereignty in how it sets its own economic policy and manages its economy as an issue. Both sides are far apart. Xi even cited the Long March led by Communist leader Mao to Yenan in the 1930's as an example of the fortitude needed by China in dealing with the American challenge.

Italy is planning to place a quarantine in the north covering the region around Milan and 11 provinces nearby, in a draft decree from the prime minister's office, says this report in the WSJ. When a final decision is made the quarantine would go into effect March 8 and go on till April 3, 2020. This move is similar to the quarantine steps taken in China which helped limit the health crisis in China from coronavirus. The new decree also includes tight restrictions on travel in the affected areas. 

The new action is being taken as earlier measures have not limited the spread of coronavirus. They were requested by the government in Lombardy, which combined with Emilia Romagna and Veneto are the worst hit of the regions in northern Italy with about 85% of cases. It also means the industrial economy with 40% of GDP is affected.

South Korea's election was the result of the ouster of conservative president Yoon, who was a former prosecutor who split South Korean politics with a hardline stance and was ousted recently. Lee is a factory woker who seeks to keep South Korea firmly with the US in Asia, yet also seeks to balance this with good realtions with key trading partner China.

Biden invited Yoon to the White House as he sought to bring South Korea and Japan as firm partners in the Asia Pacific only to see Yoon ousted over losing support within his own conservative party for conspiracy theories and declaring martial law, lack of flexibility. Cyrus Mistry, who is 43 years old, head of the Shapoorji Pallonji Group, a construction company, will be the new CEO of Tata Sons. He was a board director of Tata Sons for several years. His father is the largest shareholder in Tata Sons with an 18% stake in the company. Mistry, who comes from the same Mumbai based Parsi families as the founder and previous heads of Tata Sons, studied civil engineering at the Imperial College in London and management at the London Business School. He is an Irish national because of his father's marraige to an Irish woman. The previous chairman of Tata Sons before Ratan Tata, J.R.D. Tata, who ran the company for most of the postwar period, also had a similiar background, as J.R.D.'s father married a French woman. By virtue of its acquisition of the steel company Corus Group, and the acquisition of Jaguar-Land Rover, Tata Sons is now the largest manufacturing company in the U.K., in addition to being one of the largest and most well known companies in India. About 58% of sales now come from overseas. Companies in the Tata Group include Tata Consultancy (IT), Tata Motors (autos), Tata Steel (steel), and a range of other businesses in India. It might come as a surprise to know as Roshan Kishore points out in this analysis in The Hindustan Times that the educational levels and incomes of Tory or Conservative voters in the UK are the opposite of what they used to be. The graphs shown here show that as education levels increases in different income segments there are significantly more Labour supporters than Conservative supporters. For Rishi Sunak this means he runs into the same problems that faced Johnson and Truss, of matching austerity cuts in spending that will be unpopular with the lower income support base with lower educational levels in the Tory party. His privileged background will only make the cuts in the middle of interest rate hikes and inflation appear as basically unfair to this support base. This is what Gerard Baker pointed out in the WSJ calling it an invitation for "abject chaos" that comes from Tories trying to represent working class families.
