The Guardian provides this first account of what happened in the Galwan Valley border between India and China at the Line of Actual Control. It is described as the worst fighting in 60 years. On the high steep ridge lines above the rapidly moving Galwan River a patrol of Indian soldiers encountered Chinese troops in a steep section of a high mountainous region. They believed the PLA Chinese Army had withdrawn from the ridge in line with a June 6 disengagement agreement. The Indian government says that what happened afterwards was pre-meditated ambush by the PLA forces. In the fighting that ensued the Indian commanding officer was pushed from the narrow ridge falling to the gorge below. Reinforcements from the Indian side were called from a post 2 miles away and about 600 men were fighting in near total darkness in high mountain ridge with stones iron rods for upto 6 hours. Following a decades long tradition to avoid escalation of hostilities because of nuclear weapons of both countries the two sides have not used other weapons. Most deaths on both sides were from soldiers falling or being knocked from mountain ridges. The main problem in the conflict is the Line of Actual Control exists but since China's takeover of Tibet in 1950 there is no agreement that has set the official border. The British Simla agreement in 1912 set the border with Tibet in an agreement between Tibet and the British Empire in India, when Tibet was an independent country. China claims that historically going back to Ming and Qing dynasty Tibet was part of its region. For most of its history Tibet was an autonomous region with closer contacts with India because it is close to Nepal and Nepal is very near the Indian Bihar state border.  A new rail link from Raxaul, Bihar in India to Kathmandu is only 137 kilometres, and from Kathmandu to the Tibet border is only 205 kilometres. Fast rail or road links would put Tibet within a few hours by rail or road to Tibet from India. For the entire period the US exists as a nation about 250 years and from the first landing of the colonists on American shores about 1607 Tibet was a mountainous region that was so remote that few people even knew about the country's existence. Beijing and Shanghai are four thousand kilometres away, India much closer to Tibet through Kathmandu, Nepal and India sharing a common culture, and no one thought much about the mountainous borders at 15000- 20,000 feet in the western Himalayas, till China's takeover of Tibet in 1950. India had no clear idea what this meant in 1950- no clear border except for what was agreed between the Tibetan independent government  and the British in 1912 which was set under the British Empire- resulting in a fluid border. And China had no clear idea that this would put in a place it would not want to be thousands of miles from the Yangtse valley region home to most of China's population, in a remote mountain region at heights of 15,000 -20,000 feet, with little to gain. Throughout history since 1000 and earlier Tibet remained a region that acted as a buffer between China's western provinces and India, the high mountains at 15,000- 20,000 feet making it inaccessible. Which is why the Ganges plains and the Yangtse river valley plains contact was made more through the oceans than by land, and the areas developing distinctly different language and cultures. All this changed after 1954 when the Qinghai Tibet highway was built, the closest city on the Chinese side is Xining. Xining to Tibet is a distance of about 2000 kilometres at an average height of 4500 metres or about 14,000 feet.  ...

Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

JP Morgan agrees to a legal settlement of $4.5 billion for losses to investors from toxic mortgage securities sold by Washington Mutual and Bear Stearns. JP Morgan acquired the two financial institutions following the 2008 financial crisis. The investor group includes Black Rock Inc, Allianz's PIMCO, MetLife, and Goldman Sachs. The same group of institutional investors settled with Bank of America for $8.5 billion. JP Morgan has set aside $23 billion at the end of the third quarter for legal losses. The settlements now are at about $20 billion. A private suit by Deutsche Bank National Trust Company representing 100 trusts for poorly perfoming bonds sold by Washington Mutual, and seeking $10 billion is still pending. The FDIC is arguing that JP Morgan is liable because it inherited the liabilities when it acquired Washington Mutual. JP Morgan says the acquisition was made as part of a government arranged acquisition at the height of the 2008 financial crisis. It says the FDIC receivership that took Washington Mutual's assets when it failed in September 2008 should pay for any claims related to misrepresentation and false promises for the bonds. ...

