In Japan the increase in the national sales tax from 8% to 10% in October 2019 had already caused a contraction in the economy. Global oil demand is expected to shrink in first quarter 2020, for the first time in 10 years, according to the International Energy Agency. China made up three fourths of growth in oil demand in 2019. The border closures, flight cancellations, and factory closures, are affecting Chinese oil consumption as a result of the coronavirus. China's growth in first quarter is expected to be 3-4% than a year earlier.

Britain's 2013 budget provides some benefits to home buyers. Chancellor of the Exchequer Osborne says the Bank of England will have more leeway with its inflation target to aid economic growth. Britain's Office of Budget Responsibility says growth will be down to 0.6% in 2013, and 1.8% in 2014. This is a result of weak exports to the eurozone and decline in consumer spending. The government now expects to borrow 240 billion pounds more than forecast for the 5 year period ending April 2016, as a result of the weaker economy. Debt as a percentage of GDP will not decline by 2015 as planned earlier, it will be 2018 before this happens. Osborne said: the plan "is taking longer than anyone hoped. But we must hold to the right track."

Bank of England minutes for the Jan 8-9, 2014 meeting show officials saying "they saw no immediate need to raise the Bank Rate even if the 7% unempoyment threshhold were to be reached in the near future." This comes as the unemployment rate average in 3 months to November 2013 was shown at 7.1%, according to the Office of National Statistics. The rate declined from 7.4% in the previous three months. In August 2013 Bank of England officials said unemployment would have to fall to 7% before raising the Bank's benchmark interest rate. The Bank of England has set the bechmark rate at a low of 0.5% and the size of the bond buying program at 375 billion pounds.

Economists estimate Brazil's economy declined in the 4th quarter 2013 following a 0.5% contraction in 3rd quarter 2013. The central bank's economic activity index dropped by 1.35% in December over November. After a decade long boom in consumer spending retail sales are slowing sharply, growing only 4% in 2013 compared to 2012. The bright spot is unemployment. Unemployment in 6 of Brazil's largest metropolitan areas declined to an average of 5.4% in 2013 from 5.5% in 2012, according to the Brazilian Institute of Geography and Statistics. Brazilian manufacturers see lower production and investment, and industry is affected by the weak economic conditions in Argentina. Real wages increased by 1.8% in 2013 over 2012. Growth for 2014 is estimated at 1.5%.

After repeated efforts to open up Mexico's oil industry in the last decade by the PAN party and stalling by the PRI opposition, Mexico finally makes the sorely needed changes to its constitution which will allow foreign oil companies to compete with Pemex. In Dec. 2013 the PRI Nieto government and the PAN join together for the two thirds majority in Congress to change 3 key articles in Mexico's constitution- 25, 27, 28. These articles are vestiges from an earlier era of nationalistic oil laws following the nationalization of the oil industry by President Cardenas in 1938. Brazil under president Cardoso opened up its oil industry by passing consitutional amendments in 1997, allowing foreign oil comapnies to compete with Petrobras. Argentina is in the process of attracting western oil companies to develop its shale oil reserves. Mexico faces the prospect of becoming a oil importer by 2020 if oil production remains stagnant at current levels of 2.5 million barrels a day, creating a new urgency for action. Pemex officials say Pemex can only come up with $25 billion a year of the $60 billion needed to develop Mexico's deep water reserves and shale oil and gas reserves. Under new legislation Mexico will allow profit-sharing contracts, production-sharing contracts, and licenses where foreign oil companies would pay royalties and taxes to the government. A major change supported by the PAN party is setting up a sovereign oil fund modeled on the Norwegian Oil Fund to send part of the oil income into long-term savings and pensions. A trust run by Mexico's autonomous central bank will manage the fund, according to a final draft. The changes are important for the Mexcian economy to increase the growth rate, and coupled with other changes for competitiveness and anti-monopoly legislation in the domestic economy. Additional changes coming from the Pacto de Mexico to the education system and other areas, form a major bipartisan effort for the first time in Mexico's recent history to improve Mexico's competitiveness in the global economy....

Before Rutte of the Netherlands took over as head of NATO, the head of NATO Stoltenberg for 10 years was from Norway. The total population of Norway of 5.5 million is less than the population of the Houston region. Should it exercise such an important role in the affairs of Europe much less of the world? It was under Stoltenberg's appointment in 2014 as head of NATO after losing an election in Norway, with Merkel and Obama's support, that gradually changed the perception of NATO as too close to Russia's borders so that by 2019 when Covid took place the situation deteriorated in Europe beyond recognition. Russia and China joined together and Russia invaded Ukraine in 2022 with Stoltenberg in a role in NATO that reflected more the British view of NATO than how DJT and other Republican leaders perceived NATO. As America turns this chapter of Bush-Clinton-Bush-Obama years of failed politics in which US lost control in its own backyard to drug trafficking gangs in Mexico and Venezuela, conducted wars in remote deserts and mountains in the Middle East, and lost its economic position to China, turned over NATO to  politicians who followed a British view of hostility to Russia that did not reflect the American view of working in cooperation with Russia, China and other major powers, this appointment of Stoltenberg a figure in the Norway establishment may be seen as another failure of the Merkel/Obama years. ...

What the US wanted in the initial hours- use of Diego Garcia base and RAF base in Haverford Gloucestershire. UK's Keir Starmer first denied use of the bases and till he could verify US attacks were within international law. When Iran responded with a a barrage of drones and ballistic missiles 840 drones and 340 ballistic missiles and attacked the British base RAF Akrotiri in Cyprus, suddenly Starmer saw the opportunity to justify US use of British bases on defensive grounds. DJT called the British response "very disappointing." Starmer told parliament-  "To be clear, the use of British bases is limited to the agreed defensive purposes; we are not joining the US and Israeli offensive strikes. The lessons of history have taught us that it is important when we make decisions like this, that we establish there is a lawful basis for what the United Kingdom is doing. That is one of the lessons from Iraq, and that there's a viable thought-through plan with an objective that can be achieved or has a viable prospect of being achieved.That is the principle that I applied to the decisions that I made over the weekend. This government does not believe in regime change from the skies." The situation Starmer faces domestically is that voters for Reform UK and Conservatives support full use of the airbases. Voters who vote for Liberals, Greens and Labour do not support use of the British airbases. Local elections in which Labour is seen losing a large share of its 2024 vote to Greens and Liberals is one factor the premier had in mind, in addition to issues in the war in Iraq.  Another is the consideration that Britain has a large presence in the Gulf from the days of the Empire when they were British colonies.Already in 24 hours 100,000 Britons have registered for help in the Gulf region. Britishers run much of the tourism, airlines and other business in the Gulf region as the Gulf states are small in area, with small populations and a large population from South Asia for certified migrant labor, and British managers at the higher levels. When Iran attacked UAE, Bahrain, Qatar, and Saudi Arabia with drones and ballistic missiles it was clear that Britain was also being attacked though the attack on the RAF base in Cyprus was cited. ...

The number of unemployed in Spain reaches 5.6 million people in April 2012. Finance Minister Guindos said the only bright spot was exports and a drop in the current account deficit which shows Spain's improving competitiveness: "This shows the Spanish economy is competitive, unlike some other European economies, thats the most important element of optimism for the future." The Spanish cabinet approved a Stability Program Report to be submitted to the European Union showing GDP growth of 0.2% in 2013 and 1.4% in 2014, following contraction of 1.7% in 2012, and unemployment falling slightly to 24.2% in 2013.
