India has learned lessons from past health epidemics- the plague Gujarat 1994, avian flu H5N1 in 2005-2006 Maharashtra, Madhya Pradesh, swine flu H1N1 Pune, and more recently MERS. The Indian Express looks at past epidemics, how they were tackled and what India learned from them. Major improvements in sanitation and hygiene since then and advances in medicine, public health.  Experience was gained. The municipal commissioner of Thane near Mumbai was district collector of Jalgaon during the avian flu epidemic. He used quarantine to restrict transmission of infected material. He shifted bus stands, closed weekly markets, and had health workers check symptoms in a 3 kilometre radius area. His message for today- have a contingency plan, track, test and treat people, stay focused, not panic, and know exactly what has to be done. Moving migrant crisis today was also seen in Surat, 1994, with the plague epidemic when migrant workers left the city. The government had to use paramilitary units in 1994 to quarantine the entire area. During these earlier epidemics the Indian Council of Medical Research and other medical organizations played a significant role. One of the lessons learned from the H1N1 epidemic that originated in Mexico was the need for effective surveillance and real time reporting so that the pathogen can be recognized in real time and tests done at labs to determine what it is, followed by effective response through isolation of region and patients. In India the Constitution set the retirement age for the Supreme Court at 65. Only in the U.S. is this practice maintained.

A 105 year old woman farmer in Tamilnadu state (formerly Madras) works on her 2.5 acre farm growing bananas. These days she has taken to organic farming with zeal. A team trekked for 9 hours to reach a village in Tawang district so that 16 yak grazers could be given the vaccine. The trek took them through dense forests, swampy stretches, and the Luguthang river, crossing two mountain peaks.

New evidence suggests that about half of coronavirus cases may come from transmission by individuals who yet have no symptoms and don't know they have the virus. It appears that there are two trends one of the high frequency stores in the rural areas and the smaller villages and towns, and the other of large stores in the growing urban areas with buyers from the newly affluent urban classes. What is interesting is the close attention that is required to sell to high frequency stores and the sense of respect that needs to be shown for the economy, price and budget, buying habits to tailor products for their special needs. As for example: the one time use Head and Shoulders shampoo that costs 2 pesos, the feminine hygiene pad product with aloe that can be used longer with extra absorbent cotton, the Downy Single Rinse to conserve water usage. The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

How it can invest to meet the oversubsidizing that the US and China are doing, the investments that the US with Inflation Reduction Act for $1 trillion in spending and investment including chips and science, and the similar investments in China- how can Europe make investments of $1 trillion, and ways to generate the funding. And investing $1 trillion on a Europe wide basis with a plan and a set of goals to maintain European leadership in a world dominated by the US and China, and soon India. In the other election for Senate seat with  about 20 candidates running no one could secure a clear win. Mr. Biden with a very thin margin of 13,000 votes in Georgia over Mr. Trump. Mr. Trump contested the election because of the unprecedented nature of the 2020 election with mail in votes allowed in a way and in huge numbers that was not always well organized to be fault proof. With federal elections being run by state officials in 51 states and not by a national election commission as in India, and each state improvising its way of handling mail in ballots there was not a fault proof way of knowing if everything was 100% unquestionably correctly done. A national federal election commission not belonging to any party and unrelated to state or federal authority can ensure an election is free and fair better than the way it is organized in the U.S. Use of electronic machines for over 1 billion voters also ensures consistent way of doing it in India compared to the haphazard nature of the American process of vote ballots and separate counting in each state. This is the second election in which both parties differed on the election and disputed the result. The earlier one was Bush vs. Gore when Mr. Clinton was outgoing president following 2 terms in office. Yet surprisingly there are no calls for setting up a structure like that in India that would organize the vote collection under the authority of a national election commission and the use of modern technology consistently across the nation. ...

A world without an effective and enlightened leadership from the U.S, is one in which the world could fall apart in regional rivalry, one in which the hundreds of millions of people in the poorer parts of India, China, Russia, Brazil, and other developing countries of the world, will have less opportunity to meet their aspirations for a better life. This is because a focus on development requires less regional rivalry and because serious missteps can reverse in a few years decades of economic progress as shown in the 2008 global financial crisis. More so because we live in an increasingly interdependent global economy. It is also the kind of world where suppression of freedoms and suppression of the opposition as in China and Russia, provides a wrong kind of message, a world in which we or our children would not want to live in. Russia, India and China, are too driven by rivalry and lack the deep experience to go it alone, multipolar is more likely to end up being multipolar rivalry leading to a race to the bottom, which would be bad for all, especially for the poor in Asia and the developing world. The 2008 crisis showed what some serious economic mistakes could do to employment and incomes in the world with output dropping by a third in most places. Political missteps could lead to a slippery slope of this magnitude but more difficult to correct. Greater participation in the political process and more enlightened leadership is needed in all countries to allow many voices and greater interaction across boundaries, focussing on the dangers of such multipolar rivalries. The world of the G-7 is already moving to the G-20 where many voices are heard and serious discussion of differences takes place, but participatory is different from multipolar....

A 7 year redevelopment project is taken up for the Dharavi slum part of Mumbai between the Dharavi Redevelopment Authority and the Indian Railways. The Deputy CM of Maharashtra Devendra Fadnavis and Union Minister of Railways Ashwini Vaishnaw signed the agreement for handing over by Indian Railways of 47.5 acres of land in Dadar for the Redevelopment. Dharavi is Asia's largest slum cluster home to 58,000 families and 12,000 commercial businesses. Cost of project keeps going up from 4000 crore in 2004, to 28,000 crore in 2022. The State government is looking at a joint venture where the lead bidder for the projects- with Maharashtra government inviting global tenders- will take 80% of the stake and 20% will go to the state government. The bidding ends October 31, 2022, and the Adani Group is one of 8 bidders.

Dr Norman Borlaug passes away at 95. He was a plant scientist who invented special rust fungus resitant varieties of wheat through work for the Rockefeller Foundation in Mexico. In this work he used the climate of the Sonoran desert and the Mexican highlands to develop this rust resistant wheat variety. He came up with asmaller wheat plant which with fertilizer counld increase yields enormously. Brough up in Minnesota of Norwegian parents, he studied in aone room schoolhouse and pursued his doctorate in plant sciences at the University of Minnesota during the depression. At this time he saw hungry people in Minneapolis, and this stayed with him as he was persuaded to take up the job with the Rockefeller Foundation in Mexico after working at Du Pont. Mexico meant dismal conditions and vast amounts of travel between the desert and the highlands. But his unflagging persistance and good humor in these difficult conditions led to results with the new varieties of wheat. This was then used in Mexico and later in India and Pakistan in the 70's with the wheat crop in 1968 maring the beginning of ther green revolution. ...

The countries of Central and Eastern Europe are building closer relations with Taiwan. Central European and Eastern European countries trade less with China and see close relations with the US as essential for their security. This includes Poland, Slovakia, Lithuania, Czech Republic. Helath officials have little knowledge of how this variant entered Canada's western province. This report says the housing shortage for hospitality workers is worsening the pandemic with 6-8 hospitality workers living together and no chance to limit the spread.   The decision by the state health officials not to screen with testing for which variant is responsible for an infection of covid is coming under criticism, as reported in The Guardian. Recent steps to contain the spread in India advocated by prime minister Modi in India give micro-containment a big role, with screening and testing and detection of incidence of mutation becoming critical. To do this the health system has to be well prepared and have full support and direction from a unified authority bringing together every arm of government at the federal, state and local levels.