Moody's Investors Service estimates the cost of fuel subsidies to increase to 1.7 trillion rupees or $24.7 billion for the Indian government in the next fiscal year beginning April 1, 2013, up from 1.6 trillion rupees the prior year. This is the result of the rapid depreciation of the rupee in 2013. The rupee depreciated by 8% between Aug 25-Aug 28, and is now at 68 rupees to the dollar. A new Food Security bill that passed the lower house of parliament provides subsidies for grains to about 70% of the people, and will cost $20 billion, up from $16 billion for the prior year. Government borrowing costs are up. Th yield on 10 year bonds maturing in 2023 was at 9.44% on Aug. 21. The rupee depreciation is a result of the wide current account deficit of about 4.8% and India's dependence on foreign borrowing to finance the deficit. A pull back of foreign investors from emerging markets is happening after the U.S. Fed announced it was planning a winding down of its easy monetary policy and low interest rates. Because India imports 75% of its oil, the depreciation of the rupee will hurt government finances. The danger lies in what this does to the growth rate at a time when growth is alreeady slowing. In the current year ending March 31, the growth rate declined to 5% from 6.2% the prior year. A poll of 18 economists conducted by the WSJ found growh estimated to be 4.6% for the second quarter of 2013. India is the second most populous country in the world and faces huge needs for infrastructure and development, and needs to create millions of jobs for new graduates....

The American Medical Association came out against the public option in President Obama's health care reform plan. The outpouring of comments on this article show that public opinion today seriously questions the actions of the AMA, and think that this is not in the best interests of the nation. Its the kind of outpouring of criticism that GM's old management received from readers fed up with the management of the Detroit automakers, before the GM bankruptcy. Out of the 26 most read or recommended comments on this article shown on the link to the article in the NYT, 25 were strongly critical of the AMA's position on health care, none were in favor, and one was critical of the insurance companies. The 25 that were strongly critical had a total of reader recommends of 6539 readers when they were totalled up for all 25 comments. Some of these comments were strongly critical and explained at length why. Some were from doctors who disassociated themselves from the AMA. One suggested that the American College of Physicians also represented doctors, and the AMA represented only one group of mostly older doctors who are against any change. The financial crisis and the election of a new President, the changes in the country since the last failed reform effort in 1993, the new mood of the country as it changes to its more frugal past, a new generation of doctors and a new generation of young people coming to the fore, all may mean that things are no longer the same, and actually very different. Are the people running the AMA, like the people who were running GM a short time ago, not able to see how they are perceived by the public? ...

President Obama's address at the White House on financial regulatory reform. They cover all aspects of the financial system, and focus on the structural deficiencies that were evident in this crisis from the late night meetings needed to resolve the situations at Lehman, AIG and other financial firms, because no structure existed for an orderly resolution. The decision was made to give the Fed powers - for both the responsibility and the accountability to be clear- to resolve these situations and to set new rules that ensure that risks do not build up in the system. Besides the Fed's new powers, a new oversight council consisting of regulators from all areas is expected to monitor risks and assess areas of weakness. The other critical aspect is the consumer protection agency. Its job will be to ensure openness, fair-dealing and transparency take place for financial products like mortgages, credit cards and other loans. Other areas of weakness in the financial system in which players are able to game the system or thwart the proper functioning of free markets, are addressed one by one. By not scrapping the old system and building from there- instead preferring to correct areas of weakness akin to major remodeling of an old structure like you find in major European cities- Obama says he understands that "markets are not an unalloyed force for good or evil" as zealous free marketers or those who see the ills of capitalism in its raw form would have one believe. So he goes on to say " in many ways our financial system reflects us." The most government can do, or the best it can do -and it becomes a necessary obligation of government for markets to function correctly- is to set the rules of the road correctly, rules of openness, fair-dealing and transparency; the rest is upto us....

The airline industry is also impacted by the severe shortage of aircraft parts. One Russian pilot says there are enough aircraft wheels and pads for one month maximum. A manager of Sukhoi Superjet says he gives the Russian airline industry one year if nothing changes. Safety concerns of pilots are being ignored says one pilot. Parts are being cannibalized from older planes for new ones to keep them running. With the nation's automobile and airline industries affected in this way the quality of living is affected in Russia only 3 months into this war. Having a large inflow of revenues from oil and gas for the 6-12 month period that it takes Europe to respond, and a large reserve fund of about $610 billion is not a real reflection of the strength of a country. In today's interconnected system of supply chain no degree of industrial strength would allow a nation to wage war through invasion with impunity without finding itself in severe difficulties for the quality of life in the country as the world community responds. The response is to prevent the wrong lessons being drawn by one nation using full scale war to occupy another nation and getting away with it.    ...

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

After Mohandas Gandhi one of the main leaders of modern India is one who came from the untouchable castes, the lowest caste in India's caste system which had declined over centuries. Babasaheb Ambedkar comes from Ratnagiri district in Maharashtra from a family that had gained its way out of the caste constraints by working for the British East India Company. He later studied at Elphinstone College in Bombay, and went to Columbia University on a scholarship. He finished Masters degrees at Columbia University and later at the London School of Economics, in economics and political science.  Returning to India he wrote "Annhilation of Caste" in 1936. Mohandas Gandhi was at this time working on his own movement to get rid of the untouchability that over centuries made its way into the original caste system and weakened the foundations of Indian society. To understand this one has to know that in many upper castes it was seen as becoming an outcaste even to travel overseas, which by itself may have led to the decline that India experienced in the period 1500-1950, and which Gandhi personally experienced and fought his way out of. By 1942 even the British recognized Ambedkar's efforts and he was Minister of Law and Justice in the war cabinet. In 1947 Ambedkar was chosen to lead the team that would write India's Constitution. In his latter years Ambedkar became a Buddhist and has written several books on Buddhism. By 2015 Ambedkar day was recognized as a public holiday by the new government and his memory is enshrined in the efforts now underway in India's largest state of Uttar Pradesh to bring modern ideas, and modernization through next generation infrastructure, and opportunity for Dalits of which caste Ambedkar was one, and the same for all of the 250 million people of Uttar Pradesh, almost the size of America. ...

With some aspects of Marie Le Pen's programme possibly violating the French Constitution and some parts of the programme leading to France being forced to leave the European Union, what was not looked at carefully in the first round vote is now happening for the second round. The Le Pen draft law on "immigration, identity and citizenship," is seen by multiple analyses cited by The Guradian, as violating the principles of equality enshrined in the French Constitution. Constitutional experts say this would also violate European law and lead to a progressive or indirect exit from the European Union. Le Pen's proposal to lower the retirement age to 60 was coming under scathing scrutiny, with Jean Tirole, the 2014 Nobel prize winner in Economics saying it would cost 68 billion euros and "permanently impoverish the country." Countries such as Brazil that lowered the retirement age in this manner have found that it seriously affects public finances, leading to the deep economic crisis in Brazil following the commodity price collapse a few years ago. Macron has moved in the opposite direction to raise the retirement age gradually and now with a proposed national consensus, at the cost of losing some support, simply to shore up public finances. So that needed investments in infrastructure and climate change can be made. For this reason it may become evident to undecided voters that Le Pen's proposals have some serious flaws if implemented, weakening the French economy and yet not tackling the deeper problems of younger people. These problems The Guardian says in a separate report are the precarious and low pay jobs, asset based inequality, and rural urban regional differences developing as a result of the offshoring of manufacturing to China, and are common to Britain, France, Germany, and the US. These problems are beginning to be addressed after the lessons learned from the pandemic by western nations.   ...

In this report in TOI, Vijay Gokhale, former foreign secretary, points out the big shift taking place in how Germany like the US is paying attention to its mistake of overconcentrating its supply base and investments in one country, China. This type of overinvestment in one country does not make sense for a country for its supply chain, until one accepts that China succeeded to a great extent in building next generation infrastructure, logistics, and ease of manufacturing in China. India is only now learning this lesson- and Modi's experience in Gujarat stemming from studying China's evolution as an industrial nation. Lessons that are now being applied all over India to do, to build the kind of next generation infrastructure and logistics that would make it attractive to make in India and invest in India for Germany and the US. Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. US president Biden authorizes $350 million in immediate military assistance to Ukraine. Western leaders now believe that NATO countries are at risk if they do not help stop the invasion, as it now appears that Russia seeks to restore a sphere of influence across Eastern Europe that existed under the Soviet Union. In 1956 Soviet tanks entered Budapest, Hungary. A situation reminiscent of that in Hungary is now taking place in Ukraine in 2022. Earlier the Russian view of Ukraine neutrality was accepted by western leaders- the situation has changed during the last week, as it is now perceived that Russia seeks to change the situation in Eastern Europe. This completely alters western Europe's and America's view of the situation in Ukraine. All this has happened in a matter of days, and in a few weeks. On the Russian side the invasion is not popular with street protests in Moscow and people on the street skeptical about the invasion and its objectives. The view is beginning to emerge that this invasion only breaks the fraternal ties between the Belarus, Ukrainian and Russian peoples that have existed for centuries. In this sense the politics and governments of the present are not relevant as much as the shared history. Ironically it is this shared history that Mr. Putin seemed to want to assert. Yet it ignored the fact that Ukraine also has a shared history with Poland and the Baltic countries and the desire for a different system of government is common to all the people's of the world. Sri Lanka, Bangladesh, Indonesia and India; UK and Scotland or Ireland; Sweden, Norway and Denmark, Canada, Britain and the US; Hungary, Austria and Germany; all have a shared history yet the people in each country at different periods of history have made their own choices and decided what they would do as independent countries.  ...

This editorial in the WSJ says the resignation and downfall of Boris Johnson in Britain comes from the dissembling that resulted in loss of confidence in his Conservative party, but also in a larger sense from the failure of his agenda to revive Britain.  Not much has happened in the promise to invest in and revive the failing economy and social setting in the north of England. Inflation was hitting British households hard with inflation at close to 9% in 2022. Home electricity and natural gas prices spiked 54% in April and are expected to go up 40% in October. Johnson raised the payroll tax 2.5% to fund the NHS. Corporate tax rate was to go up to 26% from 19%. Green taxes helped energy prices go up, and Johnson did not cut the consumption tax or green taxes on gasoline or diesel or household energy says the WSJ, and kept the household income tax brackets the same even with inflation so households would see a large tax increase. In this sense Boris Johnson with his exuberant personal style and enthusiasm promised a lot after taking Britain out of the European Union with Brexit. Yet as the months dragged on and after the worst of the pandemic found there was little he could show that would convince Britons of a brighter future. Not for the North of England, not for Britons in other parts of England and in London, and with high inflation and lacking the investment that could change Britain, not much to show for infrastructure improvement or plans for the future. The dissembling and eroding credibility led to the situation that only half way through his term in office his absolute majority in the 2019 election could not keep Boris Johnson in office, and the Conservative party was losing the confidence of the British people.  ...

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. The shift now is to a more self reliant economy in industrial production making "local more vocal."  During the lockdown the large rail network and postal networks with their millions of employees, IT technology driven banking with Aadhar identification for direct deposit to hundreds of millions of the most needy citizens, and farmers, proved to be the most reliable and supportive. ...

Coach Joachim Low's strategy for his players of sitting deep in his half so as to remove the possibility of inviting space backfired says DW.com. Toni Kroos of Real Madrid team who was one of the few seasoned players on a new team for Germany put together by Low, says that they tried both being more aggressive in the second half after sitting deep in the first half, and both approaches failed. The Spanish team was well coordinated, faster and tougher throughout the game.  At key moments the Germany defenders were nowhere near the Spanish players as they moved the ball one way and quickly the opposite way the next moment. Ferran scored a hat trick with 3 goals and some of his goal kicks were very quick and fast. As it says here Ferran reacted faster than anyone to score. In three consecutive moments Germany was slow to react to the speed of the Spanish players. For most of the game the Spanish players controlled the ball with pinpoint passing in the midst of many of the German players. It was not that Neuer the German goal keeper was not quick enough, he was beaten by the speed and angles, and the movement of the ball from different directions with Spain's rapid passing. For Spain Ramos, Morata, Ferran, Koke and Rodrigo, Olmo, played a critical role with a German team not looking like this since the 1930's, even though coach Joachim Low had put together a new German team. This could be a formative moment for Germany and coach Joachim Low as the German team looks for its form that eluded it completely this time.  ...

At this rate China and India will through the time young people are being encouraged to pursue reading and education- and through strictly regulated social media and videogames in China and TikTok banned in India- move in the direction of developed nations and the US with 150 million users of TikTok be moving in the other direction where Brazil 126 million users and Indonesia 99 million users are. This report in MIT Technology Review says in 2022 the children and teenagers in America spent 103 minutes on TikTok. Tiktok and Facebook split the social media market with about 5 billion minutes each. If users are on both this could give an average of 206 minutes or over 3 hours a day. Consider that there is a Chinese version Douyin. In China its version of TikToK is strictly regulated for a long time now and nowhere poses the kind of threat to education, reading and building a better educated population in China than in the US. Is that a conspiracy. No, says MIT Technology Review, it is because how quickly and forcefully the Chinese governments regulates digital platforms.  It a clear failure of the US Congress and the federal government that has led to this situation where this may be the first generation of young people that are less prepared for civic responsibilities and are from the amount of time dedicated to social media spending less time on reading to to be knowledgeable, and reading in general for education.  In China action is swift. Take for example video games and addiction. In 2021 the rule was put in that children under 18 could only play video games between 8.00 pm and 9.00 pm on weekends and holidays. They are blocked from using outside of these hours. China is looking for new measures that require creators to obtain a license, and for ways for the government to regulate the social media algorithms themselves.  ...

France has reacted faster to the economic crisis presented by the pandemic. It shielded its economy earlier with government support and household consumption has held up better. Its presidential system led to faster decisions than Germany's decentralized mode leading to some experts saying it should borrow this aspect from France. France also has 70% of its energy from nuclear, Germany by contrast depended too long on Russia and Merkel's decision to completely get out of nuclear and to let overconcentration of supplies of energy from Russia happen was a mistake. Merkel also supported the auto industry without anticipating changes taking place after the Copenhagen Climate conference in 2009 and preparing for the future. The auto industry has taken a hit in Germany as it relies too much on imported EV batteries from China and was slow to make the transition to EV's and hybrids. In fairness to the SPD's Scholz and Greens Habeck considering the economy handed to them by Merkel they had to scramble after the Russian war in Ukraine in the middle of the pandemic. Germany made it through in record 1 year's time to be independent of Russian oil and gas, a huge achievement. Over time Germany will recover as it makes a transition of business away from overconcentration in China, another of Merkel's and German business failures to develop a vision for the future. China's slowdown has affected Germany. Germany has to invest in other parts of the world including in India and Japan to diversify the supply chain. Overall score card would give Habeck and Scholz a lot better score, Merkel and German business leaders of the time a low score, and Frnce and Germany about the same score. France for a steady response, and Germany for the speed in which the oil and gas crisis handled considering also that both countries have a centralized and decentralized system based on their respective history and culture. ...

Not much will change in Italy's place in the European Union, says Maria Ferraresi, editor of Italy's Domani newspaper. Italy expects 200 billion euros of solidarity aid from the European Union that is dependent on following EU rules. And coalition partner Berlusconi says he will drop his support if Meloni adopts any anti EU rules positions. Meloni's Brothers of Italy party with 26% of the vote has roots going back to the Social Movement in Italy in the 1930's. To attract support she has remained in opposition even when Matteo Salvini of the League and Silvio Berlusconi of Forza Italia parties joined Mario Draghi's unity government during the pandemic. She has turned to a pro EU stand from a EU skeptical stand. Meloni is also forming one of seventy Italian governments since 1945 such is the pace of government change in Italy making every government dependent on fickle political sentiments that shift quickly. The Italian economy has fallen into a stagnant situation with growth less than 1% in 2022, and the main concern of voters and the elected governments is the economy and standards of living, so that EU aid acts as a critical part of rejuvenating the economy. The Eu solidarity aid of $200 billion in coming years is critical for Italy's economic revival. It also shows the European Union in action after the years following World War II when it was realized that some sort of sound European economic framework was needed for the common good. Ferraresi also points out that Italy has also gone through an EU led effort to make the judiciary fully independent and able to function similar to the judiciary in France and other EU nations. Russian forces in Port Arthur (Dalian, Lushun) like the other European colonial powers in Tientsin took part in the joint operations of Japan, Britain, France, US, and Germany in the invasion of Peking in mid July 1901. Under the Soviet era China was an ally of the Soviet Union yet there was a strong sense of independent action that led to the breakdown of the relationship between Krushchev and Mao in the 1960's. This may be true also today as the European conflict in Ukraine may not be in China's interest of developing its economy and continuing on the path of modernity it adopted throughout the events of the 1930's to the 1990's to today. This report from that period shows the Russian army under Colonel Anisimov and General Stessel rescuing British admiral Seymour's force near Tientsin. The Russian forces under Russian Admiral Hildebrand played a leading role in the battle of the Taku forts that followed in late June 1901. The forces at Tientsin under Admiral Alekseev of about 8000 are mostly Russian. On 19 July 1901, Russia's General Linevich assumes control of the joint Japanese, Russian, British and French forces that conducted the campaign towards Peking.  The American version of the events in China in 1901 is given by Cornell University Prof. David Silbey in his 2010 book- The Boxer Rebellion, The Great Game in China. It shows the depressed condition of China at the time and the struggle to free China of the opium of British traders and conversions by Christian missionaries that undermined Chinese culture and society. The rebellion of 1901 is similar in China's history to the events of 1857 in India with the rebellion against British rule.    ...

Azimji Premji of Wipro is one of the few Indian business leaders with a strong bonding with Gandhi's ideas of personal responsibility for India's betterment and the betterment of millions of ordinary people in India. He says Gandhi influenced him only next to his mother who ran an orthopaedic hospital for disabled children for 50 years, and learned what it took to do this as well as the difference it made in people's lives. He quotes Gandhi as his own personal philosophy-  "Supposing I have come by a fair amount of wealth- either by way of legacy, or by means of trade and industry- I must know that all that wealth does not belong to me; what belongs to me is the right to an honorable livelihood, no better than that enjoyed by millions of others,. The rest of my wealth belongs to the community and must be used for the welfare of the community." Azimji Premji gives as three enduring parts of Gandhi's leadership- the pursuit of truth, the importance of means over ends, and empathy for all human beings. He cites a saying of Gandhi to be seen at Sabarmati Ashram and Gandhi Smriti- "I will give you a talisman. Whenever you are in doubt or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself of the step you contemplate is going tobe of any use to him or her. Will he or she gain anything by it? Will it restore him (her) to control over his (her) own life and destiny? In other words will it lead to swaraj for the hungry and spiritually starving millions? Then you will find your doubts and your self melt away." ...

In a great success story for Africa and medical research in Africa, Congolese medical scientist Dr. Jean-Jacques Muyembe's research helps find a solution for tackling the Ebola virus.  The Ebola virus has killed 9 out of ten patients in outbreaks in Africa, particularly in the Congo.  A international coalition of doctors and scientists have proven in clinical trials that new Ebola drugs, a result of Dr. Muyembe's research, work effectively to save lives. Dr. Muyembe was one of the first scientists to identify the Ebola virus. The disease began in 1976 from a remote village near the Ebola river in the Congo. The clinical trials were done in the middle of a war torn country, in the northeast of the COngo, in tent-sided field hospitals that served as Ebola treatment centers. Two treatment centers were set on fire. Ebola patients recovered often after a single intravenous dose.  Dr. Muyembe's scientific research that showed that antibodies or proteins that the immune system produces to fight infections can build up a patient's defenses against Ebola, was initially received with skepticism and doubts by the medical research community. In trials patients given a single anti-body drug  had a 35% mortality rate compared a common 90% mortality rate without treatment. The NAID-led drug , mAb114, was made from an antibody of n Ebola survivor found by Dr. Muyembe who has dedicated his life to fighting Ebola, and is the head of the  Congo National Institute of Biomedical Research. The WHo and NAID, organized the clinical trials. Regeneron Pharmaceuticals has developed a drug based on this research REGN-EB3 which shows 34% mortality rate and better results when patients received the treatment soon after the illness.  About 240,000 people in the northeastern Congo have received vaccination for Ebola to contain the virus and prevent it from spreading. ...

Indian Foreign Minister Jaishankar visits Ahmedabad for the introduction of the new Gujarati language edition of his book, The India Way- Strategies for an Uncertain World. At the meeting to take questions on the Gujarati edition at IIM Ahmedabad,  Jaishankar said India is now the fifth largest economy in the world. During the Nehru period it was the 20th largest economy in the world. It now has the capacity to take a leading part in world affairs. In a few years by 2030 India is expected to become the third largest economy in the world. And with its economy integrated into that of the US economy in a way that no other economy has been it will make the US-India economy by far the largest of any economic combination in the world. Because both are English speaking and both are modern democracies, and the traditions of Lincoln and Mohandas Gandhi, of St Paul and the Vedanta with Buddhism deeply rooted in each country. This is the true meaning of the Indo-Pacific. As Jaishankar pointed out in Ahmedabad there is no point in the water that says here is where the Pacific starts- that is the reality. Once you are in the Indian Ocean east of Africa you can travel on the ocean all the way past India to Indonesia, the Japanese Islands and the Hawaiian Islands till you reach the western shores of the United States. For India, the US and Australia, and Japan this is the ocean pathways that they are committed to keep open and with the international rule of law for all nations. In renewable energy, in climate change action, in managing soil and water, in agricultural innovation, and in technologies of all kinds India can now lead the way. Scientific curiosity, learning curve, manufacturing and innovation, education that brings new skills for a large workforce, India can tap into the resources of the world and make its own contributions to this resource for all mankind.  ...

"The whites are here to stay," a line in a paper prepared by Kissinger set the policies of the Nixon administration supporting Apartheid in Africa. NYT in this report on Kissinger points to his involvement of the US in the Angolan civil war on the side of South Africa as he did not understand the popularity of liberation movements. Kissinger was steeped in the Austrian and German politics of his original home country Germany from the Napoleonic period to 1914 covering Metternich in Austria-Hungary and Bismarck in Germany. He also failed to grasp the popularity of liberation movements in Indochina. As a result of these policies many many hundreds of thousands of lives were lost, which cannot be said of Secretaries of State before him. Jefferson, Madison and Adams, and Seward for Abraham Lincoln, Elihu Root for Teddy Roosevelt, Cordell Hull for FDR, George Marshall and Dean Acheson for Harry Truman, John Foster Dulles for Eisenhower, George Shultz for Reagan. Kissinger served only for 3 years and the lives lost are incredibly large. We think of Geroge Marshall and the Marshall Plan that rebuilt post war Europe, Seward's role with Lincoln in the Civil War, and Cordell Hull's fight for freedom of Asian countries including India under Gandhi.  And we can see why there are such strong opinions for Kissinger almost seeing Kissinger as a Napoleonic figure where power faced the hundreds of thousands of lives lost with complete indifference. There is the opening to China yet this happened simply because as a coincidence of events in China in 1970 after the Great Proletarian Cultural Revolution led to Lin Piao incident and China seeking a connection to the US more than Kissinger's own policy or plans. David Sanger's account of his conversation with Kissinger simply says he just "shut up and took notes."  ...

As deflation takes hold in China, the lessons of US relations with China that were handled by business to maximize profits that caused climate change and destroyed the environment, and caused deindustrialization in the US show the need for a wiser approach on both sides. Consumer prices in China declined 0.8 of percentage point in January over previous year. People in Hong Kong cross the border to shop in city of Shenzen for lower priced goods. These are the first signs of deflation in China. This is the beginning of a repeat of Japan's experience of the last three decades. Rapid growth followed by unsustainable growth after 2000 in China created problems for the environment and climate change because the growth was compressed into a few years and China's size. The experience of Japan's growth in the 1980's was repeated but this time on a scale that reflects China's population of 1.4 billion people compared to 125 million for Japan. The result many American factories unable to compete with lower costs in China closed in 2000-2015 leading to a general decline in towns and communities across the US destroying livelihoods.The effect is magnified as the support services jobs and wages that go with factory jobs magnifies the effect on jobs by a factor of three or four. The result is a situation that did not have to happen this way hurting both the climate and supply chains, hurting both America and China as business interests in both countries made short sighted decisions. As America diversifies from concentration of supply chain in China, into India and Vietnam, the process needs to be such that it benefits both the American and Indian people not be allowed to be left to business alone to determine as happened with China. This is one of the lessons of this period. ...
